The presence of more and more diversified users, carrying diversified guidance needs, requiring diversified guidance answers, makes the situation “diverse” and shows the strong need of coordinationcoordination.

Attention of policymakers is now focused on national coordination, harmonisation and promotion of the existing initiatives, innovative projects and best practices.

The Ministries decided to enlarge the services offered and the groups of users served. One of the main new services offered has been career guidancecareer guidance.

guidance in the education sector

Class teachersClass teachers are the key players in the provision of guidance services at general school level, but they are supported also by external counsellors and guidance staff.

The common guidance policy of Italian Universities Universities has been settled within the framework of the recent Italian reform of higher education. However, the different Faculties may still organize autonomously specific guidance initiatives.

Territorial Permanent CentresTerritorial Permanent Centres have been created with the aim to strengthening the policies of the training offer, addressed to adult population, through the valorisation of the formal and the non-formal education opportunities.

Within these Centres guidance becomes a service that accompanies people during their lifespan, providing them information and facilitating their choices.

guidance in the labour sector

In Italy, the public placement system works trough peripheral subjects, the Employment CentresEmployment Centres.

The current Employment Centres, replacing the Employment Offices, fall under the responsibilities of the Provincial Authorities. L. degree n° 469/97 regulates the contribution to the Regions and local Bodies of functions and takes related to the placement as well as the active labour policies, keeping to the State a general rule of address, promotion and coordination.

The administrative organization and the modalities for exercising the functions and tasks, in order to assure the integration of the employment services, the active labour policies and the training policies, are regulated with regional regional lawslaws.

The employment services make part of a minimum minimum quality standard systemquality standard system finalized to guarantee to all the citizens equal services all over the national territory.

Theoretical statement:Theoretical statement: the acknowledgement of the rightright of the individual to training and guidance and therefore to acquire a state of wellbeing. This can be obtained through the definition and pursuit of a life project which will allow self-developmentself-development, social social acknowledgementacknowledgement and material gainmaterial gain.

An important concept introduced is self-orientationself-orientation, as a matter of fact, the system must contribute to create guidance and training opportunities which help the individual develop skills to allow him or her to satisfy, independently, one’s needs of guidance. ISFOL – ISFOL – Istituto per la formazione professionale dei Istituto per la formazione professionale dei lavoratorilavoratori, funded in 1995 by the Ministry of Labour and Social Policies, has the aim to develop vocational training at national level.

ISFOL carried out a research related to competences and training credits and elaborated a model sharedmodel shared within the vocational training context.

At national level, fundamental is the definition of competence and the related classifications, in order to plan a range of shared standardsstandards (unità capitalizzabili), useful in both contexts: political-institutional and technical-operational.

Reflections on competences, needed to work in a effective, efficient, satisfactory and secure way, in modern occupational contexts, show the need to divide competences into three main areas:

1.1. area of basic competencesarea of basic competences: elements recognized as prerequisites to access training and considered essential to insert or reinsert into the labour marked and to face in a positive way changing environments (such as IT, foreign language, economics, organization, law, etc.)

In Italy, each area of competence is the responsibility of a different sector; so for e.g. basic competencesbasic competences, such as IT, foreign languages, economics, organization and law are included into formal education and training; technical and specific technical and specific vocational competencesvocational competences are included into professional training courses; while, transversal transversal competencescompetences such as soft skills, decision-making, problem-solving, work habits and work identity are included into formally and informally training in a wide range of settings.

Focus on recognition of competencesrecognition of competences (remind: accreditation of vocational centers), need to be able to read and transfer the competences from one sector to an other.
