Rural Municipality of Miltonvale Park News - September 2018
Election Information With the new Municipal Government Act there are
significant changes to the way Municipal Councils
are elected across PEI There will be no longer be
nominations from the floor at community meetings
Instead there will be a nomination period from
October 10-19 and an Advance Poll from 9 am
-12 noon on Saturday November 3 and the
Election Poll from 9 am -7 pm on Monday
November 5 2018 The new Council will take
office on December 7 2018
There will be an Election Office opening on
October 9 at the Milton Community Hall and that
is where the polling station will be The Election
Office will be open on Tuesdays from 330 pm -
630 pm and Wednesdays from 900 am-12
noon The Election Office will also be open from
900 am-200 pm on Friday October 19 and
during the hours the poll is open on November 3
and November 5
Miltonvale Park will be looking to fill the positions
for one Mayor and six Councillors
Who can vote Eligible voters must
bull Be a Canadian citizen
bull Be at least 18 years old on Nov 5 2018
bull Have resided in PEI since May 5 2018
bull Be ordinarily resident in the municipality
on election day
Miltonvale Park is obtaining our Votersrsquo List from
Elections PEI If you have moved to the
community or turned 18 since the last election
please visit httpwwwelectionspeica to be sure
you are on the voters list as soon as possible
Voters who are not on the list may be sworn in at
the election polls All voters should bring
acceptable ID to the polls This means one piece of
identification issued by the Government of Canada
or of the Province of PEI that establishes the
electorrsquos name and address OR any two pieces of
other identification or documentation each of
which establishes the electorrsquos name and at least
one of which establishes the electorrsquos address
Who is eligible to run for Council Anyone who is an eligible voter can run for
Council UNLESS he or she is a judge of the
provincial court the Supreme Court or the Court of
Appeal a member of a council of another
municipality and MP or MLA or a current
municipal employee who has not obtained a leave
of absence
How do you run for Council A nomination form will be available from the
Miltonvale Park Election Office and online Five
qualified electors within the municipality must
nominate a candidate during the nomination period
or extended nomination period
There is no deposit required to submit a nomination
form The nomination form must be submitted to
the Elections Office at the Milton Community Hall
by 2 pm Friday October 19 2018
If not enough candidates are nominated to fill the
seven positions the nomination period will be
extended by an additional 7 days There will be
immediate electronic notice (on the website and
through Facebook and Twitter) in the municipality
if this is the case

If only one person is nominated for mayor and only
six for Council they will be declared elected by
nomination and an election poll will not be
necessary
How do I know who is running Public notice of the nominated candidates will be
issued by the Municipal Electoral Officer A notice
of nominated candidates must be displayed in the
municipalityrsquos election office Notice will also be
given online

What Does Council Do Councilrsquos power comes from the Municipal
Government Act (MGA) Council sets direction for
the municipality provides services such as land
use planning and the community park and
recreational services budgets and collects taxes to
ensure wise use of the municipal resources Learn

Council generally meets once a month with
Planning Board also meeting monthly Committees
meet sporadically Council meetings are currently
held on the 3rd Wednesday of the month with
Planning Board convening the week before
Convenient meeting dates will be selected after the
new Council is elected
Does a Municipal Elected Official in Miltonvale
Park get paid
Compensation in Miltonvale Park is determined
according to the number of meetings attended The
Mayor receives $55 for most meetings and
Councillors receive $45 per meeting paid
quarterly

Meet with the chief administrative officer
(CAO)

information on taking the oath of office meeting
schedules and any plans for a council orientation

current issues and help you understand recent

Attend the municipal orientation session for
newly-elected officials - The Municipal Affairs
branch will host an orientation session
on December 1 2018 The session reviews your
responsibilities on council and other requirements
of councils under the Municipal Government
Act The session will also allow you to meet and
network with other newly-elected or returning
officials from other municipalities
Review the Municipal Government Act (MGA)
and Regulations -The MGA regulates how
municipalities are operated A good
understanding of the MGA will help in your role
as an elected official

Handbook for an overview of how a municipality
functions and the general roles and responsibilities
of a municipal council

Municipal Council Meetings Council meets the 3rd Wednesday of each month at
730 pm in the Council Boardroom at the Milton
Community Hall The next meetings are October
17 and November 21 Residents are encouraged to
attend Council meetings Minutes are posted on-
line after they have been approved at the following
meeting Council may not always meet in July

Planning Board ordinarily meets on the 2nd
Wednesday of the month at 630 pm
Internet Update The Municipality signed a contract in the spring of
2018 with Bell Aliant for the extension of fiber op
within the municipality Stage one of the project is
expected to be completed by December 2018 and
is currently on schedule Areas to be served in the
first stage include Rte 2 west to the Loyalist Road
the Lower Malpeque Road North York River Road
and Hiddenview and Osprey Drives the Rustico
Road and a portion of the New Glasgow Road to

The Council hoped to continue with Stage 2 next
year Considerations will be the next Notional Gas
Tax allotment the result of the Provincersquos Request
for Proposals (RFP) for the provision of internet
services and the wishes of the newly elected
Council
The Notional Allocation ndash Capital Investment Plan
Project has received funding through the Canada -
Prince Edward Island Gas Tax Program which is
managed by the Prince Edward Island Department
of Transportation Infrastructure and Energy
Other funds for the project are being contributed by
the municipality and Bell Aliant

LINE DANCING
Line Dancing with Margot Postma takes place on
Monday afternoons at 130 at the Milton
Community Hall Classes started on Sept 10 but if
you would like to drop in the fee is $3
Communities 13 Inc is a not-for- profit charitable
organization incorporated to construct own and
operate the APM Centre multi-use recreational
complex Each resident of the 13 communities is a
member of the organization and each community
has a representative on the board Since 2012 most
of the 13 Communities have been contributing to a
capital replacement fund at a rate of 06 cents per
$100 of assessment or $4154 from Miltonvale Park
annually The APM Centre is operating on a break-
even basis however as the building ages it will
become necessary for upgrades

There are about 3-4 meetings per year for this
well-run facility Please let the Council Office

TD Tree Days will take place on Saturday
September 29 from 9 am to 12 pm at the
Miltonvale Wellfield Site (16948 Route 2
Miltonvale Park) During the event 150 native
trees and shrubs will be planted A watershed demo
and interactive booth will show participants how
watersheds function and what impacts them
Attendees can also learn about the emerald ash
borer and their potential impact on the ash trees
Join the City of Charlottetown and TD for a fun
morning of tree planting Volunteers will receive a
tree keychain and be provided light refreshments
TD Tree Days is a free event and anyone interested
in volunteering can register in advance

The Miltonvale Wellfield Reforesting Project
began in 2012 with the goal of increasing
biodiversity improving water quality and creating

(bowling) for trips to National Sporting
Championships and to Sheila and Orville Curtis
who competed in an Atlantic Woodcarving
competition
St Johnrsquos Anglican Church Fundraising Fundscrip is a fundraising project of St Johnrsquos
Anglican Church in Milton Participants purchase
gift cards through the church which can then be
used to buy gas groceries meals at restaurants
clothing and building supplies Each purchase nets
the church anywhere from 2 to 20 depending
on the retailer There are over 75 national retailers
to choose from as well as local businesses
Because most of these cards are for weekly
essentials participants are spending no more
money than they would normally spend At the end
of the year the participant is issued a church receipt
for the amount of rebate that they have earned for
the church

participating in this fundraiser please contact

Refunds for Applications- A processing fee shall

DEVELOPMENT APPROVALS The province has a website called PEI Planning
Decisions There is a link on miltonvaleparkcom
to view all permits issued in case residents feel an
appeal is warranted Permits are listed within a
week of being issued and are posted on the main
level the Milton Community Hall There is a 21-
day appeal period to the Island Regulatory and
Appeals Commission (IRAC)

CHANGES to the DEVELOPMENT BYLAWS
Council is planning to review and amend the
bylaws to better address accessory buildings on
parcels with accessory apartments
Preliminary plans are to limit
accessory apartments to lots that are
at least one acre in area There are
also plans to increase the number and
size of maximum accessory buildings and
combined floor area to provide additional storage
when more than one dwelling unit lives on a
property The first draft suggests the following

A third change addresses temporary and seasonal
structures Section 432 may be added to the
bylaws
Small temporary or seasonal structures (such as a
screened-in tent or gazebo tarp barn storage or car
port greenhouse) are often used by residential
property owners for short-term storage or to
address a seasonal use and that these structures
when not permanently affixed to the ground (ie
no foundation) generally do not cause any
disruption to adjacent property owners or alter
surface drainage in a significant manner
Sections 432 Temporary and Seasonal
Structures
Temporary andor Seasonal Structures may be
permitted on a residential property subject to the
following
i The Structure may be placed or erected
on the Lot but not affixed to the ground
by a foundation or piles
ii The maximum floor area of the
Structure shall be 223 m2 (240 ft2)
iii The Structure must conform to the
setback and building separation
regulations of this Bylaw
iv The placement or erection of the
structure does not result in an alteration
to the natural surface drainage pattern
on the Lot
v The maximum time period permitted
for a temporary or seasonal structure is
150 days and only one temporary or
seasonal structure may be permitted on
a property in a single annual cycle
vi A Structure permitted under this
section is not considered and
Accessory Building and
vii A Development Permit shall be valid
for a period of not more than 150 days
and may be automatically renewed
annually as long as the structure is
placed or erected in the same location
as previous years
Suggestions The Council would like to address any other
items in the Development Bylaws that require
ldquotweakingrdquo If you have any suggestions

to allow residents to provide input

EMERGENCY MEASURES The Municipality installed a generator in 2013 at
the Milton Community Hall which has been
designated the Emergency Warming Centre for the
Community It will also serve as an Emergency
Operation Centre if an
emergency situation arises

outdoor burning in PEI during fire
season - March 15 to November 30
each year Camp fires do not require a
burning permit and are permitted unless
there is a fire ban

It is always illegal to burn any of the following

bull hazardous substances
bull biomedical waste

bull railway ties and other wood treated with
wood preservatives
bull waste materials from building or
construction sites or resulting from
building demolition unless permitted
under the Fire Prevention Act
bull trash garbage litter or other waste from
commercial industrial or municipal
operations
bull materials containing rubber or plastic
bull spilled oil or oil production by-products
except as required for the purposes of
forest management or fire suppression
treatment
bull materials disposed of as part of
reclamation operations or
bull animal manure

These meet special criteria for exceptional

Septic System Care bull Check your tank annually and plan to pump it
every 3-5 years
bull Do NOT put even small amounts of paints
solvents thinners nail polish remover and other
common household compounds down the drain as
that can kill the helpful bacteria that break down the
organic matter in the wastewater
bull Household disinfectants such as laundry bleach or
toilet bowl cleaner can be used in moderation
however overuse of disinfectants can kill the
bacteria in a septic tank
bull Septic tank ldquocleanersrdquo ldquostartersrdquo or ldquoenhancersrdquo
are typically of little value and are not
recommended
bullAvoid putting anything into the septic system that
doesnrsquot break down naturally or anything that takes

Anglican Church in Milton Participants purchase
gift cards through the church which can then be

clothing and building supplies Each purchase nets
the church anywhere from 2 to 20 depending
on the retailer There are over 75 national retailers
to choose from as well as local businesses
Because most of these cards are for weekly
essentials participants are spending no more

A third change addresses temporary and seasonal
structures Section 432 may be added to the
bylaws
Small temporary or seasonal structures (such as a
screened-in tent or gazebo tarp barn storage or car
port greenhouse) are often used by residential
property owners for short-term storage or to
address a seasonal use and that these structures
when not permanently affixed to the ground (ie
no foundation) generally do not cause any
disruption to adjacent property owners or alter
surface drainage in a significant manner
Sections 432 Temporary and Seasonal
Structures
Temporary andor Seasonal Structures may be
permitted on a residential property subject to the
following
i The Structure may be placed or erected
on the Lot but not affixed to the ground
by a foundation or piles
ii The maximum floor area of the
Structure shall be 223 m2 (240 ft2)
iii The Structure must conform to the
setback and building separation
regulations of this Bylaw
iv The placement or erection of the
structure does not result in an alteration
to the natural surface drainage pattern
on the Lot
v The maximum time period permitted
for a temporary or seasonal structure is
150 days and only one temporary or
seasonal structure may be permitted on
a property in a single annual cycle
vi A Structure permitted under this
section is not considered and
Accessory Building and
vii A Development Permit shall be valid
for a period of not more than 150 days
and may be automatically renewed
annually as long as the structure is
placed or erected in the same location
as previous years

Anglican Church in Milton Participants purchase
gift cards through the church which can then be

the church anywhere from 2 to 20 depending
on the retailer There are over 75 national retailers
to choose from as well as local businesses
Because most of these cards are for weekly
essentials participants are spending no more

of the year the participant is issued a church receipt

A third change addresses temporary and seasonal
structures Section 432 may be added to the
bylaws
Small temporary or seasonal structures (such as a
screened-in tent or gazebo tarp barn storage or car
port greenhouse) are often used by residential
property owners for short-term storage or to
address a seasonal use and that these structures
when not permanently affixed to the ground (ie
no foundation) generally do not cause any
disruption to adjacent property owners or alter
surface drainage in a significant manner
Sections 432 Temporary and Seasonal
Structures
Temporary andor Seasonal Structures may be
permitted on a residential property subject to the
following
i The Structure may be placed or erected
on the Lot but not affixed to the ground
by a foundation or piles
ii The maximum floor area of the
Structure shall be 223 m2 (240 ft2)
iii The Structure must conform to the
setback and building separation
regulations of this Bylaw
iv The placement or erection of the
structure does not result in an alteration
to the natural surface drainage pattern
on the Lot
v The maximum time period permitted
for a temporary or seasonal structure is
150 days and only one temporary or
seasonal structure may be permitted on
a property in a single annual cycle
vi A Structure permitted under this
section is not considered and
Accessory Building and
vii A Development Permit shall be valid
for a period of not more than 150 days
and may be automatically renewed
annually as long as the structure is
placed or erected in the same location
as previous years

St Johnrsquos Anglican Church Fundraising Fundscrip is a fundraising project of St Johnrsquos
Anglican Church in Milton Participants purchase
gift cards through the church which can then be
used to buy gas groceries meals at restaurants
clothing and building supplies Each purchase nets
the church anywhere from 2 to 20 depending
on the retailer There are over 75 national retailers
to choose from as well as local businesses
Because most of these cards are for weekly
essentials participants are spending no more
money than they would normally spend At the end
of the year the participant is issued a church receipt
for the amount of rebate that they have earned for
the church

Preliminary plans are to limit
accessory apartments to lots that are

also plans to increase the number and
size of maximum accessory buildings and
combined floor area to provide additional storage
when more than one dwelling unit lives on a

A third change addresses temporary and seasonal
structures Section 432 may be added to the
bylaws
Small temporary or seasonal structures (such as a
screened-in tent or gazebo tarp barn storage or car
port greenhouse) are often used by residential
property owners for short-term storage or to
address a seasonal use and that these structures
when not permanently affixed to the ground (ie
no foundation) generally do not cause any
disruption to adjacent property owners or alter
surface drainage in a significant manner
Sections 432 Temporary and Seasonal
Structures
Temporary andor Seasonal Structures may be
permitted on a residential property subject to the
following
i The Structure may be placed or erected
on the Lot but not affixed to the ground
by a foundation or piles
ii The maximum floor area of the
Structure shall be 223 m2 (240 ft2)
iii The Structure must conform to the
setback and building separation
regulations of this Bylaw
iv The placement or erection of the
structure does not result in an alteration
to the natural surface drainage pattern
on the Lot
v The maximum time period permitted
for a temporary or seasonal structure is
150 days and only one temporary or
seasonal structure may be permitted on
a property in a single annual cycle
vi A Structure permitted under this
section is not considered and
Accessory Building and
vii A Development Permit shall be valid
for a period of not more than 150 days
and may be automatically renewed
annually as long as the structure is
placed or erected in the same location
as previous years

Anglican Church in Milton Participants purchase
gift cards through the church which can then be

clothing and building supplies Each purchase nets
the church anywhere from 2 to 20 depending
on the retailer There are over 75 national retailers
to choose from as well as local businesses
Because most of these cards are for weekly
essentials participants are spending no more
money than they would normally spend At the end
of the year the participant is issued a church receipt

Council is planning to review and amend the
bylaws to better address accessory buildings on
parcels with accessory apartments
Preliminary plans are to limit
accessory apartments to lots that are
at least one acre in area There are
also plans to increase the number and
size of maximum accessory buildings and
combined floor area to provide additional storage
when more than one dwelling unit lives on a
property The first draft suggests the following

A third change addresses temporary and seasonal
structures Section 432 may be added to the
bylaws
Small temporary or seasonal structures (such as a
screened-in tent or gazebo tarp barn storage or car
port greenhouse) are often used by residential
property owners for short-term storage or to
address a seasonal use and that these structures
when not permanently affixed to the ground (ie
no foundation) generally do not cause any
disruption to adjacent property owners or alter
surface drainage in a significant manner
Sections 432 Temporary and Seasonal
Structures
Temporary andor Seasonal Structures may be
permitted on a residential property subject to the
following
i The Structure may be placed or erected
on the Lot but not affixed to the ground
by a foundation or piles
ii The maximum floor area of the
Structure shall be 223 m2 (240 ft2)
iii The Structure must conform to the
setback and building separation
regulations of this Bylaw
iv The placement or erection of the
structure does not result in an alteration
to the natural surface drainage pattern
on the Lot
v The maximum time period permitted
for a temporary or seasonal structure is
150 days and only one temporary or
seasonal structure may be permitted on
a property in a single annual cycle
vi A Structure permitted under this
section is not considered and
Accessory Building and
vii A Development Permit shall be valid
for a period of not more than 150 days
and may be automatically renewed
annually as long as the structure is
placed or erected in the same location
as previous years
Suggestions The Council would like to address any other
items in the Development Bylaws that require
ldquotweakingrdquo If you have any suggestions

Septic System Care bull Check your tank annually and plan to pump it
every 3-5 years
bull Do NOT put even small amounts of paints
solvents thinners nail polish remover and other
common household compounds down the drain as
that can kill the helpful bacteria that break down the
organic matter in the wastewater
bull Household disinfectants such as laundry bleach or
toilet bowl cleaner can be used in moderation
however overuse of disinfectants can kill the
bacteria in a septic tank
bull Septic tank ldquocleanersrdquo ldquostartersrdquo or ldquoenhancersrdquo
are typically of little value and are not

bullAvoid putting anything into the septic system that

WATER AND SEWER UPDATE About half the homes institutions businesses in
Sleepy Hollow are now connected to the municipal
water and sewer Residents need to get permits
from both the City of Charlottetown and the Rural
Municipality of Miltonvale Park before
connecting Miltonvale Parkrsquos development
permits to connect to the Cityrsquos services will be
free until March 31 2019
Owners of homes that were identified in the 2000
agreement signed with the IWMC are eligible for a
$700 rebate from Island Waste Management

the church anywhere from 2 to 20 depending
on the retailer There are over 75 national retailers
to choose from as well as local businesses

essentials participants are spending no more

of the year the participant is issued a church receipt

Dog Run In 2015 a Dog Park was installed at the
Miltonvale Community Park Thank you for
scooping up after the pooches in the park Dogs at
the park are to be leashed unless they are in the
fenced area
BYLAWS The Municipality is working on bylaws to meet
requirements of the MGA They are available on

maintain the community

Rte 2 amp 7 the Springvale entrance

Children who live in Miltonvale Park are invited to
a Halloween Party on Saturday October 27 2018
at the Milton Community Hall from 100 -300
pm
To help with planning please let the Council
Office know by Friday October 26 if you are
planning to attend ndash either with children or with
treats to pass out or if you would like to lend a hand
Saturday afternoon with some activities

open for day use The 247 washroom facility will
be closed sometime in October Please ensure the
door is tightly closed after you leave the washroom
