Structure
International Coordination Office ED and Secretariat to conduct eGY business
Steering Committee Policy, planning, opportunity identification, scientific linksRepresentative of key stakeholders and participants, e.g., WDCs
National/Regional/Partner committeesTo liaise, stimulate, and interact with national/regional initiatives
Thematic Working GroupsVOs, data discovery, data release, data preservation, best practice & certification, E/PO, Capacity Building, …..
Roles
• Facilitate, inform, stimulate, encourage, and promote: – “e-Science” open data access and services– Establishment of virtual observatories throughout the
geosciences– Cooperation among bodies/initiatives to reduce duplication and
the spread of standards– Data discovery (location) - who holds, what, where, how?
Develop metadata– Data release (secure access permission; active rather than
passive release)– Data preservation (make old data accessible; preserve existing
data)– Capacity building (empowerment, outreach, education)– Advancement of science in developing countries
ThemesData access
Ready and open electronic access to data e-Science, VIRTUAL OBSERVATORIES
Data discoveryWho holds what data, where, and in what form?Metadata
Data release Lift access restrictions
Active rather than passive release of data
Data preservation Digitize analog data; reformat old digital data
International framework and standards for storage and maintenance
Capacity building and outreach Boost the scope and output of scientific endeavoursRaise awareness among scientists, decision-makers and the publicBetter opportunities for growth of science in countries in need.
Other issues • eGY Charter - a statement of aspirations and principles for
data stewardship• eGY code of best practice• eGY certification of compliance with agreed best practice
standards
Data Integration and Knowledge Discovery• Support government and other needs for information sharing
and integration• develop information systems that enable the identification and
understanding of relationships

How do we• find out who is doing what?
• share experience and expertise
• coordinate activities
• reduce replication of effort
• promote common standards
• stimulate wider participation
• bridge the digital divide
• raise awareness about need for modern, professional data stewardship
• inspire public interest

Suggested actions for a Participant
• Pass a resolution supporting eGY.
• Assign eGY responsibilities to a Task/Working Group.
• Appoint a representative for the eGY Steering Committee.
• Conferences: include an eGY component and promote the conference as a major eGY symposium event for 2006.
• Conferences 2007-2008: include an eGY windup event - celebrate IGY legacy, review eGY achievements, identify future steps.
• Encourage National Committees to become active in eGY
• Engage in establishing a suitable role for eGY for implementing ICSU recommendations arising from the PAA review of data and information.
Suggested Task/Working Group activities
1. Liaise with the international eGY community, Secretariat, and eGY Steering Committee and provide feedback
3. Report to the main eGY community via eGY News and www.egy.org
4. Make recommendations and proposals to parent body about eGY matters
5. Play a lead role in chosen eGY theme areas; for example, establishing eGY codes of best practice
6. Contribute to developing eGY policy and the eGY Charter7. Arrange eGY symposia and activities at conferences8. Arrange specialist workshops and meetings on eGY topics of
particular interest9. Use eGY as a focus in any outreach program• Use eGY as a focus in any capacity building activities,
particularly for developing countries
• Publicise and promote eGY within the parent community.
Suggested National Committee tasks
§ Identify, promote, and arrange national activities that exploit the eGY opportunity.
§ Contribute to the eGY agenda and the Task/Working Group program.
§ Link with the international eGY community.
§ Contribute to eGY planning and meetings/workshops.
§ Provide feedback to members of the national constituency; report in national newsletters, websites, and elsewhere.
§ Report to the parent body and to the main eGY community via eGY News and www.egy.org
§ Be an advocate for and publicise eGY.
Role of Professional Societies and Meetings

WG on Best Practice
US Senate resolution S. RES. 466 on October 11, 2004
Resolved, That it is the Sense of the Senate that the President should--
(1) endorse the concept of a worldwide campaign of scientific activity for the 2007-2008 timeframe;
(2) direct the Director of the National Science Foundation and the Administrator of the National Aeronautics and Space Administration, in association with the National Academy of Sciences and other relevant governmental and nongovernmental organizations, to continue interagency and international inquiries and discussions that ensure a successful worldwide international science year in the 2007-2008 timeframe, emphasizing activities dedicated to global environmental research, education, and protection; and
(3) submit to Congress at the earliest practical date, but no later than March 15, 2005, a report detailing the steps taken in carrying out paragraphs (1) and (2), including descriptions of possible activities and organizational structures for an international science year in 2007-2008.
Added ValueThrough liaison with other bodies/initiatives:
• Inform:
– Website (www.egy.org)
– Newsletters
– Meetings: specialist, national, general assemblies
• Stimulate and promote eGY-related projects
• Common approach to data donor agencies
• Common approach to standards
