Where ist h a t e l u s iveseason calledSpring? I’ve hadsnow up to mywaist for toolong this winter.Even my bananatree has died! Atleast the days arestarting earlierand ending laterso all is still OK
with the world. We have over 2,000 full time and 150 parttime RTO/ERO registered participants inEssex County. We can always use interestedand energetic members on our Executive.The problem seems to be that many peopleon our local Executive move on to theProvincial Level and their valuable talentsare put to good use there. Jim Sparrow has recently been elected tothe First Vice President Position and will be
relinquishing his duties as local treasurer. Thanks for the years of keeping us onthe straight and narrow financially Jim,in spite of your increased workload at theProvincial Office. Margaret Clarkebecame an Executive member of theProvincial body last October and hasjumped into the work involved with thisoffice with both feet. Marg knows everybump in the train tracks between hereand Toronto. Thanks for all of your hardwork Marg. Norm Renaud will bechairing the Project Service to OthersCommittee Provincially and know he islooking forward to giving $100,000.00 ofour money to deserving District ProjectApplicants. Have you seen the cover ofthe Winter Renaissance? It reads like a“Who’s Who” of Past and Presentteachers and administrators from EssexCounty. It must be something in thewater. The Annual General Meeting (AGM) is coming up on April 26, 2011. The

meeting will be followed by our Spring Luncheon.Both will be held again at the Fogolar Furlan Club.The AGM is very important both to your andRTO/ERO District 7’s future. We will be looking toelect a new Treasurer and a new Vice President – twovery important Executive positions. Between the AGMand the Luncheon we’ll have the bar open as well ashaving coffee and goodies available and this would bea good time to socialize with friends. We have planned a couple of “draws” for ourluncheon we hope the membership will enjoy. MargClarke will be organizing a silent auction and somesurprising items will be on the auction block. We have,at great expense, brought in two guest speakers fromthe Provincial Executive. Marg Clarke and JimSparrow will speak to us regarding the RTO/EROCharitable Foundation. To quote from the insert in theWinter Renaissance: “The RTO/ERO Charitable Foundation intends toleave a lasting legacy by creating opportunities forresearch and for initiatives that seek to improve thequality of life of Seniors across Canada.” The proceeds from the silent auction will go to theRTO/ERO Charitable Foundation. We are always looking for new members and for thisreason we offer a Retirement Planning Workshop forpotential retirees every year or so. The RPW plannedfor this year has had to be cancelled as not enoughpeople registered. The local affiliates offered RPW’s totheir members and these were very well attended.We’ll try again in 2012. Welcome back all of you who have taken advantageof retirement to travel, cruise or just “veg” in warmclimates. May there be many more adventures in yourfuture.Gord MiallPresident
Hopefully everyone hasreturned from warmer climesor weathered the brunt ofMother Nature's snowycarpet and cold spells. 2010 was a very good yearfor RTO/ERO. We celebratedour 25th Anniversary asRTO / ERO Windsor / Essex.
A marvellous time was had by all who attended. With thepassing of Lenore Graham last year, RRTO/ERO presenteda cheque to Maycourt of Windsor to assist with theirbreakfast program in the schools. The 25th Anniversarygenerated The Lenore Graham Award. We presented threeindividuals who have given so much to the community andespecially to RTO/ERO Windsor Essex. The recipients wereEthel Allison, Emy McBride and Doran McTaggart.Congratulations to all of you for all your work. Wecontinue to have our Breakfast Club under our expertorganizer Bill Bowden, as well as our Spring and Falllunches and our Spring and Fall Golf Tournaments. I personally would like to thank Gord Miall for his twoyears as president. Fine job Gord! We are also very proud to have Marg Clarke back atprovincial. Along with Jim Sparrow and Norm Renaud, weare represented well. Please consider volunteering to assist the executive. We
also would like to hear of the various activities you wouldlike implemented this year. Together we can make a difference and makeWindsor/Essex a shining star at provincial. Gerry and I, along with Rose McCabe and Vic Soares,were accepted to work the Qatar Open Golf Tournamentnear Saudi Arabia. An exciting adventure to say the least aswe met some of the famous golfers and were able to golf onthe prestigious golf course . Our trip to Egypt was cancelleddue to the turmoil in the country. We planned a trip to theCaribbean but it too was interrupted with an emergency toreturn home as my mother took a turn for the worse.Guided by an angel, I was able to spend time with her beforeshe passed away. Hope to see you all at the Spring luncheon.

District 7-Financial ReportAnnual LuncheonMeeting, 2011
For the past fiveyears, I have printed the Financial Statement in a formatthat showed comparable expenditures for the twoprevious years. Members appreciated this format, so thisyear’s report follows the same format- expenditures for2009 and 2010, along with the approved budget for2011.The budget was approved by your Executive onJanuary 24. District 7 accounts were audited by Past PresidentsMargaret Clark and Ken Attridge on January 24 andfound to be in order. The bank balance at the end of2010 was $ 9735.20 along with $ 10,695.68 in GICinvestments. Districts receive 30 % of the membership fees in twopayments. The budget lines that these fees go to, withthe approved budget for each line item are listed in theaccompanying report .As you can read, about 35% ofthe budget goes to our excellent newsletter. Funds areallocated to subsidize our luncheons, the Hell with theBell breakfast and the golf tournaments. Bursaries areawarded to deserving University of Windsor aspiringteachers at the Faculty of Education. A good sum goestoward Goodwill, as it should. Our elderly membersappreciate the visits, cards, visits and gifts they receiveat special times of the year from our hard-workingGoodwill team of eight members. An additional $1000.00 in the Goodwill budget is slated for the secondannual July member social. Additionally, a specialWellness Workshop is planned. This year, $2259.00 in grants will be awarded todeserving community causes. The Senate budgetincludes the cost of sending an additional Observer (ourVice-President) to the Senate meetings. Sending twoObservers to the Senate is in line with other Districts oursize and gives the Vice-President a better perspective ofwhat RTO/ERO is all about. Part of this budget will beused for election expenses for our two candidatesrunning for Provincial Executive.
From your Treasurer’s viewpoint, you receive a goodreturn on your fees. I commend the Executive members and Committee chairsfor their careful spending in 2010. The small deficit wasthe result of providing the 25th Anniversary celebration.Although a deficit is forecast for 2010, we are in goodfinancial shape should unforeseen expenditures arise or theExecutive feels monies should be allocated to some othercause. I want to thank my Assistant Treasurer, George Merrettfor his assistance this year, especially with the Breakfast,lunches and Goodwill account. We welcomed George asour new Treasurer in February. He will do a great job asmy replacement. I have enjoyed my role as your Treasurerthese past years. My Provincial duties make it verydifficult to continue in the role in the manner expected ofa Treasurer. I will be present at the annual luncheon andwill be able to answer any questions you may haveregarding the budget or other aspects of the District’sf inances. Your Goodwill Committee has had a busy year keepingin touch with you, our members. Mary Mason and GlennaHemphill have sent out cards for Christmas, birthdays,anniversaries and special days. We also sendcongratulatory and get well cards as needed. PLEASE KEEP US INFORMED OF ANY NEED INOUR COMMUNITY Helga Bailey, Freddie Beekhuis, Ruth Burgess, GlennaHemphill, Val Luscott and Shirley Plant enjoy visiting ourmembers at home and in retirement homes. By this time mostmembers are aware that the cost of living adjustment for2011 is 1.4%. Statistics Canada reported the annualinflation in December was 2.4% causing our purchasingpower to be diminished. On a more positive note, rumourhas it that investments by the Ontario Teachers’ PensionPlan have exceeded the increase in the markets ingeneral, however we will not know the actual increaseuntil some time in April when final figures are madepublic. During 2010 pension plan re-employment rules werechanged. Because of the many variables involved,members considering re-employment are asked to contactthe Teachers’ Pension Plan client services at 1-800-668-0105 rather than the local pension representative. Also in 2010, District 7 Pension and RetirementConcerns Committee developed a Caregiver ResourcePackage. Twenty nine packages were distributed at theFall Luncheon. There are a few packages left. Thesepackages will be available for pick up at the SpringLuncheon. If you are already a caregiver, or believe youwill be a caregiver for a family member or friend, thispackage would be very helpful. Since the ratio of retired teachers to employed teacherscontinues to narrow, currently 1.6 to 1, the sustainabilityof the pension plan faces recurring funding shortfalls. Theprojected cost of pensions is growing faster than planassets. As noted in the fall edition of Pension News, thenext funding valuation filing is 2012. Joint sponsors ofthe plan, the Ontario Teachers’ Federation and theOntario Government, will examine ways to deal with the
shortfall so in the future the plan will move closer tofull funding.

Health Services Committee Report
It has been another interesting, educating experience for me over the past year as your DHR (DistrictHealth Representative in RTO/ERO. I have received numerous phone calls from members concerning our health plan. I do my best toresearch and discover answers with the help of the folks at Johnson Insurance. Naturally because ofprivacy issues there are some situations where it is necessary for me to refer the Member directly toJohnson Inc. As you all know, some of our rates have recently been increased. But, if you were to compare ourcoverage to that of other carriers, I think you will discover that overall RTO/ERO’s is the best. By now you have received the new Insurance Plan Booklet 2011 with all of the updated features. Itcontains numerous important pieces of information along with useful phone numbers and web sites. On June 12-13 I will be attending our Health Committee’s annual workshop in Toronto. If you have anyquestions, concerns and/or suggestions, please let me know and I will bring them to the attention of theProvincial Health Committee. This has been a verybusy and interestingyear. At the Fall SenateI was elected as anExecutive Member ofR.T.O./E.R.O. As Vice-President ofthe District, I chair the
Awards Committee. This year we established theLenore Graham Award in honour of Lenore Grahamwho was instrumental in forming District 7 – Windsor-Essex twenty-five years ago. This award is given toDistrict Members who have made a significantcontribution to the District and the community.Recipients of the award this year were Ethel Allison,Emy McBride and Doran McTaggart.The RTO/ERO Charitable Foundation was establishedthis year. Its aim is to raise funds to increase thenumbers of professional and support staff qualified andtrained in geriatric care as well as to support researchand programs that improve the quality of life ofseniors in Ontario and Canada. Districts as well asindividuals can contribute to the foundation andindividual contributions are eligible for a tax receipt. At our Spring Luncheon, we will be holding a silentauction to raise monies for the RTO/ERO CharitableFoundation. This year we changedour name f r o mPolitical Action toPolitical Advocacy inkeeping with theProvincialRTO/ERO’s
direction. This will not affect our ongoingcommitment to continue to deal with the issues thataffect the seniors in our district as well asprovincially. What it does imply is that we areapproaching each issue with a new view as to ourrelationship with the members of ProvincialParliament and thus raising our profile with them aswell. With the aid of Len Domino and Associatesthat the Provincial Executive has hired as aConsultant to help in negotiating with thegovernments, the Provincial PE, along with theProvincial PAC, have advocated on our behalf. ThePE has had meetings with all the parties and hasbegun to get them to see we are not just serving ourown causes but that we can also see their side of theissues. This year the PAC Provincial Priorities are: (1) Health Care – Dealing with Wait times,Community Care Access Centres, After Care andLHINS. (2) Lobbying – in concert with Len Domino whenissues are identified. (3) Provincial/Federal Election Preparedness. (4) Assisting Districts – On-going basis. In regards to Health Care the Erie St. Clair LHIN’shave again updated their integrated Health ServicePlan. This Plan will show how success will bedemonstrated for the following – Alternate Level ofCare (ALC) , Emergency Department (ED) Care,
Diabetes,Mental Health, Addictions, Rehabilitationand Interventions. The Community Care AccessCentres have been given $11 Million over 4 years toallow the health service providers to purchasehardware and software as well as provide essentialstaff training. This money will be shared with Long-Term Care Homes as well as other organizations andprograms such as Meals on Wheels, Alzheimersupport and transportation services. The ESCLHIN’s has also approved $1 Million of annualizedfunding to improve access to care in EmergencyDepartments for seniors. They will fund 10 full-timeGeriatric Emergency Management (GEM) nurses toassess and identify high-risk seniors, liaison with thepatient’s family physician, and refer to specialists,mental health services, home care, and othercommunity services. In June of 2010 the Provincial government passedinto law the Excellent Care for All Act. This Act putspatients first by improving the quality and value of thepatient experience through the application ofevidence-based health care. The goal of thelegislation is to blend quality and value in such a waythat Ontarians will be able to count on the health caresystem for generations to come. The Primary Health Task Force that was puttogether by the ESC LHINs is made up of 14members covering all areas of medical expertise aswell as community and social representatives. Theyhave met three times since their appointment. Theirprimary role is to examine the current system ofprimary care and to report their findings to the ESCLHIN’s Board. In September the Provincial PAC asked each Districtto survey the Community Care Access Centre in theirLHINs area. We were asked to contact them and tofind out the successes they were having with theirservices and to ascertain their difficulties andchallenges they were facing. As a result of this surveyyour District Executive followed it up with a meetingwith the Director of Communications for the ESCCommunity Care Access Centre. Also the ProvincialPAC has taken all the results sent in by the Districts
and is in the process of developing a Paper on“What Constitutes a good CCAC”.

AN ANNOUNCEMENT FROM THE RTO/ERO CHARITABLE FOUNDATION
As of March 1, 2011, Mr. Gordon Cressy, a highlyrecognized community builder and fundraiser, hasjoined The RTO/ERO Charitable Foundation as theDirector of Advancement and Fundraising, workingat the RTO/ERO Provincial Office three days aweek.
"I'm thrilled to be here and to be a part of thisorganization," Gordon says. "I am particularlyexcited to work with members and the greatercommunity to make the RTO/ERO Endowed Chairin Geriatrics at the University of Toronto a reality inthree years’ time."
The RTO/ERO Charitable Foundation feels veryfortunate to have acquired the services of someoneof Gordon Cressy’s calibre to head up one of themost important undertakings of The RetiredTeachers of Ontario/ Lesenseignants et enseignantesretraités de l’Ontario (RTO/ERO).
Gordon comes to The RTO/ERO CharitableFoundation with outstanding credentials. Mostrecently, he completed a three-year term asvolunteer Project Manager responsible for founding,fundraising and overseeing the development of thefirst YMCA in Tobago. His stellar reputation isbased on outstanding performance in various rolesincluding President & CEO of the United Way ofGreater Toronto, Vice-President - Development andUniversity Relations at the University of Toronto,Founding President of The Learning Partnership andVice-President of University Advancement atRyerson University. Gordon also taught at theOntario Institute for Studies in Education (OISE)for a decade and chaired the then Toronto Board ofEducation.Normal people believe that if it ain't broke, don't fixit. Engineers believe that if it ain’t broke, it hasn’tenough features yet.
RTO/ERO ProvincialScholarship Program RTO/ERO Provincial has established a Provincial
program to aid relatives of retired RTO/EROmembers in pursuing their dream of becomingteachers in Canada. Every year there are up to 25individual scholarships of $1000 each awarded. To be eligible the student must be in an accreditedteacher training facility in the year for which they areapplying. For example, eligible programs includeconcurrent BA/BEd university programs andprograms leading to BEd qualifications. As well theapplicant must be related to an RTO/ERO member.This would be a child, grandchild, niece, nephew,grandniece, grandnephew, son-in-law, daughter-in-law, or step-child of an RTO/ERO member whowould become the applicant’s sponsor. The application is on the RTO/ERO’s Provincialwebsite and the applicant must submit theRTO/ERO’s sponsor’s membership number in orderto apply. It is an on-line application and all the rulesare listed. The applicant will have to provide evidenceof enrolment in their program as well as complete theapplication in its entirety. The deadline for the 2011/12 school year is Monday,August 8, 2011. These scholarships are awarded ona one-time basis only, thus applicants from previousRTO/ERO scholarship recipients will not beconsidered.

A-4PENSION ESCALATION CALCULATION
FINANCIAL Fact Sheet
Retired teachers who are in receipt of a pension administered by the Ontario Teachers' Pension Plan receive increases that match the Consumer Price Index (CPI). Th e increases are eff ective with the payment of the January pensions.
Th e Teachers’ Pension Plan infl ation calculation is detailed in Section 80 of the Teachers Pension Act. It reads:
“basic ratio”, for a year, means the ratio expressed to three decimal places that the average for the Consumer Price Index over the last twelve months of twenty-four month period ending the 30th day of September in the immediately preceding year bears to the average for the Consumer Price Index over the fi rst twelve months of that period.”
In simple language, the Infl ation Factor for the Teachers’ Pension Plan is calculated using the total of half of the infl ation change for each of the twelve months ending on September 30th, and comparing this with a similar calculation for the preceding year that ended on September 30th. Th e TPP formula works to a pensioner’s advantage in time of declining infl ation. Th e TPP calculation is the same as that used for the Canada Pension Plan.
In contrast, the OMERS plan uses a simple September 30th comparison to the previous September 30th fi gure.
NOTE: Th e pension escalation calculation for the year following retirement is based on the number of months a pension is received in the year of retirement.
For example, if you retire on March 31st, your escalation starting in January of the following year will be 9/12ths (i.e. 9 months) of the CPI percentage increase.

Health Care Plan ImprovementsThe new health insurance rates for 2011 came into effect on January 1. In previous years new ratescame into effect on February 1. Because of this change, premiums for January 2011 were deductedfrom the December 31, 2010 pension cheque. The good news is that with the increase in premiumsthere have been plan improvements:Prescription Drug benefit maximum increased to $2500 per calendar year.The Paramedical Practitioners maximum increased to $800 per insured person per year for allpractitioners combined.Vision care benefit for eye exams increased to $90 for one exam every two years.Dental plan reimbursement was updated to the 2011 Fee Guide for General Practitioners.
RTO/ERO District 7 Newsletter Contributions by Members District 7 publishes its newsletter three times a year, in the summer, fall and spring. The newsletterand the website keep the membership up-to-date on matters of interest to retired teachers. The executive of this organization meet once a month and are involved in provincial and local businesson behalf of teachers. Our organization is active in many areas including charitable and political workboth locally and at the provincial level. It reports on matters affecting our health care plan andadvocates for seniors in our society The newsletter keeps you updated on a wide range of matters. Another feature we would like to to initiate is to have a section of contributions by other members. If you have a human interest story,an article about an outstanding retired teacher who should be recognized in the newsletter, literaryefforts, a report of travels or a favorite recipe, we would like to hear from you.
