    Dear Mr. Washington:

    First, I want to commend you for your ongoing work on the draft measure for expansion of projectsyou presented to the Metropolitan Transportation Authority (MTA) Board for consideration. This plan iseffective, efficient and equitable in addressing our regional traffic reduction and transportation needs,and those of the various local communities we serve. I know you share my desire for a smart andstrategic plan that would reduce traffic; keep fares affordable for seniors, students and the disabled;and create jobs by filling potholes on local streets and earthquake retrofi tting our regions bridges.

    As part of its proposal, MTA will soon present a list of projects that would be funded by a successfulmeasure. These projects were developed through years of research and stakeholder engagement,which I was proud to help lead. Voters will see the projects on this list as the results of this process,and reasonably so, they will expect the projects to be completed if they vote to approve this measure.

    I am proud of the thorough outreach and objective analysis that has gone into developing the projectlist. It is critically important that we give voters every reason to have confidence that the promisesmade by the measure will be kept. I urge you to ensure the ballot measure ordinance you proposeincludes the language contained in the Measure R ordinance (section 11a and 11b [updated to 2027for new ballot measure]) to guarantee projects are completed in accordance with the schedule andpriorities provided under the ballot measure expenditure plan.
