Preliminary Review Process

The Electronic Plan Management system (EPM) is an online tool designed to allow architects, engineers, and designers the ability to oversee their projects as they go through the plan review and permitting process. All pertinent information related to the project is visible on the dashboard, with real time updates. The web address is:

KEY NOTES:

Once you have saved the master file for Preliminary Review from the Download Application Form, you may use it as a template for all future applications. It is necessary to download over and over if you do not wish.

Once you begin completing the form, it is not necessary to fill out all of the information at one time. You may save the form and come back to it at a later time and date. Once it is complete, then you may go to the Download Application Form page and Submit the Application Form.

On the log in page, log into your account.

From the home screen, select Submit Application.

On the Download Application Form page, select Preliminary.pdf.

The Preliminary Review form will open and look like this. At the bottom of the first page, after you have read the terms and conditions, select I Accept or I do not Accept. If you do not accept, the application will not advance.

Complete the sections as applicable to your project.

Enter the address of the project. When entering the Roadway Type, use BLVD for Boulevard when applicable.

NOTE: Work on Previously Occupied Existing Building is equivalent to previous category, Renovation.

Please enter the Project Manager information.

Preliminary Review Process

In this section, please enter an accurate detailed description of the scope of work of the project. The more information provided here assists in a more accurate estimation of the project for plan review time and reduces the chance of issues during the plan review process.

In the Agenda section, enter the questions and issues that will be discussed at the preliminary review. This information allows the plans examiners time to perform research prior to the meeting if necessary.

Preliminary Review Process

Please indicate if this will be a formal preliminary review.

A formal preliminary review is a preliminary review that will have minutes of the meeting taken at the meeting and later typed and upload to our department for agreement between the plans examiners and the seal holders. The minutes must be submitted to our department with in 5 business days of the preliminary review meeting. Once a formal preliminary review has been held and meeting minutes have been approved, should the project go to a third or subsequent review, the hourly rate will be waived.

A informal preliminary review does not require meeting minutes and is not eligible for the dismissal of the 3rd and subsequent review charge.

This example is for a formal preliminary review.

Please indicate if you have had a preliminary review on the project.

If yes, additional questions will be asked. It is important to provide this information so the projects can be linked together to maintain an accurate history of the project.

Please indicate the trades requested for the preliminary review and any specific plans examiners. If no plans examiner is specified, the first available date will be assigned. It is not required to name plans examiner.

Once the information is complete, save the form in a convenient location with a file name that will be easy to identify.

PLEASE NOTE: You can stop and save the form at any time. It is not necessary to complete the form before saving. You may come back to it with additional information.

Once the form is complete and you are ready to submit the project, go to the Download Application Form page. Click on Browse… to upload your saved pdf.

When you click on Browse, the Choose File window will open, go to the directory where you saved the file, select the file and select Open.

The file will be placed in the Application Form area. If this is the correct form, select Submit.

If you have entered incorrect information, the form will not be accepted. If you need to make a change, simply open the pdf file, make the changes, save and go through the steps to submit the application again on the Download Application page.

Once the application has been accepted, if the address matches multiple choices, it will ask you to verify the correct address.

Highlight the correct address and press continue.

When the application is received, it will be assigned a project number.

At this point, Mecklenburg County staff will estimate the project for review and schedule the preliminary review meeting.

Once a preliminary review meeting has been scheduled, you will have the opportunity to open the Schedule PDF, view the scheduled meeting date, then Accept/Reject Review Date. If the date is good, accept the review date by clicking on Accept/Reject Review Date. If a different date is needed, Reject the Review date and staff will reschedule.

Once the meeting has been held, Upload Minutes within 5 business days.

Click Browse, select the appropriate file, and click submit. (This process is similar to submitting an application)Once minutes have been uploaded, the plans examiners will be notified and they will review the minutes. If they approved the minutes, they will approve them in the EPM system. If they do not approve the minutes, you will be notified to make corrects and re submit the minutes.Once all of the plans examiners have approved the minutes, the project will be closed.

Preliminary Review Process

If an informal review is requested, all the steps are the same, except, once the meeting has taken place, meeting minutes are not required to be submitted. At the conclusion of the informal preliminary review, the coordinator will close the project.

When submitting the project for OnSchedule review, please be sure to indicate a preliminary review has been held and give the corresponding project number. This ties the projects together.
