Aim of the study
This is an empirical study to find the main issueswith Calicut beach
Also, an attempt is made to apply ContingentValuation Method (CVM) to the Calicut beach by
asking people how much they are willing to payfor use of beach area.
Thus an economic value is assigned for the beachand dollar value of the total benefits to allcitizens is quantified.

Contingent Valuation Method (CVM)
Contingent valuation is a survey-based economictechnique
used for valuation of non-market resources
referred to as a stated preference model, in
contrast to a price-based revealed preferencemodel

Contingent Valuation Method (CVM)
Many economists questioned the use of statedpreference to determine willingness to pay for agood
A panel was constituted which recommended
1. Personal meetings be used to conduct thesurvey, as opposed to telephone methods.
2. Respondents be given detailed information onthe resource in question and on the protectionmeasure they were voting on.

CRZ Regulation
coastal stretches within 500 meters of high tideline on the landward side are classified into fourcategories.
CRZ-II covers areas that have already been well
developed with all infrastructure laid out orwithin urban and municipal limits.
No new constructions on the seaward side of theroad can come up here and
Calicut beach falls under CRZ-II area and hence
no new constructions on seaward side areallowed.

Applications
The Exxon Valdez oil spill was the first casewhere contingent valuation surveys were used ina quantitative assessment of damages.
Suppose a private party or accident damages the
beach beyond repair then the above dollar valuewill give an estimate what the governmentshould charge the private party
This will be a conservative estimate as onlystated preference is taken into account
