HEADLINE ngayon angtungkol sa kaso ng mgatauhan ng isang kandidatona nambugbog daw ng mgatauhan ng MMDA dahilpinagtatanggal ng huli angmga campaign tarpaulins nguna. May naging kaso rin ngdemandahan sa pagitan ngdalawang pang magkalabang kandidato na nagka-iringandahil din sa paglalagay ng kani-kanilang mga tarpaulins.

Isyu talaga lagi ang mga tarpaulins na ito. Kaya nganaglagay ng mga common designated posting areas angCommission on Elections (Comelec) para hindi namagkabalian pa ng buto ang mga kandidato at kanilangmga supporters sa pag-aaway kung saan ilalagay ang cam-paign tarpaulins nila. Pero inutil pa rin ang Comelec sapagpapatupad ng sarili nilang batas tungkol dito.

May mga presidential candidates nga na naglagay ngmga higanteng tarpaulins sa mga non-designated areas atlagpas sa pinapayagang size ang mga tarpaulins pero walanamang magawa ang Comelec.

Minsan mas matapang pa ang mga supporters ng mgakandidato na parang kung gusto nila ilagay ang tarpaulinssa mga kalsada, sa loob ng simbahan, at sa lahat ng bakodat patag na lugar, ay gagawin nila. Tutal wala namanmagagawa ang Comelec.

Ang hamunan na lang ay – “idemanda n’yo ako kunggusto nyo.” Iba-iba ang siste, merong naglabas ng utos nahuwag maglagay ng mga tarpaulins sa mga non-designatedareas pero sya naman mismo naglalagay ng tarpaulins nyakung saan nya matripan. Meron naman na ang lusot ay –“hindi ko alam yan, mga supporters ko ang naglagay nyanat hindi ako sinabihan, kaya wala akong kasalanan.”

Para sa akin, paano iboboto ng tao ang isang lider nasimpleng batas lang tungkol sa tarpaulin hindi pa kayangigalang at sundin. Paano pa ang mas mahirap na sundinna mga batas at panuntunan?

Paano mo iboboto ang isang nanunuyong kandidato nakapag nahuli mo na kasangkot sa isang anomalya ay ituturoang kasalanan sa mga tauhan at sasabihing wala siyangkinalaman at kasalanan? Sa isang banda naman, paano moiboboto ang isang lider na hindi makontrol ang mga taonya na gumawa ng iligal?

Madali lang naman mabasa ang tunay na katauhan atkarakter ng isang public official sa mga desisyong kanyangginagawa sa araw-araw, sa kanyang pananalita, at saipinakikita nyang ehemplo sa tao, lalo sa mga kabataan.Pero ito ang hamon ko, sa ating mga mambabasa. Ang mgamamahaling tarpaulin ay mga non-biodegradables, ibigsabihin hindi natutunaw o nabubulok at mananatiling basurasa habang panahon.

May environmentalist group na nagsabi na gagawin dawnilang mga bags pagkatapos ng eleksyon. Ano ang sugges-tion ninyo na pwedeng gawin sa mga tarpaulins na yannang sa ganun ay hindi masayang ang perng ginamitpagpagawa nito, at hindi maging panganib sa kalikasan atating kalusugan.

AIZA Padilla, 21, enduredthe scorching heat of the sunand her grumbling emptystomach as she walked fromone building to another alongthe business district of MakatiCity. She had just graduated afew weeks ago but she is al-ready in a hurry to look for ajob.

“I feel that it is my respon-sibility to my parents and sib-lings to find a good job as aform of gratitude for sendingme to school,” Padilla toldBulatlat.

Padilla was born inBalayan, Batangas but livedwith her sister in Tondo, Ma-nila after she graduated fromhigh school. Her elder sisterssent her to college and onMarch 21, Padilla graduatedfrom Wesleyan College in Ma-

nila .“Costly,” she replied when

asked to describe how her jobhunting has been. She ex-plained that sometimes she hasto choose between buyingsomething to eat or skippinglunch to be able to save moneyfor printing her resume’ andreproducing her pictures forher application.

“I want to apply to as manycompanies as I can. But mostof the time, I do not have moneyfor fare,” she said.

Padilla is not alone in ex-periencing difficulties in jobhunting.

7 out of 10 Graduateswould be Jobless

A recent study conductedby Ibon Foundation, an inde-pendent think-tank, revealedthat only three out of ten col-lege graduates who wouldenter the labor force this year

could land a job. This meansthat seven out of 10 freshgraduates would enter theranks of the unemployed thisyear.

With 542,000 college stu-dents graduating this year,according to statistics from theCommission on Higher Edu-cation, and six out of ten gradu-ates immediately joining thelabor force, based on trends inthe previous years, there wouldbe 325,000 new college gradu-ates who would be looking forwork this year. Adding the325,000 new job seekers to the523,000 unemployed gradu-ates as of January 2010 wouldresult in 848,000 new and oldcollege graduates competingfor available jobs,” the reportsaid.

Assuming that the trend injob generation would be con-stant, another 256,000 new jobswould be available for collegegraduates this year – the sameas that of April last year, whichwas based on the Labor ForceSurvey of the National Statis-tics Office. Thus, 592,000 col-lege graduates, both old andnew, would end up jobless.

“That’s sad,” Padilla saidwhen Bulatlat told her aboutthe recent study conducted byIbon. She said she pity all theparents who work so hard tobe able to send their childrento college. Padilla said her par-ents and siblings worked hardand scrimped on expenses tosave money for her tuition,

thinking that a college degreewould be her ticket to a stablejob. “But with this study, itseems that a college degree isno guarantee.”

Olivia Aguila, 21, earned adegree in Mass Communica-tions and graduated cum laudelast year from an exclusiveschool for women. When shewas still a student, she thoughtpeople were just exaggeratingwhen they tell her how diffi-cult it is to find a job. But it tookAguila four months and 50 jobapplications before she finallylanded a job as a project coor-dinator, overseeing promo-tional activities for a mouth-

wash brand. “ “It is hardly re-lated to what I studied in col-lege,” she said.

During her training for herjob as project coordinator, shewas assigned to a shoppingmall to promote the product.“I felt so embarrassed. I hidwhen I saw a high schoolfriend,” said Aguila.

Aguila resigned from her jobas project coordinator this Janu-ary to look for a job that is inline with her training in col-lege. However, she ended upin a real estate company, work-ing at the customer service de-partment. “It is totally unre-lated to my course,” she said.

CHEAP MEDS AUTHORS DARE MAR TO DEBATETHE two principal proponents

of the cheaper medicine legislationhave challenged the self-proclaimed“father” of the law to a public de-bate “any time, any where” for thepeople to know who is lying on thisissue.

Rep. Ferjenel Biron and Iloilo ViceGov. Rolex Suplico, the first to file thecheaper medicine bill when he wasstill a member of the House, threwthe gauntlet at Sen. Mar A. Roxas, say-ing the latter should be man enoughfor a face-to-face confrontation or elseadmit his lies and apologize publicly.

Biron and Suplico, who labeledRoxas a liar and a credit snatcher,

said they will welcome a no-holdsbarred live media coverage of thedebate in a public place, like in theNational Press Club or in theKapihan sa Manila Hotel of colum-nist Neal Cruz.

The two also want Roxas to tellthe truth on the alleged P1-billionlobby fund put up by foreign phar-maceutical companies to waterdown, if not kill, the cheaper medi-cine law.

They said Roxas cannot claim tobe the author of the Cheaper Medi-cine Act (RA 9502) because the sena-tor only filed Senate Bill 101 in the14th Congress seeking parallel drug

importation which would have ben-efitted more the multinational com-panies.

Biron said Suplico, when still acongressman, filed the original billseeking cheaper medicine in the 11thCongress, which the former refiledin the 14th Congress, making it thebasis in drafting the present law.

More important, the two said, isfor the people to know that it wasRoxas who opposed, first as Tradeand Industry secretary and then assenator, the mandatory price con-trol on drugs, which would havereduced the price of 1,500 essentialmedicines by 80-90 percent.

BIR Commissioner Joel L.Tan-Torres said Pacquiao, whoranks number one on the listof taxpayers, paid his taxes ontime which costs more than P1billion. But he refused to givethe exact amount paid by theboxing icon.

The BIR chief said the aver-age amount paid by each of therest of the top 20 taxpayersamounts to P28.5 million.

Construction magnateElaine Bautista Gardiola is thesecond top taxpayer. Licensedbroker Ronaldo RomeroSoliman follows in third.Rainero Manapat Borja are inthird and fourth.

With barely 26 days left before May 10elections, the District Joint Security Con-trol Center (DJSCC) led by the Comelec andthe Northern Police District (NPD) hasstepped up preparations, along with theDepartment of Education (DepEd) divisionssuperintendents in Camanava area, to fixpossible security-related problems that mayarise from the delivery of the PCOS (Pre-cinct Count Optical Scanner) machines inMay 4, 2010 up to the day of the election inMay 10.

At the third meeting of the JSCC inCamanava, the NPD said a total of 1,197 po-lice personnel have been committed to securethe vicinities of some 171 polling centers, be-fore, during and after the election day.

This number of police security person-nel will be augmented by two companiesof soldiers from the National Capital Re-gion Command (NCRCOM) of the ArmedForces of the Philippines and some po-licemen that will be coming from the Re-gional Headquarters in Bicutan, Taguigand from the National Headquarters inCamp Crame.

BIR reminds taxpayersof April 15 deadline

The Bureau of Internal Revenue (BIR) hasreminded the country’s more than 870,000individual and corporate taxpayers thatThursday, April 15, is the deadline for thefiling of the income tax returns (ITRs) for tax-able year 2009.

There will be no extension even if thereare rotating power interruptions, especiallyin Mindanao, according to BIR officials.

They said that all Revenue District Offices(RDOs) nationwide will be open as early as7 a.m.

BIR Commissioner Joel Tan-Torres also saidduring a press conference at the BIR mainoffice in Quezon City Wednesday that allincome taxpayers who have zero taxes dueshould also file their returns with the BIR.

Included in this category are governmentemployees who are now filing their tax re-turns under the substituted system of filingincome tax returns.

“We are expecting a huge number of tax-payers tomorrow, Thursday, in the RDOs ofQuezon City, Makati City and Manila. Wealso anticipate the occurrence of rotatingbrownouts, especially in Mindanao,” Tan-Torres said.

He went on to say that they talked to theNational Power Corporation (Napocor) aboutpossible rescheduling of the power interrup-tions, but the state-run energy firm said ithas to go on with the power outages.

The BIR chief said those who still havetax obligations to settle should file their re-turns with any of the Authorized Agent Banks(AABs) of the Bureau.

the Philippines, which the PNP in-troduced in 2008 with the trainingof 25 police commissioned officersand 11 non-commissioned officerswho composed the first batch of train-ees.

A second batch of six commis-sioned officers and 17 noncoms alsograduated last year.

With five officers and six non-com-missioned officers who were alsocross-trained, San Diego said thePhilippines now has 70 trained tac-tical paramedic nurses, all of whomwere PNP personnel.

No one can package or bottle the “appropriate”response to suffering. If you go to the sufferers them-selves, some will recall a friend who cheerily helpeddistract them from their illness. Others think such anapproach insulting. Some want honest, straightfor-ward talk; others find such discussion unbearablydepressing.

There is no magic cure for a person in pain. Mainly,such a person needs love, for love instinctively detectswhat is needed. Jean Vanier, who founded the L’Archemovement for the developmentally disabled, says:“Wounded people who have been broken by sufferingand sickness ask for only one thing: a heart that lovesand commits itself to them, a heart full of hope forthem.”

Such a love may be painful for us. But real love,the apostle Paul reminds us, “Bears all things, believesall things, hopes all things, endures all things” (1 Cor.13:7).

THE Supreme Court yesterdaypromulgated the Rules of Procedurefor Environmental Cases which willserve as a significant catalyst in sup-port of sweeping and far-reachingreforms in environmental litigationand protection.

The Rules are the first of itskind in the world.

The promulgation of theRules have been highly-antici-pated by both the internationaland domestic community sincethe Supreme Court held itswidely-commended Forum on En-vironmental Justice last April 16-17, 2009 simultaneously throughvideo-conferencing at the Univer-sity of the Cordilleras, BaguioCity, University of the Philippines-Visayas, Iloilo City, and Ateneode Davao University, Davao City.

The Forum enabled the Judi-ciary to receive inputs directlyfrom the different stakeholders inthe justice system, primarilyaimed at determining ways onhow the courts can help in the

protection and preservation of theenvironment.

It was supported by variousdevelopment partners which in-clude the American Bar Associa-tion-Rule of Law Initiative (ABA-ROLI), the Hanns Seidel Founda-tion, the United Nations Devel-opment Program (UNDP), theUnited States Agency for Inter-national Development (USAID),the United States Department ofthe Interior, and the World Bank.

The 1987 Constitution man-dates the right to a healthy envi-ronment via Sec. 16, Art.
