It’s the latest in a series of legal challenges brought by Microsoft and some of its leading competitors. Apple recently fought a high-pro- file battle over the FBI’s demand for help unlocking an encrypted iPhone in San Bernardino, California, and it’s continuing to challenge similar demands in other cases. Other companies, including Google, Facebook and Yahoo, have increased their use of encryption. They’ve also sued for the right to report how often authorities de- mand customer information under national security laws, after former National Security Agency contrac- tor Edward Snowden leaked details of government data-gathering efforts. Privacy advocates have applaud- ed those moves, while authorities complain they could stymie legiti- mate investigations. But those legal maneuvers may benefit the compa- nies as well as their customers. CHICAGO - Bonds valued at up to $1.5 billion would be issued under Mayor Rahm Emanuel’s proposal to bring a museum, proposed by “Star Wars” filmmaker George Lucas, to Chicago, the city said on Monday.

The museum will feature Lucas’ collection of paintings, illustrations and digital art.

The bonds would be issued by the Metropolitan Pier and Exposition Authority for the museum and the replacement of a big part of its McCormick Place convention center that would be razed for the project.

Lucas would contribute $743 million to the authority for the museum. The financing plan also calls for the extension of taxes and millions of dollars from the state of Illinois, which is also low on revenue. A spokeswoman for Governor Bruce Rauner said the proposal is under review.

The mayor offered the McCormick Place site for the museum after a parks protection group filed a lawsuit over the original lakefront site near Soldier Field, the home of the Chicago Bears football team, stalling the project. (rtr)

In a proposed class action lawsuit filed in San Francisco federal court, Justin Baker-Rhett said he signed up for the $9.99 a month Tidal service after West tweeted on Feb. 15 that “Pablo” would never be sold anywhere else.

But the California resident called the exclusivity promise a ploy to add millions of subscribers to a struggling Tidal, which Jay Z controls, and that West released the album 1-1/2 months later on Apple Music and Spotify, and on his own website.

Baker-Rhett said the scheme tripled Tidal’s subscriber base to 3 million, boosted its value by $60 million to $84 million, and threatened fans’ privacy by forcing them to turn over credit card and other personal information.

“You can’t trick people into paying money and giving up personal informa-tion just because the company is strug-gling,” Baker-Rhett’s lawyer Jay Edelson said in a phone interview.

Tidal and West did not immediately respond to email requests for comment.

“Pablo” was streamed more than 250 million times within 10 days of release,

the lawsuit said.West’s tweet, included in the com-

plaint, said: “My album will never never never be on Apple. And it will never be for sale... You can only get it on Tidal.”

Jay Z took control of Tidal in a roughly $56 million acquisition in March 2015.

According to media reports, one of his businesses threatened last month to sue Tidal’s former owners for inflating subscriber numbers, suggesting the price tag may have been too high.

Tidal calls itself an “artist-owned” service backed by West, Jay Z’s wife Be-yonce, Deadmau5, Alicia Keys, Madon-na, Chris Martin, Nicki Minaj, Rihanna, Jack White and many other artists.

Monday’s lawsuit seeks class action status for people who subscribed to Tidal from Feb. 15 to April 1 and streamed “Pablo” tracks within 24 hours.

It seeks actual and punitive damages, and the deleting of subscribers’ personal data.

Murjana Yasa added that the public transport lines should also be arranged in such a way because the route of public transport in Bali, chiefly Denpasar, is relatively short. Actually, people are usu-ally traveling not just to a single destination but tending more than one. Therefore, people prefer rid-ing private vehicle to taking public transportation.

“If the public transport mode could reach such a way, then the effectiveness of progressive taxa-tion will be achieved. If the public transportation is not adequate, it will become a boomerang for our economy,” he explained.

Murjana Yasa expressed his support to the application of pro-gressive tax to limit the growth of motor vehicles. However, in line with the policy, the use of public transport should also be encour-

aged. For example, the government can encourage people to use the Trans Sarbagita bus as well as the school shuttles.

As reported, the Bali House of Representatives filed an initiative of regional bylaw draft on amendment of regional tax regulation, especial-ly those related to progressive tax for motor vehicles. The imposition of progressive tax corresponding to the Regional Bylaw is based on Family Card. As a result there is a loss of potential revenue worth IDR 2.27 billion a year. Now, the parlia-ment is drafting so that the progres-sive tax is based on the identity card as well as targeting motorcycle that was previously excluded.

Even if the progressive tax on

cars has been effective, before be-ing applied to motorcycles, infra-structure and public transportation services need to be improved upon, so that when the policy is applied, people will be encouraged to turn to public transport.

“The development and improve-

“Pro Denpasar Plus has received a good response from the public and there are already thousands of users. Reports from the public are divided into 10 different types related to public services and six different specific kinds of complaints. Public report amount-ing to ten types is related to public services with six kinds of specified complaints,” said Head of the Denpasar Infocom Agency, Dewa Made Agung, when met on Monday (Apr. 18) in the Control Room of the Pro Denpasar Plus, Sewaka Dharma Building at Lumintang Denpasar.

Dewa Agung said the reports about littering and illegal waste disposal sites are by far the most frequently complained about problem in Denpasar. These reports are then followed up on by relevant agencies and are also forwarded to the headmen of the hamlet in question.

Most people report their complaints by smartphone. In April there have been 85 re-ports sent by smartphone, 46 through the web-site, 17 through facebook, 2 using DEnpasar

Public Radio, 2 sent through Insatagram and 15 reports delivered into the complaints box. Apart from isssues related to public serveices and infrastructure, many also complained about public services provided by hospitals and government agencies.

Responding to the number of complaints about waste problems, Head of the Den-pasar Sanitation and Landscaping Agency, I Ketut Wisada, said that he recongnises that public awareness reagrading waste manage-ment is still lacking. Many people are still disposing of their garbage haphazardly in any plot of land that does not appear to be used. Therefore, said Wisada, all parties must work together to handle the problem of waste disposal.

In the future, his agency will launch a new program with waste being handled by each village. “The mayoral regulation is in the process of being drafted. Once it has been signed it will immediately be enforced”, said Wisada”. (kmb12)

DENPASAR — Denpasar Plus; online public care (Pro) launched by the City of Denpasar has received positive responses from the general public. Pro Den-pasar Plus is a service offered to the community through which they can send their municipality related complaints. The program is considered to be success-ful with about ten incoming reports per month. As of this April there have been hundreds of incoming complaints related to everything from infrastructure to street lighting parking and waster problems. The most frequent complaints, a whole 37 percent of them are related to people littering and illegal temporary waste disposal sites.

CEDARBURG — A duck that lost its feet to frostbite is waddling again thanks to a U.S. school teacher and a 3D printer.

Vicki Rabe-Harrison rescued Phillip the duck and, after watching a video of a 3D printer online, turned to South Park Middle School teacher Jason Jischke in Oshkosh, Wisconsin, for help.

Rabe-Harrison tells WBAY-TV that she was planning to put Phillip down when Jischke called to say he and his class were working on the proj-ect. It took them six weeks of trial and error to get the prosthetic feet just right.

Phillip was a bit wobbly when he first tested his new feet, but has now joined other birds and animals at a sanctuary north of Milwaukee. Au-tumn Farm Sanctuary co-founder Alyssa Herbst says Phillip is getting used to his new feet. (ap)

LONDON — A collision be-tween a British Airways passenger jet and a drone over London has left the plane undamaged but the avia-tion industry deeply shaken.

British police and air accident authorities were investigating Sun-day’s incident, in which an Airbus A320 carrying 137 people struck an object believed to be a drone at a height of about 1,700 feet (518 meters) while it was approaching Heathrow Airport.

The plane landed safely and was cleared to fly again after an inspec-tion by engineers. But the incident

has focused attention on the grow-ing number of unregulated drones in the sky and the potential for disaster if they hit a plane — either accidentally or on purpose.

London’s Metropolitan Police said Monday the incident occurred over Richmond Park, a large open expanse a few miles from the air-port. Chief Superintendent Martin Hendry said the incident “highlights the very real dangers of reckless, negligent and sometimes malicious use of drones.”

“The potential is there for a ma-jor incident,” he said.

The authorities don’t know ex-actly, since small drones bought for private use often don’t have to be registered, but the market is grow-ing fast as drones become cheaper and easier to operate.

In Britain alone, electron-ics stores sold thousands during the 2015 Christmas season. Phil Finnegan, director of corporate analysis at aerospace research com-pany Teal Group, estimates there are “several million” drones in the United States.

Tony Tyler, director-general of the International Air Transport As-

sociation, told an aviation confer-ence in Denmark on Monday that drones “are here to stay.”

“But we must not allow them to become a drag on the efficiency of the airways or a safety threat to commercial aviation,” he said.

Tyler called for “a sensible ap-proach to regulation and a prag-matic method of firm enforcement for those who disregard rules and regulations and put others in dan-ger.”

Many countries distinguish be-tween commercial drone operators, which must be licensed, and those

used recreationally.In Britain, operators don’t need a

license to use a small drone weigh-ing less than 20 kilograms (44 pounds) for recreational purposes.

Drones must not be flown above 400 feet (120 meters), must remain within sight of the operator and must and kept away from planes, helicopters, airports and airfields. With an early election in July a near certainty, Turnbull also hopes to silence increasingly loud accusations of dithering after his government suggested several new revenue-raising measures only to rule them out later.

Hikes on tobacco tax, closing tax loopholes for wealthy pensioners and limiting corporate tax havens are among the cash-raising mea-sures the conservative leader has left open to possibility, according to local media reports.

Under Australian electoral rules, Turnbull was free to call a vote anytime until January 2017, but he has been anxious to revamp a Sen-ate dominated by unaligned minor parties and the centre-left opposi-tion Labor party.

After the Senate voted down a controversial labour reform bill on Monday, he used a rare constitu-tional mechanism, only allowed in Australia after the upper house rejects a bill twice, to dissolve both houses of parliament and put them to a vote.

“He’s been losing ground in the polls because everyone thinks he doesn’t have a plan, so this is big for Turnbull.”

A campaign effectively lasting 74 days is double Australia’s con-ventional five-week window and adds to a sense of instability that has been battering the country’s Federal government for half a decade.

Before Australia’s last general election in 2013, another former prime minister, Julia Gillard, an-

nounced a September poll date in January of that year, 228 days in advance and lasting a quarter of her three-year term.

MANILA - A Philippine mayor who built a reputation for fighting crime apologised on Tuesday for a rape comment that caused a politi-cal storm and could dent his chances of winning the presidency in an election three weeks away.

Rodrigo Duterte, who opinion polls show as the frontrunner, issued a statement saying he regretted the remark about an Australian woman who was raped and killed in a prison riot in 1989. The video of his comment, made at a recent rally, appeared on YouTube at the weekend and he had until Tuesday refused to apologise.

His comment sounded like a joke when he spoke of the attractive-ness of the rape victim and it caused a public outcry that experts said could cost him votes.

“I apologise to the Filipino people for my recent remarks,” said Duterte, who is the first presidential candidate from the southern island of Mindanao.

“There was no intention of disrespecting our women and those who have been victims of this horrible crime. Sometimes my mouth can get the better of me. My life is an open book. I am a man of many flaws and contradictions,” he added.

Independent pollster Pulse Asia released on Tuesday a survey taken before the remark, which showed Duterte had widened his lead over his nearest rival to seven points.

Duterte was the top choice of 32 percent of the 4,000 respondents in the April 5-10 survey, up two points from the last poll in late March.

“We still don’t know what will be the effect on his numbers in the next survey after his rape comments,” Pulse Asia president Ronald Holmes told Reuters.

“Definitely, it will have an impact, so it is still premature to predict a winner.”

The survey showed Senator Grace Poe in second place with 25 percent and Vice President Jejomar Binay had 20 percent. Both were unchanged from the previous poll.

President Benigno Aquino’s hand-picked successor, Manuel Roxas was at 18 percent, dropping one point.

Pulse Asia plans four more surveys, including one a week before the May 9 elections, Holmes said.

“By that time, we will have a clearer picture on who may be the next president.”

About 54 million Filipinos are eligible to vote in the elections, which will be closely watched by investors, some of whom fear the political succession in one of Asia’s fastest-growing economies could impact gains made under Aquino. (rtr)

Principal of the SMKN 4 Ban-gli , Dewa Gede Darmayasa, when met at his office recently explained that since it was estab-lished in 2005, the SMKN 4 Ban-gli only opened two departments, namely the dance and traditional music department. Nine years later (2014), the school opened a new department namely the pup-petry art. Then, it was followed by several other departments such as the visual communication design (DKV), hotel accommodation (AP), skin beauty care (TKK) and food service.

Of the seven majors owned, Darmayasa acknowledged that the major in puppetry art has minimal enthusiasts. In the first year, the department did not get any students at all. Then, in 2015, the department received only one student. “The student is Nengah Dwija from Demulih village, Susut. He is now in grade eleven,” he explained.

According to Darmayasa, scar-city of students choosing the major in puppetry art may happen due to impression that learning to become a puppeteer is very diffi-

cult. As is known, when learning to be a puppeteer, one must be able to dance puppets, memorize stories and vocals. “Maybe the complexity of puppetry depart-ment has caused people to have lack interest in it,” he said.

To increase the interest of students in puppetry, Darmayasa continuously attempts to promote the major to junior high schools. Besides, since the past year he regularly ngayah or does devo-tional work to temples. Although in the next new academic year the department of puppetry does not get any students, he is still com-mitted to preserving this major. So far, it has two permanent teachers. One of the objectives of opening of the major is to explore the pup-petry art treasures.

In the meantime, a produc-tive teacher of the puppetry art, Putu Dedi Puspantara, said that the minimal student owned by the puppetry art major does not become an obstacle for schools, especially teachers in teaching. “The problem lies in the absence of interaction between students. For instance, when we give an as-signment, he cannot interact like the students in other majors,” he explained. Nevertheless, Nengah Dwija posing the only student in the department acknowledged that he has a fairly high learning spirit.

The Bank of Korea said that South Korea’s economy will likely expand 2.8 percent this year over a year earlier, down from the 3.0 percent expansion predicted in January, but an improve-ment from 2015 when South Korea’s economy eked out 2.6 percent growth.

The forecast reinforces worries the economy is on the cusp of a low-growth period. The bank revised its inflation outlook to 1.2 percent from 1.4 percent. Last week, the International Monetary Fund revised its forecasts for global growth in 2016 to 3.2 percent from the 3.4 percent predicted in January. It also downgraded its outlook for major economies including the United States, Japan and Europe.

South Korea’s exports have suffered due to softening demand from China, its top trading partner. Steelmakers and shipbuilders posted losses last year while the fall in crude oil prices reduced the value of exports by South Korea’s oil refining companies.

The central bank governor, Lee Ju-yeol said South Korea should see a modest recovery during the rest of the year, thanks to signs of improvement in the Chinese economy and a modest recovery in crude oil prices.

But, “While those uncertainties have lessened, it is difficult to say that they are fundamentally resolved,” Lee told reporters.

The central bank expects exports to

improve thanks to the recovery in ad-vanced economies. But the improvement would not be strong enough to support a full recovery, so South Korea’s economy must rely mostly on domestic demand.

Sectors that suffer from overcapacity and weak global demand, such as ship-ping, are due for an overhaul. Though the bank kept its monthly policy rate at a record low 1.5 percent, expectations are growing of another rate cut, following two cuts last year. Some analysts said the revised forecast was a tad optimistic.

“The BOK’s downgraded outlook still remains optimistic as exports will likely decline further, the hous-ing market continues to taper off and elevated corporate credit risks should reduce business investment. All of these downside risks should more than offset resilient private consumption,” said Kwon Young Sun, an analyst at Nomura International.(ap)

FRANKFURT — A survey of investment analysts shows confidence rose in the German economy thanks to somewhat better economic news out of China. The ZEW index rose to 11.2 points in April, up from 4.3 in March. Optimism increased despite fears about a possible British exit from the European Union after a June 23 referendum.

The index, based on a survey of 225 financial experts, remains below its long-term average of 24.5 points.

Sascha Steffen of the ZEW institute said Tuesday that despite better news from China, “continued poor growth” there remains a burden for German exports — while the possibility of Britain leaving the EU “seems to be having a negative impact.”

Germany, the biggest economy in the 19-country eurozone, grew a moderate 0.3 percent in the fourth quarter of 2015.(ap)

WALL STREET: U.S. stocks closed higher on Monday boosted by energy companies’ rally. The Dow climbed 0.6 percent to close at 18,004.16, the highest level since July. The S&P 500 index added 0.7 percent to 2,094.34, the highest in about one year. The Nasdaq composite index gained 0.4 percent to 4,960.02.

OIL: Crude oil prices edged lower after a hefty drop in the previous session due to the failure by oil-producing nations to agree on limiting output. Benchmark U.S. crude lost 19 cents to $39.59 per barrel in electronic trad-ing on the New York Mercantile Exchange. The contract fell 58 cents, or 1.4 percent, to close at $39.78 a barrel on Monday. Brent crude, the international benchmark, lost 23 cents to $42.68 a barrel in London.

JAKARTA — Rain-triggered floods and landslides left six villagers missing in eastern Indonesia, an official said Monday. National Disaster Management Agency spokesman Sutopo Purwo Nugroho said two days of rain caused the damage Sunday in a remote mountainous district of West Papua province.

He said land transportation between the area and the provincial capital, Manokwari, was largely cut, isolating about 1,000 fami-lies.

A rescue team with food supplies was sent to help search for the villagers, Sutopo said, adding that heavy equipment was still needed to clear roads and remove wreckage.

The region on the western end of New Guinea is about 3,100 kilometers (1,920 miles) east of the capital, Jakarta.

JAKARTA - A leading economist and former environment minister Emil Salim said reclamation of the northern coast of Java could make Indonesia an Asian hub taking over part of the role of Singapore.

“Our target of development of the northern coast of Java is to compete with Singapore, which would be saturated in 2030 that international trade traffic would be shifted from Pacific to the Indian ocean,” Emil said in an economic dialog on “Policy Dialogue: The Middle Income Trap-Indonesias Challenge Ahead” here on Monday.

He said by 2045 or 100 years after the country gained its independence, the northern coast of Java should be made ready to serve as an alternative interna-tional shipping center to Singapore.

Unlike Singapore which has limited land territory for expansion, the northern coast of Java from west to east has good prospects in serving as a potential route for busy international trade across the Indian and Pacific oceans, he said.

He said reclamation of the northern

coast of Java could transform the area not only into a economic growth center, but also into a maritime , fishery and shipbuilding industrial centers.

However, reclamation especially rec-lamation of the Jakarta Bay , now in the process of construction must not neglect the environmental impact. Reclamation should be through natural process with sedimentation of mud brought by rivers that empty to the Jakarta Bay .

It is a wrong way of reclamation by dig-ging corrals around the Thousand island to create new islands, he said referring to reclamation by giant companies PT Agung Podomoro and Agung Sedayu Group.

Rizal said at a meeting also attended by the environment minister Siti Nur-baya, Jakarta Governor Basuki Tjahaja Purnama and officials of the marine and fisheries ministry, it was agreed to form a joint committee to find a solution to the controversy over the project.

The committee will make up of of-ficials of the office of the coordinating minister for maritime, the environment ministry, the marine and fisheries ministry , the Jakarta city administration, the home affairs ministry and the state secretariat.

Minister Siti Nurbaya said among the problems to be solved are related to analy-sis on environmental impact which needs to be completed. The controversy over the real estate project surfaced when the Cor-ruption Eradication Commission (KPK) arrested a number of people including leaders of PT Agung Podomoro Land Tbk and Agung Sedayu Group and a lawmaker on charge of graft.(ant)

In the latest case, Microsoft Corp. says the U.S. Justice Department is using a decades-old law to obtain court orders for customers’ data, while in some cases prohibiting the company from notifying the customer. Microsoft says those “non-disclosure” orders violate its constitutional right to free speech, as well as its customers’ protection against unreasonable searches.

Microsoft is also fighting a court battle in New York over the gov-ernment’s demand for emails of a non-U.S. citizen that the company has stored in a data center located in Ireland. Microsoft President Brad Smith has argued the case could open the door to other governments demanding information stored in the United States.

As people and businesses store more information on their electronic gadgets, or online in corporate data centers, “these companies are in-creasingly the intermediary between the government and our own pri-vacy,” said Daskal.

One former federal official was critical of Microsoft’s latest lawsuit. Daniel “D.J.” Rosenthal, a former Justice Department lawyer, said it could lead to warning “child molest-ers, domestic abusers, violent crimi-nals and terrorists that they’re being investigated.”

But authorities are required to disclose most search warrants for information stored in filing cabinets, safes or other physical locations, as Microsoft notes in its lawsuit. With more people storing data online, the company contends the government is exploiting that trend “as a means of expanding its power to conduct secret investigations.”

The company understands the need for secrecy in some cases, Smith added in a statement. “But based on the many secrecy orders we have received, we question whether these orders are grounded in specific facts that truly demand secrecy. To the contrary, it appears that the issuance of secrecy orders has become too routine.”

Microsoft’s business customers “regularly convey to us their strong desire to know when the government is obtaining their data,” Smith said,

while adding that individual custom-ers should have the same right.

The Redmond, Washington-based company says authorities used the 1986 law, known as the Electronic Communications Privacy Act, to demand customer information more than 5,600 times in the last 18 months. In nearly half those cases, a court ordered the company to keep the demand secret and, in about 1,750 cases, those gag orders were indefinite.

In recent years, the tech indus-try and civil liberties groups have pressed Congress to reform several aspects of the law, which they say is outdated, but previous attempts have stalled.

“Hopefully this litigation will either produce a ruling or it will spur Congress to act,” said Neil Richards, a law professor at Washington Uni-versity in St. Louis.

Microsoft’s move was also praised by Aaron Levie, the CEO of online data storage company Box. In a state-ment, Levie said his company has been expanding its encrypted storage services to “give customers more control over their data.” (ap)

“There are bodies crushed in the wreckage and from the smell it’s obvious they are dead,” said army captain Marco Borja in the small tourist village of Canoa.

“Today we brought out be-tween seven and eight bodies.”

BRASILIA - Brazil’s President Dilma Rousseff vowed on Monday to fight impeachment tooth-and-nail in the Senate after a heavy defeat in the lower house of Congress raised the likelihood of an end to 13 years of leftist rule in Latin America’s largest economy.

In a raucous vote late on Sunday that sparked jubilation among Rous-seff’s foes, the opposition comfortably surpassed the two-thirds majority needed to send Brazil’s first female president for trial in the Senate on charges she manipulated budget accounts.

If the Senate votes by a simple majority to accept the case next month, as is expected, Rousseff would become the first Brazilian leader to be impeached for more than 20 years.

The crisis has paralysed the government as it struggles to revive the economy from its worst recession in decades. It has also sparked a bitter struggle between Rousseff, a 68-year-old former Communist guerrilla, and her Vice President Michel Temer, 75, who would take power if she is impeached.

Addressing the nation on television, a combative Rousseff insisted that she had committed no impeachable crime and accused Temer of openly conspiring to topple her government in what she described as a ‘coup’.

“While I am very saddened by this, I have the force, the spirit and the courage to fight this whole process to the end,” Rousseff told the televised news conference. “This is just the beginning of the battle, which will be long and drawn out.”

Rousseff stands accused of a budgetary sleight of hand employed by many elected officials in Brazil: delaying payments to state lenders in order to artificially lower the budget deficit to boost her reelection bid in 2014.

Nevertheless, opinion polls show more than 60 percent of Brazilians support impeaching Rousseff, less than two years after the leftist leader narrowly won reelection. Her popularity has been crushed by the reces-sion and a vast graft scandal at state oil company Petrobras.

A Rousseff aide said the government would focus on clawing back support in the 81-seat Senate, where it lacks the simple majority needed to prevent the case being accepted for trial. Given that it currently has the support of only 31 senators, the aide said the situation looked “very difficult.”

The government has been looking to Senate Speaker Renan Calheiros, a crucial but fickle ally of Rousseff’s, to delay the Senate vote as long as possible to give it time to negotiate.

However, Calheiros said on Monday he would remain neutral and would meet with party leaders in the Senate on Tuesday to define the calendar for the process. (rtr)

BOSTON - Ethiopian runners vying for a place in the summer Olympics dominated the Boston Marathon on Monday, taking the top three spots in the men’s division for the first time, and the top two spots among the women.

Lemi Berhanu Hayle won for the men in a dramatic late surge against defending champ and fellow Ethiopian Lelisa Desisa, covering the notoriously hilly course in two hours, 12 minutes and 45 seconds, as thousands of spectators cheered him.

Hayle said through an interpreter after the race that winning “feels like his birthday.”

Ethiopian men have won the Boston marathon six times since 1989, but have never before taken all three spots on the podium. No country has swept the top three spots in the Boston Marathon since Kenya did it in both the men’s and women’s divisions in 2012, accord-ing to marathon officials.

On the women’s side, Ethio-

pian Atsede Baysa won in 2:29:19, overcoming a 37-second deficit in the last five miles (8 km) of the race against training mate Tirfi Tsegaye.

It was the 120th running of the world’s oldest continually run an-nual marathon, and the third since a pair of ethnic Chechen brothers killed three people and injured more than 260 with a bomb attack at the finish line.

Most top U.S. marathoners sat out Boston to train for the Rio Games in August. But Ethiopia and Kenya - whose runners domi-nated the lead packs - have yet to pick their teams for the Olympics and will consider the Boston results.

The 21-year-old Hayle won the race by pairing off with Desisa to break from the mainly East African pack late in the course. He then drafted off his countryman before surging past him in the final two miles.

Hayle’s finish time was slower

than the personal best of 2:04:33 he posted in Dubai earlier this year. The Boston marathon record of 2:03:02 was achieved by Kenyan Geoffrey Mutai in 2011.

The top placing American on Monday was Zachary Hine, who took 10th place with a finish of 2:21:37.

Among the women, Baysa, 29, is one of the world’s most prolific marathoners and has posted top four finishes in five world marathon majors, including wins in Paris and Chicago.

Kenyan Caroline Rotich, who was defending her 2015 win in Boston and was widely seen as a favorite in Monday’s women’s race, dropped out early after appearing to hobble around mile four.

The top placing American wom-an was Neely Spence Gracey, who finished in 9th place in her mara-thon debut with a time of 2:35:00. She was born 26 years ago on race day as her father, Olympian Steve Spence, ran the course. (rtr)

TOKYO - Nearly 8,000 spectators attended the ceremonial Spring Festival sumo wrestling tournament held outdoors at a controversial war shrine in the Tokyo sunshine on Mon-day.

The headline act was top-ranked Yokozuna, Hakuho, the most successful sumo wrestler of all-time with a record 36 career tournament wins.

The Mongolian beat compatriot and fellow Yoko-zuna, Kakuryu in his bout, one of almost 30 that took place between wrestlers who weigh on average over 120 kilogrammes (265 pounds) and grapple, slap and push for victory in traditional mawashi loincloths.

The history of sumo, Japan’s national sport, can be traced back over 1,500 years with its roots in a religious ritual conducted in Shinto shrines to pray for abundant harvests.

The annual Spring Festival at Yasukuni Shrine, seen as a symbol of Japan’s past militarism by many in Asia, started with a blessing of Shinto’s religious gods and wishing peace for all.

Traditional foot-stamping ceremonies took place before the bouts begun.

One fan felt this year’s event was more sombre than usual after the biggest in a series of earthquakes to hit Japan struck near Kumamoto city early on Saturday.

“This time I hesitated to come and enjoy it after the earthquake disaster,” said Mieko Nakamura, who also attended as a spectator last year.

“Some of the wrestlers, however, are from Kuma-moto so we decided to come and cheer them up.”

The next grand tournament, the Natsu basho, will take place in Tokyo on May 5 and will feature all the sport’s top ranked wrestlers. (rtr)

There was a further setback for the club later on Monday, when Tottenham beat Stoke 4-0 to trim Leicester’s lead to five points.

Leicester manager Claudio Ranieri now has to consider how to reconfigure the team without Vardy. One option is to partner Shinji Okazaki with Ulloa if Ranieri sticks with his favored 4-4-2 formation. Okazaki has netted only six goals this season, while Ulloa’s penalty took his tally to four.

“It was a difficult moment because we were down to 10 men, but we defended well and then attacked when we could,” Ulloa said. “I love to play with this team because they have this character when we are losing or in a bad situation. We are always fighting together. We are a team and that is more important, not for me but for everyone.” (ap)

MARSEILLE — Marseille coach Michel was fired Tuesday after less than a year in charge of the crisis-ridden French league club.

Marseille said in a statement that Michel, who joined the south-ern club last year following Marcelo Bielsa’s departure, will be replaced by deputy coach Franck Passi until the end of the season. Former Marseille defender Basile Boli, who scored the header that gave Marseille a 1-0 victory over AC Milan in the 1993 Champions League final, will be assisting Passi.

Marseille, the only French club to win Europe’s top club com-petition, is winless in 10 league games. With four matches remain-ing, the club has yet to secure its place in the top division for next season and has recently been put up for sale by owner Margarita Louis-Dreyfus.

Marseille has not won at home in the league since September and fell to 15th place in the standings. Bielsa led the team to a fourth-place finish last season but quit following a dispute with the club’s management. Marseille can finish the season on a high note though as they prepare to take on Sochaux in the French Cup semifinals on Wednesday.

Marseille said without elaborating that it took the decision to suspend Michel with immediate effect because of his “behavior .... notably over the past three weeks.”

Michel reportedly skipped Monday’s training session, one week after Louis-Dreyfus decided to keep him in his position after an emergency meeting with club officials in Switzerland.

Forced to restructure the team after the unexpected departure of Bielsa, who had supervised the recruitment process last summer, Michel never found the winning formula. The former Real Madrid player’s tactical choices and team selection often left observers puzzled.

Since a league win at Montpellier, on Feb. 2, Marseille has won only two matches, against amateur teams Trelissac and Granville in the French Cup.

After Sunday’s 2-1 loss at Monaco, Michel admitted that his players were “concerned and worried” by the prospect of being relegated.

The string of poor results has angered Marseille supporters, who clashed with police earlier this month after a lackluster and scoreless draw with Bordeaux. MAnCHESTER UnITEd need a figurehead in defence to marshal the host of young defenders coming through the club’s academy, former captain Nemanja Vidic says.

United’s problems this season with injuries and indifferent performances, have led to manager Louis van Gaal handing debuts to teenage defenders Cam-eron Borthwick-Jackson, Timothy Fosu-Mensah, Joe Riley, Regan Poole and Donald Love.

The relatively young backline, led by the ever-present Chris Smalling, has conceded just 30 goals in the club’s 33 Premier League games so far, only title-chasing Tottenham Hotspur have given up fewer.

Leicester manager Claudio Ranieri now has to consider how to reconfigure the team without Vardy. One option is to partner Shinji Okazaki with Ulloa if Ranieri sticks with his favored 4-4-2 formation. Okazaki has netted only six goals this season, while Ulloa’s penalty took his tally to four.

MARSEILLE — Marseille coach Michel was fired Tuesday after less than a year in charge of the crisis-ridden French league club.

Marseille said in a statement that Michel, who joined the south-ern club last year following Marcelo Bielsa’s departure, will be replaced by deputy coach Franck Passi until the end of the season. Former Marseille defender Basile Boli, who scored the header that gave Marseille a 1-0 victory over AC Milan in the 1993 Champions League final, will be assisting Passi.

Marseille, the only French club to win Europe’s top club com-petition, is winless in 10 league games. With four matches remain-ing, the club has yet to secure its place in the top division for next season and has recently been put up for sale by owner Margarita Louis-Dreyfus.

Marseille has not won at home in the league since September and fell to 15th place in the standings. Bielsa led the team to a fourth-place finish last season but quit following a dispute with the club’s management. Marseille can finish the season on a high note though as they prepare to take on Sochaux in the French Cup semifinals on Wednesday.

Marseille said without elaborating that it took the decision to suspend Michel with immediate effect because of his “behavior .... notably over the past three weeks.”

Michel reportedly skipped Monday’s training session, one week after Louis-Dreyfus decided to keep him in his position after an emergency meeting with club officials in Switzerland.

Forced to restructure the team after the unexpected departure of Bielsa, who had supervised the recruitment process last summer, Michel never found the winning formula. The former Real Madrid player’s tactical choices and team selection often left observers puzzled.

Since a league win at Montpellier, on Feb. 2, Marseille has won only two matches, against amateur teams Trelissac and Granville in the French Cup.

After Sunday’s 2-1 loss at Monaco, Michel admitted that his players were “concerned and worried” by the prospect of being relegated.

BOSTON - Ethiopian runners vying for a place in the summer Olympics dominated the Boston Marathon on Monday, taking the top three spots in the men’s division for the first time, and the top two spots among the women.

Lemi Berhanu Hayle won for the men in a dramatic late surge against defending champ and fellow Ethiopian Lelisa Desisa, covering the notoriously hilly course in two hours, 12 minutes and 45 seconds, as thousands of spectators cheered him.

Hayle said through an interpreter after the race that winning “feels like his birthday.”

Ethiopian men have won the Boston marathon six times since 1989, but have never before taken all three spots on the podium. No country has swept the top three spots in the Boston Marathon since Kenya did it in both the men’s and women’s divisions in 2012, accord-ing to marathon officials.

On the women’s side, Ethio-

pian Atsede Baysa won in 2:29:19, overcoming a 37-second deficit in the last five miles (8 km) of the race against training mate Tirfi Tsegaye.

It was the 120th running of the world’s oldest continually run an-nual marathon, and the third since a pair of ethnic Chechen brothers killed three people and injured more than 260 with a bomb attack at the finish line.

Most top U.S. marathoners sat out Boston to train for the Rio Games in August. But Ethiopia and Kenya - whose runners domi-nated the lead packs - have yet to pick their teams for the Olympics and will consider the Boston results.

The 21-year-old Hayle won the race by pairing off with Desisa to break from the mainly East African pack late in the course. He then drafted off his countryman before surging past him in the final two miles.

Hayle’s finish time was slower

than the personal best of 2:04:33 he posted in Dubai earlier this year. The Boston marathon record of 2:03:02 was achieved by Kenyan Geoffrey Mutai in 2011.

The top placing American on Monday was Zachary Hine, who took 10th place with a finish of 2:21:37.

Among the women, Baysa, 29, is one of the world’s most prolific marathoners and has posted top four finishes in five world marathon majors, including wins in Paris and Chicago.

Kenyan Caroline Rotich, who was defending her 2015 win in Boston and was widely seen as a favorite in Monday’s women’s race, dropped out early after appearing to hobble around mile four.

The top placing American wom-an was Neely Spence Gracey, who finished in 9th place in her mara-thon debut with a time of 2:35:00. She was born 26 years ago on race day as her father, Olympian Steve Spence, ran the course. (rtr)

TOKYO - Nearly 8,000 spectators attended the ceremonial Spring Festival sumo wrestling tournament held outdoors at a controversial war shrine in the Tokyo sunshine on Mon-day.

The headline act was top-ranked Yokozuna, Hakuho, the most successful sumo wrestler of all-time with a record 36 career tournament wins.

The Mongolian beat compatriot and fellow Yoko-zuna, Kakuryu in his bout, one of almost 30 that took place between wrestlers who weigh on average over 120 kilogrammes (265 pounds) and grapple, slap and push for victory in traditional mawashi loincloths.

The history of sumo, Japan’s national sport, can be traced back over 1,500 years with its roots in a religious ritual conducted in Shinto shrines to pray for abundant harvests.

The annual Spring Festival at Yasukuni Shrine, seen as a symbol of Japan’s past militarism by many in Asia, started with a blessing of Shinto’s religious gods and wishing peace for all.

Traditional foot-stamping ceremonies took place before the bouts begun.

One fan felt this year’s event was more sombre than usual after the biggest in a series of earthquakes to hit Japan struck near Kumamoto city early on Saturday.

“This time I hesitated to come and enjoy it after the earthquake disaster,” said Mieko Nakamura, who also attended as a spectator last year.

“Some of the wrestlers, however, are from Kuma-moto so we decided to come and cheer them up.”

In the latest case, Microsoft Corp. says the U.S. Justice Department is using a decades-old law to obtain court orders for customers’ data, while in some cases prohibiting the company from notifying the customer. Microsoft says those “non-disclosure” orders violate its constitutional right to free speech, as well as its customers’ protection against unreasonable searches.

Microsoft is also fighting a court battle in New York over the gov-ernment’s demand for emails of a non-U.S. citizen that the company has stored in a data center located in Ireland. Microsoft President Brad Smith has argued the case could open the door to other governments demanding information stored in the United States.

As people and businesses store more information on their electronic gadgets, or online in corporate data centers, “these companies are in-creasingly the intermediary between the government and our own pri-vacy,” said Daskal.

One former federal official was critical of Microsoft’s latest lawsuit. Daniel “D.J.” Rosenthal, a former Justice Department lawyer, said it could lead to warning “child molest-ers, domestic abusers, violent crimi-nals and terrorists that they’re being investigated.”

But authorities are required to disclose most search warrants for information stored in filing cabinets, safes or other physical locations, as Microsoft notes in its lawsuit. With more people storing data online, the company contends the government is exploiting that trend “as a means of expanding its power to conduct secret investigations.”

The company understands the need for secrecy in some cases, Smith added in a statement. “But based on the many secrecy orders we have received, we question whether these orders are grounded in specific facts that truly demand secrecy. To the contrary, it appears that the issuance of secrecy orders has become too routine.”

Microsoft’s business customers “regularly convey to us their strong desire to know when the government is obtaining their data,” Smith said,

while adding that individual custom-ers should have the same right.

The Redmond, Washington-based company says authorities used the 1986 law, known as the Electronic Communications Privacy Act, to demand customer information more than 5,600 times in the last 18 months. In nearly half those cases, a court ordered the company to keep the demand secret and, in about 1,750 cases, those gag orders were indefinite.

In recent years, the tech indus-try and civil liberties groups have pressed Congress to reform several aspects of the law, which they say is outdated, but previous attempts have stalled.

“Hopefully this litigation will either produce a ruling or it will spur Congress to act,” said Neil Richards, a law professor at Washington Uni-versity in St. Louis.

Microsoft’s move was also praised by Aaron Levie, the CEO of online data storage company Box. In a state-ment, Levie said his company has been expanding its encrypted storage services to “give customers more control over their data.” (ap)

But for Manuel and hundreds of other anxious Ecuadoreans with relatives missing, time was running out.

The quake has injured at least 2,600 people, damaged over 1,500 buildings, and left 18,000 people spending the night in shelters, according to the leftist government.

“There are bodies crushed in the wreckage and from the smell it’s obvious they are dead,” said army captain Marco Borja in the small tourist village of Canoa.

“Today we brought out be-tween seven and eight bodies.”

BRASILIA - Brazil’s President Dilma Rousseff vowed on Monday to fight impeachment tooth-and-nail in the Senate after a heavy defeat in the lower house of Congress raised the likelihood of an end to 13 years of leftist rule in Latin America’s largest economy.

In a raucous vote late on Sunday that sparked jubilation among Rous-seff’s foes, the opposition comfortably surpassed the two-thirds majority needed to send Brazil’s first female president for trial in the Senate on charges she manipulated budget accounts.

If the Senate votes by a simple majority to accept the case next month, as is expected, Rousseff would become the first Brazilian leader to be impeached for more than 20 years.

The crisis has paralysed the government as it struggles to revive the economy from its worst recession in decades. It has also sparked a bitter struggle between Rousseff, a 68-year-old former Communist guerrilla, and her Vice President Michel Temer, 75, who would take power if she is impeached.

Addressing the nation on television, a combative Rousseff insisted that she had committed no impeachable crime and accused Temer of openly conspiring to topple her government in what she described as a ‘coup’.

“While I am very saddened by this, I have the force, the spirit and the courage to fight this whole process to the end,” Rousseff told the televised news conference. “This is just the beginning of the battle, which will be long and drawn out.”

Rousseff stands accused of a budgetary sleight of hand employed by many elected officials in Brazil: delaying payments to state lenders in order to artificially lower the budget deficit to boost her reelection bid in 2014.

Nevertheless, opinion polls show more than 60 percent of Brazilians support impeaching Rousseff, less than two years after the leftist leader narrowly won reelection. Her popularity has been crushed by the reces-sion and a vast graft scandal at state oil company Petrobras.

A Rousseff aide said the government would focus on clawing back support in the 81-seat Senate, where it lacks the simple majority needed to prevent the case being accepted for trial. Given that it currently has the support of only 31 senators, the aide said the situation looked “very difficult.”

The government has been looking to Senate Speaker Renan Calheiros, a crucial but fickle ally of Rousseff’s, to delay the Senate vote as long as possible to give it time to negotiate.

The Bank of Korea said that South Korea’s economy will likely expand 2.8 percent this year over a year earlier, down from the 3.0 percent expansion predicted in January, but an improve-ment from 2015 when South Korea’s economy eked out 2.6 percent growth.

The forecast reinforces worries the economy is on the cusp of a low-growth period. The bank revised its inflation outlook to 1.2 percent from 1.4 percent. Last week, the International Monetary Fund revised its forecasts for global growth in 2016 to 3.2 percent from the 3.4 percent predicted in January. It also downgraded its outlook for major economies including the United States, Japan and Europe.

South Korea’s exports have suffered due to softening demand from China, its top trading partner. Steelmakers and shipbuilders posted losses last year while the fall in crude oil prices reduced the value of exports by South Korea’s oil refining companies.

The central bank governor, Lee Ju-yeol said South Korea should see a modest recovery during the rest of the year, thanks to signs of improvement in the Chinese economy and a modest recovery in crude oil prices.

But, “While those uncertainties have lessened, it is difficult to say that they are fundamentally resolved,” Lee told reporters.

The central bank expects exports to

improve thanks to the recovery in ad-vanced economies. But the improvement would not be strong enough to support a full recovery, so South Korea’s economy must rely mostly on domestic demand.

Sectors that suffer from overcapacity and weak global demand, such as ship-ping, are due for an overhaul. Though the bank kept its monthly policy rate at a record low 1.5 percent, expectations are growing of another rate cut, following two cuts last year. Some analysts said the revised forecast was a tad optimistic.

“The BOK’s downgraded outlook still remains optimistic as exports will likely decline further, the hous-ing market continues to taper off and elevated corporate credit risks should reduce business investment. All of these downside risks should more than offset resilient private consumption,” said Kwon Young Sun, an analyst at Nomura International.(ap)

FRANKFURT — A survey of investment analysts shows confidence rose in the German economy thanks to somewhat better economic news out of China. The ZEW index rose to 11.2 points in April, up from 4.3 in March. Optimism increased despite fears about a possible British exit from the European Union after a June 23 referendum.

The index, based on a survey of 225 financial experts, remains below its long-term average of 24.5 points.

Sascha Steffen of the ZEW institute said Tuesday that despite better news from China, “continued poor growth” there remains a burden for German exports — while the possibility of Britain leaving the EU “seems to be having a negative impact.”

Germany, the biggest economy in the 19-country eurozone, grew a moderate 0.3 percent in the fourth quarter of 2015.(ap)

LONDON - Indonesian Pres-ident Joko Widodo (Jokowi) and his entourage arrived in the United Kingdom on Mon-day night local time to kick off his visit in the country.

On arrival at the Stansted air-port, Indonesian Ambassador to the United Kingdom Rizal Sukma entered the presidential aircraft to greet President Jokowi.

Jokowi was then welcomed by representatives of the United Kingdom, including the officials representing the Queen of England and British Ambassador to Indone-sia Moazzam Malik.

From Stansted airport, the presi-dent and his entourage headed to the Grossvenor House Hotel. There was no scheduled agenda for Monday night. The president has official ac-tivities lined up for Tuesday (April 19).(ant)

JAKARTA — Rain-triggered floods and landslides left six villagers missing in eastern Indonesia, an official said Monday. National Disaster Management Agency spokesman Sutopo Purwo Nugroho said two days of rain caused the damage Sunday in a remote mountainous district of West Papua province.

He said land transportation between the area and the provincial capital, Manokwari, was largely cut, isolating about 1,000 fami-lies.

A rescue team with food supplies was sent to help search for the villagers, Sutopo said, adding that heavy equipment was still needed to clear roads and remove wreckage.

The region on the western end of New Guinea is about 3,100 kilometers (1,920 miles) east of the capital, Jakarta.

JAKARTA - A leading economist and former environment minister Emil Salim said reclamation of the northern coast of Java could make Indonesia an Asian hub taking over part of the role of Singapore.

“Our target of development of the northern coast of Java is to compete with Singapore, which would be saturated in 2030 that international trade traffic would be shifted from Pacific to the Indian ocean,” Emil said in an economic dialog on “Policy Dialogue: The Middle Income Trap-Indonesias Challenge Ahead” here on Monday.

He said by 2045 or 100 years after the country gained its independence, the northern coast of Java should be made ready to serve as an alternative interna-tional shipping center to Singapore.

Unlike Singapore which has limited land territory for expansion, the northern coast of Java from west to east has good prospects in serving as a potential route for busy international trade across the Indian and Pacific oceans, he said.

He said reclamation of the northern

coast of Java could transform the area not only into a economic growth center, but also into a maritime , fishery and shipbuilding industrial centers.

However, reclamation especially rec-lamation of the Jakarta Bay , now in the process of construction must not neglect the environmental impact. Reclamation should be through natural process with sedimentation of mud brought by rivers that empty to the Jakarta Bay .

Rizal said at a meeting also attended by the environment minister Siti Nur-baya, Jakarta Governor Basuki Tjahaja Purnama and officials of the marine and fisheries ministry, it was agreed to form a joint committee to find a solution to the controversy over the project.

The committee will make up of of-ficials of the office of the coordinating minister for maritime, the environment ministry, the marine and fisheries ministry , the Jakarta city administration, the home affairs ministry and the state secretariat.

Minister Siti Nurbaya said among the problems to be solved are related to analy-sis on environmental impact which needs to be completed. The controversy over the real estate project surfaced when the Cor-ruption Eradication Commission (KPK) arrested a number of people including leaders of PT Agung Podomoro Land Tbk and Agung Sedayu Group and a lawmaker on charge of graft.(ant)

With an early election in July a near certainty, Turnbull also hopes to silence increasingly loud accusations of dithering after his government suggested several new revenue-raising measures only to rule them out later.

Hikes on tobacco tax, closing tax loopholes for wealthy pensioners and limiting corporate tax havens are among the cash-raising mea-sures the conservative leader has left open to possibility, according to local media reports.

MANILA - A Philippine mayor who built a reputation for fighting crime apologised on Tuesday for a rape comment that caused a politi-cal storm and could dent his chances of winning the presidency in an election three weeks away.

Rodrigo Duterte, who opinion polls show as the frontrunner, issued a statement saying he regretted the remark about an Australian woman who was raped and killed in a prison riot in 1989. The video of his comment, made at a recent rally, appeared on YouTube at the weekend and he had until Tuesday refused to apologise.

His comment sounded like a joke when he spoke of the attractive-ness of the rape victim and it caused a public outcry that experts said could cost him votes.

“I apologise to the Filipino people for my recent remarks,” said Duterte, who is the first presidential candidate from the southern island of Mindanao.

“There was no intention of disrespecting our women and those who have been victims of this horrible crime. Sometimes my mouth can get the better of me. My life is an open book. I am a man of many flaws and contradictions,” he added.

Independent pollster Pulse Asia released on Tuesday a survey taken before the remark, which showed Duterte had widened his lead over his nearest rival to seven points.

Duterte was the top choice of 32 percent of the 4,000 respondents in the April 5-10 survey, up two points from the last poll in late March.

“We still don’t know what will be the effect on his numbers in the next survey after his rape comments,” Pulse Asia president Ronald Holmes told Reuters.

“Definitely, it will have an impact, so it is still premature to predict a winner.”

The survey showed Senator Grace Poe in second place with 25 percent and Vice President Jejomar Binay had 20 percent. Both were unchanged from the previous poll.

President Benigno Aquino’s hand-picked successor, Manuel Roxas was at 18 percent, dropping one point.

Pulse Asia plans four more surveys, including one a week before the May 9 elections, Holmes said.

“By that time, we will have a clearer picture on who may be the next president.”

About 54 million Filipinos are eligible to vote in the elections, which will be closely watched by investors, some of whom fear the political succession in one of Asia’s fastest-growing economies could impact gains made under Aquino. (rtr)

Principal of the SMKN 4 Ban-gli , Dewa Gede Darmayasa, when met at his office recently explained that since it was estab-lished in 2005, the SMKN 4 Ban-gli only opened two departments, namely the dance and traditional music department. Nine years later (2014), the school opened a new department namely the pup-petry art. Then, it was followed by several other departments such as the visual communication design (DKV), hotel accommodation (AP), skin beauty care (TKK) and food service.

Of the seven majors owned, Darmayasa acknowledged that the major in puppetry art has minimal enthusiasts. In the first year, the department did not get any students at all. Then, in 2015, the department received only one student. “The student is Nengah Dwija from Demulih village, Susut. He is now in grade eleven,” he explained.

According to Darmayasa, scar-city of students choosing the major in puppetry art may happen due to impression that learning to become a puppeteer is very diffi-

cult. As is known, when learning to be a puppeteer, one must be able to dance puppets, memorize stories and vocals. “Maybe the complexity of puppetry depart-ment has caused people to have lack interest in it,” he said.

To increase the interest of students in puppetry, Darmayasa continuously attempts to promote the major to junior high schools. Besides, since the past year he regularly ngayah or does devo-tional work to temples. Although in the next new academic year the department of puppetry does not get any students, he is still com-mitted to preserving this major. So far, it has two permanent teachers. One of the objectives of opening of the major is to explore the pup-petry art treasures.

In the meantime, a produc-tive teacher of the puppetry art, Putu Dedi Puspantara, said that the minimal student owned by the puppetry art major does not become an obstacle for schools, especially teachers in teaching. “The problem lies in the absence of interaction between students. For instance, when we give an as-signment, he cannot interact like the students in other majors,” he explained. Nevertheless, Nengah Dwija posing the only student in the department acknowledged that he has a fairly high learning spirit.

CEDARBURG — A duck that lost its feet to frostbite is waddling again thanks to a U.S. school teacher and a 3D printer.

Vicki Rabe-Harrison rescued Phillip the duck and, after watching a video of a 3D printer online, turned to South Park Middle School teacher Jason Jischke in Oshkosh, Wisconsin, for help.

Rabe-Harrison tells WBAY-TV that she was planning to put Phillip down when Jischke called to say he and his class were working on the proj-ect. It took them six weeks of trial and error to get the prosthetic feet just right.

Phillip was a bit wobbly when he first tested his new feet, but has now joined other birds and animals at a sanctuary north of Milwaukee. Au-tumn Farm Sanctuary co-founder Alyssa Herbst says Phillip is getting used to his new feet. (ap)

LONDON — A collision be-tween a British Airways passenger jet and a drone over London has left the plane undamaged but the avia-tion industry deeply shaken.

British police and air accident authorities were investigating Sun-day’s incident, in which an Airbus A320 carrying 137 people struck an object believed to be a drone at a height of about 1,700 feet (518 meters) while it was approaching Heathrow Airport.

The plane landed safely and was cleared to fly again after an inspec-tion by engineers. But the incident

has focused attention on the grow-ing number of unregulated drones in the sky and the potential for disaster if they hit a plane — either accidentally or on purpose.

London’s Metropolitan Police said Monday the incident occurred over Richmond Park, a large open expanse a few miles from the air-port. Chief Superintendent Martin Hendry said the incident “highlights the very real dangers of reckless, negligent and sometimes malicious use of drones.”

“The potential is there for a ma-jor incident,” he said.

The authorities don’t know ex-actly, since small drones bought for private use often don’t have to be registered, but the market is grow-ing fast as drones become cheaper and easier to operate.

In Britain alone, electron-ics stores sold thousands during the 2015 Christmas season. Phil Finnegan, director of corporate analysis at aerospace research com-pany Teal Group, estimates there are “several million” drones in the United States.

Tony Tyler, director-general of the International Air Transport As-

sociation, told an aviation confer-ence in Denmark on Monday that drones “are here to stay.”

“But we must not allow them to become a drag on the efficiency of the airways or a safety threat to commercial aviation,” he said.

Tyler called for “a sensible ap-proach to regulation and a prag-matic method of firm enforcement for those who disregard rules and regulations and put others in dan-ger.”

Many countries distinguish be-tween commercial drone operators, which must be licensed, and those

used recreationally.In Britain, operators don’t need a

license to use a small drone weigh-ing less than 20 kilograms (44 pounds) for recreational purposes.

Drones must not be flown above 400 feet (120 meters), must remain within sight of the operator and must and kept away from planes, helicopters, airports and airfields. Violators can receive six months in prison and a fine — though prosecutions have been rare — but endangering the safety of an aircraft carries a maximum life sentence. (ap)

Murjana Yasa added that the public transport lines should also be arranged in such a way because the route of public transport in Bali, chiefly Denpasar, is relatively short. Actually, people are usu-ally traveling not just to a single destination but tending more than one. Therefore, people prefer rid-ing private vehicle to taking public transportation.

“If the public transport mode could reach such a way, then the effectiveness of progressive taxa-tion will be achieved. If the public transportation is not adequate, it will become a boomerang for our economy,” he explained.

Murjana Yasa expressed his support to the application of pro-gressive tax to limit the growth of motor vehicles. However, in line with the policy, the use of public transport should also be encour-

aged. For example, the government can encourage people to use the Trans Sarbagita bus as well as the school shuttles.

As reported, the Bali House of Representatives filed an initiative of regional bylaw draft on amendment of regional tax regulation, especial-ly those related to progressive tax for motor vehicles. The imposition of progressive tax corresponding to the Regional Bylaw is based on Family Card. As a result there is a loss of potential revenue worth IDR 2.27 billion a year. Now, the parlia-ment is drafting so that the progres-sive tax is based on the identity card as well as targeting motorcycle that was previously excluded.

“Pro Denpasar Plus has received a good response from the public and there are already thousands of users. Reports from the public are divided into 10 different types related to public services and six different specific kinds of complaints. Public report amount-ing to ten types is related to public services with six kinds of specified complaints,” said Head of the Denpasar Infocom Agency, Dewa Made Agung, when met on Monday (Apr. 18) in the Control Room of the Pro Denpasar Plus, Sewaka Dharma Building at Lumintang Denpasar.

Dewa Agung said the reports about littering and illegal waste disposal sites are by far the most frequently complained about problem in Denpasar. These reports are then followed up on by relevant agencies and are also forwarded to the headmen of the hamlet in question.

Most people report their complaints by smartphone. In April there have been 85 re-ports sent by smartphone, 46 through the web-site, 17 through facebook, 2 using DEnpasar

Public Radio, 2 sent through Insatagram and 15 reports delivered into the complaints box. Apart from isssues related to public serveices and infrastructure, many also complained about public services provided by hospitals and government agencies.

Responding to the number of complaints about waste problems, Head of the Den-pasar Sanitation and Landscaping Agency, I Ketut Wisada, said that he recongnises that public awareness reagrading waste manage-ment is still lacking. Many people are still disposing of their garbage haphazardly in any plot of land that does not appear to be used. Therefore, said Wisada, all parties must work together to handle the problem of waste disposal.

In the future, his agency will launch a new program with waste being handled by each village. “The mayoral regulation is in the process of being drafted. Once it has been signed it will immediately be enforced”, said Wisada”. (kmb12)

DENPASAR — Denpasar Plus; online public care (Pro) launched by the City of Denpasar has received positive responses from the general public. Pro Den-pasar Plus is a service offered to the community through which they can send their municipality related complaints. The program is considered to be success-ful with about ten incoming reports per month. As of this April there have been hundreds of incoming complaints related to everything from infrastructure to street lighting parking and waster problems. The most frequent complaints, a whole 37 percent of them are related to people littering and illegal temporary waste disposal sites.

CHICAGO - Bonds valued at up to $1.5 billion would be issued under Mayor Rahm Emanuel’s proposal to bring a museum, proposed by “Star Wars” filmmaker George Lucas, to Chicago, the city said on Monday.

The museum will feature Lucas’ collection of paintings, illustrations and digital art.

The bonds would be issued by the Metropolitan Pier and Exposition Authority for the museum and the replacement of a big part of its McCormick Place convention center that would be razed for the project.

Lucas would contribute $743 million to the authority for the museum. The financing plan also calls for the extension of taxes and millions of dollars from the state of Illinois, which is also low on revenue. A spokeswoman for Governor Bruce Rauner said the proposal is under review.

The mayor offered the McCormick Place site for the museum after a parks protection group filed a lawsuit over the original lakefront site near Soldier Field, the home of the Chicago Bears football team, stalling the project. (rtr)

In a proposed class action lawsuit filed in San Francisco federal court, Justin Baker-Rhett said he signed up for the $9.99 a month Tidal service after West tweeted on Feb. 15 that “Pablo” would never be sold anywhere else.

But the California resident called the exclusivity promise a ploy to add millions of subscribers to a struggling Tidal, which Jay Z controls, and that West released the album 1-1/2 months later on Apple Music and Spotify, and on his own website.

Baker-Rhett said the scheme tripled Tidal’s subscriber base to 3 million, boosted its value by $60 million to $84 million, and threatened fans’ privacy by forcing them to turn over credit card and other personal information.

“You can’t trick people into paying money and giving up personal informa-tion just because the company is strug-gling,” Baker-Rhett’s lawyer Jay Edelson said in a phone interview.

Tidal and West did not immediately respond to email requests for comment.

“Pablo” was streamed more than 250 million times within 10 days of release,

the lawsuit said.West’s tweet, included in the com-

plaint, said: “My album will never never never be on Apple. And it will never be for sale... You can only get it on Tidal.”

Jay Z took control of Tidal in a roughly $56 million acquisition in March 2015.

According to media reports, one of his businesses threatened last month to sue Tidal’s former owners for inflating subscriber numbers, suggesting the price tag may have been too high.

Tidal calls itself an “artist-owned” service backed by West, Jay Z’s wife Be-yonce, Deadmau5, Alicia Keys, Madon-na, Chris Martin, Nicki Minaj, Rihanna, Jack White and many other artists.

Monday’s lawsuit seeks class action status for people who subscribed to Tidal from Feb. 15 to April 1 and streamed “Pablo” tracks within 24 hours.

It seeks actual and punitive damages, and the deleting of subscribers’ personal data.

Microsoft opened a new front in the battle over digital privacy this week, suing the Justice Department over its use of court orders requir-ing the company to turn over cus-tomer files stored in its computer centers — often without notifying the customer involved.

It’s the latest in a series of legal challenges brought by Microsoft and some of its leading competitors. Apple recently fought a high-pro-file battle over the FBI’s demand for help unlocking an encrypted iPhone in San Bernardino, California, and it’s continuing to challenge similar demands in other cases.

Other companies, including Google, Facebook and Yahoo, have increased their use of encryption. They’ve also sued for the right to report how often authorities de-mand customer information under national security laws, after former National Security Agency contrac-tor Edward Snowden leaked details of government data-gathering efforts.

Privacy advocates have applaud-ed those moves, while authorities complain they could stymie legiti-mate investigations. But those legal maneuvers may benefit the compa-nies as well as their customers. In

the wake of Snowden’s revelations and high-profile hacking attacks, tech firms want to reassure custom-ers their information is safe.

“Privacy is an economic good at this point,” said Jennifer Daskal, a former Justice Department attorney who now teaches law at American University in Washington, D.C. “It’s good for business because consumers care about it. So the companies are competing over be-ing privacy protective.”

Many tech companies make money directly from customer information, of course, by sell-ing advertising targeted to their users’ interests and behavior. While some privacy advocates have criticized those practices, others note that’s different from handing over information to au-thorities who have the power to put people in jail.
