• Estonia is a small country
(45 227 km²), which is located in Northern Europe, on the eastern coast of the Baltic Sea.
• Estonia’s neighbours are Russia in the East, Latvia in the South, Sweden in the West and Finland in the North.
• Its land border is 645 km long and marine border is1242 km long.

The overall objectives of the EEA Grants are the following:

Programme “Integrated Marine and Inland Water Management”
The objective of the Programme is to achieve good environmental status in Estonian marine and inland waters.
The expected outcomes are establishing environmental targets and management plans for marine and inland waters; improving environmental information of impact, status and trends; developing strategies and measures for adapting to climate changes.

Established environmental targets and management plans for marine and inland waters
1) Pre-defined project: Developing the programme of measures for theEstonian marine area in compliance with the requirements of the EU MarineStrategy Framework Directive, including feasibility study on using LNG as analternative ship fuel to reduce pollution (Estonian Environmental ResearchCentre)
2) Open call projects:
- Inventory and development of monitoring programme for nature values in
Estonian marine areas (NEMA) (Estonian Marine Institute, University of
Tartu)
- Assessment for ecosystem based management of marine environment on
the basis of sea bottom and sediments of the Gulf of Finland (Geological
Survey of Estonia)
- Development of relevant criteria and monitoring methodology of
favourable conservation status of the coastal (terrestrial) habitats in
Estonia. (Institute of Ecology of Tallinn University)

Improved environmental information on impact, status and trends
1) Pre-defined project: The development of data-modelling system and thedecision support tool for the integrated marine and inland watermanagement (Estonian Environmental Research Centre)
2) Pre-defined project: Implementation of the INSPIRE Directive (EstonianLand Board)
Open call projects:
- Development of methods for assessment and mapping of ecosystem
services of marine and inland waters (Peipsi Centre for Transboundary
Cooperation)
- Restoring of estuarine and habitats in Lõve river (NGO Laidevahe Loodus)
- Restoration of habitats of freshwater pearl mussel (Environmental Board)

Developed strategies and measures for adapting to a changing climate
1) Pre-defined project: The elaboration of Estonia’s draft National ClimateChange Adaptation Strategy and action plan (Estonian EnvironmentalResearch Centre)
2) Open call Projects:
Baseline studies for the elaboration of the assessment of the impact ofclimate change and suitable adaptation measures were conducted withinthe framework of three different projects and one procurement in thefollowing fields:
- Planning, land use, human health and rescue capability
- Natural environments and the bio-economy
- Infrastructure, buildings, energy and energy supply
- Economy and society (public procurement)

Results• Developed a marine strategy for the Estonian marine area in accordance with
the requirements of EU Marine Strategy Framework Directive, consisting of regionally coordinated cost-effective monitooring programme and programme of measures for managing pressures in marine environment. The prepared marine strategy shall help to improve the policy management systems for marine and inland water bodies.
• An operational water moddeling system was created that improves theavailability of data related to the condition of, pressure imposed by various sources on and impact of measures with respect to marine and inland surface water, and allows decisions to be made based on the aforesaid data.
• Estonia’s Draft National Climate Change Adaptation Strategy and Action Plan was elaborated
• The criteria and reference values of favourable statuses were defined and monitoring and assessment methodology were elaborated and tested for marine and costal habitat types with respect to the EU Habitats Directive.
• The favorable condition of the freshwater mussel habitat was improved by reducing the sediment load, hunting beavers, increasing the permeability of the river for host fish and restoring the natural character of the river section.

EEA/Norway Grants 2014-2021
• 3 May 2016 Iceland, Liechtenstein, Norway and the EU signed the agreements on the European Economic Area (EEA) and Norway Grants for the period 2014-2021.
• The priorities for the 2014-2021 funding period reflect the major challenges facing Europe and align with EU priorities:
- Innovation, research, education and competitiveness;
- Social inclusion, youth employment and poverty reduction;
- Environment, energy, climate change and low carbon economy;
- Culture, civil society, good governance and fundamental rights and
freedom;
- Justice and home affairs
• Estonian Ministry of the Finance started planning of new period and POssubmitted their first programme ideas last spring.
• MoU signed 9 May 2017 in Tallinn
