I had decided not to pay a bribe to get my appt’s BESCOM meter transferred from the previous owner’s to my
name. I had decided that no matter what it took, I would not pay a bribe. Luckily, it was a hassle free process and
I did not have to pay a bribe at all.
Here’s a detailed version of how to get it done;
Documents Required
Write a letter to the Assistant Executive Engineer Electrical {AEE(E)}, BESCOM asking for transfer of the
electrical meter. Make sure you mention the following things;
Meter R.R number: This will be mentioned on your electricity billi.
Previous owner nameii.
Sale deed registration dateiii.
Sample letter for the above provided here [After all, Knowledge Management(KM) is about
reuse]

Go to the nearest BESCOM office (for me it was the office near the old airport -S7) and collect the
application and other forms [Form I to IV] for meter transfer.
They may not have it. You can download them from the BESCOM site here.i.A.
2.
Get a No Objection Certificate (NOC) from the previous owner or the builder – this is the last form in the
above download. Even a simple letter quoting the property details and R.R no will do. Make sure you
mention that all the related deposits can also be transferred.

If this property has a joint ownership, you will need a NOC from the joint owner(s) stating that
there is no objection in transferring ownership of the meter to your name.

Now, the Power Agreement and Indemnity bond are required. The sample copy of these are available in
the above download (2.a) as form II and form III. You cannot use a printout of those. These are available in
some electrical outlets as most BESCOM does not carry these. Where do you get them?
I got mine at Lakshmipuram [near Ulsoor on C.M.H Road]. Ask any electrical shop there – if
they don’t have it, they will direct you to one that carries it. I paid Rs.350 for both.

According to a blogger, GUNDAPI, Gowri electrical (next to Silver line bakery) at Kundalahalli
Gate after Marathahalli sells this

According to Leo, another blogger, these are available n a small tea shop near BESCOM office
at Kudlu gate on Hosur Road. He also mentions that they can be obtained from the BESCOM
office in Koramangala BDA complex for Rs.200 as well.

Sale deed copy: If you have the original, noting like it. Else get a notarized / ‘attested from bank official’
copy. The bank / home loan institution will give a letter mentioning that hat original copy is with them.
For those staying near HAL, notary details – D.K. Prakash, #2722, BEML Main Road, H.A.L. 3rd
Stage, Thippasandra Main Road, BLR -75. Landmark: Near Post Office. Ph: 080-25254564

Please note, I have not used the services of the mentioned notary.ii.

If you have transferred the Khata in your name, take it along. This is not mandatory. I got my Khata
transferred to my name later, so I did not have it.
6.
Copy of latest electricity bill. Please pay it before you show it to the official.7.
Do yourself a favour and buy a cardboard file to and file the above documents and mention the R.R no of the
meter on top in large letters along with your name and mobile no
Procedure
Fill up the above forms. In case of any queries, leave it blank and ask the BESCOM officials, they will help
you. Seriously, no kidding. . Don’t forget the witness signature in the power agreement above. It could
be useful if you note the serial number of your Electricity meter and current meter reading. I did not do this,
though. It got taken care of later.

Carry any original docs, if applicable and go to the BESCOM office on Airport road (S7) where the official
will check the papers and if ok, direct you to your property’s nearest BESCOM field office to get the J.E

field report. I mentioned to this official that that I did not want to go through an agent and so I am running
around myself as I have no intentions of paying anything to anyone. He just smiled.
Field report: I had to go to Basava nagar, next to Vibhutipura [No.80/A, 3rd Main,1st Cross,Talakavery
Layout, Basava Nagar, Bangalore – 560037 | Ph +(91)-(80)-25227961 ]. I picked up a lineman, who came
with me, noted the electricity meter details and scribbled it on the back of the application form [2.i]. I took
him back to the Basava nagar office where the Engineer signed off the noting made by the lineman. The
lineman has a huge ego, so treat him well and make sure you address him as Sir . I mentioned to the
lineman that I did not want to go through the agent and so I am running around myself as I have no
intentions of paying anything to anyone. I was asked to go to the Engineer’s room where I was sure I would
be asked a ‘service charge’. Nothing! I told him I was delighted that the whole process went so smoothly.

Now back to the Airport road S7 BESCOM office where the official asked me to pay a transfer fee of
Rs.100 for which a receipt was issued immediately.

He asked me to come after 10 days and collect the acknowledgement which I dutifully did.5.
The next bill is in your name. Phew!6.
Reference: Your area sub division number will be mentioned in your electricity bill. The list of all Service stations
is given here and the list of all officers along with their contact numbers are given here. Airport road is S7 Sub
division and headed by S. Ravindra who is an Assistant Executive Engineer Electrical [AEE(E)]. You can contact
him on 25220806 if you face any issues in S7.
The meter transfer officially takes only 7 days. It took even lesser and the meter no started appearing against my
name when I checked online. Ok, bet you didn’t know this – you can check your monthly bill here. You need to
enter the Sub division name and the meter R.R no to login. You can even check your current/previous bill
amount, usage history in terms of bill amount / units consumed with a graph to boot. Not bad for BESCOM, eh?

If you get your meter transferred using the above procedure, you are most welcome to treat me ! Now, you
can also pay an agent to get this done….which will defeat the entire purpose of this blog post! Grr…L The going
rate for an agent ranges from Rs.2000 to Rs.2500 all inclusive [Sept 2010 rate].

settling-down process. How many working professionals can afford to
do this? My friend who had also moved to his new house a months
earlier got it done sitting at home paying just Rs.500 (at that time of
course!) I was left wondering whether my crusading zeal was worth all
that effort.
The solution to all this is for the Govt. to make the procedures simpler
and straight forward, so just one or two visits to the concerned office
gets the job done.

filling electronic so that the engineer can refer to it in his system and it
could appear on the consumer website as well by entering the meter
R.R number….sigh!
It took me three trips – one to collect the form and find out details, one
to go to get the meter reading details and finally one to submit it. But
all three happened on the same day within a span of 3 hours as I had
looked up some details on the net and had the documents ready.

everything can be done within 500Rs.

Pradeep, firstly, khata transfer is independent of meter transfer
process. So that won’t matter. Secondly, it would be better if the
builder does the running around for the installation and not you. The
temporary connection will be in his name anyways.
The transfer will not be a problem but first a permanent connection
needs to be established.

a week or so.

only place where I had to pay was for the indemnity bond and power
agreement which was Rs 349 and the Rs 100 transfer fees.
I would like to add just one more point for even faster processing
which will actually save the double step of calling the lineman for
noting your meter details which you can easily do yourself:
Just make a note of the following things from your meter,they call it
meter details:
1. Current Meter Reading
2. Meter Manufacturer company name(example: Landis GYR etc.)
3. Meter Rating
4 .Meter Serial Number
5 .And most importantly if it is an apartment the total series of RR nos
of all the meters,they say it will not be transferred in your name if the
other meters have got any dues or penalties.(But I feel this step is not
very logical and has nothing to do with your meter transfer)

Glad that this post could help you out! This should encourage people
to try this on their own without succumbing to agents / bribe. Yeah, I
spent the exact same amount for this process. If the other meters
have got any dues or penalties in an appt, why should it be an issue
for our meter transfer? Strange are the ways of BESCOM!

it’s based on an established process from 1947!
Since, electricity bill is not like ration card or passport but a mere
address proof (on top of being a receipt, that is), I think a copy of sale
deed and an NOC from the previous owner is all that I see as needed
documents.
Do you have any idea how to force an amendment? Is it via a court
case or simple appeal to the govt?

But when I got my current bill, it is still reflecting the old owner name.
Any Idea how many days will it take to be updated in their system.

I will explain here, what i faced in my initial attempt.
i am staying in doddenakundi, near marathahalli. comes under same
sub division S7.
I called the customer service cell No. 080-22873333, to get the
address of S7. they are not ready to disclose the address. just they
gave me the phone no.s 080 – 25226774, 080- 25227961 & finally
9449844715, after 3 attempts. first 2 no.s are not working. the mobile
no. was working.
The guy who lifted the phone, could be the employee of that same
sub-division. His name, he mentioned as sadanand and he shared his
personal no. to contact – 9731128642. he asked me 1800 INR to get
my work done.
before that i was in touch with one of the broker, who just quoted
1500 INR. and he is reliable tooo. he have done for 10 flats in my
same apartment wihin one week.
Finally i come for conclusion to go with broker, where I can save 300
INR & proven record .
Last month I tried for my birth certificates, struggled a lot with the
formalities. totally exhausted. every table i paid. for bribe they kept
name as formalities & documentation.

valuable time and will be frustrated with Govt. official’s queries and
checks.
By Heart – It’s very sad moment. as an indian i am also the culprit in
this mess to make my country, the best in curruption. As a poor guy
not able to swim opposite to the strongest current of the river.
Oh god. save my country. Let Ratan Tata (or) some other’s come
forward to make these processes easy. ( same like Passport seva
kendra office in bangalore).

name for this . If sale deal is with bank ,get the sale deal attested by
them and get a letter which says that the original sale deal is with
bank . I paid just Rs 100 as fees and Rs 200 Indemnity bond .No
other fees . I went to Koramangala office ,they asked me to transfer
katha in my name and come back .I asked them to sign in a paper
after writing that without katha transfer this cannot be done .They
disagreed to do that .they asked me to leave office after by just
leaving this with them without acknowledgement .I resisted .I suggest
don’t bend before them ,just get happily “harassed” by them .If you
have all the documents ,just go directly to the senior officer who will
be sitting next door .If he is not there don’t worry . There is another
way to do this. I somehow forced them to receive the document set
and got a seal one the xerox copy .This is the acknowledgment .If you
can do that it is good ,if they are not ready to accept it don’t worry
,there is a simple last step . Send a Email to the senior flocks in the
following website . http://bescom.org/en/corruption/ Please believe me
,I got this transferred the very next day . Also BESCOM senior people
called me and I went their office they give me Tea and they taken me
to the office where all the drama happened .Took a detail report from
me .They assured me that action will be taken . I take this opportunity
to thank all the senior team who supported me .Lovely experience .
SO PLEASE PLEASE ,DON’T PAY BRIBE AND DON’T BE FOOLISH
TO DO SO . If you have all the documents ,it is just a matter of couple
of hours

smoothly, took about 4 weeks, but I have seen the results. The meter
has been transferred to my name. I must also post a big thanks to the
Seniors at the BESCOM office in Kudlu gate who were a great help
and did tell me that not all of them want a bribe to do a honest job!!
Managed to do all my work without paying a penny extra!! Hats off to
you and a big hats off to the excellent BESCOM seniors at BESCOM
office in Kudlu gate, Hosur road.

meter in my name without NOC. I have Sale Deed, Tax receipts,
