Electronic Cigarettes (E‐cigarettes) 

• Developed in China in 2003• Introduced around 2007 in the U.S. • Battery‐powered device that looks like a cigarette and delivers an aerosolized vapor containing nicotine and other chemicals to the user

• Designed to mimic cigarettes

ENDS use among youth

ENDS use is increasing in popularity among youth.

Between 2013 and 2014, current use of e-cigarettes tripled among U.S. middle and high school students.

E-cigarette use is now more common among U.S. and Indiana youth than conventional cigarettes.

ENDS liquids are available in over 7,000 flavors that may appeal to 

youth.

ENDS use among youth

Early research indicates that youth who use e‐cigarettes may be more likely to also start using combustible tobacco. 

Because of the harmful effects of nicotine on the developing brain, use of any tobacco product including ENDS among youth should be prevented.

cigarette companies sue to be regulated as a tobacco product.• 2010: The U.S. Circuit Court of Appeals for the D.C. Circuit rules that 

FDA must regulate e‐cigarettes as tobacco products• 2011: FDA announces its intent to move forward regulating e‐

cigarettes as tobacco products. • 2014: FDA proposes regulation of e‐cigarettes.

• Nicotine is a highly addictive substance that can generate life‐long, branded users 

• Reward, Attention, Cognitive Control, Anxiety, & Arousal are all affected by the action of nicotine on the brain

• The younger the age of initiating use, the harder it is to quit

• The tobacco industry is aggressively marketing these products to youth

Bottom Line…• E‐cigs are good for the 

tobacco industry and they are developing new twists on the product

• The vapor is not water but contains potentially harmful ingredients delivered in an aerosolized form

• There are currently significant lapses in regulation, product safety and quality control

• E‐cigs are being target marketed and used by youth, tactics are similar to past tobacco marketing 

• There is no good evidence yet to recommend them for cessation

• Smoke‐free policies vary related to protection from e‐cig aerosol despite evidence that the aerosol contains potentially harmful constituents
