EMERCOMs
EMERCOM = EMERgency COMmittee, former name of the Russian Ministry for Civil Defense and Emergencies.
RNCEHR = Russian National Corps of Emergency Humanitarian Response. An intra-Ministerial task force responsible for coordination between various departments, agencies and search-and-rescue centers of the Ministry, to ensure fast-track decision-making as far as emergency relief and humanitarian response operations are concerned. Headed by the Director of the Department of International Cooperation of the Ministry.
EMERCOM Agency – 100% state-owned Federal State Establishment, founded by the Ministry, and a part of the RNCEHR. Founded in 1996 as a special foreign commercial division and as a managing/executing organization for the Ministry’s (EMERCOM) humanitarian operations, responsible for the support and coordination of these operations (with other Russian organizations, customs authorities, foreign partners, etc.).

Interaction with international and foreign governmental organizations, NGOs and donors, including UN on matters pertaining to humanitarian response and operations
Support and coordination of Russian participation in international humanitarian operations, carried out on its own or within the frames of UN or other organizations
Import operations to enhance and upgrade the technical level of the EMERCOM forces
Export operations to advance Russian products, services and technologies (fire-fighting, rescue & relief operations equipment, transport services, emergency medicine etc.)
