needs
Emergency care is among the highest priorities
of the French Healthcare system.
Each year 15 millions of French citizens need Emergency care.
The French government launched several action plans :
« 2012 Hospital » :
The IT budget of the French hospitals will move from 1.7 % of the total budget to
3% by 2012. The priority is Emergency.
« Emergency action plan » :
Today, less than 45% of the patients in Emergency situations are managed by IT,
0% before they arrive at the hospital. The objective is to reach 85% by end 2007
and 100% by 2008.

In the world, the Emergency Medical Services is addressed
in two different ways:
The anglo-saxon system (UK, USA) : a fast « pick up » and a rapid transfer to the hospital (scoop and run) involving paramedics
The French system, based on pre-hospital medical care on the site of the disaster (stay and stabilize) involving doctors
In Europe, several countries are more or less compliant with the « French mode of operation »
Our solution is well adapted to “Stay and Stabilize”

Project OverviewClient Description : SAMU of Lille and SAMU of Arras
• Project Description :
• Regional Platform for Emergency Medical Services in north of France
• The 2 SAMU decided to join their efforts to improve the quality and the efficiency of their organisations using Information Technologies
• Scope of the project
• Call Centers, patient management, decision making, workflow management, equipment & people optimisation, GIS, …
• Mobile Patient Record including real time monitoring
• GPS localisation of vehicles and navigation system
• Business Objectives are :
• To face the increasing number of incoming phone calls
• To optimize resources engagement and to improve synergy between the 2 SAMU
• To improve collaboration between the various actorsinvolved in the Emergency care system (SAMU, Fire dept, GP’s, Hospital emergency departments, Medicine society, …) in the region
• To improve the quality of pre-hospital care

built to create synergies between the

The key success factors• A high level of collaboration between the 2 SAMU, providing a real regional
emergency response :
• A well designed business application
• A common repository used by both SAMU
• A high level CTI solution based on Genesys & Avaya
• High availability and resilience architecture
• A solution based on assets both existing but innovating :
• RRAMU is the first experience in France of Regional Platform of Emergency Medical Services (SAMU of Rouen,Le Havre, Evreux). It went live in June 2005
• The mobile medical record ResUrgences has been implemented by IBM in SAMU of La Martinique. It went live in March 2005.
• IBM middleware makes the solution more robust, flexible & perennial.
