Human Rights Watch Sunday called on Indonesia to drop trea-son charges against five peaceful protesters, a day ahead of their expected trial in the remote prov-ince of Papua.

The New York-based rights watchdog said Indonesian secu-rity forces in October had used “excessive force” including ba-

tons and firearms to break up a pro-independence assembly in the provincial capital Jayapura, killing at least three people and injuring more than 90.

Eight police officers were let off with written warnings for disciplinary infractions but five Papuan leaders were charged with treason -- and are expected to stand trial on Monday, it added.

“The Indonesian government

should show its commitment to peaceful expression by dropping the charges against these five Papuan activists,” the group’s Asia deputy director Elaine Pearson said in a statement.

“It’s appalling that a modern democratic nation like Indonesia continues to lock up people for organising a demonstration and expressing controversial views,” she added.

Pursuing the trial would “only deepen the resentment that many Papuans feel against the govern-ment”, Pearson said.

HRW also urged Indonesia to release at least 15 other Papuans, including independence leader Filep Karma, and about 60 other people mostly Maluku activists, over “peaceful acts of free expres-sion”.

The arrests spread the scandal over tabloid wrongdoing — which has already shut down one Murdoch paper, the News of the World — to Britain’s best-selling newspaper. London police said two men aged 48 and one aged 56 were arrested on suspicion of corruption early in

the morning at homes in and around London. A 42-year-old man was detained later at a London police station.

Murdoch’s News Corp. con-firmed that all four were current or former Sun employees. The BBC and other British media identified

them as former managing editor Graham Dudman, former deputy editor Fergus Shanahan, current head of news Chris Pharo and crime editor Mike Sullivan.

A fifth man, a 29-year-old police officer, was arrested at the London station where he works. Officers searched the men’s homes and the east London headquarters of the media mogul’s British newspapers for evidence. The investigation into whether reporters illegally paid police for information is running parallel to a police inquiry into phone hacking by Murdoch’s now-defunct News of the World.

DAWEI, Myanmar - Myan-mar opposition leader Aung San Suu Kyi called on Sunday for changes to the military-drafted constitution in her first political trip since ending a boycott of the country’s political system last year and announcing plans to run for parliament.

Thousands of people lined the roads shouting “Long live mother Suu” as her motorcade moved through the rural coastal region of Dawei about 615 km (380 miles) south of her home city, Yangon, the main business centre.

The trip, only her fourth out-side Yangon since her release from years of house arrest in November 2010, demonstrates the increasingly central role of the Nobel Peace Prize laureate as the Southeast Asian state emerges from half a century of isolation.

“There are certain laws which are obstacles to the freedom of the people and we will strive to abolish these laws within the

framework of the parliament,” Suu Kyi said to cheers from sup-porters after meeting officials of her National League for Democ-racy (NLD) party in Dawei.

The NLD, though well known in the country, has had limited real political experience. It won by a landslide a 1990 election, a year after Suu Kyi began a lengthy period of incarceration, but the then regime ignored the result and detained many party members and supporters.

The NLD boycotted the next election, held in 2010 and won by a military-backed party after opposition complaints of rigging. Her address on Sunday offered the most extensive detail yet of the policies she would bring to parliament.

In particular, she said she wanted to revise a 2008 army-drafted constitution that gives the military wide-ranging powers, including the ability to appoint key cabinet members, take con-trol of the country in a state of emergency and occupy a quarter of the seats in parliament.

LIMA, Peru — A fire swept through a two-story private reha-bilitation center for addicts in a poor part of Peru’s capital Saturday, kill-ing 27 people and critically injuring five as firefighters punched holes through walls to rescue residents locked inside.

The “Christ is Love” center for drug and alcohol addicts was unlicensed and overcrowded and its residents were apparently kept inside “like prisoners,” Health Minister Alberto Tejada told The Associated Press. Authorities said

26 people died at the scene, and prosecutors spokesman Raul San-chez said Saturday night that one of six men hospitalized in critical condition died later.

Peru’s fire chief, Antonio Zavala, said most of the victims died of asphyxiation. All the victims ap-peared to be male. The local police chief, Clever Zegarra, said the cause of the 9 a.m. fire was under investigation.

“There has been talk of the burn-ing of an object, of a mattress, but also of a fight that resulted in a fire. All of this is speculation,” he told the AP. “I’ve been here at the scene

from morning to evening but for the moment the exact cause of the fire is not known.”

One resident of the center on a narrow dead-end street in Lima’s teeming San Juan de Lurigancho district said he was eating breakfast on the second floor of the center when he saw flames coming from the first floor, where the blaze ap-parently began. Gianfranco Huerta told local RPP news radio station that he leaped from a window to safety.

“The doors were locked; there was no way to get out,” he told the station.

TEHRAN, Iran — The head of Iran’s state oil company saidSunday that the price of crude will reach $120 to $150 per barrel,as officials in Tehran prepare to discuss a ban on crude sales toEuropean Union countries in retaliation for an EU embargo. Headof the National Iranian Oil Company Ahmad Qalehbani also saidthat Tehran would expand its capacity to refine crude domesti-cally, instead of selling it on international markets.

The EU announced an embargo on Iranian oil last week to pres-sure Tehran on its controversial nuclear program. The embargo isset to go into effect in the summer, but Iran says that it may cutthe flow of crude to Europe early. Iran says the EU accounts foronly 18 percent of its output and that it can find new customers. It says the embargo will hurt the West more than Iran, in part bycausing a spike in prices.

“It seems we will witness prices from $120 to $150 in thefuture,” Qalehbani was quoted as saying by IRNA. He did notgive a time frame for the prediction, nor any other details. Theprice of benchmark U.S. crude on Friday was around $99.56 perbarrel.

Qalehbani also said that Iran could find other customers forits crude in the short term, while in the longer term expanding itsrefining capacity to turn the crude into other petroleum products.“The sale of some 18 percent of Iranian oil, to a market other thanthe EU, is quite possible. But our long term idea is to increaserefining capacities to produce valuable products,” he said.

Qalehbani’s statement came as Iranian oil officials prepare todebate a ban on crude sales to European Union countries. ManyIranian lawmakers and officials have called for an immediate banon oil exports to the European bloc before the EU’s ban fullygoes into effect in July. They say this will hurt Europe before itcan find alternative suppliers.

Indonesian Christian worshippers listen during a Sunday mass out-side the presidential palace in Jakarta on January 29, 2012. Hundreds of Christian worshippers held a Sunday mass outside the presidential palace in Jakarta calling President Susilo Bambang Yudhoyono to allow them the right to worship at their church in Bogor which they claimed had been sealed off by local authorities.

The decision was based on a recommendation from Director General of Mineral and Coal at the Energy and Mineral Resources Ministry Thamrin Sihite and a decision of the Bima district leg-islative body, spokesman of the Bima district administration Aris Gunawan said.

The recommendation dated January 26, 2012 among others suggested that the district head issue a decision stopping the min-eral exploration activities in the subdistricts of Lambu, Sape and Langgudu, he said.

The recommendation came a day after the district legislative

body had issued a decision on January 25, 2012 asking the district government to stop the activities, he said.

Head of the West Nusa Tenggara Provincial Mining and Energy Of-fice Eko Bambang Sutedjo said the recommendation from the director general of mineral and coal was not intended to ask the district head to revoke the company`s mining per-mit but to stop its mining activities in the region permanently.

The district head`s decision af-fected 24,980 hectares of mining

area in the subdistricts of Lambu, Sape and Langgudu, he said.

The recommendation of the director general of mineral and coal and the decision of the local legislative body came nearly a month after an angry mob torched the Bima district head`s office late last year in protest against his decision allowing the company to conduct mineral explorations in the region.

During their rally on December 27 last year the demonstrators demanded the revocation of the

district head`s decision and asked suspect AS who had been handed over to the prosecutor`s office to be released.

AS was suspected of having provoked the torching of the Lam-bu sub-district head`s residence on March 10, 2011.

Two people were killed in the Dec 26 rally.

Police have questioned at last 40 of their officers over the violence in the December 26 clash at the Sape ferry port in Bima, West Nusa Tenggara.

MANADO - Coordinating Minister for the Peopl`s Welfare Agung Laksono said the police should level multiple charges against Apriani Su-santi, the woman whose driving under the alleged influence of drugs killed nine people in Jakarta recently.

He also hoped a court would pass a heavy sentence on her as a warning to all drug users in the country of the hazatds of their habit.

“The law enforcers in this case should take care not to be seen as weak. If necessary, give her the heaviest possible sentence so as to deter other drug users or reckless drivers, “ he said here Saturday. A severe sentence for drug abuse would help to make the public respect law enforcing agencies, he added.

Agung said her had talked with the National Narcotics Agency (BNN) and the police about

tackling the threat of drug abuse as had happened in Apriani`s casei.

The tragedy that Apriani had caused was good momentum to revive the public`s awareness about the dangers of marcotic drug consump-tion.

“At present, only 50 percent to 60 percent of Indonesian society are aware of the dangers of narcotic drug consumption. The Apriani case is a momentum to remind the public,” Agung said.

The majority of drug users in Indonesia was in the productive age category , namely 15 to 25 years old.

Apriani last Sunday (January 22) drove a car which also carried three of her friends at high speed and ran down a group of pedestrians in central Ja-karta. Nine of the pedestiarns were insantly killed and three other sustained injuries. Police later said the foursome had consumed ecstasy and alcohol hours before the accident.

JAKARTA - Indonesia is open to the importa-tion of any goods by foreign firms as long as it is done in accordance with regulations in force in the country, a minister said.

“We welcome and invite investment into Indo-nesia but they must abide by the law, including the law on the environment,” Finance Minister Agus Marto Wardoyo said here on Saturday.

He made the statement during an inspection of 113 containers filled with hazardous and toxic (B3) waste materials from overseas that had been impounded at Tanjung Priok port.

Agus, Environment Minister Balthasar Kam-buaya and customs and excise officials took a look at the 113 containers filled with sleek scrap mixed with a chemical substance that had been shipped from Britain and the Netherlands.

The minister said that Indonesia allowed the importation of scrap steel but the 113 containers

were suspected to have been imported not based on regulations because they were still mixed with chemical substance, waste and soil.

He said the customs and excise office and the office of the environment minister would follow up the finds. The containers will be made evi-dence for a legal process that should be settled immediately because they were hazardous and toxic materials. He said that the importers must account for the importation of the goods but presumption of innocence must be observed.

“It would be seen whether they would be re-exported or be taken to court,” he said.

Wardoyo said that many countries actually knew that certain goods were B3 and were not allowed to enter Indonesia, yet their importers in Indonesia imported them.

He said that Indonesia had signed the Basel Convention which regulated the movement of wastes among nations. Waste entering Indonesia should be equipped with a notification.

As revealed by Wayan Murya, one of the farmers at Subak Legenaand Subak Aya, Tumbak Bayuh Vil-lage, Badung, the land area of 7,500squaremetersplantedwith rice in fourmonths could only produce IDR 5million. Ourproduction cost is very high becausewe must pay the cost of labor, too,”he explained.

Seeing the fact, farmers were gen-erally lesspassionate tocultivate theirlandbecause the incomeobtainedwasnot comparable to their hard work. The pro-people policy as touted bygovernment so far surely became thefarmers’ hope to still survive. More-over, the government had previouslyplanned to think about the fate of ag-riculture throughoneof theprominentprograms ensuring the availability ofproductionfacilitiesandmarketingtheagricultural products of Bali.

An agricultural observer from theUdayanaUniversity,Prof.Dr. IWayan

Windia, said the profession as a ricefarmerwassynonymouswithpovertybecause their income was unable tomeet their daily needs. It was alsoevidenced by the Exchange Rate ofFarmer always moving in the rangeof 1 percent. In other words, the pricereceived by farmers was very smallcompared to the price that should bepaid by farmers. “Small exchangerate of only around 1 percent, thevalue-added of some IDR 2.5 mil-lion per year as well as the growth ofthe agricultural sector reaching 2.1percent per year have indicated if theagriculture is the smallest among theexisting sector,” he explained.

Similar opinion was revealed byNyoman aca, the Dean of theAgri-cultural Faculty of Warmadewa Uni-versity.According tohim, theabsenceof integration (linkandmatch)amongvarious parties, especially in connect-ing the vision and mission to increasethe income of farmers in Bali, madethis sector increasingly left behind.Even, a number of programs both inthe form of aid and agricultural subsi-dies launchedbygovernment seemedexcellent, but in reality they couldnot have reached the entire farmers.“Though government provides thesubsidy of fertili er and seed, somefarmers are still unable to receive it.This proves if the program launchedbygovernmenthasnotbeenoptimallyutili ed by our farmers. Assumption of some people judging the profession as a farmer is synonymous with poverty because their income cannot meet the daily needs seems unmistakable. Evidently, despite having worked hard to produce a favorable outcome, the income of farmers is still minimal because of the high cost of the agricultural production.

But they said a combinationof public anger, tighter scrutinyfrom watchdogs, tougher perfor-mance measures and a structuralfall in profitability in banking inthe post-crisis world would curbthe excesses of the past.

“Compared to four years agoits night and day, partially be-cause the regulators are insistingon it...and partly because thesupervisory board of banks havesaid we have got to balance thereward of our senior team withthe reward of our long-termshareholders. Several business leaders ,speaking candidly during closedmeetings, pointed to growingsocial inequality and said therewas a need for more effective taxcollection from the best paid.

And while critical of regula-

tory efforts to cap executive re-muneration, some blamed overlygenerous compensation packageson a lack of shareholder engage-ment in the issue.

“It should be up to the boards, notthe regulators. Where are the share-holders of these banks?” the head ofone investment bank told Reuters.Like others who spoke about the is-sue, he declined to be named.

The investment banking headsaid part of the problem was thatmany bankers had come to be-lieve that they alone were respon-sible for the profits generated intheir business, rather than the rolewhich they fulfilled.

“I really love directors. I really have re-spect for directors. So this is really very mov-ing and touching for me,” said Hazanavicius, whose black-and-white silent charmer has cleaned up at earlier Hollywood honors and could emerge as the best-picture favorite at the Feb. 26 Oscars.

The Directors Guild honors are one of the most-accurate forecasts for who might go on to take home an Oscar. Only six times in the 63-year history of the guild awards has the winner failed to win the Oscar for best director. And more often than not, whichever film earns the directing Oscar also wins best picture.

French filmmaker Hazanavicius, whose credits include the spy spoofs “OSS 117:

Cairo, Nest of Spies” and “OSS 117: Lost in Rio,” had been a virtual unknown in Hol-lywood until “The Artist.” His throwback to early cinema centers on a silent-era star whose career crumbles when talking pictures take over in the late 1920s.

First-time nominee Hazanavicius won over a field of guild heavyweights that included past winners Martin Scorsese for “Hugo” and Woody Allen for “Midnight in Paris.” Past nominees David Fincher for “The Girl with the Dragon Tattoo” and Alexander Payne for “The Descendants” also were in the running.

Accepting his nomination plaque earlier in the ceremony from his stars in “The Artist,”

Jean Dujardin and Berenice Bejo, Hazanavicius recalled his child-hood education in great cinema, including Hollywood classics such as “Red River” and “Rio Bravo.” Hazanavicius said he felt he was be-ing welcomed by the Directors Guild for a language they had in common: cinema.

“Maybe you noticed, but I’m French. I have an accent. I have a name that is very difficult to pro-nounce,” Hazanavicius said. “I’m not American, and I’m not French, actually. I’m a filmmaker. ... I feel like I’m being accepted by you not as Ameri-cans but as filmmakers.”

PARK CITY, Utah — Bradley Cooper and Zoe Saldana came to the Sundance Film Festival to promote their closing-night film, “The Words.” The two actors play a married couple in the movie, which follows an aspiring writer who gains fame when he finds an old manuscript and passes it off as his own.

The pair avoided any appearance of their reported off-screen romance by staying apart from one another while posing for photos and giving interviews to support the film. Saldana did affectionately touch Cooper as they passed in a hallway, though.

Both had been to Sundance before, where

snow fell throughout the festival and the weather dipped into the teens. Still, Saldana maintained her fashionista edge.

“I did bring warm stuff but I also brought fashion-y stuff. Come on. You’ve got to pay the price, even if it’s too cold,” she said. The 33-year-old actress wore green suede shoes with spiked stiletto heels despite the slushy conditions.

“They’re kind of fabulous. They’re also lethal. So I have to be really careful, and somebody has to be careful not to piss me off,” she said with a smile. “Yeah right. I’m just trying not to fall. It’s like ‘Please don’t fall. Please don’t fall,’ if I’m walking.” Cooper’s first time at the festival was 12 years earlier with the eventual cult comedy hit “Wet Hot American Summer.”

LOS ANGELES — A 911 recording revealed frantic efforts by friends of Demi Moore to get help for the actress who was convulsing as they gathered around her and tried to comfort her. Moore was “semi-conscious, barely,” according to a female caller on the re-

cording released Friday by Los Angeles fire officials.

The woman tells emergency op-erators that Moore, 49, had smoked something before she was rushed to the hospital on Monday night and that she had been “having issues lately.” “Is she breathing normal?” the operator asks.

“No, not so normal. More kind of shak-ing, convulsing, burning up,” the friend says as she hurries to Moore’s side, on the edge of panic. Another woman is next to Moore as the dispatcher asks if she’s responsive. “Demi, can you hear me?” she asks. “Yes, she’s squeezing hands. ... She can’t speak.”

When the operator asks what Moore ingested or smoked, the friend replies, but the answer was redacted. Asked if Moore took the sub-stance intentionally or not, the woman says Moore ingested it on purpose but the reaction was accidental. “Whatever she took, make sure you have it out for the paramedics,” the operator says.

The operator asks the friend if this has happened before. “I don’t know,” she says. “There’s been some stuff recently that we’re all just finding out.”

Readings of fine particulate matter called PM2.5 reached 1.593 milligrams per cubic meter on the Jan. 22 eve of the holiday, about 100 times worse than the amount considered good for 24-hour exposure, the city’s environmental bureau said.

The reading drew wide publicity in the local media on Sunday. The popular Beijing Youth Daily praised the city government for taking a more criti-cal look at air pollution, while urging residents to consider the environmental

effects of setting off fireworks.By noon on Sunday, as people

headed back to work after the weeklong holiday, the level stood at a relatively good 0.039. Concern has grown over air pollution from automobiles and other sources, prompting the city this month to begin announcing measurements of PM2.5 — particles less than 2.5 mi-crometers in size. That’s about 1/30th the width of an average human hair.

Because of their small size, the par-ticles can lodge deeply in the lungs and

are believed to pose the greatest risk to health. Beijing is frequently cloaked in yellow haze, with buildings a couple of blocks away barely visible.

On particularly bad days, schools cancel outdoor activities due to the risk of respiratory problems and hospitals report increased numbers of people — particularly the elderly — seeking help because they’re having trouble breath-ing. Long-term exposure can cause a range of illnesses, especially to the cardiovascular system.

BANGKOK — A new taste for eating elephant meat — everything from trunks to sex organs — has emerged in Thailand and could pose a new threat to the survival of the species. Wildlife of-ficials told The Associated Press that they were alerted to the practice after finding two elephants slaughtered last month in a national park in west-ern Thailand.

“The poachers took away the elephants’ sex organs and trunks ... for human consumption,” Damrong Phidet, director-general of Thailand’s wildlife agency, said in a telephone interview. Some meat was to be consumed without cooking, like “elephant sashimi,” he said.

Poachers typically just remove tusks, which are most commonly found on Asian male elephants and fetch thousands of dollars on the black market. A market for elephant meat, however, could lead to killing of the wider elephant population, Damrong

said. “If you keep hunting elephants for this, then they’ll become extinct,” he said.

Consuming elephant meat is not common in Thailand, but some Asian cultures believe con-suming animals’ reproductive organs can boost sexual prowess. Damrong said the elephant meat was ordered by restaurants in Phuket, a popular travel destination in the country’s south. It wasn’t clear if the diners were foreigners.

The accusation drew a quick rebuttal from Phuket Governor Tri Akradecha, who told Thai media that he had never heard of such restaurants but ordered officials to look into the matter.

Poaching elephants is banned, and trafficking or possessing poached animal parts also is illegal. Elephant tusks are sought in the illegal ivory trade, and baby wild elephants are sometimes poached to be trained for talent shows. “The situation has come to a crisis point. The longer we allow these cruel acts to happen, the sooner they will become extinct,” Damrong said.

NEW YORK — Twitter, a tool of choice for dissidents and activists around the world, found itself the target of global outrage Friday after unveiling plans to allow country-specific censorship of tweets that might break local laws.

It was a stunning role reversal for a youthful company that prides itself in promoting unfettered ex-pression, 140 characters at a time. Twitter insisted its commitment to free speech remains firm, and sought to explain the nuances of its policy, while critics — in a barrage of tweets — proposed a Twitter boycott and demanded that the censorship initia-tive be scrapped.

“This is very bad news,” tweeted

Egyptian activist Mahmoud Salem, who operates under the name Sandmonkey. Later, he wrote, “Is it safe to say that (hash)Twitter is selling us out?”

In China, where activists have embraced Twitter even though it’s blocked inside the country, artist and activist Ai Weiwei tweeted in response to the news: “If Twitter censors, I’ll stop tweeting.” One often-relayed tweet bore the headline of a Forbes magazine technology blog item: “Twitter Commits Social Suicide”

San Francisco-based Twitter, founded in 2006, depicted the new system as a step forward. Previously, when Twitter erased a tweet, it van-ished throughout the world. Under the new policy, a tweet breaking a law in one country can be taken down there and still be seen elsewhere.

The Brackley-based team announced last year that its 2012 contender would only hit the track at the second test in Barcelona. At the time, it was widely expected other outfits would follow suit because of the extra development time made avail-able by skipping the first test.

However, even though its main rivals in the end stuck to their original plans to get cars out for the opening test in Jerez, Mercedes-Benz vice president of motorsport Norbert Haug is sanguine about his team’s plan.

“If you have half-a-year’s timeframe to develop a car, then 10 days can be crucial,” Haug told AUTOSPORT in an exclusive interview. “That was our decision. We want to test the proper car, finalised in each and every detail. That’s why we need development time.

“It’s important to point out that it was a con-scious decision. I know that all of the other teams will be there with their car [at Jerez] but this is not

unusual. Other teams that have been in a catch-up process have decided to go run first at the second test, so this is not a new event.

“We fully appreciate that the other teams have different plans and are ready at the first test. But we are not delayed, we are just following our pro-cess, and then we will see what the outcome will be.” Pre-season testing is limited to only 12 days, meaning that Mercedes will have just eight days to get on top of its new car before the season-opening Australian Grand Prix. Haug added that the team has big ambitions for the first test as well, with its hoping to put mileage on new parts and also get valuable data on Pirelli’s new 2012 tyres.

“We will have a couple of parts to learn from at the first test,” he said. “We can use the new generation of tyres, which is a good way to draw a baseline because you have the data with the old tyres to compare it to. “We need to learn more about the behaviour of the tyres on our car.”

DUCATI will be content just to be within 1.2 seconds of the pace in the first MotoGP test of 2012 next week, according to team boss Vito Guareschi. The Italian squad is starting from a clean sheet with its 2012 bike after a win-less ‘11 season, and Guareschi warned that he is not expecting immediate results. Asked by Gazzetta dello Sport about his expectations for the 31 January-2 February test at Sepang, Guareschi said: “We’ll have to see what our rivals have done: it’s been said they’ve worked hard, especially Honda.

“A good result could be to finish the three-day session within one or 1.2 seconds off the quickest riders. With a completely new bike, that kind of result should not be scorned.”

The Ducati GP12 made its track testing debut at Jerez last week in the hands of Carlos Checa and Franco Battaini, but Guareschi said it was purely a shakedown and would not be drawn on the early indications about the bike’s form.

“I’m not saying anything about the results of that test,” he said. “But in any case the imperative was not to risk anything, since we used the two bikes that then had to be sent to Malaysia. The objec-tive was to understand whether everything was okay, and for that we need to be content, since they ran with no problems.

“Now it’s up to the teams. Jeremy Burgess and Juan Martinez, the two chief technicians, will decide how to set up the programme. We have a completely new bike and we need to work on its complete set-up, for both chassis and electronics.

“The 1000cc bike has more power, but the important thing is to put that power down on the asphalt.”

Mercedes GP adamant test delay will help team with new F1 car

Mercedes GP remains confident that it has made the right decision in opting to delay running of its new car until the second pre-season Formula 1 test, even though it is the only frontrunning outfit to adopt such a tactic.
