Minister of Education, Jamaica for Educational Television (ETV) Guide 2015

The addition of the Education Broadcast Network (EBN) programmes to the media landscape is

a demonstration of the Ministry of Education’s (MoE) policy priority to utilise Media, and

Information and Communication Technologies to assist teaching and learning.

Accordingly, the Educational Television (ETV) Guide will facilitate the delivery of a diverse set

of programmes to enrich and deepen the learning experience of our children. Viewers of these

programmes will be able to explore different aspects of the core subjects in the Ministry’s

curriculum. The ETV Guide will produce entertaining features infused with educational content

using animation, mystery, drama and adventure in an age -appropriate manner so that pupils

can access them in their homes where they may learn at their own pace. These programmes

will serve as models of inquiry and have been created to increase the level of engagement and

participation occurring between parents and children as they learn from educational television.

I take this opportunity to commend the various television broadcasters that have partnered with

the Ministry of Education in the distribution of ETV Guide programmes. As the demand for

programmes increases there is the prospect for growth in the employment of creative talent.

The Ministry of Education invites students, teachers, parents and other stakeholders in

education to seize all opportunities to fully exploit this forum for learning. This television guide

is a first step towards accessing EBN programmes. I wish you all pleasant viewing.

Permanent Secretary for the Educational Television (ETV) Guide 2015

The Ministry of Education invites members of the public to avail themselves to the various

educational programmes that are being produced by its Education Broadcasting Network

(EBN) and aired through several television outlets as outlined in this guide.

Television has the greatest impact of all media and can convey quite complex ideas in

understandable ways. The instructional material produced by EBN will cater to the different

learning styles of students by offering a unique combination of sight, sound, motion and

emotion, which can give learners a greater understanding of the world around them.

The EBN was established with all these significant advantages in mind. It will take viewers on

an endless path of discovery through intelligent, independently produced programmes that are

freely available on selected television channels for anyone who shares a keen desire to learn

and explore.

At the outset ETV Guide programmes are targeting school-age children, but the content will be

subsequently expanded to include material for adult education and the professional

development of educators. This television guide will be a useful tool to assist viewers in

navigating the instructional programmes being aired on various channels in any given twenty–

four hour period.

The launch of the ETV Guide is a welcome tool to assist our students to learn and our

teachers to impart knowledge more effectively.

The ETV programmes are not intended to replace the role of teachers. Rather, the televised

material provide students and their parents/or guardians with the opportunity to reinforce lessons

already taught in school. This is the case with the modules on the Grade Six Achievement Test

(GSAT) revision exercises and, likewise, those for the Grade Four Literacy and Numeracy Tests

that will be available in early June.

Using the ETV guide, teachers are now able to assign students homework based on material/

lessons that are aired. Where possible, teachers can integrate a televised material into a live les-

son in the classroom.

As Chief Education Officer I wish to congratulate the team of dedicated educators and technical

personnel from the Ministry who have facilitated the production of these educational programmes.

I invite teachers, parents and all stakeholders in education to embrace the use of broadcast media,

and Information and Communication Technologies as we seek to significantly improve students’

academic achievements.

Introduction

W elcome to the inaugural ETV guide! This guide is for you, users of the

Education Broadcasting Network (EBN), the Education Ministry’s virtual

education initiative. This is a beta version of the ETV Guide which can and will

be improved as the EBN progresses in development. The mission of the EBN is to produce and

harness educational content for display on television and ultimately on radio, internet,

smartphones and tablets. The Ministry recognises that electronic media is an important way of

delivering quality education to you. Whether you are in the country or town, the EBN will bring

you high quality content.

The 2015-16 budget year is special as it marks the first year of the EBN roll out. In this period

the majority of our content will be on television media, on over 20 channels carrying the Public

Broadcasting Corporation of Jamaica (PBCJ), Jamaica Educational Television (JETV) and LOVE

TV. There will be at least 1 free- to-air channel.

This ETV guide is a Ministry publication which informs you the audience of the programmes be-

ing shown, the media on which to find these, and in the case of TV the channels in your area

on which they can be found, and the days and times of broadcast.

The guide lists programmes for people with a curious mind and with an interest in improving

and developing themselves through education. Our audiences include schoolchildren, teachers,

parents, adult learners, aspirant principals, school financial officers and administrators, etc.

There are three types of programmes, namely:

Curriculum specific videos in various formats: drama, adventure,

mystery serials;

Informational videos which will bring public awareness and

consciousness to broad areas of interest to the Ministry, eg: early

childhood, nutrition, special needs, STEM, etc; and

Videos on human interest and inspiration stories

In the future the guide will list supplemental open source materials which are related to the

Ministry’s curriculum.

A standard feature of the ETV guide is a section instructing children on how to be responsible

digital citizens. The guide will be the bible for users of Ministry-approved electronic educational

content in Jamaica.

It is produced in hard and soft copies. The hard copy will be published biannually, once at the

end of August and then at the start of the new budget year. The soft copy will be available on

the Ministry’s webpage (www.moe.gov.jm) and social media sites, and will be updated as

appropriate. You are invited to give comments and ideas on the EBN and the ETV guide at

[email protected].

The EBN is the future of education—informative, exciting, entertaining and engaging. The ETV

guide will lead us there.

How to Use the ETV Guide

The ETV Guide is the list of all the educational programmes that can be viewed by Jamaicans

on their national and cable channels through PBCJ, LOVE TV and JETV. With the ETV Guide,

you can check when (date and time) and for whom the programmes will be

aired, view the selected programmes, and gain access to a world of

education. To access the ETV Guide programmes please follow the guidelines below:

1. Identify your local cable or national provider in your parish on pages 12—14.

For example, if you live in the parish of St. Ann, you can access the television

programmes on the following channels.

2. Find the national providers that are transmitted on your cable channels. Then look

for the programme which you would like to view, starting on page 22. The

programmes are arranged in different categories for each audience. For example

if you are looking for a programme for children in kindergarten, infant or

basic school (ECIs), (1) go to the student’s section which starts on page 22,

(2) then select the programme schedule, (3) read the description and (4) then

watch the programme with your child.

Radio Service Providers

Radio is the oldest, most popular electronic medium. It was introduced to Jamaica in the

1930s. The popularity of radio continues to broaden the range of programming and the

number of radio stations which are available to Jamaicans. High quality educational

programmes are in demand more than ever, as persons want to improve their knowledge,

pursue new career paths, build their families, learn more about Jamaica and explore our

world. The Ministry of Education (MoE) is aware of this interest, and is

currently working with our radio station partners to broadcast educational

programmes to our citizens.

Online Platform Service Providers

The introduction of social media is revolutionising our online platforms and digital world.

These internet-based applications facilitate a wealth of information and communication

especially in the areas of content development, quality, reach, frequency, usability,

immediacy and permanence. The Ministry of Education has recognised the power of social

media platforms such as Facebook, YouTube, Pinterest, Twitter, Instagram and Tumblr. The

MoE is committed to sharing its policies, programmes and products on social media

platforms, and engaging meaningful discussions and collaborations with social media users.

Our organisation currently has Twitter, Facebook and YouTube accounts

where you can access our products and services. We will also be developing

a Pinterest page, as we have recognised that this social media platform is

one of the leaders in the education landscape worldwide.

Television Guidelines

T he media, especially the television, is a powerful device which has shaped the lives

of many. The programmes on television can be very educational, as well as

detrimental especially when they are watched by children who are not guided

properly. Studies have shown that play and reading quality literature have more far reaching

benefits than screen media, that is not monitored. The Ministry of Education is therefore

recommending the following television guidelines for adults, as it relates to children television

viewing.

1. Establish clear rules about when children can and cannot watch television.

2. Develop weekly television (TV) schedule and pay strict attention to what

children are watching. Encourage them to read and engage in play (physical

activity) often.

3. Follow the Broadcast Commission of Jamaica TV Parental Guide

lines.

4. It is recommended that young children watch only 2 hours of

television programming per day and one hour during school days.

5. Turn off the television during family times (family mealtimes, family

devotions etc.)

6. Do not use television watching as a reward or punishment, or a

baby sitter

7. Do not place TV sets in children’s bedroom.

8. Encourage children to watch educational programmes and avoid

programmes that promote violence, sex, the breaking of the law and poor moral

values.

9. Do not watch adult programmes while children are around.

10. Encourage media literacy:

Watch programmes with children

Discuss the programmes with them after, to ensure that they understand the

concepts and themes explored. For example, talk to them about reality

(fact) and non-reality (fiction) elements of the programme. Talk about

themes such as stereotyping, prejudice and language.

Have children do further reading on the theme of the programme.
