169 Digest of Welsh Historical Statistics 1974 - 1996 EDUCATION Through the nineteenth century and the early part of the twentieth century the educational facilities which existed in Wales were such a mixed bag that it was misleading to talk of a system. In hindsight it could be seen that the elements of difference were gradually being outweighed by a persistent tug towards greater government involvement, local and central. By the early 1970s this process seemed to have produced a settled structure. Apart from a relatively small number of independent and a very few direct grant establishments, schools were controlled, or at least administered, by the local authorities (the counties or county boroughs) and financed from both central and local government sources. Moreover, by 1974 the comprehensive was already established as the dominant type of secondary school with both secondary modern and grammar schools rapidly declining in number (Table 9.1). There was a single, federal university although in the early 1970s the five existing institutions (the colleges at Aberystwyth, Bangor Cardiff and Swansea, together with the Medical School) had been joined by the University of Wales Institute of Science and Technology, and St. David’s’ College, Lampeter. Most University funding came from central government through the channel of the University Grants Committee. And beyond these there were the training, technical and further education colleges. From the present point of view, a significant aspect of this was that all these institutions were clearly situated within Wales so that most of the data, apart from the inflow and outflow of university and college students, obviously related to Wales. Moreover, even for the schools where the overall number of institutions was large, the information (compiled via the local authorities) showed a high degree of consistency and uniformity. There was also a lot of it: enough to justify the Welsh Office bringing together a separate annual volume of statistics on education in Wales from 1976, which then became two volumes (one on schools and one on further education) from 1987. These undoubted riches provide an essential tool for anyone interested in questions of Welsh education during these years: we still need to remind ourselves, however, that valuable as they are statistics cannot directly and easily resolve such major questions as ‘Do the Welsh have a special regard and respect for education?’ The apparently settled educational structure of the early 1970s was called increasingly into question as, rightly or wrongly, the economic and moral failings of the UK came to be associated with alleged inadequacies of educational provision. Despite this most of the positive characteristics of the statistics of this sector remained throughout the period covered because the misgivings took some time before they were translated into structural and policy changes and also because, in some crucial respects, they made relatively little impact in Wales. This is especially true of the schools sector where, as late as 1990, virtually all secondary schools were comprehensive and even in the mid-1990s there were only 11 (out of 227) secondary schools which were grant maintained (Table 9.1). For our particular purposes what is implied by this is that the basic material on schools (Tables 9.1 - 9.10) is drawn from essentially the same sources and, thus far, exhibits a similar degree of consistency, uniformity and universal coverage. By way of qualification it needs to be added that the nature of what is being, or attempting to be, measured varies: thus, for example, the information of the destinations of school leavers (Tables 9.9 and 9.10) is less precise than the count of the total number of schools. Nor should what is said about the consistency of the material be taken to imply homogeneity within Wales. Tables 9.6 and 9.7 on a county basis point up some significant differences: for example Table 9.7 shows wide variation between the counties in the size of school attended by most pupils. Other tables record additional aspects of the functions of schools. These include (Tables 9.11 to 9.15) what might be considered the

general social characteristics of providingschool meals and milk; overall results of theOrdinary level and GCSE examinationsadministered by the WJEC (Welsh JointEducation Committee) (Tables 9.16 and9.17); and the net revenue expenditure oneducation by Welsh local authorities (Table9.18). The figures on these features aregenerally dependable and stretch over theperiod as a whole: it is partly because theydo not meet this latter criterion that someaspects - such as the recently introducedperformance tables of individual schools -have not been included here. What isincluded, as a useful supplement to theWelsh language information in the sectionon Population, are two tables (9.31 and9.32) which attempt to assess the extentand nature of Welsh language teaching inschools, and (more subjectively) to indicatethe number of primary school pupils whowere fluent speakers of the Welshlanguage.

The consistency of the statistical coverageof further and higher education in Waleshas been much less marked than thatrelating to schools. In part this reflects thevast increase since about 1990 in thenumber of students. In the mid-seventies,for example, there were about 10,000undergraduates from Wales at all UK

universities, this was still less than 12,000in 1989; but by 1995 was almost 44,000(Table 9.19). The increase was also asimple consequence of structural changeas, especially in early 1990s, many ‘new’universities were created from existingcolleges and similar institutions. In Walesone new university, Glamorgan, emergedbut the established university colleges eachobtained university status within thecontinuing University of Wales, whilstvarious previous public sector institutionsbecame part of these universities (forexample, at Aberystwyth the previously localgovernment maintained Colleges ofAgriculture and Librarianship were takenover by the University).

These considerations need to be borne inmind when interpreting the tables (9.19 -9.30) on further and higher education. Inparticular, the scale of the institutionalchanges implemented in the early 1990sdemand the exercise of caution in makingcomparisons over the period as a whole. Itis, indeed, the desire to sustain the greatestpossible degree of comparability that theinformation (Tables 9.23 to 9.28) on theUniversity of Wales has been confined tothe constituent institutions of that body andthus excludes the University of Glamorgan.

They includepupils (if judged to be fluent) for whom Welsh is a second language as well as those for whom it is their first language. The element ofsubjectivity prompts the need for care in interpretation, but the trends are reasonably securely established.

(b) Figures from 1986 are not directly comparable with earlier figures. In 1986 the wording of the question on Welsh speaking ability waschanged to give a better analysis of Welsh medium teaching education. Before 1986 heads were asked to distinguish three categories(first language; second language; not fluent in Welsh). From 1986 the third category was split into ‘Speak Welsh but not fluently’ and‘Cannot speak Welsh at all’. Effectively this divides the second language category more accurately between fluent and non-fluent,reducing the number described as fluent.

(c) Date of assessment changed from September to January of the school year. So, no figure for 1993.
