ELEVENTH STEERING COMMITTEE MEETING OF CASP-AP CIVIL AVIATION AUTHORITY OF MACAO SAR, CHINA (AACM) 12 and 13 JUNE 2014 SUMMARY RECORD The 11 h Steering Committee Meeting (11 SCM) of CASP-AP was hosted by the Civil Aviation Authority of Macao (AACM) at the Macao Science Center on 12 and 13 June 2014. The SCM was attended by forty five participants of whom thirty four represented fourteen Member States and Administrations. In addition to Member States and Administrations, Partner organisations at the meeting included one representative from Australia, one from New Zealand Aviation Security Service (AVSECNZ), one from the British High Commissioner, India, one from the United States Transportation Security Administration (TSA), two from the International Air Transport Association (IATA), two from the Airport Council International (ACI) and one representative from the Association of Asia Pacific Airlines (AAPA). Two participants represented CASP-AP. Opening Session Mr. Yap Ong Heng, Director-General, Civil Aviation Authority of Singapore (CAAS) as Chairman of the 10th SCM, thanked the Civil Aviation Authority of Macao for hosting this 11th Meeting of the CASP-AP Steering Committee and expressed his appreciation to all the participants for their presence and contributions in the next two days. The Chairman reiterated that threats to aviation continue to evolve as terrorists seek to use different strategies to get around countermeasures and target aircraft, passengers and aviation facilities. The Chairman mentioned the very recent attack on Jinnah International Airport in Karachi, Pakistan’s busiest airport, killing 28 people. The danger that old and new threats pose to civil aviation operations continues to be of serious concern. The Chairman indicated that CASP-AP continues to play a key role in addressing the gaps experienced by States and Administrations in the diversity of aviation security systems and capability levels. The continuation of CASP-AP and its activities, with the active involvement of Asia-Pacific States and Administrations is thus crucial for enhancing our aviation security systems. The Chairman stated that 14 months have passed since Singapore assumed the Chairmanship of the 10th CASP-AP Steering Committee. As with previous years, CASP-AP has been very active and effective in meeting the capacity-building and training needs of its Members despite budgetary constraints. In Phase II, the number of training courses, workshops and assistance missions for CASP-AP Members has increased by 25%. Approaches in delivering the activities have also taken a more collaborative and innovative path, enabling optimal utilization of the limited resources to yield very positive results. The achievements would not have been possible without the support and cooperation of all Members, Partners and other stakeholders. Singapore’s chairmanship was marked by the extensive involvement and preparation in the transition of CASP-AP into Phase III, including the hosting of the Special Meeting of the 10th Steering Committee which served as a platform for Members to raise pertinent issues for further deliberation. CASP-AP has proven to be useful in contributing to the enhancement of aviation security expertise and standards in the Asia Pacific region. Members have all experienced the benefits of the CASP-AP programme and its activities.

ELEVENTH STEERING COMMITTEE MEETING OF CASP-AP CIVIL AVIATION AUTHORITY OF MACAO SAR, CHINA (AACM)

SUMMARY RECORD

The 11h Steering Committee Meeting (11 SCM) of CASP-AP was hosted by the Civil Aviation Authority of Macao (AACM) at the Macao Science Center on 12 and 13 June 2014. The SCM was attended by forty five participants of whom thirty four represented fourteen Member States and Administrations. The Chairman of the 10th SCM concluded by thanking the ICAO Asia Pacific Regional Director Mr. Arun Mishra, and his predecessor, Mr. Mokhtar Awan, as well as the ICAO Asia-Pacific Office for their strong cooperation and support of the CASP-AP Programme for the benefit of States in the Asia Pacific region. He expressed his appreciation to the CASP-AP Programme Coordinator and Technical Assistant for their dedication and hard work. The Chairman of the 10th SCM affirmed Singapore’s ongoing commitment to the CASP-AP Programme and handed the Chairmanship of the Steering Committee over to Macao. Handover of Chairmanship At this time, the Chairmanship of the 10th SCM by Singapore was formally handed to Macao SAR, China and the 11th SCM commenced. Mr. Simon Chan Weng Hong, President, Civil Aviation Authority, Macao China as Chairman of the 11th SCM, opened the meeting by thanking DG Singapore and his colleagues of CAA Singapore for their efforts, their contributions, and their full dedication throughout the Chairmanship of 2013 to 2014. Their work made it a fruitful year for CASP-AP, and provided assistance and support to all Members. The Chairman highlighted that Phase II of the CASP-AP will conclude very soon and this Meeting is indeed a historical moment and is a very important one because it will set the Programme Directions and Objectives for Phase III of the Programme, commencing from 1 July. Phase III of the Programme will prioritize targeted and customized assistance and sustainable capacity building within Members as well as greater cooperation and coordination in aviation security matters among Members, using regional assets as far as is possible. The Chairman encouraged the Member States and Administrations to maintain their Membership of CASP-AP for Phase III and keep up their commitment, support and contribution to the Programme; so that CASP-AP can keep on providing services to Member states and Administrations such as sustainable capacity building, technical assistance and training. The Chairman invited the non-Member States in our APAC region to join the CASP-AP family as Members and welcome more international associations and the industry to join the CASP-AP family as Partners. PC/CASP-AP PC started by extending apologies on behalf of three States – Republic of Korea, Mongolia, and Viet Nam – for their inability to attend the Meeting. Subsequently, the PC highlighted that CASP-AP is pleased to note the presence of many Members and Partners today. The PC read a Statement on behalf of the Regional Director (RD), ICAO Asia and Pacific Office wherein the RD thanked the DG Chan for the warm welcome to Macao and to this Eleventh Steering Committee Meeting of CASP-AP. The RD expressed his regrets for not being able to attend this Meeting due to a clash of timings with duties in Montreal. The Meeting was informed, through the RD’s statement, that CASP-AP has given significant assistance to many States and Administrations in the Region and it has also demonstrated its flexibility as it has continuously adapted to the changing requirements of progressive amendments to SARPs. Your deliberations and outcomes for this meeting will allow future assistance to be fully directed and to provide enhanced results. The Meeting was informed of the changes in the ICAO global management system for Regional Programmes. Under this change, the Regional Director is given more responsibility for management and oversight of the Programmes in this Region which will require the RD to work more closely with the Chairman and Steering Committee as well as the Programme

Coordinator. The purpose of this change is to more closely integrate the directions and outcomes of the ICAO Regular Programme and the cooperative, regionally based organizations, so as to give the best results for the States. In his message read by the PC, the RD reiterated that this Programme is administered by ICAO for the benefit of the Members. It exists for the Members and is largely funded by the Members to achieve their desired goals. The message concluded by thanking the DG and staff of CAA Singapore for their considerable support to CASP-AP during their Chairmanship and also thanked the DG and staff of CAA Macao and CASP-AP for the preparation they have put into this meeting. The organization looks to have a bright future and the Regional Office is happy to support and share in this. The message concluded with the RD passing on his kind regards and best wishes for a thoughtful, fruitful and enjoyable meeting. Adoption of Agenda1 The proposed agenda for the 11th SCM was tabled for consideration. The PC highlighted that the Agenda was organized to allow us to complete discussions for Phase II before moving on the Phase III issues:

Different sections of the Agenda covering administration and performance, finances and Membership in Phase II, consideration for Phase III and the annual work plan for the next 12 months.

The major issues for subsequent discussion (i.e. Finances, Work Plan, Staffing and other considerations for Phase III) would be introduced in overview early in the meeting to allow Members time to digest the content. Each of the major issues would be presented with an explanation and discussed in detail on Day 2 to allow informed decision-making.

Final financial information, not provided in previous papers would be provided to support the budget and work plan discussions.

Presentations provided would include those from the PC, acting as the Secretariat, and Members and Partners.

The meeting adopted the proposed agenda. Perspectives of 10th SCM – Singapore The Chairman of the 10th SCM presented on the preceding 14 months of CASP-AP, thanked Macao for hosting 11th SCM and extended a warm welcome to Members. Mr. Yap Ong Heng presented a list of significant achievements made during 10th SCM, especially Singapore’s involvement in the transition and preparatory work for CASP-AP Phase III. He highlighted that as with previous years, CASP-AP has been very active and effective in meeting the capacity-building and training needs of its Members, including its innovative approaches on hosting of activities, targeted assistance, development and sharing of Models Programmes, sub-regional workshops, partnerships and ATOM. He stressed the importance of ensuring financial contributions by Members which will allow the continuance of CASP-AP and enable the Programme to concentrate on training and sustainable capacity-building for APAC region. Future considerations for Aviation Security - ISD-SEC PC presented a PowerPoint presentation on behalf of the Implementation Support Development – Security (ISD-SEC) which gave an overview on the Aviation Security Policy, Facilitation Policy, Aviation Security Audits and Aviation Security Assistance. The Meeting was informed of the recent policy milestones that govern ICAO’s security-related activities and the endorsement of a new policy statement for the coming three years at the recent 38th Session of the ICAO Assembly, as well as the ICAO’s Strategic Objectives 2014-2016. The

presentation also covered the outcomes of the 38th ICAO Assembly which endorsed a plan to implement recommendations of the HLCAS including the following priorities:

- Promotion of risk-based approaches; - Achievement of sustainable security measures; - Mutual recognition of security arrangements; - Emphasis on technology and innovative processes; and - Targeted assistance activities.

The Meeting was also informed of ICAO policies towards the enhancement of the global civil aviation security and facilitation including the increased emphasis on facilitation. The presentation raised considerable discussion and questions from Members. India: In order to carry out the Facilitation programme, it is necessary to deploy more security forces, how is the ICAO’s comment on it? How about the balance between safety and security? PC: States should use a risk-based approach in order to allocate resources for security. Coordination with facilitation is a strong consideration to provide effective outcomes. Cambodia: How can the States receive assistance and support? PC: CASP-AP is one of the platforms to seek assistance and support and there are others, including bilateral support. UK: Can ICAO provide some examples/explanation of risk based approach? PC: Explained that Risk based approach has been addressed in Annex 17 for several years already. Annex 17 provides SARPs which are relatively outcome based and allow states to consider how best to achieve those SARPs. For assistance and support from ICAO, it provides two Risk Management Workshops this year in APAC and the course will be provided again next year. An example of risk management is one CASP-AP State which has combined aviation safety compliance checking and aviation security quality control personnel into a single, independent section. The idea of this is to put safety background personnel and security background staff together so they will learn from each other’s strengths. Hong Kong: As HKCAD is recently preparing the compliance checklist in the USOAP-CMA and Facilitation is one of the item in it, however, in the same time Facilitation is also closely related to aviation security as well, Will ICAO consider Facilitation under USOAP-CMA or USAP-CMA? PC: explained that Security related provision in Annex 9 FAL will definitely be covered by USAP-CMA. However, there may be some SARPs in Annex 9 related to Safety and if so then those will be covered by USOAP-CMA. PC was not sure if there were any such safety relevant SARPs. Hong Kong: As required by Annex 17, a NCASP and ASP is required to be established at the national level and airport level in order to set AVSEC policies and coordinate the implementation with concerned entities, does it also apply the same as in facilitation, that States shall establish both NATFP and AFP? For example Singapore, HKG and Macao have one airport. Is it sufficient to have just one national FAL programme, rather than two programmes, national and airport level? PC: As with many other SARPs, States have a large amount of discretion on HOW they will achieve the required outcome and then just may need to satisfy USAP that they have done so appropriately. So, to a degree it is up to the states to decide, whether to combine or separate in different levels. I believe it is likely that there is a need for two Programmes as national level Policy and airport level coverage are different.

Singapore: Singapore has two programmes, airport FAL programme is more specific and detailed, national FAL programme is more in policy and direction. Question from HK to Singapore: Who is the owner of the FAL programme; Ministry of Transport or CAA Singapore? Singapore: State should form a national air transport FAL committee. In SGP, DG is the Chairman of the Committee and as the Chairman, the DG takes the leading responsibilities of the committee. Indonesia: Relating to cargo security and concerning Regulated agent, customs and other entities, are there any suggestions on how to prevent drug trafficking as these cases are increasing recently in Indonesia? PC: explained that the Customs focus more on cargos and property arriving in the State rather than those outgoing from the State. However, Aviation Security focuses more on cargos and properties departing from its State. Nonetheless, all of the above aspect should be coordinated via national level platforms such as National Civil Aviation Security Committee (NCASC) and the National Air Transport Facilitation Committee. A Regional ICAO perspective – ISD-SEC The Administrative Associate/Technical Assistant presented a PowerPoint presentation on behalf of the Implementation Support Development – Security (ISD-SEC) which gave an update on the Regional Aviation Security Programme and Activities in the APAC Region. The Presentation discussed the objectives, initiatives and outcomes of the Regional Aviation Security Coordination Forum. An overview of the Aviation Security Training Centre, Universal Aviation Security Audit Programme Continuous Monitoring Approach (USAP-CMA) and AVSEC Point of Contact Network Test was also provided to the Meeting. SESSION 1 - ADMINISTRATION AND PERFORMANCE DP 1 - Actions arising from 10 SCM PC updated that out of the 5 actions directed by the 10th SCM, 4 had been completed and one other was underway. The Meeting was informed of the agreed Chairing for the next five years under Phase III as follows: 2014/15 - Macao SAR

2015/16 - Lao PDR 2016/17 - Malaysia 2017/18 - Myanmar 2018/19 - Maldives (TBC)

PC updated that the financial contributions from Members has been variable but has increased. PC also highlighted the work completed under the Annual Work Plan 2013/14 and informed the Meeting that Phase II ends on 30 June 2014 with Phase III starting on 1 July 2014. DP 2 - Overview of performance during 2013/14 including the Annual Work Plan (AWP) 2012/13 and Phase II achievements – PC CASP-AP Membership PC updated that out of 24 Members, 15 have signed the CASP-AP Phase II Programme Document. There are four member States that are in-active in CASP-AP with limited communication. However, the PC continues to initiate communications with these Members and he suggested that if any other Members had bilateral relationships with these States, they might be able to assist. The Meeting should note that there were 5 States that had

provided no financial contributions in Phase II, although one of these had committed to pay the final year of Phase II. Special SCM in Singapore The Meeting was informed that a Special Meeting of the Tenth Steering Committee of CASP-AP was held at the Singapore Aviation Academy, Singapore, on 13 February 2014. This very worthwhile initiative of Singapore was specifically to provide information to Regional States and Administrations on the directions for Phase III and intended initiatives to meet these directions. Phase II Support and Assistance The Meeting was informed of the following support and assistance recently provided by CASP-AP:

Technical Assistance Missions: 2 General Assistance Missions (Mongolia and Bangladesh) were conducted to assist with rectification of USAP-identified deficiencies and other aviation security related findings;

Technical Documents: efforts have been made to review and upgrade existing CASP-AP documents to meet the 2011 (Amendment 12) and 2013 (Amendment 13) changes to Annex 17. The Meeting was provided with a copy of the updated Model programmes at Amendment 13 level as follows:

a. Model National Civil Aviation Security Programme; b. Model National Civil Aviation Security Quality Control Programme; c. Model Inspector Handbook/Manual d. Model National Civil Aviation Training programme; and e. Model Air Traffic Services Providers Security Programme

Training courses/workshops: Twelve (12) standard training courses / workshops have been conducted recently covering nearly all spectrum of Aviation Security.

QC Implementation: Under Phase 1 and 2 of the Three Phased QC Implementation Approach, two specialized QC workshops were conducted and assistance missions were/will be conducted to six (6) states to provide assistance and guidance for National Quality Control Programme approval and the planning of implementation.

Other support and assistance included the conduct of Development Workshops, Partnering with Member States in organizing courses/workshop and the conduct of the two very effective Annual Technical and Operational Meeting.

The AWP 2013/14 The Meeting noted that the AWP 2013/14 was largely completed successfully however fell short of the approved activities in some areas due to various reasons including political disruptions in Thailand and cancelation/postponement of agreed activities by the Member and limited staff resources. Legal Seminar/Assistance: The Meeting was informed that based on the feedback of the Survey conducted by CASP-AP to identify Members’ need of the Legal Seminar/Assistance, this activity was NOT conducted under AWP 2013/14 but is to be considered for AWP 2014/15. Management: The Meeting noted that as a result of a HQ ICAO decision, some aspects of the management of CASP-AP were changed early in 2014. As a result of this decision, all Regional Cooperative Programmes will have a greater level of management and oversight by the Regional Director. There will be greater interface between the Regional Director, the Steering Committee and the Programme Coordinator. PC reported that for CASP-AP however there is already full coordination of activities between the PC and the Regional

Officer Aviation Security and the PC regularly briefs the RD, so it is in areas like travel approvals etc that there may be any change. Challenges The Meeting noted the challenges faced by the Programme, including the financial constraints which prevented SME hiring to assist with training or development. PC informed that internal communications has been a challenge but it is improving and will be better as the CASP-AP website has been created. PC also reported that some activities were constrained by funds and the small staff of CASP-AP. SESSION 2 – FINANCES AND MEMBERSHIP PHASE II DP 3 - Status of Contributions, Budget and Membership for 2013/14 and end of Phase II – PC CASP-AP PC presented on the status of finances as they relate to both contributions from Members and costs of services undertaken by CASP-AP, as at the completion of phase II including carry forward of funds to commence Phase III The AWP approved by the 10th Steering Committee considered available funds to support the Programme for the period of the AWP. PC had to tailor the Work Plan to fit within the budget and overall the AWP was run quite frugally. CASP-AP was constrained, particularly in the hiring of International SME/STEs and Members could not gain maximum benefit from the Programme. He indicated that for AWP 2013/14, all training activities have been undertaken only using in-house staff (PC and TA) and the kind assistance from Aviation Security Service, New Zealand which had provided instructors at no cost to CASP-AP on 4 occasions. He also noted the continuing financial support to CASP-AP from Canada which is considered one of our supporting Partners. The Meeting noted that CASP-AP achieved most of the AWP, with slippage of some items due to other factors. Conclusion 1: Discussion Paper No. 3 - Status of Contributions, Budget and Membership for 2013/14 and end of Phase II The Meeting noted that remaining funds under Phase II and any financial contributions made by Members for Phase II, even after CASP-AP have moved to Phase III, will be transferred to Phase III to allow the Programme and Annual Work Plan activities to continue effectively. The PC reported that it was not possible to be totally accurate because not all accounts were received etc but approximately $235,000 would be carried forward from Phase II to Phase III. The Meeting urged Members who have outstanding Annual Financial Contributions from Phase II to address these as soon as possible so that the Programme may continue to provide assistance.

SESSION 3 - CASP-AP PHASE III CONSIDERATIONS - EXPLANATIONS DP 4 Phase III Programme Document - PC CASP-AP

PC presented an overview in relation to the finalization of the Programme Document (ProDoc) for Phase III of the Programme including methods of achieving the directions agreed at 10 SCM and processes for the transition to Phase III. He highlighted the new Objectives and Outcomes for the Programme under Phase III and informed the Meeting that detailed discussion on the strategies to achieve these objectives, financial and administrative

considerations including staffing for Phase III will be on day two. At this time it is important to make sure there is clear understanding of what is being presented. Note: The overview presented by the PC in relation to the Phase III Pro Doc is not provided here as it would duplicate the more detailed coverage of this discussion shown under Day 2. DP 5 Introduction to draft Annual Work Plan 2014/15 PC introduced the Draft Annual Work plan for consideration by the Steering Committee and briefly explained the rationale behind the Plan and the new items. PC also provided an overview on the selection of tasks for the AWP 2014/15 and discussed the resource issue which was crucial for the successful execution of the AWP.

Note: The overview presented by the PC in relation to the AWP 2014/15 is not provided here as it would duplicate the more detailed coverage of this discussion shown under Day 2. DAY TWO:

SESSION 4 – CASP-AP PHASE III (Continued)

Prior to the beginning of session 4, the Representative from CAA Bangladesh on behalf of the Meeting thanked CAA Macao for the excellent hospitality and wonderful dinner hosted by the CAA Macao. He also thanked the CASP-AP and CAA Macao for the extensive work that had gone into the preparation of the SCM. Future considerations for aviation security and FAL PC continued his presentation on this subject and provided an update on ICAO aviation security and facilitation developments, on behalf of Aviation Security Branch of ICAO. He provided an overview of ICAO’s assistance in identifying and addressing security needs and priorities of States as well as ICAO’s means to foster capacity-building and promote the development of AVSEC programmes. The Meeting was informed of the ‘assistance principles’ used by ICAO, the overview of the second cycle of USAP and the details of USAP-CMA including the goals and advantages of this major ICAO initiative. DP 4 Phase III Programme Document - PC CASP-AP

PC continued with his presentation for DP 4 and its attachments wherein he informed the Meeting that the draft Phase III Programme Document was built on initiatives and lessons learnt in Phase II and the directions agreed at 10 SCM. He explained the objectives and vision of Phase III, role of Members especially relating to the signing of the Programme Document, and strategy for increased support in-kind. The strategy for the Programme extension including Members’ annual financial contribution and appropriate staffing for the Programme were discussed. The justification for an increase in CASP-AP Staffing and various options available for additional resources were also discussed in detail. The “Lessons Learnt’ from Phase II included in the document provides strong guidance for the drafting of the Phase III ProDoc. Each of these lessons was discussed at 10 SCM and the Special Meeting of 10 SCM.

- The need to continue to provide assistance to Members to reduce lack of effective implementation (LEI);

- The success of some new Phase II initiatives; - The need for continued development/presentation of targeted training; - The inability of members to implement policy; - The need for targeted advanced activities;

- The value and success of standardization and/or harmonization by the use by Members of ‘model’ Programme;

- The value of ATOM for technical exchange; - The difficulties for management of the programme caused by variability in

financial contributions from members; and - The need for CASP-AP to increase capability to assist members

Roles of Members The PC reported on ‘in-kind’ support activities described in the ProDoc which can reduce Members’ Annual Financial Contributions (AFC), but only up to a maximum reduction of 35% of AFC, so as not to deplete Programme funds inappropriately. The Meeting noted the value for the in-kind support is set at $350/day. The process is flexible to assist Members but will be transparent. Members Annual Financial Contribution The PC reported that Phase III will continue to use agreed World Bank statistics on the socio-economic situation of Members to establish Members standing in a set of four levels for Members’ Annual Financial Contributions. CASP-AP Phase III Members AFC Proposal which shows each Member State or Administration’s AFC by grouping members using the World Bank gross national income (GNI) statistics was provided. Additionally, the ‘Assessment of Likely Annual Financial Contributions (AFC) by Members’ which is an attempt to give an indicative income basis for CASP-AP so that informed budgetary decisions can be made, was also provided to the Meeting. PC reiterated to the Meeting that serious shortfalls in income below the figure shown would affect the level of assistance and support provided to Members and therefore the outcomes of the Programme. Additional or un-planned income received would allow more activities to be placed in future Annual Work Plans. The original invoices for Members’ first year financial contribution of Phase III were provided to the Meeting. The Meeting was further informed that Members will annually receive another invoice around November–December for payment by June the next year. The original invoices (and the CD containing the SCM information) were mailed to Members who were unable to attend the SCM. Appropriate staffing for CASP-AP PC brought to the attention of the Meeting that at the 10 SCM there was a strong will demonstrated for CASP-AP to do more and to do it in the most cost-effective manner by using national and regional experts and other mechanisms such as in-kind support. The Steering Committee provided direction for an increased emphasis on training and sustainable capacity building for Members. Sustainable capacity building requires the PC to allocate more time to Members in an advisory, mentoring and collective training role. The expected outcomes could not be achieved with just PC and half a person assisting. The Meeting was informed that the objectives of previous Phases and Phase III, as well as the indicative budget for the last 10 years confirm the ongoing need for a training specialist. Thereafter, the Meeting was asked to reassess the staffing for CASP-AP as a mean for CASP-AP to focus on training and sustainable capacity building. Noting that the Special SCM asked the PC to make clear the effects of additional staffing, the PC informed the Meeting that the softcopy of the ProDoc used some color coded text as a method of indicating the effects of an additional staff position or continuation of the status quo. The text shown in Yellow indicates the Objectives and Outcomes which may be able to be partially achieved without an additional staff member, although it is difficult to estimate how much of each will be achieved. The Objectives and Outcomes shown in Red text will not be achievable or commenced without an additional staff Member. If the Steering Committee

decides not to agree with the recommendation for an additional staff Member then the Red text will be removed to allow finalization of an accurate ProDoc. The appropriate staffing for CASP-AP paper was tabled for discussions. PC stated that this is fundamental to the required outcomes of Phase III and then recommended that this proposal be discussed by the Meeting to allow informed decision-making. Members asked some questions of clarification on the paper. Immediate Objectives and Outputs The Meeting was informed that Phase II of the Programme mainly focused on providing assistance in the removal of various forms of LEI deficiencies identified during USAP audits, including necessary training of member’s staff. This function will continue in Phase III in various forms. The second major task of CASP-AP in Phase II was ‘creating a regional structure for cooperation and coordination’. It was agreed at 10 SCM that this requirement had been met and that as other fora such as the Regional Aviation Security Coordination Forum (RASCF) provided this same function, that it would be removed as a major task for Phase III. The Objectives and Outputs in the draft Phase III ProDoc have been rewritten to reflect these changes, as directed by 10 SCM. The PC reported the Objectives and Outputs which provided the definitive ‘deliverables’ of Phase III and of what CASP-AP Phase III will achieve. These are the basis for all of the work to be undertaken under the Annual Work Plans, successively discussed and approved by SCMs. Phase III Budget 2014-2019 The Meeting was informed that the Indicative Budget for Phase III, based on the draft ProDoc, is $455,000 per annum. PC also informed the Meeting of the CASP-AP’s ‘Assessment of Likely Annual Financial Contributions by Members’ using various facts and estimates. This provided an overview of the anticipated income of the Programme based on present income/commitments. PC informed the Meeting that CASP-AP has considered a variety of measures to minimize costs and provide more cost-effective solutions to maximize its outputs via this draft ProDoc, including the use of sub-Regional approaches to training, partnering/hosting, and the increased use of regional/national experts for training. PC reported that the use only of short term SME and in-kind support will provide less result from same funds and has other disadvantages. Whereas the employment of the National Training and Capacity Officer, supplemented by special SME, will ensure that the outcomes of ProDoc are achieved. The PC concluded this Discussion Paper by inviting the Meeting to review the draft CASP-AP Phase III Programme (Extension) Document (the ProDoc) including the three Attached Papers which addressed the mechanisms suggested to be used to meet the directions of the Tenth Steering Committee Meeting. Conclusion 2: Discussion Paper No. 4 - Programme Directions and Priorities Transition and Implementation of CASP-AP Phase III The Meeting undertook a detailed review, amended slightly and then approved the Phase III Programme Document as the guiding document for commencement of Phase III on 1 July 2014 and the management of Phase III through to 30 June 2019. In particular, the Meeting noted the following:

o Vision of Phase III o Role of Members o Strategy for increased support in-kind o Members Annual Financial Contribution (maintained at 2009 level) o Appropriate Staffing for CASP-AP o Immediate objectives and outputs of Phase III

For Phase III, the Meeting agreed the need for all Members to sign the CASP-AP Phase III Programme Document. The Meeting urged Members which have difficulties in signing the Programme Document to seek assistance from PC in the provision of specific letters etc to assist with this. The Meeting also agreed that the CASP-AP Programme will be managed flexibly to allow those Members having difficulties in signing the Programme Document to continue to participate in the Programme; at least until the next Steering Committee Meeting. The Meeting noted the indicative budget for Phase III in accordance with attachment 3 to the Programme Document. Conclusion 3 – Discussion Paper No. 4 – Section 6 of the Phase III Programme Documents Strategy for Appropriate Programme Staffing The Meeting agreed the need for additional resources to allow CASP-AP to achieve the objectives and outputs of Phase III. After considerable discussion including questioning of the PC, the review of the various options available and pros and cons for each of the options, the Meeting:

(1) agreed the need for additional resources to allow CASP-AP to achieve the objectives and outputs of Phase III; and

(2) agreed that Option 3, the hiring of a National Officer Level B (Thai), was the most cost effective to meet this requirement and included many additional advantages.

It was also specifically agreed that, while the Training and Capacity Development Officer position would address much of the shortfall of staff in CASP-AP, there may still be a need occasionally to hire a specialized SME with a specific skill set to address identified issues beyond the capability or experience of either the NO B or the PC. The Job Description for the National Officer B position is included as Attachment 2 of the Programme Document. Communications to the CASP-AP Steering Committee on ICAO’s Financial Support for the CASP-AP Following the Meeting’s agreement to the need for additional resource, PC made an announcement with regards to ICAO’s financial support for CASP-AP. PC started his announcement with the comment that the reason this information was not provided earlier is because the PC wanted the SCM to make a considered decision and commitment to the additional staffing without being influenced by the knowledge of additional external resources. PC further reiterated that now this decision had been made it was appropriate to inform Members about this recently received communication. Thereafter, the PC informed the Meeting on behalf of the Mr. Arun Mishra, Regional Director, ICAO APAC, of the decisions of the Secretary General of ICAO to provide financial support for the enhancement of aviation security in the Asia-Pacific Region through the CASP-AP using AVSEC voluntary contributions. The total three-year contribution is approximately USD 360,000. This initiative is intended to assist States that are challenged in complying with Annex 17 – Security Standards and Recommended Practices while simultaneously enhancing the capability of CASP-AP to deliver effective assistance to all of its Members. The PC reported that for 2014-2016 triennium, ICAO will offer to support the participation of seven Asia-Pacific Region States in the CASP-AP by funding 50% of their Annual Financial

Contribution. The seven States eligible for this offer have been selected on the basis of ICAO’s risk analysis. The names of the States will be made available following their acceptance of funding assistance. Additionally, the Meeting was informed that ICAO will also fund one ‘Training and Capacity Building Officer’ post based in Bangkok and dedicated to CASP-AP. The PC concluded by stating that this initiative underscores the commitment of ICAO to aviation security and facilitation enhancement in the Asia-Pacific Region and to the long-term success of the CASP-AP. This announcement was received very well by Members and subsequently it was agreed that the value of this initiative and demonstrable support by ICAO should be acknowledged in writing. Detailed Discussion and Approval of Annual Work Plan 2014/15

PC presented the CASP-AP Draft Annual Work plan and discussed the rationale, task selection and new initiatives covered by the Annual Work Plan 2014/15. He stated that as with previous years the work plan was very ambitious but with the support of Members and Partners it could be achieved. He invited the Members to consider any additions, deletions or amendments that may be required. In particular the PC indicated that certain activities addressed specific requirements as follows: - Activity D7 is the Legal Awareness Seminar previously mentioned; - Activity D11 is intended to address advanced and anticipated issues; - Activities D12-D14 were low cost courses to be conducted in Bangkok, after present

issues were resolved and if they were needed; - Activities E4-E6 were to address ICAO’s wish for CASP-AP to provide support to Pacific

States; - F series activities relate to continuing of the three Phased approach to QC

implementation, including the final round relating to three specific States; and - G series activities are a follow on from the Phased approach to QC and are specifically

to address sustainable capacity building in selected States. It is also possible that in future further States, which had not been through the Phased Approach to QC, would already be at a level suitable to benefit from a G series Mission.

Singapore: Felt it was important that activity D 11 not be restricted and should be open to all Members. This was agreed and it was clarified that it is the subject matter which is to be ‘advanced’ rather than the target audience.

Conclusion 4: Discussion Paper No. 5 - Introduction of the Draft Annual Work Plan 2014/15 The Meeting reviewed and approved the proposed Annual Work Plan 2014/15. SESSION 5 - GENERAL INFORMATION ITEMS - PRESENTATIONS BY MEMBER STATES AND PARTNERS DP 6 - Macao SAR Efforts in Cargo Security to Protect Civil Aviation against Unlawful Interference The Representative from CAA Macao provided a presentation on Macao’s efforts to improve cargo security regulations and procedures to protect international civil aviation against acts of unlawful interference. The presentation covered ICAO’s policy and procedures taken by ICAO to prevent and suppress all acts of unlawful interference against civil aviation throughout the world. The Presenter discussed the status of Macao’s Aviation Security

Regulations – Security Programme and expressed appreciation towards ICAO and CASP-AP for the continued assistance provided to Macao and Member States. The Presenter reaffirmed Macao’s interest to continue to working closely with ICAO and CASP-AP. IP 2 - Nepal’s Aviation Security Activities The Representative from CAA Nepal presented on aviation security activities in Nepal covering the national legislation, training, international and regional Corporation, and the major work done with CASP-AP recently. DP 7 – Australia (Regional Cooperation) A presentation was provided by the Representative from Australia covering aviation security capacity building in the Asia-Pacific region, highlighting the recent collaborative capacity building activities which included airport security management mentoring in cooperation with Australian industry and Partnering with regional training institutions for security training program review and training delivery. DP 8 – IATA (Regional Cooperation) The Representative from IATA provided an overview of IATA’s focus areas, globally and regionally. The presentation included the security strategy and security initiatives of IATA, such as, the Smart Security Programme, One-Stop Security and Mutual Acceptance, Secure Freight, Security Access and Egress, Passenger Data / API-PNR, and guidance material and training etc. IATA reaffirmed its interest to work closely with CASP-AP, Members and other stakeholders throughout Phase III of the Program. Conclusion 5: Close working relationship between CASP-AP Members and Partners. The Committee noted a statement of support made by Australia on behalf of Partners at the meeting and indicated that CASP-AP will work cooperatively with our State and industry Partners with appreciation of their support. Conclusion 6: Communication to the 11 SCM of CASP-AP from Mr. Arun Mishra Regional Director The SCM noted the statement read by the PC from the Regional Director which indicated that the Secretary General of ICAO had agreed to a proposal to provide financial support for the enhancement of aviation security in the Region through CASP-AP and using AVSEC voluntary contributions. Other Business and Adoption of 11 SCM Resolutions PC tabled a set of draft Conclusions for consideration by the 11th SCM. Following discussion and amendments, the meeting agreed to adopt the Conclusions that are included in this Summary Record. Closing Remarks The Chairman remarked that the 11th SCM had been successful in providing the directions needed for Phase III. The Chairman expressed his appreciation to the PC and the TA, as well as the CAA Macao for the extensive work that had gone into the organization and management of the SCM. The Chairman also acknowledged the support of ICAO’s Regional Director and TCB Montreal FOS staff for their support. The Chairman passed his special thanks to ICAO to financially support the CASP-AP programme. With this support, more

The Chairman also briefly provided a recap of the two days and emphasized that the Meeting discussed in detail the way forward for Phase III and the Programme Document and reiterated Macao’s commitment for the Chairmanship of the 11th CASP-AP Programme including the agreed Annual Work Plan.

Phase III to allow the Programme and Annual Work Plan activities to continue effectively.

The Meeting urged Members who have outstanding Annual Financial Contributions from

Phase II to address these as soon as possible so that the Programme may continue to provide

assistance.
