INTRODUCTIONThe Alden Central School District is located on the Eastern edge of Erie County in New York State. The District consists of the three schools: Alden Primary at Townline (K-3) Alden Middle School (4-8) Adlen High School (9-12)The following information was taken from the District Accountability and Overview Report for 2009. Executive Summary !This document presents a plan for expanding the uses of technology to enhance our children’s educational experiences. It addresses our present and future needs while recognizing that the world and technology are rapidly changing. It is based on information provided by instructional staff members through surveys and direct involvement in the planning process. In the Fall of 2014, all staff members will be given the opportunity to participate in an instructional technology survey. The results will be compiled and reported to the Technology Committee so that they may be used in the planning process. The technology will continue to be incorporated, in an appropriate manner, into every classroom and curricula in the district as a tool to enhance learning for all children. Students will utilize these powerful tools to express their ideas more clearly and to access information beyond anything available in traditional classrooms. Technology will also assist students in visualizing abstract concepts, participating in rigorous simulations, gathering data via scientific probes, analyzing and manipulating data, composing music, creating art, and creating digital portfolios of their work.!The plan addresses key issues in the successful implementation of technology: • Equity of access to technology resources throughout the district. • Staff development, including the involvement of Technology Teacher Leaders to assist in the integration

of technology into the curriculum. • Timely resolution of technical problems by the reallocation of existing resources • The development of sound maintenance and replacement policies • Continue to plan, implement and evaluate the use of technology via a long-term technology plan. • Continue to assess, maintain and upgrade the technical infrastructure so that it will support the

increasing needs of the students and staff while providing a communication link to our Alden parents and community.!

The theme of this technology plan is to maximize the use of our technology resources in the educational process. We have a solid network infrastructure, updated teacher computers and labs and a group of hardworking individuals who are willing to think creatively regarding technology. With these thoughts in mind, the following topics will be covered in the plan: • Tech Support • Staff Development • Curriculum • Communication • Policy and Planning • Management Resources • Hardware Accessibility!The on-going or operational costs of the plan have been funded primarily with local funds. BOCES Aid, State Aid, grants and E-Rate reimbursements are maximized to offset the local costs. Lesson Plans will be chosen by members of the district technology committee !!Student Achievement Strategies that are based on research and that integrate technology into curricula and instruction for purposes of improving student achievement. As student technology benchmarks are updated, staff development opportunities continue, and the use of district technology integrators are utilized technology use and student achievement will increase. The District Technology committee will continue to meet to set goals and timelines for implementation.  !!Technology Delivery Strategies for delivery of specialized curricula through the use of technology: 1. Discovery Streaming is a web resource teachers use to deliver video instruction of curriculum 2. Teachers have built online learning centers on their teacher web sites to organize web resources and launch instructional experiences 3. Atomic Learning Tutorials are available for all students, parents and faculty and staff to help learn applications 4. In the Alden High School distance learning lab teachers have taken their classes on virtual field trips !!!!!Parental Communications & Community Relations Strategies to promote parental involvement and to increase communication with parents and community are as follows: • The Educational Technology Plan will be published to the school web site with the URL: http://

aldenschools.org/techplan. A link to the plan will be available from each school's web site. • Teachers also maintain classroom web sites through SchoolWorld's TeacherSites that provide information

for families • Atomic Learning Tutorials are available for all students, parents and faculty and staff to help learn

applications • A parent and board member have representation on the district tech committee and are part of the

Collaboration Strategies for developing the program with community education: Our community education offerings reflect the technology benchmarks set for students. II. PROFESSIONAL DEVELOPMENT !Professional Development is an essential element of a District wide technology integration plan. Investment in technology is only valuable only if staff and students and administration have the opportunity to learn to use the hardware and software to improve the teaching and learning process. Emphasis will be placed on understanding that professional development should set the groundwork for integration rather than a narrow focus on skill development. !Proper implementation of an Instructional Technology Plan will require training for all Faculty/Staff/Administration involved. Teachers will be trained to integrate technologies into their lessons instead of treating technology as a separate subject area. Students will gain knowledge of how to use those technology tools by their teachers during classroom time. !It is also important to stress to students that technology will provide access to large volumes of information but that it is necessary to verify all data with secondary sources. Teachers will need to help the students to be better consumers and to question material on a website as to its validity and truthfulness. !GOAL: Students will demonstrate skills consistent with their developmental level relative to the National Education Technology Standards (NETS). – See Appendix: National Education Technology Standards (NETS) !OBJECTIVE A: Improve teacher/staff/administrative knowledge and skills relative to the NETS.

____________________________________________________________________________________OBJECTIVE B: To provide professional development and support for teachers to integrate their technology knowledge into instruction.

!!The District will continue to use a series of needs assessments to determine the focus areas for staff development. In the Fall of 2014 a new assessment is being developed by the Director of Student and Staff Learning (Scott Payne) and the Director of Instructional and Information Technology/CIO (Frank Rizzo). This assessment would be administered in each building annually to provide the basis for ongoing staff development activities.!The Alden Central School District utilizes the Alden Teacher Center to facilitate staff development and days set aside by the Superintendent to train staff. BOCES CSLO workshops and Instructional Technology Partnerships (ITP) have been included throughout the school year. Training for new teachers in the use of the student management system, Web Help Desk, teacher web pages and email are included in the teacher mentor program. !!!!!

" 1. Skills-based Technology Training for Faculty/Staff – training will focus on the how to use the hardware and software, emphasizing computing fundamentals, key applications and living online. ____________________________________________________________________________________!Acquiring Technology Basic strategies for ensuring interoperability of equipment and other related technology are as follows: All technology hardware and software needs to be approved by the Director of Instructional & Information Technology prior to its acquisition.  This includes items: • purchased through the regular school budget • purchased through the BOCES budget • grants - such as the Alden Teacher Center • software as a part of a textbook purchase Prior approval is required to ensure that all technology acquisitions will be compatible with current and future technology of the district.   It is also important to plan ahead to determine the total cost of ownership of technology.  Factors such as time required for installation and/or time/funds required for supporting such ventures needs to be planned for. !Technology Acquisition Planning (TAP) is an important part of making smart decisions regarding the technology used in our classrooms.  TAP takes into account the following areas when planning for technology projects: 1. V. MONITORING, EVALUATION & ACTION PLAN Plan Evaluation !Progress toward the completion of each of the stated goals will be charted by the technology staff and reported to the District Technology Committee, Administration, Board of Education, District Staff and Community. Stakeholders and Information Technology Staff will use email and the Alden website to communicate progress. The aforementioned electronic tools will become the written documentation used to measure and report the success of this plan. !The Director of Instructional and Information Technology will be responsible for overseeing the implementation of the goals as well as insuring the communication of these goals to all district personnel, including the Board of Education. !The Technology plan will be posted on the Alden Schools website by the Director of Instructional and Information Technology. A checklist for goals will be developed and updated as goals are completed. The website will then be updated so that the public is aware of the accomplishment. !Quarterly Technology Reports will be prepared by the Director of Instructional and Information Technology and submitted to the Superintendent of Schools and then forwarded to the Board of Education for review. The report will include major activities and progress on the implementation timeline of the plan. Progress will be reviewed at the regular building level technology committee meetings. !Evaluation of the plan and stated goals will be an ongoing process. The Director of Instructional and Information Technology will monitor the plan and make recommendations for changes. Unmet goals will be reassessed and the plan will be revised as necessary. !Student and Faculty/Staff surveys will provide comparative data to document increased use and improved skill levels. Technology Goals and the Implementation schedule will be updated to reflect current needs and progress. The revisions will be posted on the Technology Plan website and email notification will be sent to key personnel.

SUBJECT: INTERNET SAFETY/INTERNET CONTENT FILTERING SAFETY POLICY ! In compliance with the Children's Internet Protection Act (CIPA) and Regulations of the Federal Communications Commission (FCC), the District has adopted and will enforce this Internet safety policy that ensures the use of technology protection measures (i.e., filtering or blocking of access to certain material on the Internet) on all District computers with Internet access. Such technology protection measures apply to Internet access by both adults and minors with regard to visual depictions that are obscene, child pornography, or, with respect to the use of computers by minors, considered harmful to such students. The District will provide for the education of students regarding appropriate online behavior including interacting with other individuals on social networking websites and in chat rooms, and regarding cyberbullying awareness and response. Further, appropriate monitoring of online activities of minors, as determined by the building/program supervisor, will also be enforced to ensure the safety of students when accessing the Internet. ! Further, the Board of Education's decision to utilize technology protection measures and other safety procedures for staff and students when accessing the Internet fosters the educational mission of the schools including the selection of appropriate teaching/instructional materials and activities to enhance the schools' programs; and to help ensure the safety of personnel and students while online. ! However, no filtering technology can guarantee that staff and students will be prevented from accessing all inappropriate locations. Proper safety procedures, as deemed appropriate by the applicable administrator/program supervisor, will be provided to ensure compliance with the CIPA. ! In addition to the use of technology protection measures, the monitoring of online activities and access by minors to inappropriate matter on the Internet and World Wide Web may include, but shall not be limited to, the following guidelines: !

a) Ensuring the presence of a teacher and/or other appropriate District personnel when students are accessing the Internet including, but not limited to, the supervision of minors when using electronic mail, chat rooms, instant messaging, and other forms of direct electronic communications. As determined by the appropriate building administrator, the use of email chat rooms as well as social networking websites, may be blocked as deemed necessary to ensure the safety of such students; !

b) Monitoring logs of access in order to keep track of the websites visited by students as a measure to restrict access to materials harmful to minors; !

c) In compliance with this Internet Safety Policy as well as the District's Acceptable Use Policy, unauthorized access (including so-called "hacking") and other unlawful activities by minors are prohibited by the District; and student violations of such policies may result in disciplinary action; and !

d) Appropriate supervision and notification to minors regarding the prohibition as to unauthorized disclosure, use and dissemination of personal identification information regarding such students. !

The determination of what is "inappropriate" for minors shall be determined by the District and/or designated school official(s). It is acknowledged that the determination of such "inappropriate" material may vary depending upon the circumstances of the situation and the age of the students involved in online research. ! The terms "minor," "child pornography," "harmful to minors," "obscene," "technology protection measure," "sexual act," and "sexual contact" will be as defined in accordance with CIPA and other applicable laws/regulations as may be appropriate and implemented pursuant to the District's educational mission. ! Under certain specified circumstances, the blocking or filtering technology measure(s) may be disabled for adults engaged in bona fide research or other lawful purposes. The power to disable can only be exercised by an administrator, supervisor, or other person authorized by the School District. ! The School District shall provide certification, pursuant to the requirements of CIPA, to document the District's adoption and enforcement of its Internet Safety Policy, including the operation and enforcement of technology protection measures (i.e., blocking/filtering of access to certain material on the Internet) for all School District computers with Internet access. !Internet Safety Instruction ! In accordance with New York State Education Law, the School District may provide, to students in grades K through 12, instruction designed to promote the proper and safe use of the Internet. The Commissioner shall provide technical assistance to assist in the development of curricula for such course of study which shall be age appropriate and developed according to the needs and abilities of students at successive grade levels in order to provide awareness, skills, information and support to aid in the safe usage of the Internet. ! Under the Protecting Children in the 21st Century Act, students will also be educated on appropriate interactions with other individuals on social networking websites and in chat rooms, as well as cyberbullying awareness and response. !Access to Inappropriate Content/Material and Use of Personal Technology or Electronic Devices ! Despite the existence of District policy, regulations and guidelines, it is virtually impossible to completely prevent access to content or material that may be considered inappropriate for students. Students may have the ability to access such content or material from their home, other locations off school premises and/or with a student's own personal technology or electronic device on school grounds or at school events. !!!

The District is not responsible for inappropriate content or material accessed via a student's own personal technology or electronic device or via an unfiltered Internet connection received through a student's own personal technology or electronic device. !Notification/Authorization ! The District's Acceptable Use Policy and accompanying Regulations will be disseminated to parents and students in order to provide notice of the school's requirements, expectations, and student's obligations when accessing the Internet. ! The District has provided reasonable public notice and has held at least one (1) public hearing or meeting to address the proposed Internet Safety/Internet Content Filtering Policy prior to Board adoption. Additional public notice and a hearing or meeting is not necessary when amendments are made to the Internet Safety Policy in the future. ! The District's Internet Safety/Internet Content Filtering Policy must be made available to the FCC upon request. Furthermore, appropriate actions will be taken to ensure the ready availability to the public of this policy as well as any other District policies relating to the use of technology. !
