Custom Kitchenette Services at U.S. Ambassador’s Residence, Phoenix Park
The American Embassy Dublin is currently seeking quotations from suitably qualified
contractors for supply and installation of a mini custom-built kitchenette at the U.S.
Ambassador’s Residence, Phoenix Park, Dublin 8.
Please see full details of the request below and reply to Ms. Mary Hyland,
[email protected], ph. 01-237 5872 to indicate if you are interested in participating in the
solicitation process.
The U.S. Government intends to award a contract/purchase order to the responsible company
submitting an acceptable proposal/quotation at the lowest price. We intend to award a
contract/purchase order based on initial quotations, without holding discussions, although we
may hold discussions with companies in the competitive range if there is a need to do so.
A public site visit will be held on Wednesday, March 20, 2019 @ 14.30.

STATEMENT OF WORK
Kitchenette Cabinetry, Worktops and Tiling
U.S. Ambassador’s Residence, Phoenix Park, Dublin 8
OVERVIEW
The United States Embassy Dublin (EMBASSY) has a requirement to upgrade an old dry
kitchenette area of the private suite at the U.S. Ambassador’s Residence, Phoenix Park Dublin 8.
To this end, the Embassy requires quotations from suitably qualified contractors to complete the
proposed work.
INTENT
Requirements in this SOW serve as direction to the Contractor for the supply and installation of
a kitchenette to designated area within the private suite at the residence. The Contractor shall
perform all services in accordance with international professional standards of skill, care and
diligence adhered to by reputable first class firms experienced with these works and shall
conform to generally accepted industry and trade practices.
PROJECT DESCRIPTION
The Embassy intends to upgrade an old dry kitchenette area of the private suite at the U.S.
Ambassador’s Residence, Phoenix Park Dublin 8 in the areas described. The requirements
below are the basis for the preparation for the work. The Contractor shall use only high quality,
first class materials and fittings appropriate for the work. The materials to be used shall be
chosen by the Embassy. The Contractor shall furnish all labor including moving of appliances as
necessary, materials, equipment and supplies necessary to prepare and complete the works.
There is an existing dry kitchenette set into a closet space accessible from the living room of the
private suite within the Residence. This space is measured at 0.910 m X 2.7 m X 2.5 m height.
There is an extension of a niche formed 1.260 m X 1.240 m X 0.610 m deep to accommodate
built- in microwave and integrated refrigerator. The alteration works to convert the closet into
functioning kitchenette will involve coordination with other trades disciplines managed by
Embassy staff in close coordination with Cabinetmakers for cut outs required for tap, sink and
induction hob in stone worktops
The design plan is sketch drawing titled: Living Room Kitchenette Units, dated November 30,
2018, see attachment A below. The contractor must verify to confirm all dimensions on site and
to provide client with shop drawings of plan, elevation and section details and specifications of
cabinetry. To also provide sample of American cherry shaker door detail including lacquer
finish or agreed similar type.

CABINETMAKING AND JOINERY SERVICES
Coordinate with Embassy Electrician for installation of all built-in appliances.
Kitchenette appliances; shall be provided by client and supplied to contractor for verification of
all critical dimensions for the built-in niche sizes, which are critical dimensions for the
construction details of cabinets.
1. NEFF N70 or similar Ceiling Hood Extract, 90 cm wide, 199C68N1GB: Connection
Rating 285W, Current 10 Amps, 220-230 V (connection to external exhaust air diameter
of air outlet 150 mm). (to be installed by Embassy Electrician in plasterboard ceiling)
2. NEFF N30 or similar Integrated Refrigerator Sliding Hinge, 550 W X 880 HT,
K1514X7GB: Connection Rating 90W, Current 13 Amps, 220-230 V.
3. NEFF N70 or similar Built-in Microwave Oven, 455 HT X 596 W X 545 D,
C17UR02N0B: Connection Rating 1220W, Current 10 Amps, 220-240V.
4. NEFF or similar Induction Hob, Ceramic Glass on Stainless Steel Trim 51 D X 306 W X
546 L, N53TD40N0: Connection Rating 3700W, 220-240 V.
Coordinate with Embassy Plumber for positions and installation of plumbing services.
There will be a requirement for potable cold water supply accessed from the void crawl space
behind stud partition. All new services to be located along the rear wall in behind pipe chase of
the sink base unit.
There is an under-mount sink and tap required as follows;
Franke Venician Chrome Tap – (Part Number: 115.0184.669) , or similar
Franke Kubus KBX 110-45 Stainless Steel Sink – (Part Number 122.0036.608, 480 L X
430 X 180 D with Cut-Out Template 430 X 450) , or similar
All pipework, hoses, valves and connections associated with the manufacturers
recommendations.
IMPORTANT NOTE: To coordinate the cut out template of the sink with the stone worktop
fabricators and location of 35mm core drill for Chrome Tap location centre line at back of sink.
The plywood top of both base cabinets shall be cut out for sink and induction hob.
There is a design plan for bespoke cabinets and Shaker doors supplied and installed in American
Cherry or agreed similar as follows;
1. 2 no. Base cabinets in cherry veneered carcass with solid cherry framed doors with
concealed hinges and inset veneer panels: 560 D X 870 W X 870mm HT, c/w 20mm
solid cherry scribing pieces at either end and 150 X 20mm solid cherry skirting
(surrounding area);
2. Ensure that there is adequate pipe chase to the rear of the base unit with an 18mm cherry
veneer back panel plumbing connection off of 2in waste pipe;
3. 2 no. Upper Cabinets in cherry veneered carcass with solid cherry framed doors with
concealed hinges and inset beveled glass panels.

4. 2 no. adjustable shelves and back for wall mounting hardware. There will be under
cabinet lights with a 20 X 50mm solid cherry light valance and 20mm solid cherry
scribing pieces at either end of carcasses;
5. There is a bespoke inset cabinet to be constructed for Built-in Microwave Oven and
Integrated Refrigerator in cherry veneer MDF with 3 no. full extension drawers, 100mm,
150mm and 300mm. The top drawer to be fitted with a cutlery inserts with 20mm solid
cherry drawer fronts. The integrated refrigerator will have a solid cherry shaker style
framed door 20 X 60mm with a 14mm cherry veneer MDF recessed panel (typical
detail). Critical dimensions to be confirmed on site because the unit must fit into a new
cut out niche in the existing stud partition 610 D X 1260 W X 1220mm HT. The critical
height is off the existing top edge of 1st Floor joist to the underside of split level
bathroom floor joists above, which is approximately 1240mm (less thickness of floor
material 20mm).
6. All cherry veneer and solid cherry door frames and skirting boards to be spray finished in
clear Satin Catalysed Lacquer.
7. Fabrication of a fitted template to be scribed for the exact size of the worktop in
coordination with the Stone Fabrication Contractors, including sink cut-out template and
Induction Hob cut out.
8. Joinery to fabricate solid cherry skirting boards 20 X 150mm with simple pencil edge
finish and pre finished in clear lacquer; to be fitted by contractor.
9. The plinth for the sink base unit and hob base unit shall be constructed by Embassy
Carpenter on site to enable installation of 2in drainage pipe work fitted horizontally along
rear wall. The finish cherry skirting detail will be fitted by contractors in situ.
10. All bespoke cabinets and joinery shall be supplied and fitted on site, including
confirmation of site dimensions and preparation of shop drawings to client prior to
commencement of project.

Note: the face frame in solid cherry 20 X 60 to finish surrounding the unit inset into cut out
niche. The unit will be supplied and installed with complete set of 3 drawers on full extension
Accuride 0201 telescopic slides or similar. The plinth shall be cut out for an appropriate size 80
X 600 stainless steel ventilation grille. The skirting board shall be recessed 50 mm from the

front edge of carcasses. The Integrated refrigerator to have an appropriate size matching cherry
door 540 X 870 (to be confirmed as per manufacturer’s specifications for sliding hinge and set
out to inset configuration with installation of cherry face frame architrave. The front edge of
double gables and shelf over refrigerator shall be finished in 20 X 40 solid cherry edges.

All cabinets and components spray finished in satin clear catylised lacquer.
Silestone or similar quartz stone worktops and tile floor finish;

2 no. 20mm X 100mm X 910mm polished finish with pencil edge detail; up-stands backsplash
4 no. 20mm X 100mm X 580mm polished finish with pencil edge detail; up-stands backsplash
20 X 300 Silestone or similar floor tile finish 1.7 m X 1.2 m = 2.04 M²
Cabinetmaking/Joinery contractor must ensure that all dimensions are confirmed on site along
with the fabrication of full size template cut outs for both the sink and hob worktops because
these dimensions must be provided to and coordinated with the stone worktop fabricating
contractors.

STONE WORKTOP FABRICATION AND TILING SERVICES
The design plan is sketch drawing titled: Living Room Kitchenette Units, dated November 30,
2018, see Attachment A below and Stone Worktops Fabrication, dated December 10, 2018 see
Attachment B below. The contractor must verify to confirm all dimensions on site and to provide
client with shop drawings of plan, elevation and section details and specifications of stone
worktops, cut out, drainage grooves, upstands and floor tile finishes. There is existing ‘beige’
carpet so initial concept of colour in Silestone Quartz ‘Royal Reef’or similar. Contractor must
provide samples of colours to match closely with the colour of the existing carpet, so to blend in
with finish and also compliment the rich colour of natural American cherry or other agreed wood
finish of cabinets and skirting boards.
COORDINATE ELECTICAL AND PLUMBING SERVICES FOR CUT OUTS IN
WORKTOPS
Franke Venician Chrome Tap – (Part Number: 115.0184.669), or similar
Franke Kubus KBX 110-45 Stainless Steel Sink (Part Number 122.0036.608) or similar

Neff Induction Hob or similar 306 mm – N53TD40N0 niche required: 51 x 270 x 490-
500 mm
IMPORTANT NOTE: To coordinate the cut out template of Sink with the Stone Worktop
Fabricators and location of 35mm core drill for Chrome Tap location centre line at back of sink.
Fabrication of a fitted template to be scribed for the exact size of the worktop in coordination
with the cabinetmakers, including sink cut-out template and Induction Hob cut out.
There is a requirement for supply and installation of two Silestone Quartz ‘Royal Reef’ or
similar worktops. The stone worktop surface in polished finish 30mm, including polished finish
all exposed edges. There will be surrounding up-stand (backsplash) 20mm X 100mm ht,
including polished finish all exposed edges and exact cut out for undermount sink installation.
To ensure application of proprietary mastic sealant fitting stone worktop onto stainless steel sink.
The worktop is supported by continuous plywood top of base cabinets, the cabinetmakers must
ensure suitable material plywood that shall be cut out for the under-mount sink and induction
hob.
There is a requirement for cut out and polish finish edges to suit Stainless Steel Sink. The cut
out dimension is length of large bowl = 450mm and width of large bowl = 400mm. The
installation type is under-mount, so that the stone worktop, when installed is properly sealed
along the underside to joint with the stainless steel sink.
There is a requirement for cut out to fit Induction Hob, required niche size for installation (H x
W x D) (mm): 51 x 270 x 490-500). Templates must be provided by cabinetmakers for both the
sink worktop and induction hob worktop; to confirm exact location of cut-outs.
The Chrome Tap will require a standard 35mm diameter hole drilled in the work surface
(confirm the diameter based upon manufacturers recommendations).
Important Note: before cutting the hole makes sure that there is sufficient clearance between
the tap handle and the back splash (up-stand) when the handle is in the fully open position. The
tap must be handed over to the Stone Worktop Fabricator to ensure correct position along with
the sink and cut out template.

Tile Floor Finish
The existing floor finish is beige carpet up to a hardwood door saddle. The carpet shall be
removed entirely and the floor shall be finished in a porcelain or stone tile, to match a similar
colour to that of the carpet. The tiled floor area is 1.00 m X 1.70 m = 1.70 m². There is a
requirement to fit a 6 mm plywood underlay prior to fitting new floor tiles. The nominal size of
tiles to suit floor plan layout (250mm X 250mm) and colour sample of existing carpet in beige
finish; to be fitted after all the pre-finished cherry skirting boards are complete.
(12.5 X 300 nominal size) to cover area approximately; 1.7m X 1.2m = 2.04 M². Prepare floor
area for new tiling, supply and install foundation materials. Supply and install tiling in style and
color as agreed. All floor tile finishes shall be fitted with proprietary floor tile adhesive and
matching coloured grout. 5% tile stock to be left as spares.
Ensure that all dimensions are confirmed on site along with the fabrication of full size template
cut outs for both the sink and hob worktops because these dimensions must be provided to and
coordinated with the Cabinetmakers.
All upstands shall be fitted with proprietary adhesives and matching coloured grout or mastic
fillers;
All materials supplied and fitted as per manufacturer’s recommendations and specifications.
Ensure neat and tidy application of mastic sealant to surrounding all tile joints to skirting boards.
NOTES:
1. This is an official building of the US Embassy; accordingly, the materials and fittings
used should be of a standard appropriate for a building of this standing
2. All work is to comply with the local building regulations.
3. The contractor will rectify any damage to all areas on completion of the works.
4. The contractor shall supply all materials and labor in order to complete the works.
5. All waste material is to be taken from site and properly disposed of by the contractor at
the end of each work day.
6. Site is to remain tidy at all times and cleaned up on completion of works.
7. All work to be carried out in a professional workmanship like manner.
8. All Documentation regarding warranties, guarantees and instructional literature are to be
handed to the Contracting Officer’s Representative (COR).
9. All care must be taken to protect the property. Drop sheets and blue shoes are to be used
at ALL times. Ensure that any drop sheets do not present a slipping or tripping hazard.
10. Any variations are to be priced and approved in writing by the COR before proceeding
with the work.
11. The Contractor shall be responsible to verify all dimensions and check out the site
conditions prior to ordering any materials or proceeding with any of the work.
12. Any costs associated with services subcontracted by the Contractor shall be borne by and
be the complete responsibility of the Contractor under the fixed price of this contract

13. All materials and equipment in the project shall be new unless noted otherwise. The
Contractor shall transport and safeguard all materials and equipment required for the
project
14. Any damage caused by the Contractor is to be made good at the Contractor’s expense.
GENERAL CONDITIONS;
There shall be a coordinated effort from Embassy staff and contractors to schedule the supply
and installation of various components to remodeled sections of the Closet space.
The Contractor will have a 21 calendar day performance period upon the official “Notice to
Proceed” issuance.
Cleanup of site must be completed at the end of each day.
Work hours will be scheduled with the Contracting Officer’s Representative (COR) and are
typically within the hours of 7:30 a.m. and 4:00 p.m., Monday through Friday.
No work will be permitted on weekends (unless agree upon and approved in advance by the
COR), U.S. federal or local holidays. The staging area will be negotiated during pre-works
meeting.
Confine all operations to work limits of the project. Contractor is responsible to restore any
damaged area caused by contractor operations at no additional expense to the Embassy.
This is a firm fixed price contract payable entirely in the local currency EURO.
Pricing must be all-inclusive of the following: supplies / material, equipment, labor, liability
insurance and any other charge/s deemed necessary.
No additional sums will be payable for any escalation in the cost of materials, equipment or
labor, or because of the contractor's failure to properly estimate or accurately predict the cost or
difficulty of achieving the results required. The Embassy will only make changes in the contract
price or time to complete due to changes made by the Embassy in the work to be performed, or
by delays caused by the Embassy.
The Embassy will make payments after the event based on quantities and unit prices only to the
extent specifically provided in the contract. Contractor to submit final invoice for payment after
the event. Payment is made by electronic funds transfer to contractor’s bank account.
The Embassy reserves the right to add additional requirements to this performance work
statement as it deems necessary in order to fulfill its requirement. Example: additional events
related items. All / any additions will be notified to vendors as they arise and should be quoted
for as separate line item/s.
All contractor personnel requiring on-site access shall be REQUIRED to complete the Garda
Vetting Form NVB 1, a copy of which is available from the U.S. Embassy on request. A separate
form must be completed for each individual.
A written Notice to Proceed is issued only when Vetting is completed and approved.

The interior of the Closet will be cleared of carpet, skirting, shelving and mirrors. Note the
restricted access from either end and rear partition wall to be cut out for niche recessed cabinet.

This photograph shows the area noted as elevation A where the sink unit and pipework will be
required. The existing refrigerator and microwave shall be replaced with built-in and integrated
appliances fitted into elevation C inset niche cut through the stud partition.

This is the view of elevation B which will be the location of base unit containing the induction
hob. The area has been cleared for first fix preparation of electrical and plumbing services.

This photograph shows the rear wall of closet cut out for niche 1260 W X 1240mm HT into
(Lower) Void Crawl Space. All electrical and plumbing services shall be connected in this
services area. The open floor joist shall be cleared of debris and completed with 144 X 18 T&G
Floor Boards by Embassy Carpenter.

The niche shall be formed in 4 X 2 Stud work and lined on the interior with 12 mm plasterboard.
The electrical services for the microwave and integrated refrigerator shall be installed on the
back wall section of niche (1260 W X 610 D X 1220mm HT); to be confirmed on site.

The photo on the left shows the space for the sink unit, where the waste pipe and water services
will penetrate the stud partition onto the brick wall behind in services void. The photo on the
right shows the space for the Induction Hob unit. The existing floor boards will be covered in
6mm birch plywood in preparation of floor tiles matching colour of the stone worktops.
The 20 X 150 solid cherry skirting will surround the entire area including returns mitred to
existing door frame. The exposed wall sections to floor boards will be in filled flush finish with
bonding plaster by Embassy Carpenter. The Carpenter will construct birch plywood plinths for
the two base cabinets and base of built-in niche unit. The pre-finished cherry skirting boards
shall be fitted by the cabinetmakers/joiners surrounding the entire area. The stone tiles floor
finish shall be installed after all the skirting boards are fitted. Skirting shall be fitted with panel
adhesives where necessary to avoid exposed fixings, screw fix from behind through 18 mm birch
plywood plinth.

The void crawl space has a height of approximately 1240mm from top edge off 1st floor joists to
the underside of bathroom floor joists. As shown in this photograph the existing 1” copper pipe
and 1 ½” PVC waste pipe must be removed and diverted away from the vertical stud wall
partition to F44 Closet. This plumbing service is essential to make way for cutting out the niche
for the built-in microwave and integrated refrigerator cabinet of 1200mm wide X 1220mm
height (to underside of bathroom floor joists above.

This photograph shows the stud partition where the cut out niche is located so that all pipework
in situ must be cut away and diverted at least 0.750 m back away from the stud partition.

This photograph shows the external brick wall and a disused decommissioned section of 4in cast
iron waste pipe. The 90° bend show the return to the 4in cast iron down pipe at opposite end of
the void crawl space. All of the copper pipework will be diverted at least 0.750 m away from the
stud wall and relocated tight up against the underside of the bathroom floor joists above. A new
hatchway door and frame will be fitted for ease of access to the crawl space from the walk in
closet off the main entrance hallway for stairs landing within the Suite.

This photograph shows the 4in cast iron down pipe situated at the opposite end of the void crawl
space, which will require cutting to fit a connection for all of the commissioned waste pipes in-
situ.
