Managing theSpey’s Fish Stocks

Looking after the River Spey is no mean feat; itʼs 107miles long, with 560 miles of main tributaries, 20 miles ofcoastline (extending 3 nautical miles out to sea) and a totalcatchment of 1,880 square miles. It has the highest levelsof environmental protection in Europe for Atlantic Salmon,Otter, Sea Lamprey and Freshwater Pearl Mussel and isalso a Site of Special Scientific Interest (SSSI).

The Spey Fishery Board was originally established bylegislation in the 1860ʼs intended to help the local lairdskeep the river profitable by protecting it from poachers andmaintaining fishing beats. Today it is considered to be oneof the ʻBig Fourʼ of the 42 Salmon Fishery Boards aroundScotland. Strengthened by Salmon Fisheries Acts in 1986and 2003, the board is a Statutory Body empowered to dowhat is necessary in support of its core responsibilities:the ̒ Protection, Enhancement and Conservationʼ of stocksof Atlantic Salmon and Sea Trout and their fisheries.

In the 1970ʼs the Spey Fishery Board established andbegan funding The Spey Research Trust in order toadvance the study of and research into salmon. Nowtransformed into the Spey Foundation its responsibilitiesnow encompass other fish species and all aquatic wildlifeand it advises the Board on the management of the rivercatchment. With additional finance from individualprojects, it also plays a role in advising on theenvironmental impact of wind farms, which can affect theirsurrounding environment both during construction andonce running. The Spey Foundationʼs work also extendsto advising the many whisky distilleries using the RiverSpey to ensure best practices are used so that thedischarges of the water used to cool the stills donʼt harmthe fish populations.

As a Registered Charity, the Foundation has aneducational remit and provides ̒ Salmon in the Classroomʼprogrammes to numerous schools throughout Speyside.These have involved children rearing Salmon fry in theclassroom from eggs produced at our hatchery, learning

about the Salmonʼs life cycle and subsequently releasingthe fed fry back in to the Rivers from which their Salmonparents came. (For more information on this programplease contact [email protected])

Although they are two separate entities, the SpeyFishery Board and the Spey Foundation work closelytogether and share the same Chairman and Director. Theyhave three principle areas of work:

• Water Bailiffs, who both police the River Spey,its tributaries and the coast to protect them from illegalpoaching and undertake important habitat managementwork.

• A hatchery operation, which is currently rearing1.5 million Salmon fry.

• A team of scientists, who undertake researchthroughout the Spey catchment, as well as workundertaken on behalf of the Rivers Findhorn, Nairn andLossie.

Together, the Spey Fishery Board and SpeyFoundation undertake invaluable work to monitor, protectand improve the habitats for fish throughout these areasand conserve the iconic Salmon for the future. With thesalmon facing ever-increasing challenges out at sea, fromrising sea temperatures and commercial fishing, it is moreimportant than ever to implement a strategy for our riversto preserve this irreplaceable resource.

Angling on the Spey provides over £12 million perannum for the local economy and supports 367 full-timeequivalent jobs, all of which means The River Spey is anasset that needs to be looked after if our futuregenerations are also to enjoy it. Together, the SpeyFishery Board and the Spey Foundation aim to do justthat.

Terry Wogan retired from his Radio 2breakfast programme at the end of lastyear. It was over 30 years ago when Ifirst started listening to his show in themorning. His style and humourremained entertaining over the years.However it was thanks to his lateproducer Paul Walters that I wasintroduced to many singers I might nothave encountered. One of these is BethNeilson Chapman, an American singersongwriter, who first came to thepublic’s attention as the composers ofFaith Hill’s hit “This kiss”.

Most of her songs come from herpersonal experience of nursing herhusband with terminal cancer; seeinghim die; being left to bring up a son onher own; developing breast cancer;finding the ability to love again. Many ofher songs deal with her questions andstruggles in trying to make sense ofthese events in her life. Underlying themis her faith in God that sees her through.“Life gives us magic and life brings itstragedy, everyone suffers some loss.Still we have faith in it, childlike hope,there’s a reason that outweighs thecost” (from “The colour of Roses” 1997BBC songs). When I saw her in concertin 2004 she was musically brilliant and

had such a warm and fun lovingpersonality that few would think she hadcome through so much. She’ll beappearing in Aberdeen and Invernessnext month.

Over those same 30 and more years asa minister I’ve conducted many funeralservices of folk of every age from babiesto a 99 year old. What never ceases tosurprise me is how differently peoplecan see the same situation. For someno matter how deep the tragedy, theirfaith in God is strengthened. Others findthe slightest disturbance to their lives isa reason to blame God and abandonany faith they had. And there are all theshades in between, people struggling tocome to terms with all that life brings.

Undoubtedly there are some who seemto have more than their fair share oftrouble in life. Apart from the stark lineson a death certificate, I cannot give thereason why some die so young andsome live on. Why innocent ones sufferand rogues seem to get off witheverything. But I do believe “there’s areason that outweighs the cost”.

“And we know that in all things Godworks for the good of those who love

him” (Romans 8:28 NIV) says theApostle Paul. “Only the ones whobelieve ever see what they dream; everdream what comes true.” says BethNeilson Chapman (“The colour ofRoses” 1997 BBC songs). Faith in Godis not just something that helps usthrough this life. It is the very essence ofbeginning to understand what lifemeans for us and what lies beyond thegrave for us.

My faith gives me hope in everycircumstance in my life. It gives mecompassion and understanding whenI’m involved in the lives of others.“Praise be to the God and Father of ourLord Jesus Christ, the Father ofcompassion and the God of all comfort,who comforts us in all our troubles, sothat we can comfort those in any troublewith the comfort we ourselves havereceived from God. Who’s Your DaddyStew and Dumplings

Welcome to our winter warmer. Bursting with seasonalproduce this dish will be sure to satisfy the heartiest pallet.

FFoorr tthhee sstteeww2 tbsp vegetable oil1kg/2lb 3oz diced shin of beef(cut off the bone into large pieces)2 sticks celery2 carrots2 large onions3 cloves garlic1 heaped tsp tomato puree1 tbsp plain floursalt and freshly ground black pepper½ litre/17fl oz real ale or bitter200ml/7fl oz dark beef stock2 bay leaves1 sprig fresh thyme

FFoorr tthhee ssuueett dduummpplliinnggss150g/5oz beef suet 150g/5oz self-raising flour, siftedplus extra for dusting salt and freshly ground black pepper 1 tsp prepared horseradish (optional) water to bind

MMeetthhooddPreheat the oven to 160˚C. Heat a large casserole on thehob. Add the vegetable oil and, when hot, add the beefand cook until browned.

Roughly chop the celery, carrots, and onions then add tothe casserole.

Slice the garlic and add to the casserole. Stir all thevegetables thoroughly and allow them to brown gently,scraping up the browned bits from the bottom of the pan asyou go.

Once the vegetables are coloured, add the tomato pureeand stir. Add the flour and stir together well until the flouris incorporated. Season with salt and freshly ground blackpepper.

Add the ale to the casserole, followed by the beef stock.Bring up to the simmer and cover with a lid.

DDuummpplliinnggssPlace the suet in a clean bowl and add the flour. Using yourhands, mix the suet and flour well, then season with saltand freshly ground black pepper. If you want horseradishdumplings, now is the time to add it to the mix.

Make a well in the centre of the flour and suet mixture andadd water a bit at a time. Mix with your hands until youget a firm dough that comes away cleanly from the sides ofthe bowl.

Turn the dough out onto a clean board and sprinkle oversome flour. Roll the dough out into a sausage shape, thenform into six golf ball-sized dumplings (they'll double in sizewhen cooking). Carefully drop the dumplings into the stew.You can store any unused dumpling dough wrapped in clingfilm in the fridge for two or three days.

Cover the casserole with a lid and place in the preheatedoven to cook for 2½ - 3 hours, checking periodically.

After two hours, turn the dumplings over. Add the bayleaves and the thyme and continue cooking for a further halfhour to an hour. When the beef is done, it should fall apartto the touch and the dumplings should be light and fluffy.

Serve the dumplings and beef stew in large bowls.

Police Business & TerrorismUpdate Inspector Mowat advised thatit had been a quiet month. MurrayRoss raised his concerns at thenumber of motorists using theirmobiles whilst driving. InspectorMowat advised that motorists arebeing charged for this offence and thatregular campaigns take place. HarryTorry asked if CCTV was in operationon the High Street on Sundays as henoticed six cars parked in thepedestrian area at approx 1.30pm.Inspector Mowat advised that TrafficWardens and the Police were focusingon parking in the Town Centre andthat people will continue to be chargedif they are found to be breaking thelaw.Planning - Bryan Watson reportedthat the roundabout at the end ofEdgar Road was under review withMoray Council and that the requestput forward from the PlanningCommittee for a ‘drop off’ point forGreenwards School had beenincorporated in the final draft.Recreation, Leisure & Environment.Anne Glover advised that she hadattended a meeting at the Town Hallon 17th November 2009 to discussthe new NHS plans and how these willaffect Elgin’s health care. Anne Gloverexpressed her concerns with regard tothe telephone calls being moved toAberdeen. Cllr Leadbitter advised thatthe night service has already beenmoved to Aberdeen but the dayservice was on hold due to hugeopposition. After a lengthy discussion,it was agreed that a letter should be

sent to Andrew Fowlie, NHS,expressing the importance of retainingthis service in Elgin. The Chairmanand Anne Glover agreed to write toAndrew Fowlie, NHS, and theChairman would also discuss theissues raised with the JointCommunity Council. Footpath byCemetery – Murray Ross had met withMr Gary Grant of Moray CouncilsRoads Maintenance and establishedthat maintenance of the footpath inquestion is the responsibility ofHousing.AOCBThe Chairman and the Secretary willthen collate the views and respondaccordingly. The Chairman gave acopy of the Consultation Document toMichael Gates and asked for hiscomments and that of any otherpupils. The Secretary advised that heasked the appropriate department atMoray Council to investigate whetherthe three caravans situated at LossieGreen were occupied as he felt theyhad been unoccupied for aconsiderable amount of time with onecaravan having a Butane gas cylinderleft outside. He had also noted that thePortaloo had been pushed over.Moray Council had confirmed that thePortaloo has now been removed andthat one family has now returned. TheMoray Council also confirmed that acase meeting had been arranged for14th December 2009 to discuss thisissue, and the Secretary will beinformed of the outcome. Harry Torryadvised that the Morriston Athleticsclub bid for money from the “Peoples’

Millions” Fund had been unsuccessful.Cllr Russell advised that the FloodAlleviation proposals were now in thehands of the Governments appointedReporter who will send their report toMinisters for approval in February2010. He also advised that it couldtake up to three months for Ministersto agree the proposals. If permissionis granted and the funding is in place,it is hoped that work could commencein Autumn 2010. The Secretarysuggested inviting the FloodAlleviation team to give a presentationwhen the Reporters report ispublished in February 2010. TheSecretary raised concerns at thereduction in the amount of support forElgin following the departure of oneSupport Worker. He suggested that amore friendly pro-rata look at supportbe undertaken based on the numberof people the Support Workers haveto look after. The Chairman agreed tospeak to Ian Todd regarding this issue.Cllr Russell presented a copy of a jointreport produced by TransportScotland and Moray Councilexamining the road junctions,roundabouts etc. on the A96 and A941much based on the work previouslycarried out by the Roads andTransportation Committee. CllrRussell advised that he has receivedassurances from Transport Scotlandthat money will be spent in Elginduring February/March 2010.
