EH&S ENGINEER II

BASIC FUNCTION SUMMARY

Responsible for administrating and implementing a sound and effective industrial, ground, and aviation safety program, and a fully compliant environmental program at assigned location. Supervises and

monitors accident prevention, and compliance with operational policies, procedures, and statutory and

regulatory requirements. Coordinates with managers, supervisors, and leads to ensure implementation and

compliance of safety activities throughout the site. Ensures the Safety and Environmental Management

System is in compliance with ISO 9001/14001 standards. Demonstrates continuous effort to improve

operations, decrease cycle time and streamline work processes, and works cooperatively and jointly to

provide quality seamless customer service.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Implements, coordinates, and manages all aspects of Safety, Health, and Environmental Programs at assigned airfield.

Conducts meetings to ensure that personnel are well informed of changes in safety programs, policies, and

procedures.

Monitors and ensures that Safety, Health and Environmental programs comply with Department of Defense

(DOD), Department of the Army (DA), Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), Environmental Protection Agency (EPA), and Alabama Department

of Environmental Management (ADEM) requirements.

Identifies and develops the means necessary to reduce or eliminate occupational injuries, illnesses, deaths,

and property damage.

Conducts in-depth risk assessments to identify conditions which could result in accidents and/or injuries

and evaluates the potential extent of injuries resulting from accidents.

Monitors Accident Prevention, Property Damage/Vehicle Accident Prevention, Off-the-Job Accident

Prevention, Accident Reporting, Fire Prevention and Protection, Hazard Communication, Industrial Health Surveillance, Aviation Safety, Confined Space Entry, Hearing Conservation, Respiratory Protection,

Radiological Safety, and Protective Clothing and Equipment programs.

Monitors the techniques and proficiency levels of personnel engaged in handling weapons; ammunition or

explosives; petroleum, oil, and lubricants (POL); chemicals; hazardous and toxic materials; and lasers.

Observes aviation maintenance operations, provides recommendations to correct unsafe procedures and

practices, and monitors the Safety of Flight (SOF) program.

Manages the Operational Hazard Report (OHR) program and monitors the Foreign Object Damage (FOD)

prevention program.

Ensures day-to-day housekeeping, care of equipment, and routine inspections are conducted.

Conducts or directs site surveys and facility inspections to identify potential hazardous conditions, and to ensure facility and procedural compliance with applicable regulations. Recommends appropriate corrective

actions.

Assists the Environmental Compliance Coordinator by inspecting and monitoring the control, handling and

disposal of hazardous waste and materials at assigned location. Ensures compliance with published

policies and procedures.

Assists the Industrial Hygienist by performing monitoring and sample collection at assigned location.

Manages the Company’s safety awareness, suggestion, and award program at assigned field.

Devises methods to evaluate safety program for compliance with ISO 9001/14001 standards, and federal,

state, and military requirements.

Establishes and maintains all required records applicable to the safety, health and environmental

compliance of the overall maintenance program.

Reports all deviations from established policies, procedures, federal or state requirements, and changes

caused by the contractor or non-compliance with regulations .

Conducts investigations into customer complaints relating to contractual deficiencies within Safety, Health

and Environmental programs, performs root cause analysis, and recommends corrective actions.

Conducts or directs safety, health and environmental training.

Maintains liaison with outside organizations, such as fire departments, Installation Safety Office,

Environmental Office, Preventive Medicine Office, OSHA, and other government agencies to assure

information exchange and mutual assistance.

Maintains working relationship, and acts as a liaison, with Aircraft Center Logistics Command (ACLC)

and the Airfield Commander on matters relating to safety and environmental compliance at assigned field.

Ensures summaries, analyses, reports, and other data necessary to determine the safety and environmental

compliance of the overall maintenance effort are submitted to the Aviation Safety Official.

Evaluates technical and scientific publications concerned with safety management and participates in

activities of related professional organizations to update knowledge of safety, health and environmental

program developments.

QUALIFICATION STANDARDS

The incumbent shall be a graduate of the US Army Aviation Safety Officer Program, Naval and Marine Aviation Safety Officer Course, or the US Air Force Chief of Safety Course and have experience

managing/administering an aviation safety program.

The incumbent must be technically knowledgeable with respect to safety and environmental systems/plans,

regulatory and statutory standards, and general production principles. The incumbent must have thorough

knowledge of the Army’s Accident Prevention and Risk Management Programs. He or she must have

thorough knowledge of Department of Defense (DOD), Department of the Army (DA), Occupational

Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), and

Environmental Protection Agency (EPA) requirements, and how they apply to the safety of the workforce

and the environment. The incumbent must have a results-oriented commitment to the continuing evolution

of the safety program. This requires combining common sense, application of practical experience, and a technical knowledge base in developing, implementing and leading the safety program in meeting

corporate strategic and day-to-day objectives.

The incumbent must be able to communicate effectively with all levels of employees throughout the

organization. He or she must be able to develop and maintain strong working relationships with internal

and external customers. The incumbent must be able to meet any Government/Company

licensing/qualification requirements for the position and obtain the level of Industrial Security Clearance

required by the Government.

The incumbent must have thorough knowledge of and the application of quality tools. Must be

knowledgeable of problem solving techniques and have knowledge of ISO 9001/14001 Management Systems. The incumbent must have excellent prioritization skills and possess knowledge of safety systems

and regulations for the aviation industry. He or she must be computer literate and proficient in Microsoft

Office.

PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS

Physical Demands:

This classification activity, while normally accomplished in an office environment, does have duties that require the individual to work outside of the office environment. Typical physical demands or activities

include climbing, standing, bending, stooping, pushing, kneeling, reaching and walking. May be required

to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to

perform this job are close vision, peripheral vision, color vision, depth perception and the ability to adjust

and focus.

Work Environment:

The work conditions are normally those of a standard office environment where there is little physical

discomfort. During the performance of duties outside the office environment, the diversity of work conditions may range from an environment where there is little or no physical discomfort, to an

environment where inclement weather may subject individual to changes in temperature and weather. May

be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne

particles. May be exposed to toxic or caustic chemicals. May be exposed to electrical shock hazards. May

be exposed to radiation. May work near moving mechanical parts.
