Proposed Electric Vehicle Charging Point & Associated Electric Vehicle Only Bays
We are writing to inform you of the Council’s proposal to implement new electric vehicle charging point bays in Post Road. Ealing Council and the Mayor of London have a shared vision to make vehicles cleaner and healthier so we are actively
working to develop an electric vehicle charging network for emission-free electric vehicles across the borough. We are
committed to rolling out a network of electric vehicle charging points (EVCPs) to encourage people who live, work and
visit the borough to use electric vehicles for their journeys, where they feel a vehicle is necessary.
As electric vehicles become more widespread and popular, the demand for charging points is growing. Benefits to
owning and using an electric vehicle as opposed to a petrol/diesel vehicle include:
• Exemption from vehicle tax, London’s Congestion and forthcoming Ultra Low Emission Zone Charges.
• Discounted residents’ permit charges.
• Zero exhaust emissions, contributing to our ambitions to reduce nitrogen dioxide emissions in the borough and improve air quality
• Less noise pollution as electric vehicles are quieter than petrol/diesel vehicles
This proposed EVCP is being privately funded as part of the Borough’s contract with Source London, which is a
network of EVCPs across London. The network is now being developed and managed by Bluepoint London (BPL).

Various technical aspects are also taken into consideration to ensure the safety of users. For example, a minimum of
two metres must be allowed between the charging point, parking bay and any other electrified objects (such as street
lighting). Resident requests for EVCPs, as well as Source London members and data on where EVCPs are already
registered, also play a role.

What is being proposed?
We are proposing to introduce three Electric Vehicle Charging Points (EVCPs) in Post Road. The EVCPs would
occupy existing parking spaces, as shown below. These bays would be reserved for those with electric vehicles
needing to use the charging points.
The visualisation shows what the electric vehicle bays (areas marked by green lines) and charge units may look
like, if they were installed on Post Road. Coloured LEDs at the top of the EVCPs improve visibility for visually
impaired residents and indicate the charging point status. The plan below shows the proposed location of the
EVCPs on Post Road.

Electric Vehicles in the London Borough of Ealing
This summer saw the completion of the first phase of Ealing’s commitment to building an EVCP network across the borough. 134 electric vehicle charge points (EVCPs) were installed - 70 standalone EVCPs were provided by Source London and a further 64 lamp column EVCPs, were provided by Siemens. We are now proposing to expand the network further, with an additional 138 Source London EVCPs planned for early 2020, subject to the results of this consultation. These will be supplemented by additional lamp column EVCPs. At the completion of this phase, every ward in Ealing will posses at least 2 EVCP locations. The Council’s initial EVCP network, is intended to provide an EVCP within 10 minutes walk of every household in Ealing. The network will then be further expanded, to reduce this time to 5 minutes, in future. The map opposite, shows the existing sites and the new sites proposed.

Electric Vehicle Registrations | Cumulative
The number of EVs in Ealing has grown rapidly. Data
from the Society of Motor Manufacturers & Traders
(SMMT) shows a significant increase in 2019 in
newly registered EVs in the London Borough of
Ealing. 220 EVs have been registered in 2019 so far
which amounts to approximately 24 cars a month -
a 21% increase compared to 2018.
Number of EVCP users
From June 2019 to September 2019, the number of
charge point users has nearly doubled from 47 to
88. This demonstrates that an increasing provision
of charge points in the borough, has encouraged
more individuals to purchase EVs and/or plug-in
hybrids. The Council anticipates further growth as
the EVCPs infrastructure is expanded during Phase
two.
EVCP usage in hours | 2019
The total EV charge point usage trebled between
June and September this year; increasing from 191
hours in June to 654 in September. As charge point
provision around the Borough improves, it is
expected that the number of electric vehicles and
charge point usage, will increase accordingly.

What happens next?
Subject to the results of the consultation, the proposed works are scheduled to be implemented by
March 2020. The charge point is being funded by Source London.
Prior to implementation a statutory Traffic Management Order (TMO) consultation will be undertaken, which
will involve advertising the changes in the Ealing Gazette and placing notices on site.
