Environment, Development and Human Rights are crucial issues the society is confronting today. Human activities have never been as inhumane and aggressive towards bio-atmosphere as in the recent past due to scientific and technological development. The enormous benefit derived from scientific and technological advancement has also given the mankind innumerable disorder at societal, human right and environmental level. As a result of suffering accrued, we all talk about to improve the disorder but no

one really has done enough to correct the imbalance. This tantamount to the saying that “everyone wants to go Heaven but no one wants to die”. Ultimately, the Apex Court in India had to direct the Government to initiate action so as to repair the damage already done and check the further deterioration on account of these maladies.

Human Rights. Taking the responsibility, the Consortium for Educational Communication (CEC) started making enrichment programmes for Doordarshan and Vyas Higher Education Channel to create awareness among the students, teachers and general public at large on the said three crucial issues using the electronic mode — telecasting the programmes on 24 x 7 Vyas Higher Education Channel.

To encourage not only the 17 Media Centres but also the private documentary producers, CEC organizes annually Prakriti Festival [a non-competitive film festival on environment, development and human rights], to show their documentaries to the students, teachers and general public on these issues. CEC has been organizing Prakriti Festival since 1997 and has covered maximum regions of the country including Hyderabad, Pune, Bhopal, Goa, Pondicherry, Jodhpur and Tripura.

Prakriti Festival invites a large number of filmmakers, NGOs, students, academics, administrators, development workers and media so that the importance of the subject could be well understood by all sectors of the society. For organizing the Festival, CEC invites documentary films in the area of Environment, Development and Human Rights and then conducts a preliminary short-listing at the headquarter with the help of subject experts and choose the most appealing documentaries on the subjects. After the screening of each film, in the Festival, an interactive session among the film producers and general audience is conducted.

This year CEC had organized Prakriti Festival on 14 – 16 February, 2011 at Tripura University, Agartala in collaboration with Tripura University. This year we received 43 entries in the said 3 categories out of which 18 entries have been selected for screening in the festival. The festival was inaugurated by Shri Joy Gobinda Debroy, Hon’ble Minister for Science, Technology and Environment and Prof. Arunoday Saha, Vice Chancellor, Tripura University, in a gathering of 800 to 900 persons consisting academicians, teachers, students, government personnel and general public.

This year, in the beginning of each category the related subject expert deliberated the keynote address on the given issue at a great length which was followed by the documentaries on that particular theme, viz., environment, development and human rights. The subject experts for the said theme were Dr. Anirudh Deshpande, Delhi University (for Environment)

Dr. Sudhirendar Sharma, Consultant and Freelance Writer (on Development issues) and Prof. N. Sukumar of Delhi University (on Human Rights).

The valedictory function of the Festival was chaired by Prof. Mihir Deb, Chairman, Tripura State Pollution Control Board, Vice Chancellor, Pro-Vice-chancellor of Tripura University and Director, CEC.

The Prakriti Festival is since predominantly attended by school and college students, beside the general public, it is creating awareness among them about the seriousness of vital issues of environment, development and human rights. I wish much more efforts are made by each one of us to do what is warranted for these vital causes.

1st MARCH, 2011The Road to Decline By 1808 Napoleon was at the pinnacle of his career with almost all the European powers under his subjugation. Only Britain remained indomitable but Napoleon was keen on subjugating her too. For this introduced an economic war against Britain which is popularly known as the Continental Blockade. It was planned to bring Britain’s mainly maritime trade to a halt. Napoleon had hoped that Britain would not be able to buy commodities from Europe nor sell any commodities to Europe. It was an indirect, economic warfare.

Meanwhile Napoleon subjugated all the possible power that was allies to Britain such as Portugal, Spain, Prussia and Russia. These prolonged warfare drained Napoleon’s resources but he would not give up. The Russian Campaign particularly was disastrous. Finally in the battle of waterloo he was defeated and sent to exile.

2nd MARCH, 2011Food ColoursProcessing of foods helps to avoid wastage of seasonal surplus of perishable food materials. Higher quantities of natural colouring agents when used in processed foods are likely to react with the nutritious. Scientists have attempted to find out abuse of non-permitted colours by collecting samples in the market. This programme educates the manufacturers and customers about harmful effects of non-;permitted colours.

3rd MARCH, 2011Language, Law and LifeThis programme is on Language, Law and Life, (Part 2). The second episode starts with the use of language, which explains about the language, expression and to related our experiences but the experience may be real or imaginary. It also explains about the speech and writing structure, and functional view of grammar, which explains, about the experienced function and logical function the logical function that links events in terms of concepts like, sequence, consequence, purpose. And the interpersonal function explains the relationship between the writer and the listener secondly the relationship between the speaker and the listener and attitudes to the subject and the listener finally programme concludes by explaining the thematic function of what we are talking about and the focus of information with word stress, sentence stress, and intonation expresses attitudes, surprise, grammatical pattern changes and cleft construction.

4th MARCH, 2011Contraception Tomorrow The unlimited growth of population is the root cause of many problems such as deforestion, food grains, water, global warming etc. There are various methods available for population control. But these available methods are not considered to be the ideal one.

March, 2011 SYNOPSIS

Maenwhile the scientist around the globe are seeking new, safer, and more effective ways of preventing unwanted pragnancies. One such effort is being made by the school of Life Sciences at DAVV, Indore. This programme deals with the theory and prospects of this research.

5th MARCH, 2011Monsoon FlowersThis film covers a few species of short lived monsoon plants in the Mahabaleshwar & Panchgani region. Beautiful monsoon pehemerals like smithia, Nicandra, Habenaria are covered in this film. The film also shows symbiotic relationship between flora & fauna, the ecology & threats to the extinct species. The basic theme of this film is to highlight our floral diversity. The film ends with a note showing the negative impact of human interferance in Nature.

6th MARCH, 2011Gulmohar For humans food, clothing and residence happen to be essential for survival. At the same time art, literature and culture are also equally necessary and their absence would make our lives incomplete and keep it unfulfilled. Beauty is a part of our life, more especially Nature’s beauty. Gulmohar is one such vegetation, which is more known for its contribution to making human life beautiful. The present program is an effort to establish its beautifying role in our lives.

7th MARCH, 2011Weaving Dreams in Silence Mime is the most primitive form of human communication and it is also the most universal. Being a refinement of the fundamental body language, mime cuts across language and culture barriers. The mime artist creates an illusory world around himself by interacting with imaginary things and people. Through the power of his illusion, he draws his spectators into his imaginary world. A mime tames the spectator’s imagination. Mime is the art of creating the world of illusions together with his spectators. This programme on mime has been done with the collaboration of the Action Players -- a company of deaf and mute artists. For the deaf and mute, mime takes on a special significance.

8th MARCH, 2011Investment AnalysisIn this programme we discussed what factors should be taken in consideration when we make an investment. And how to evaluate different investment alternatives.

9th MARCH, 2011KhadiKhadi is a hand-woven cloth, which has a long association with

India, since the time of freedom struggle. The distinct frature of khadi is its coarse feel and unique weave, which attracts attention and distingishes it from other fabrics.

This program follows the journey of and insignificant cotton balll turning into a cool fabric. It also hghlights the present scenarion of Khadi along with its scope for offering employment.

10th MARCH, 2011Language and SocietyThis programme is on Language and Society (in India). It deals with the history of languages that are spoken by different communities through the ages based on the origin, culture and traditional customs. The population of India consists of various groups of people who migrated to this land from different parts of the world and settled down here. These groups are classified into 5 types namely Negritos, Austric, Dravidians, Aryans, from North - East and the North. The programme further explains about leagues families such as Ino-Aryan, Dravidian, Austiric - Munda and Tibeto - Burma. This programme is also stressed upon the languages that are spoken in the different part of India. Finally the programme concludes with the word-borrowing system from one language to other is also explained elaborately.

11th MARCH, 2011Dusk At DawnThe film deals with the communication pattern that took place from educated to uneducated at Andheri – the village where the total eclipse was visible. It is shown how years of myths and superstitions were wiped away in the light of science communication.

12th MARCH, 2011Particulate Matter and Air PollutionParticulate matter consists of tiny particles in the atmosphere that can be solid or liquid and is produced by a wide variety of natural and manmade sources.

In this episode the expert explains about the types of Particulate matter, Health effects-Global/Indian scenario, PM10 status in Indian cities and some facts on indoor Air Pollution, etc.

13th MARCH, 2011Metal Casting The whole program is based on a Foundary shop & the whole process of metal casting is explained from raw material, design & Furnace etc. Different kinds of castings are also explained.

14th MARCH, 2011Rose Apple This program covers all Botanical aspect of the Rose Apple. Rose apple plant is very common in India. The fruit of this plant

contains very rich vitamins and other elements. Rose Apple have a very medicinal value. The product of this plant is very useful in various diseases.

15th MARCH, 2011Endangered Birds of IndiaIn this programme Dr. E. Bharucha is in conversation with Rajendra Jagdale. Various birds which are endangered by nature are discussed with their living habitat and breeding pattern. Slides of various birds are inserted to strengthen the discussion.

16th MARCH, 2011Duck TalesA time-tested mode of food production, as well as an effective employment-generator, poultry farming has taken giant leaps in our country. Duck rearing, though not matching chickens in quantum of production, is a growing industry. This is due to the increased demand for duck meat and eggs especially in the cities. The programme takes a look at the basic duck farming techniques used in the production of the hybrid variety called ‘Khaki Campbells’. Shot on location in the biggest state-owned duck farm in West Bengal, the programme takes an intimate look at this unique feathered species serving the human palette.

17th MARCH, 2011Electromagnetic RelaysUsing a Lab demonstration format, the theory and practical of the working of a Relay is demonstrated. An actual situation of water flow control is taken and explained.

18th MARCH, 2011Wheel of FortuneHigh tech,energy and cost intensive solutions are frequ ently unviable to small and marginal farmers. Hence the need to explore more appropriate rural technologies.The HRD Ministry supports the development and deployment of such technologies via local engg colleges,encouraging engg students to work on rural projects.This manual H20 pump was developed by the Centre for Appropriate Techno logies. It solves water problem of small farmers.

19th MARCH, 2011Trash Into CashThis programme explains process of covering vegetable waste into Bio-Gas. Its also explains it commercial viblility.

20th MARCH, 2011Aqua CultureThis is an introductory program on aqua culture. The program deals with the set up of aqua farm, holderies, their feeds water system water quality management with the help of improved technology, a scientific approach has been developed in the field of aqua culture.

21st MARCH, 2011Silence SpeaksMime is an art of creating and portraying scenes of our daily life solely by body movement. `Silence Speaks’, the programme on mime has referred to its history of invention in Italy, Greece, France and India. Mr. Jogesh Dutta, doyen of mine in our country, demonstrates the different aspects of mime together with his students. The resemblances and differences of mime with other performing arts like Ballet, drama, dance drama has also been incorporated in this programme. The role of music, make up, dress etc. are also dealt with in this programme.

22nd MARCH, 2011Amartya SenThis programme is a tribute to Prof. Amartya Sen, recipient of the Nobel Prize for the Economic Sciences in 1998. The Nobel citation emphasises his contribution to the field of welfare economics. The programme focusses on the implications of such contribution.

23rd MARCH, 2011The Salt InterventionIncidence of iodine deficiencey disorders like cretinism, deaf-mutism and mental retardation in children and goitre in adults are found to be more in about 235 districts in our country. Lack of thyroxine is to be the cause of these disorders. The programme which intends to enhance awareness about the iodisation of salt explains the need for it and also clarities that iodised salt is not toxic and interms of the promised illness free life it is highly cost effective.
