NEW YORK — Oprah Winfrey is getting a tribute from Alicia Keys.

Keys announced Tuesday that her organization, Keep a Child Alive, will honor Winfrey at its Black Ball event on Nov. 1.

Key says in a statement that the media mogul is “a personal inspira-tion to me because her philanthropic work truly comes from the heart.”

Winfrey’s humanitarian efforts include building schools in South Africa.

Keep a Child Alive was founded in 2003. It assists those affected by HIV/AIDS in Africa and India. Keys says this year’s Black Ball will pay “special tribute to the empowerment of women — the heartbeat, soul, and backbone of the AIDS movement.”

The ninth annual event will take

place at New York’s Hammerstein Ballroom. Past honorees include former President Bill Clinton, Sir Richard Branson and Bono.

The British-American musician said the award was particularly fitting because he went to school nearby, and spent his formative years on Hollywood Boulevard dreaming of becoming a rock star like Led Zeppelin.

“This is a really special acknowledgement... it’s the coolest thing you could ever get,” he said as hundreds of fans gathered for the ceremony outside Hard Rock Cafe, just along from the world-famous Grauman’s Chinese Theatre.

“I’m such a part of this scenery. I went to school here, and started playing guitar here, literally 100 yards down the street... I got a very technicolor edu-cation up here,” added the guitarist, who was born in London. Sheen, who has had his own battles with drugs and alcohol over the years, joked that the first time he met the guitarist, “I was so excited I called him ‘Smash.’”

“It’s quite fitting that Slash is getting a star on the very street that Axl Rose will one day be sleeping on,” he added, referring to Slash’s long-time rivalry with his former bandmate.

“This man here, through his music and through his person, through his compassion, has changed the way that I look at the world forever. That can only happen through true artistry.”

Following the ceremony, the 46-year-old musician -- real name Saul Hudson, born to a British father and an African-American mother -- posed for photos with his wife Perla Ferrar and their two sons.

After quitting Guns N’ Roses in the mid-1990s, the guitarist had success with other bands, including Slash’s Snakepit and Velvet Revolver, before embark-ing on a solo career. While a typical rock wildman in his early heyday, Slash has been clean and sober for several years, and has even reportedly stopped smoking.

But Sheen recalled their hell-raising years together, joking that Slash’s Hollywood star “is going to be stepped on more than the coke we did in the 80s.”

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Subak Gelgel, Klungkung, set to scream because tens of hectares of their farmland were at risk of crop failure. It happened because the tungro attack was getting more ferocious. The leaves of a number of newly planted rice had been turning yellow.

As observation in the field on Tuesday (Jul 10), the worst condition was seen along the road of Minggir village leading to Jumpai. A number of farmlands planted with rice on the roadside looked to turn yellow whereas they were just 21 days old. The paddy plant did not grow normal-ly. Their leaves had yellowed. Even, several leaves had been falling.

Klungkung, Nyoman Mudia, when met at location, said that the yellowing rice plants were caused by tungro at-tack. It was getting more ferocious and difficult to address whereas farmers had sprayed the plants with pesticides. He also denied if the yellowing condi-tion happened due to lack of water. Even, according to Mudia, his subak territory never lacked of water. “It was not caused by lack of water. But, it was triggered by insect attack, including Xoo,” he said.

On seeing the condition of yellow-ing rice, Mudia from Tangkas village estimated the harvest yields would not be normal. It happened because the condition of rice planted by farm-ers had been damaged as attacked by tungro. Against this problem, he

just hoped the relevant government agency could come down to check it so the attack would not be widespread in the territory of Subak Gelgel.

The Head of Klungkung Agricul-ture, Plantation and Forestry Agency, Wayan Muliartha, when asked for his confirmation related to the rice condi-tion at Subak Gelgel claimed to have not received any report. However, to ensure the information he claimed to promptly go down to the field to check it. The insect attack to paddy plants of farmers might happen as the result of chemical substance or lack of one of the chemical sub-stances. “Yes, we’ll check it first tomorrow to the field because so far there has been no report to us,” said Muliartha. Many rice mill owners re-vealed on Tuesday (Jul 10) that their rice production diminished significantly where they could usually operate two units of milling machines in a day, but these days only one machine. Ketut Sukadana, one of the rice mill owners, admitted the dif-ficulty to obtain grains as many farmlands in Jembrana faced a drought. Such condition highly affected the grain production. He said the most grains obtained did not fully contain. Within the past three months, the decline in grain production averagely reached 15 percent.

In his rice mill, the decline reached about 40 tons per day. “As usual, my mill is capable of producing up to 60 tons per day, now it only reaches 20 tons,” he explained. In normal condi-tion without decline in the grain

production, the rice mill was capable of producing 30-40 tons of rice per day. However, due to decline in raw materials, it only produced 15 tons per day. Of the two units of milling machine available, only one was operated. Moreover, it was only operated for half a day because of limited stock of grains.

Reduction in the rice produc-tion practically caused the price hike of rice at the level of milling factory.

According to Sukadana, since early this July, the price of rice rose around 25 percent. “Aside from the decline in grain production, the drought also caused the grain coming to the milling factory to have inferior quality. A lot of grains are vacant so they automatically have an impact on the price of rice,” he said. (kmb26)

government needs more dump trucks for its sanitary department to efficiently dispose of the city’s trash.

“We actually need 90 trucks for optimal cleaning, but the fact is we only have 35 vehicles that can be used feasibly,” Den-pasar Park and Sanitary Department officer

Dewa Anom Sayoga said.He stated that Kota Denpasar produced

about 2,700 cubic metres of waste per day on average, so the cleaning staff were overworked because of the limited number of dump trucks.

“We determined the number [of trucks required] based on the volume of waste in the landfills at Suwung, Denpasar. Every

day, the drivers have to go back and forth four times because of the limited number of trucks,” Dewa explained.

He noted that 12 out of the 35 trucks were provided by the Bali government.

“The local government plans to add 10 more dump trucks, which will be bought by using the regional budget of Kota Den-pasar,” Dewa said.

“Construction of the project started in March 2012 and it is to be completed in April 2013,” JBT President Director Akhmad Tito Karim said.

Bad weather hampered shipment of building materials from Java across the Bali strait , but Akhmad said he is confident that the project would be completed as scheduled.

Not all of the building materials needed for the projects have to be brought in from Java, he said, adding some of the materials are available in Bali.

Sea transport has been hampered almost in all parts of the country with swelling sea waves and strong winds that have claimed a number of lives.

JBT which has been named to build the project is a consortium of a number of state ccompanies such as highway corporation PT Jasa Marga, airport operator PT Angkasa Pura I and seaport operator Pelindo III.

world scientific center that could share its ex-perience in development with the developing South-South countries, a minister said.

“Indonesia will announce and declare itself a Knowledge Hubs and would share its experience with other developing countries,” Armida Salsiah Alisjahbana, the state minister for national development planning.

Armida told delegates in the South-South

meeting here on Tuesday that Indonesia could share its experience in sectors of development, democracy, government administration, peace development and macro economy and financial management.

She said Indonesia is considered success-ful in economic development, elimination of poverty through the program of community empowerment.

The country also succeeded in mitigating and overcoming disasters, maintaining strong

food resilience and in development of human resources, she added.

She said Indonesia has grown in status into a middle income emerging country. “The country is no longer only as recipient of aid from donor countries but itself has become a donor in the three sectors,” she said.

The conference opened earlier today by Vice President Boediono is attended by 300 delegates from 46 countries that will discuss development of the world scientific centers.

NEW YORK — French fashion house Louis Vuitton is again putting a bit of Japanese culture on the arms of its customers.

The brand, best known for leather goods, was to formally unveil Tuesday a new collection created in collaboration between Yayoi Kusama and Louis Vuitton creative director Marc Ja-

cobs. The theme is bold, graphic polka dots — a signature of the artist — offered in a frenzied series of sizes and colors.

Jacobs and Kusama started with inspiration of “obsession and seriality,” according to a company statement.

The dots cover shoes, handbags, shirts, skirts and sunglasses, among other items.

Jacobs met Kusama in 2006. He is an avid art collector and was a fan of Kusama’s sculptures and paintings. “The obsessive character and the innocence of her artwork touch me,” Jacobs said.

In honor of the new products, Louis Vuitton created a splashy display for the brand’s flagship Manhattan store on Fifth Av-enue that pays homage to three Kusama motifs: “Beginning of the Universe,” ‘’Eternal Blooming Flowers in My Mind” and “Self-Obliteration.” The building facade is wrapped in a pattern of dots.

The timing of the product launch and building installation coincides with the Whitney Museum of American Art’s new exhibition of Kusama’s work.

Women’s soccer player Heath-er Mitts and men’s fencing com-petitor Time Morehouse modeled the looks on NBC television’s “Today” program on Tuesday ahead of the July 27 start of the world’s biggest sporting event.

A turquoise ring once belong-ing to British classics author Jane Austen sold at auction for 152,450 pounds ($236,557) this week, more than five times its pre-sale estimate, Sotheby’s said on Tuesday.

The gold ring, featuring an oval turquoise gemstone, generated a battle between eight bidders and was eventually bought by an anonymous private collector over the phone, the auction house said.

“Jane Austen’s simple and modest ring is a wonderfully intimate and evocative posses-

sion. The price achieved today and the huge level of interest it has generated, is a remarkable testament to the author’s endur-ing appeal and her place at the heart of our literary and cultural heritage,” Dr. Gabriel Heaton, Sotheby’s manuscripts special-ist, said in a statement.

Austen is one of Britain’s most famous authors of the 19th century who captured the nu-ances of English gentry in nov-els such as “Pride and Prejudice” and “Sense and Sensibility,” which have become classics in English literature.

Last year, the earliest surviv-

ing Austen manuscript, a hand-written draft of a book that was never published, sold for $1.6 million at a Sotheby’s auction.

Other items in the auction-eer’s English literature, his-tory, children’s books and il-lustrations sale included early editions of works by William Shakespeare, Charlotte Bronte and Geoffrey Chaucer, water colors by Beatrix Potter and letters from Jonathan Swift.

The auction generated more than 1.5 million pounds ($2.4 million), with many of the items selling above their pre-sale es-timates, Sotheby’s said.

TOKYO - A baby giant panda born last week at a Tokyo zoo died of pneu-monia on Wednesday, according to park officials who had initially hailed the birth as rare success for Japan’s captive breeding programme.

The unnamed infant, Ueno zoo’s first baby panda born in 24 years and its only one conceived from natural sexual intercourse, succumbed to the illness just a week after its birth sparked excitement across Japan.

The zoo said keepers found the baby lying on its back against its mother Shin Shin’s stomach.

“They administered a cardiac mas-sage and other treatment, but unfortu-nately they confirmed its death at 8:30 am (2330 GMT),” it said.

Shin Shin and her mate Ri Ri were leased from China last year to the zoo operated by the Tokyo Metropolitan government at an annual cost of about one million dollars.

The baby was hailed in China, which has sometimes hostile relations with neighbouring Japan.

“The giant pandas are messengers of friendship,” a Chinese foreign ministry spokesman said in response to news of the birth last week.

“We hope that people-to-people sentiment and overall relations be-tween China and Japan can be pro-moted because of the birth of the cub.”

China is famed for its “panda diplomacy”, using the bears as diplo-matic gifts to other countries. About 1,600 remain in the wild in China, with some 300 others in captivity worldwide -- mostly in China.

As many as 16 giant pandas have been born in Japan, according to reports.

Chief Cabinet Secretary Osamu Fujimura said three Chinese fish-ery patrol ships entered waters near the uninhabited islands, known as Senkaku in Japan and Diaoyu in China.

Japanese Prime Minister Yoshi-hiko Noda, a conservative who has shifted Japan’s diplomacy back toward a focus on U.S. security ties after his ruling Democratic Party’s brief flirtation with a more Asia-centered stance, said on Saturday that the central government was considering buying the isles.

His comments came months after outspoken Tokyo Governor Shintaro Ishihara first floated his

own scheme for the Tokyo Met-ropolitan Government to purchase three of the islands, currently pri-vately owned by Japanese nation-als and leased to the central gov-ernment, to “protect” them from Chinese maritime incursions.

Ties between the giant Asian neighbors, long plagued by Bei-jing’s bitter memories of Japan’s past militarism and by rivalry over resources and regional clout, plummeted in 2010 after Japan detained the skipper of a Chinese trawler whose boat collided with two Japanese patrol ships near the islands.

BOSTON - A Massachusetts man charged with plot-ting to attack the Pentagon and the U.S. Capitol with large, remote-controlled model airplanes packed with explosives has agreed to plead guilty, authorities said on Tuesday.

Prosecutors and defense attorneys have agreed to request a 17-year sentence for Rezwan Ferdaus on charges that he attempted to damage and destroy a federal building, and attempted to provide material support to terrorists.

Ferdaus, 26, of Ashland, Massachusetts, earlier pleaded not guilty to a total of six charges after his arrest in September 2011 after an undercover FBI investigation.

In exchange for the guilty plea, the government will dismiss the remaining charges.

A U.S. citizen and a physics graduate from Northeastern University, Ferdaus was arrested after an FBI investigation during which he requested and took delivery of explosives, three grenades and six assault rifles from undercover FBI agents.

At the time of his arrest, Ferdaus had obtained one remote-controlled aircraft, a scale model of a U.S. Navy F-86 Sabre fighter jet about the size of a picnic table, which he kept in a storage locker rented under a false name.

Authorities said the public was never in danger from the explosives and weapons, which they said were always under the control of federal officials during the sting operation.

The government had previously alleged that Ferdaus told undercover agents of his plans to commit acts of vio-lence against the United States by decapitating its “military center” and killing “kafirs,” an Arabic term meaning non-believers.

In 2010, already under surveillance, Ferdaus allegedly supplied 12 mobile phones rigged as electrical switches for improvised explosive devices to FBI agents whom he believed to be members of or recruiters for al Qaeda.

Ferdaus’ attorneys suggested during a bail hearing in November that their client had mental health issues, and that his attack plan was “fantasy.”

Swan told a forum on liber-alisation of the yuan, or renminbi (RMB), that Australia backed China’s efforts to internationalise its currency and make it a more freely convertible staple of the global financial system.

“In Australia, we understand that this is a move of profound strategic importance for China’s growth,” he said.

“It represents China’s move toward a freely traded currency and toward a fully integrated econ-omy that will very soon lead the world.”

Beijing aims to have 30 percent of foreign trade settled in yuan by 2015, a threefold increase from current levels. International RMB-denominated trade quadrupled last year to 2.1 trillion yuan (US$325 billion).

China has given the semi-auton-omous southern city of Hong Kong the task of becoming the global cen-tre of offshore yuan business, but other cities including London are eager to get a piece of the action.

The Reserve Bank of Australia and the People’s Bank of China signed a AUS$30 billion ($30.1 bil-

lion) currency swap line in March to support liquidity in Australian dollar/yuan trades.

Australia is the only Western economy along with New Zealand to have done so, but London and Singapore have taken the lead in the race to become an international yuan trading center after Hong Kong.

Swan, who heads to Beijing on Thursday for a three-day visit, said the importance of Asia to Australia’s economy meant it was essential that Australia embraced efforts to deepen the yuan’s offshore liquidity.

“Of course I’ll be discussing a range of issues around interna-tionalisation of the RMB with my counterparts in both Hong Kong and Beijing,” he said.

“This will include the potential for direct convertibility at some stage in the future between the Australian dollar and the RMB for transactions completed in mainland China, without pricing through the US dollar.

“This has the potential over time to help reduce the cost of trade be-tween Australia and China.”

SAN FRANCISCO - Industry tracker Gartner on Tuesday said that worldwide spending on informa-tion technology (IT) was on pace to hit $3.6 trillion this year despite trouble in the global economy.

The revised estimate by Gartner projects that IT spending will be slightly more than previously expect-ed, climbing three percent from the prior year’s tally.

“While the challenges facing global economic growth persist -- the eurozone crisis, weaker US recovery, a slowdown in China -- the outlook has at least stabilized,” said Gartner research vice president Richard Gordon.

“There has been little change in either business confidence or consumer sentiment in the past quarter, so the short-term outlook is for continued caution in

IT spending.” Investments in storing data or hosting computer services in the Internet “cloud” and in telecom equipment and services were bright spots in the growth outlook, according to Gartner.

Companies were on track to spend a combined total of nearly $1.7 trillion on telecom services and $377 billion on telecom equipment in what would represent increases of 1.4 percent and 10.8 percent, respectively, from the prior year.

Researchers expected spending on public cloud services to grow from $91 billion last year to $207 billion by the year 2016.

“Business process as a service still accounts for the vast majority of cloud spending by enterprises, but other areas such as platform as a service, soft-ware as a service and infrastructure as a service are growing faster,” Gordon said.

SEOUL - South Korea and Indone-sia will hold their first round of talks this week on forging a free trade pact, officials said Wednesday.

Negotiators will meet in Jakarta on Thursday to discuss the scope and coverage of the pact and other issues, according to the trade ministry.

South Korea already has a free trade agreement with the 10-member As-sociation of Southeast Asian Nations (ASEAN) that includes Indonesia.

“We need a separate bilateral pact with Indonesia to expand the volume of trade and the scope of openness,” a

ministry official told AFP.South Korea and Indonesia held

three rounds of preliminary talks last year. In March President Lee Myung-Bak and Indonesian President Susilo Bambang Yudhoyono announced the official launch of the talks.

Indonesia is South Korea’s eighth-largest trading partner with bilateral trade worth $30.7 billion in 2011.

South Korea’s shipments to Indone-sia rose 52 percent from a year earlier to $13.56 billion last year.

BANGKOK - A Thai-born US citizen jailed for insulting the king has been pardoned by the monarch, in a case that has drawn protest from the United States.

Joe Wichai Commart Gordon, who was jailed for two-and-a-half years in December, “was granted a royal pardon yesterday”, a senior Corrections Department official told AFP on Wednesday.

Gordon, a car salesman from Colorado, was convicted under the king-dom’s strict lese majeste laws, which rights campaigners say are used to stifle freedom of expression.

He was released from Bangkok Remand Prison late Tuesday, according to a jail official.

Gordon was arrested in May on a visit to the kingdom and accused of post-ing the material deemed offensive online while living in the United States.

He was initially sentenced to five years in prison, but the Thai Criminal Court halved the term because he pleaded guilty to publishing online a banned biography of King Bhumibol Adulyadej that he translated into Thai.

Under Thailand’s lese majeste legislation, anyone convicted of insulting the king, queen, heir or regent faces up to 15 years in prison on each count.

Palestinian authorities gave final approval this week for the former Palestinian leader’s body to be exhumed and asked for an international investigation into his 2004 death in a French military hospital.

That came on the heels of a broadcast last week by Arab satel-lite TV channel Al-Jazeera, which said it had conducted a nine-month investigation into the leader’s death after his widow, Suha, handed over Arafat’s medical file and what she said was a duffel bag of his belong-ings. Included in the bag were a fur hat and a woolen cap with some of his hair, a toothbrush, and clothing with his urine and blood stains.

Switzerland’s Institute of Ra-diation Physics detected elevated traces of polonium-210 — a rare and highly lethal substance — on the belongings, but said the find-ings were inconclusive and that Arafat’s bones would have to be tested. That prompted a request to have his remains exhumed; Pales-tinian President Mahmoud Abbas decided to go ahead with that earlier this week.

Still, testing the bones may not provide a clear answer. Po-lonium-210 decays rapidly, and experts have been divided over whether Arafat’s remains would provide a solid clue eight years after his death.

French doctors have said Arafat died of a massive stroke and had suffered from a blood condition known as disseminated intravascu-lar coagulation, or DIC. But the re-cords were inconclusive about what brought about the DIC, which has numerous possible causes, includ-ing infections and liver disease.

MIAMI - Dwyane Wade of the NBA champion Miami Heat had surgery Monday on his left knee, and is expected to need up to eight weeks to fully recover.

Wade can begin therapy immedi-ately and the Heat said the All-Star guard is expected to be ready for the start of training camp. The proce-

dure took just 20 minutes, and Wade wrote on his Twitter page Monday afternoon that he is ‘’doing fine.’’

Heat team physician Harlan Se-lesnick performed the operation at Doctors Hospital in Coral Gables, just outside of Miami.

Wade was bothered by knee pain and swelling throughout the play-offs. He had fluid removed midway through Miami’s second-round series

with Indiana and needed treatment several times a week during Miami’s run to the title. He opted to have the knee surgery early in the offseason with hopes of being ready to begin the season on time. The surgery forced Wade to withdraw from consideration for the U.S. Olympic team.

Wade played in all 23 Heat playoff games despite the knee problems.

“I felt bad for Ann and I felt bad for the whole team on the show,” she said. “Transitions like that are really tough. But I know she’ll go on and do great things.”

Patrick said she was happy to make a visit to the Speedway. She is set to return to the Brickyard at the end of July for her first race since she left the IndyCar Series to focus on NASCAR full-time.

“It’s good to be back here,” Patrick said. “I didn’t think my first lap in a stock car around here would be a school stock car, but I thought it was a good lead into a couple of weeks from now when we’re actually here for the real deal.”

MIAMI - Dwyane Wade of the NBA champion Miami Heat had surgery Monday on his left knee, and is expected to need up to eight weeks to fully recover.

Wade can begin therapy immedi-ately and the Heat said the All-Star guard is expected to be ready for the start of training camp. The proce-

dure took just 20 minutes, and Wade wrote on his Twitter page Monday afternoon that he is ‘’doing fine.’’

Heat team physician Harlan Se-lesnick performed the operation at Doctors Hospital in Coral Gables, just outside of Miami.

Wade was bothered by knee pain and swelling throughout the play-offs. He had fluid removed midway through Miami’s second-round series

with Indiana and needed treatment several times a week during Miami’s run to the title. He opted to have the knee surgery early in the offseason with hopes of being ready to begin the season on time. The surgery forced Wade to withdraw from consideration for the U.S. Olympic team.

Wade played in all 23 Heat playoff games despite the knee problems.

“Sharapova will carry our flag,” president of the Russian Olympic Committee (ROC) Alexander Zhukov told reporters follow-ing the ROC’s executive board meeting.

The former co-host of NBC’s “Today” show was in Indianapolis on Tuesday to take a drive around the Indianapolis Motor Speedway with Danica Patrick. The feature will air sometime after Couric’s syndicated talk show, called “Katie,” debuts in September.

When Couric left “Today” to go to CBS, Curry was passed over for the top job for Meredith Vieira. And Curry was recently replaced as a co-host by Savannah Guthrie after about a year on the job.

Asked about Curry, Couric first said: “That is such old news. Are you guys really still writing about that?”

“I felt bad for Ann and I felt bad for the whole team on the show,” she said. “Transitions like that are really tough. But I know she’ll go on and do great things.”

Patrick said she was happy to make a visit to the Speedway. She is set to return to the Brickyard at the end of July for her first race since she left the IndyCar Series to focus on NASCAR full-time.

“It’s good to be back here,” Patrick said. “I didn’t think my first lap in a stock car around here would be a school stock car, but I thought it was a good lead into a couple of weeks from now when we’re actually here for the real deal.”

Couric said her interview with Patrick won’t be part of the show’s debut, but it’s “going to be early in the season.”

Patrick also took Couric on a trip around the famous track.“We were riding together out there on the track, we were learning

BANGKOK - A Thai-born US citizen jailed for insulting the king has been pardoned by the monarch, in a case that has drawn protest from the United States.

Joe Wichai Commart Gordon, who was jailed for two-and-a-half years in December, “was granted a royal pardon yesterday”, a senior Corrections Department official told AFP on Wednesday.

Gordon, a car salesman from Colorado, was convicted under the king-dom’s strict lese majeste laws, which rights campaigners say are used to stifle freedom of expression.

He was released from Bangkok Remand Prison late Tuesday, according to a jail official.

Gordon was arrested in May on a visit to the kingdom and accused of post-ing the material deemed offensive online while living in the United States.

He was initially sentenced to five years in prison, but the Thai Criminal Court halved the term because he pleaded guilty to publishing online a banned biography of King Bhumibol Adulyadej that he translated into Thai.

Under Thailand’s lese majeste legislation, anyone convicted of insulting the king, queen, heir or regent faces up to 15 years in prison on each count.

Palestinian authorities gave final approval this week for the former Palestinian leader’s body to be exhumed and asked for an international investigation into his 2004 death in a French military hospital.

That came on the heels of a broadcast last week by Arab satel-lite TV channel Al-Jazeera, which said it had conducted a nine-month investigation into the leader’s death after his widow, Suha, handed over Arafat’s medical file and what she said was a duffel bag of his belong-ings. Included in the bag were a fur hat and a woolen cap with some of his hair, a toothbrush, and clothing with his urine and blood stains.

Switzerland’s Institute of Ra-diation Physics detected elevated traces of polonium-210 — a rare and highly lethal substance — on the belongings, but said the find-ings were inconclusive and that Arafat’s bones would have to be tested. That prompted a request to have his remains exhumed; Pales-tinian President Mahmoud Abbas decided to go ahead with that earlier this week.

Still, testing the bones may not provide a clear answer. Po-lonium-210 decays rapidly, and experts have been divided over whether Arafat’s remains would provide a solid clue eight years after his death.

If Suha Arafat’s complaint is accepted, it will give French au-thorities the ability to investigate her husband’s death.

Lawyer Pierre-Olivier Sur said Tuesday that Arafat’s widow hopes an investigation will “establish the exact circumstances of her hus-band’s death and establish the truth in order that justice is served.”

French doctors have said Arafat died of a massive stroke and had suffered from a blood condition known as disseminated intravascu-lar coagulation, or DIC. But the re-cords were inconclusive about what brought about the DIC, which has numerous possible causes, includ-ing infections and liver disease.

He said credit for the property and automotive sectors are the most potential to cause economic overheating , adding credits for the manufacturing sector has less risk of overheating.

Swan told a forum on liber-alisation of the yuan, or renminbi (RMB), that Australia backed China’s efforts to internationalise its currency and make it a more freely convertible staple of the global financial system.

Beijing aims to have 30 percent of foreign trade settled in yuan by 2015, a threefold increase from current levels. International RMB-denominated trade quadrupled last year to 2.1 trillion yuan (US$325 billion).

China has given the semi-auton-omous southern city of Hong Kong the task of becoming the global cen-tre of offshore yuan business, but other cities including London are eager to get a piece of the action.

SAN FRANCISCO - Industry tracker Gartner on Tuesday said that worldwide spending on informa-tion technology (IT) was on pace to hit $3.6 trillion this year despite trouble in the global economy.

The revised estimate by Gartner projects that IT spending will be slightly more than previously expect-ed, climbing three percent from the prior year’s tally.

“While the challenges facing global economic growth persist -- the eurozone crisis, weaker US recovery, a slowdown in China -- the outlook has at least stabilized,” said Gartner research vice president Richard Gordon.

“There has been little change in either business confidence or consumer sentiment in the past quarter, so the short-term outlook is for continued caution in

IT spending.” Investments in storing data or hosting computer services in the Internet “cloud” and in telecom equipment and services were bright spots in the growth outlook, according to Gartner.

Companies were on track to spend a combined total of nearly $1.7 trillion on telecom services and $377 billion on telecom equipment in what would represent increases of 1.4 percent and 10.8 percent, respectively, from the prior year.

Researchers expected spending on public cloud services to grow from $91 billion last year to $207 billion by the year 2016.

“Business process as a service still accounts for the vast majority of cloud spending by enterprises, but other areas such as platform as a service, soft-ware as a service and infrastructure as a service are growing faster,” Gordon said.

SEOUL - South Korea and Indone-sia will hold their first round of talks this week on forging a free trade pact, officials said Wednesday.

Negotiators will meet in Jakarta on Thursday to discuss the scope and coverage of the pact and other issues, according to the trade ministry.

South Korea already has a free trade agreement with the 10-member As-sociation of Southeast Asian Nations (ASEAN) that includes Indonesia.

“We need a separate bilateral pact with Indonesia to expand the volume of trade and the scope of openness,” a

TOKYO - A baby giant panda born last week at a Tokyo zoo died of pneu-monia on Wednesday, according to park officials who had initially hailed the birth as rare success for Japan’s captive breeding programme.

The unnamed infant, Ueno zoo’s first baby panda born in 24 years and its only one conceived from natural sexual intercourse, succumbed to the illness just a week after its birth sparked excitement across Japan.

The zoo said keepers found the baby lying on its back against its mother Shin Shin’s stomach.

“They administered a cardiac mas-sage and other treatment, but unfortu-nately they confirmed its death at 8:30 am (2330 GMT),” it said.

Shin Shin and her mate Ri Ri were leased from China last year to the zoo operated by the Tokyo Metropolitan government at an annual cost of about one million dollars.

The baby was hailed in China, which has sometimes hostile relations with neighbouring Japan.

“The giant pandas are messengers of friendship,” a Chinese foreign ministry spokesman said in response to news of the birth last week.

“We hope that people-to-people sentiment and overall relations be-tween China and Japan can be pro-moted because of the birth of the cub.”

China is famed for its “panda diplomacy”, using the bears as diplo-matic gifts to other countries. About 1,600 remain in the wild in China, with some 300 others in captivity worldwide -- mostly in China.

As many as 16 giant pandas have been born in Japan, according to reports.

Chief Cabinet Secretary Osamu Fujimura said three Chinese fish-ery patrol ships entered waters near the uninhabited islands, known as Senkaku in Japan and Diaoyu in China.

The islands, claimed Beijing and Tokyo as well as Taipei, are located near rich fishing grounds and potentially huge oil and gas

fishery protection mission in our exclusive economic zone” and repeated that the islands and sur-rounding waters have been Chinese territory since ancient times.

Japanese Prime Minister Yoshi-hiko Noda, a conservative who has shifted Japan’s diplomacy back toward a focus on U.S. security ties after his ruling Democratic Party’s brief flirtation with a more Asia-centered stance, said on Saturday that the central government was considering buying the isles.

His comments came months after outspoken Tokyo Governor Shintaro Ishihara first floated his

own scheme for the Tokyo Met-ropolitan Government to purchase three of the islands, currently pri-vately owned by Japanese nation-als and leased to the central gov-ernment, to “protect” them from Chinese maritime incursions.

Ties between the giant Asian neighbors, long plagued by Bei-jing’s bitter memories of Japan’s past militarism and by rivalry over resources and regional clout, plummeted in 2010 after Japan detained the skipper of a Chinese trawler whose boat collided with two Japanese patrol ships near the islands.

BOSTON - A Massachusetts man charged with plot-ting to attack the Pentagon and the U.S. Capitol with large, remote-controlled model airplanes packed with explosives has agreed to plead guilty, authorities said on Tuesday.

Prosecutors and defense attorneys have agreed to request a 17-year sentence for Rezwan Ferdaus on charges that he attempted to damage and destroy a federal building, and attempted to provide material support to terrorists.

Ferdaus, 26, of Ashland, Massachusetts, earlier pleaded not guilty to a total of six charges after his arrest in September 2011 after an undercover FBI investigation.

In exchange for the guilty plea, the government will dismiss the remaining charges.

A U.S. citizen and a physics graduate from Northeastern University, Ferdaus was arrested after an FBI investigation during which he requested and took delivery of explosives, three grenades and six assault rifles from undercover FBI agents.

At the time of his arrest, Ferdaus had obtained one remote-controlled aircraft, a scale model of a U.S. Navy F-86 Sabre fighter jet about the size of a picnic table, which he kept in a storage locker rented under a false name.

Authorities said the public was never in danger from the explosives and weapons, which they said were always under the control of federal officials during the sting operation.

The government had previously alleged that Ferdaus told undercover agents of his plans to commit acts of vio-lence against the United States by decapitating its “military center” and killing “kafirs,” an Arabic term meaning non-believers.

In 2010, already under surveillance, Ferdaus allegedly supplied 12 mobile phones rigged as electrical switches for improvised explosive devices to FBI agents whom he believed to be members of or recruiters for al Qaeda.

Ferdaus’ attorneys suggested during a bail hearing in November that their client had mental health issues, and that his attack plan was “fantasy.”

government needs more dump trucks for its sanitary department to efficiently dispose of the city’s trash.

“We actually need 90 trucks for optimal cleaning, but the fact is we only have 35 vehicles that can be used feasibly,” Den-pasar Park and Sanitary Department officer

Dewa Anom Sayoga said.He stated that Kota Denpasar produced

about 2,700 cubic metres of waste per day on average, so the cleaning staff were overworked because of the limited number of dump trucks.

“We determined the number [of trucks required] based on the volume of waste in the landfills at Suwung, Denpasar. Every

day, the drivers have to go back and forth four times because of the limited number of trucks,” Dewa explained.

He noted that 12 out of the 35 trucks were provided by the Bali government.

“The local government plans to add 10 more dump trucks, which will be bought by using the regional budget of Kota Den-pasar,” Dewa said.

“Construction of the project started in March 2012 and it is to be completed in April 2013,” JBT President Director Akhmad Tito Karim said.

Bad weather hampered shipment of building materials from Java across the Bali strait , but Akhmad said he is confident that the project would be completed as scheduled.

Not all of the building materials needed for the projects have to be brought in from Java, he said, adding some of the materials are available in Bali.

Sea transport has been hampered almost in all parts of the country with swelling sea waves and strong winds that have claimed a number of lives.

JBT which has been named to build the project is a consortium of a number of state ccompanies such as highway corporation PT Jasa Marga, airport operator PT Angkasa Pura I and seaport operator Pelindo III.

“Indonesia will announce and declare itself a Knowledge Hubs and would share its experience with other developing countries,” Armida Salsiah Alisjahbana, the state minister for national development planning.

meeting here on Tuesday that Indonesia could share its experience in sectors of development, democracy, government administration, peace development and macro economy and financial management.

She said Indonesia is considered success-ful in economic development, elimination of poverty through the program of community empowerment.

The country also succeeded in mitigating and overcoming disasters, maintaining strong

food resilience and in development of human resources, she added.

She said Indonesia has grown in status into a middle income emerging country. “The country is no longer only as recipient of aid from donor countries but itself has become a donor in the three sectors,” she said.

The conference opened earlier today by Vice President Boediono is attended by 300 delegates from 46 countries that will discuss development of the world scientific centers.

NEW YORK — French fashion house Louis Vuitton is again putting a bit of Japanese culture on the arms of its customers.

The brand, best known for leather goods, was to formally unveil Tuesday a new collection created in collaboration between Yayoi Kusama and Louis Vuitton creative director Marc Ja-

cobs. The theme is bold, graphic polka dots — a signature of the artist — offered in a frenzied series of sizes and colors.

Jacobs and Kusama started with inspiration of “obsession and seriality,” according to a company statement.

The dots cover shoes, handbags, shirts, skirts and sunglasses, among other items.

Jacobs met Kusama in 2006. He is an avid art collector and was a fan of Kusama’s sculptures and paintings. “The obsessive character and the innocence of her artwork touch me,” Jacobs said.

In honor of the new products, Louis Vuitton created a splashy display for the brand’s flagship Manhattan store on Fifth Av-enue that pays homage to three Kusama motifs: “Beginning of the Universe,” ‘’Eternal Blooming Flowers in My Mind” and “Self-Obliteration.” The building facade is wrapped in a pattern of dots.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

As observation in the field on Tuesday (Jul 10), the worst condition was seen along the road of Minggir village leading to Jumpai. A number of farmlands planted with rice on the roadside looked to turn yellow whereas they were just 21 days old. The paddy plant did not grow normal-ly. Their leaves had yellowed. Even, several leaves had been falling.

Klungkung, Nyoman Mudia, when met at location, said that the yellowing rice plants were caused by tungro at-tack. It was getting more ferocious and difficult to address whereas farmers had sprayed the plants with pesticides. He also denied if the yellowing condi-tion happened due to lack of water. Even, according to Mudia, his subak territory never lacked of water. “It was not caused by lack of water. But, it was triggered by insect attack, including Xoo,” he said.

On seeing the condition of yellow-ing rice, Mudia from Tangkas village estimated the harvest yields would not be normal. It happened because the condition of rice planted by farm-ers had been damaged as attacked by tungro. Against this problem, he

just hoped the relevant government agency could come down to check it so the attack would not be widespread in the territory of Subak Gelgel.

The Head of Klungkung Agricul-ture, Plantation and Forestry Agency, Wayan Muliartha, when asked for his confirmation related to the rice condi-tion at Subak Gelgel claimed to have not received any report. However, to ensure the information he claimed to promptly go down to the field to check it. The insect attack to paddy plants of farmers might happen as the result of chemical substance or lack of one of the chemical sub-stances. “Yes, we’ll check it first tomorrow to the field because so far there has been no report to us,” said Muliartha. Many rice mill owners re-vealed on Tuesday (Jul 10) that their rice production diminished significantly where they could usually operate two units of milling machines in a day, but these days only one machine. Ketut Sukadana, one of the rice mill owners, admitted the dif-ficulty to obtain grains as many farmlands in Jembrana faced a drought. Such condition highly affected the grain production. He said the most grains obtained did not fully contain. Within the past three months, the decline in grain production averagely reached 15 percent.

In his rice mill, the decline reached about 40 tons per day. “As usual, my mill is capable of producing up to 60 tons per day, now it only reaches 20 tons,” he explained. In normal condi-tion without decline in the grain

production, the rice mill was capable of producing 30-40 tons of rice per day. However, due to decline in raw materials, it only produced 15 tons per day. Of the two units of milling machine available, only one was operated. Moreover, it was only operated for half a day because of limited stock of grains.

Reduction in the rice produc-tion practically caused the price hike of rice at the level of milling factory.

According to Sukadana, since early this July, the price of rice rose around 25 percent. “Aside from the decline in grain production, the drought also caused the grain coming to the milling factory to have inferior quality. A lot of grains are vacant so they automatically have an impact on the price of rice,” he said. (kmb26)

NEW YORK — Oprah Winfrey is getting a tribute from Alicia Keys.

Keys announced Tuesday that her organization, Keep a Child Alive, will honor Winfrey at its Black Ball event on Nov. 1.

Key says in a statement that the media mogul is “a personal inspira-tion to me because her philanthropic work truly comes from the heart.”

Winfrey’s humanitarian efforts include building schools in South Africa.

Keep a Child Alive was founded in 2003. It assists those affected by HIV/AIDS in Africa and India. Keys says this year’s Black Ball will pay “special tribute to the empowerment of women — the heartbeat, soul, and backbone of the AIDS movement.”

The ninth annual event will take

place at New York’s Hammerstein Ballroom. Past honorees include former President Bill Clinton, Sir Richard Branson and Bono.

The British-American musician said the award was particularly fitting because he went to school nearby, and spent his formative years on Hollywood Boulevard dreaming of becoming a rock star like Led Zeppelin.

“This is a really special acknowledgement... it’s the coolest thing you could ever get,” he said as hundreds of fans gathered for the ceremony outside Hard Rock Cafe, just along from the world-famous Grauman’s Chinese Theatre.

“I’m such a part of this scenery. I went to school here, and started playing guitar here, literally 100 yards down the street... I got a very technicolor edu-cation up here,” added the guitarist, who was born in London. Sheen, who has had his own battles with drugs and alcohol over the years, joked that the first time he met the guitarist, “I was so excited I called him ‘Smash.’”

“It’s quite fitting that Slash is getting a star on the very street that Axl Rose will one day be sleeping on,” he added, referring to Slash’s long-time rivalry with his former bandmate.

“This man here, through his music and through his person, through his compassion, has changed the way that I look at the world forever. That can only happen through true artistry.”

Following the ceremony, the 46-year-old musician -- real name Saul Hudson, born to a British father and an African-American mother -- posed for photos with his wife Perla Ferrar and their two sons.

After quitting Guns N’ Roses in the mid-1990s, the guitarist had success with other bands, including Slash’s Snakepit and Velvet Revolver, before embark-ing on a solo career. While a typical rock wildman in his early heyday, Slash has been clean and sober for several years, and has even reportedly stopped smoking.

But Sheen recalled their hell-raising years together, joking that Slash’s Hollywood star “is going to be stepped on more than the coke we did in the 80s.”

come a turnaround port. So far, it only serves as a destination port where there was no passenger turnover. But when having become a turnaround port there will be passenger turnover pursuant to the market or cruise demand,” he said.

Iwan added that to become a turnaround port, a lot of things should be prepared ranging from the office of immigration, customs, quarantine, X-ray scanner and other things related to the arrival of foreigners. Such preparation was estimated to cost an investment of IDR 2 bil-lion. Estimated, in December 2012 the Benoa Harbor could be a turnaround port.
