SPECIFIC RESPONSIBILITIES – EOC LIAISON State and County (Operational Area)

Emergency Operations Center (“EOC”) Private Sector Liaison

EOC Activation: The Operational Area EOC may be activated in situations where county-wide coordination is imperative for effective response to an emergency event, security threat, or extended weather or energy condition. These events include, but are not limited to earthquake, extreme heat or cold, severe storm, extended or widespread utility emergency, major building fire or emergency, major hazardous materials event, terrorist attack, large-scale civil disorder or a planned special event.

Private Sector - EOC Liaison Participation: During certain emergencies, the private sector may be requested to staff a liaison position at the Operational Area EOC. This includes emergencies where private institutions are threatened or affected by a condition or event or may be asked to provide / coordinate additional resources through the private sector network. The EOC Private Sector Liaison will act as a conduit of information and guidance between the Operational Area and local private sector institutions. The liaison’s role is to gather status reports and information from critical private sector constituents provide this information to the EOC Plans, Operations and Logistics Sections using authorized automated or manual reporting methods, disseminate information efficiently and effectively to various constituents and stakeholders, and act as an advocate for the private sector.

The EOC Private Sector Liaison is requested to staff a regular EOC work shift, which is usually from 6:00 AM to 6:00 PM or from 6:00 PM to 6:00 AM. The EOC liaison reports to the EOC Liaison Officer, in the Command/Management Section for that specific EOC. Based on liaison availability, representatives may split shifts and/or be available by telephone.

Private Sector EOC Liaison Responsibilities: Assess and track the status of private sector problems and needs. Assess the impact to the private sector

of problems reported by other entities. Gather information on private sector operations by phone, fax, email, internet, news media, and other

means available. Provide the EOC with information regarding private sector issues (key operational timelines, facility

locations, building access needs, transportation issues, relocation logistics, security issues, recovery priorities).

Make resource offers on behalf of the private sector to the EOC, as resources become available. Provide information for EOC status reports as requested. Disseminate relevant information and guidance from the EOC to private sector contacts, as authorized. Provide brief verbal status updates as requested regarding the health of the private sector and key

infrastructure providers. Provide a shift change report/briefing to the next Private Sector Liaison on duty. Participate in meetings and conference calls as needed during the shift.

Qualifications: Familiarity with the names and types of local, regional, national private sector organizations and functions Working knowledge of ICS, SEMS and NIMS emergency management systems (training will be made

available at no cost to liaisons). Familiarity with your assigned Operational Area EOC, reporting structure, culture, and chain-of-command

through attendance at an orientation or training session arranged through the lead liaison Strong oral and written communication skills Good problem solving, assessment and evaluation skills as well as being well organized and prepared Strong computer skills, including proficiency with word processing, spreadsheet and database programs On-call staff must be within one hour travel time to their designated EOC, if activated It would be desirable for candidates to be able to make this commitment a high priority realizing that there

may be times and circumstances where they have to draw their undivided attention toward their own professional and personal priorities. In these cases, other liaison volunteers for that State or County EOC or neighboring County EOC liaison volunteers would cover the absence.

SPECIFIC RESPONSIBILITIES – EOC LEAD LIAISON

A “lead liaison” and a back-up have been identified for each Emergency Operations Center. Qualifications:

• All of the same qualifications as listed for EOC Liaison volunteers • Supervisorial/management skills

• Willingness to be available during events affecting his/her assigned EOC

Lead Liaison Responsibilities:

• Act as the first point of communication for the Alert Team following EOC activation

• Responsible for scheduling of EOC Liaisons during an EOC activation

• Ensure that regular Situation Reports are completed and forwarded to the

Communications Team as required, but no less than twice per day

• Be available to answer questions or concerns raised by on-duty EOC Liaisons during an activation and/or select and train a back-up person for this purpose

• Maintain regular contact with EOC Liaisons during periods of inactivation to

ensure that volunteer status changes are noted and reflected on the EOC rosters and MIR3 as applicable

• Maintain contact with EOC liaisons during periods of inactivity to build

relationships and arrange for ongoing EOC training for them as necessary

EOC GENERAL INFORMATION – FAQs – SUCCESS FACTORS

• ACTIVATION and ROLES: The specific nature of an event or events that take place in the Bay Area will determine which of the various county EOCs are being activated (Alameda, Contra Costa, Marin, San Mateo, San Francisco, Santa Clara, coastal region, or state level). Additionally, the degree of activity at any given EOC may dictate that two liaisons be assigned to that EOC to provide adequate representation and such a determination will be made by the EOC lead liaison. In that event, you should divide your attention accordingly, with one representative primarily responsible for monitoring and participating in activities within the EOC and the other primarily responsible for disseminating information to and reporting feedback from the coalition.

• ATTIRE and PERSONAL RESOURCES: We recommend that you dress in comfortable (but

professionally suitable) attire and that you take your personal cell phone and/or PDA and chargers with you for your own use or as back-up in the event of communications problems with the EOC. Bring along any personal items that you may require during your shift such as medications or special dietary items, etc. We also recommend that you take your personal laptop with you if you have one, in the event that a PC cannot be assigned to you at your appointed EOC location. Upon arrival at the Emergency Operations Center, you should report to the EOC Liaison Officer for your assigned EOC and you will be given a copy of that EOC’s operating procedures (if you had not already received a copy in advance and other logistical information concerning the EOC, including specific equipment to be assigned for your use (PC, phone, printer, etc.), if available at your designated EOC.

• SCHEDULING: Specific scheduling of EOC liaisons will vary among the different EOCs and the

schedule pertaining to the various EOCs can be found in the Addendum at the end of this document. In order to ensure continuity in the flow of critical information, please be sure to wait for your replacement and conduct a shift-change briefing with the Private Sector EOC Liaison who relieves you. The most recent Situation Report (“SitRep”) would be a useful tool for that purpose and an example of a SitRep from a recent BENS Golden Guardian exercise is included in the Addendum section.

• DEACTIVATION: Private Sector EOC Liaisons will be scheduled to continue staffing activated

EOCs throughout an event, until such time as a designated representative of the coalition and/or the Command staff determines that our representation is no longer required. In that case, the Initial Alert Team will be notified and/or again be utilized to disseminate an “all clear” message indicating that the coalition’s representation in the affected EOCs is being discontinued.

• CONFIDENTIALITY: The Private Sector EOC Liaisons will consider all information that is

provided by their respective EOC either during training or during and after an actual event to be confidential. If you are contacted by any media representative outside of your designated EOC or after an event, do not provide any information or comments and refer the media representative to the Public Information Officer (PIO) within your specific EOC.

• CODE OF ETHICS: At no time shall any liaison solicit services or products to any EOC staff.

These guidelines will be updated on an as-needed basis.

EOC ACTIVATION 1. INITIAL ACTIVATION: In general you will most likely be notified of the need for you to

report to your assigned EOC by a phone call from a representative of the activated EOC or your Lead Liaison. Prior to that, you may have received notification of an event that precipitates activation of one or more EOCs by having received an alert via the coalition’s automated alerting system called “MIR3”.

RESPONSE: Your primary responsibility is to report to your assigned EOC as soon as possible. Depending on the nature of the incident precipitating the activation of your assigned EOC, you should verify that you can safely report to the EOC. In the event that you cannot, contact your EOC Lead Liaison, who will determine if another volunteer assigned to your EOC is able to do so. Your Lead Liaison will decide what actions are to be taken in the event that no Liaison volunteers can reach the EOC, which might include reporting to a city EOC or to a police or fire department local to that county EOC. In the event that you received a call directly from a representative of your assigned EOC but did not receive an alert via MIR3, you should contact a member of the Initial Alert Team, so that an alert can be disseminated to all interested parties and the Communications Team.

2. ARRIVAL: Upon arrival, check-in with the EOC’s designated Liaison Officer / Director or Command Staff, set up your assigned workspace and notify the Communications Team of your arrival by phone or e-mail and provide your contact information including assigned desk phone number if you are given one.

3. INITIAL REPORT: Prepare and send a preliminary Situation Report to the

Communications Team via the e-mail address provided for them in Addendum #1.

4. INTEGRATION: Attend any formal EOC update meetings and prepare Situation Reports as needed to send to the Communications Team

5. LOGISTICS INTERFACE: Make a special point of introducing yourself to the Logistics

Liaison in the EOC for the purpose of identifying potential private sector sources of needed supplies, materials. If you receive requests for supplies, services, or materials, record the request/s in the Request Form and forward it to the Communications Team. Be proactive in following up on your request with the Communications Team so that you can report back to your EOC in a timely manner. Please introduce yourself also to the American Red Cross liaison and utilities representatives. (See comment below)

6. SHIFT CHANGE: If the EOC is to remain active for more than a single shift, you should

confirm with your EOC Lead Liaison that your replacement is scheduled for the appropriate time to relieve you. Please do not leave until your replacement has arrived and you have been able to fully brief him or her on the situation being dealt with by the EOC and all current activities and priorities. A situation report should be prepared at each shift change. If the activity level in the EOC warrants the need for the assistance of an additional volunteer in the EOC, contact your EOC Lead Liaison.

LIAISON / EOC DEACTIVATION It is quite likely that representation by the coalition in the EOC you are assigned to will become unnecessary prior to the actual official “stand-down” of the EOC by the Command-Staff or administrative authorities. If this appears to be the case, contact your Lead Liaison for confirmation that your presence is no longer required. If that is determined to be the case, work with your Lead Liaison (if you need assistance) to prepare a final Situation Report, a form for which can be found in Addendum #4. Once disseminated to the Communications Team, the Initial Alert Team will be notified to broadcast an alert via MIR3 that the coalition’s representation is being discontinued at your assigned EOC.

OES State Operations Center (“SOC”) near Sacramento

Coordinates the response of state agencies (Dept. of Forestry, Highway Patrol, National Guard, Dept. of Health Services, etc.) and federal resources (FEMA, U.S. Northern Command, etc.).

Companies with statewide or national operations that can mobilize resources on a larger scale should be linked with the SOC.

· The SOC has resource management staff that can assist in the procurement and deployment of private sector resources coming into California, as well as within the state (for example, from Southern California).

· OES can advise the Governor to issue emergency orders that temporarily suspend regulations which impede disaster response or recovery.· The California Utilities Emergency Association (CUEA) is well-integrated in SOC operations, and a key information source on power, water, and telecommunications restoration.

Coastal Region EOC (“REOC”) in Oakland

Compiles situational awareness, including information and resource requests, from the county EOCs, and aggregates these requests for the state. In addition, the REOC coordinates the allocation and deployment of resources from outside the Bay Area to affected areas inside the region.

Businesses with operations around the Bay Area should be linked to the REOC to facilitate the movement of key recovery personnel and equipment.

All businesses need region-wide information for both employee safety (since employees live around the Bay Area) and business continuity. The REOC may be able to provide Situation Reports on the status of Bay Area transportation infrastructure, due to its link with the Metropolitan Transportation Commission (MTC).

Coordinate resources to support cities and unincorporated areas under California’s SEMS. When county resources are insufficient, these Operational Area EOCs request resources from the state.

Businesses with facilities and operations concentrated in one county should be linked to their Operational Area EOC, as well as their city EOC.

· The Private Sector Liaison can assist the Operational Area EOC to access private sector resources located within the county. These EOCs can also facilitate the movement of resources into and within the county.

· Liaisons in these EOCs should also work with Chambers of Commerce to distribute information to smaller businesses.

Affected Areas

“Directly Affected Areas” are any areas identified as being directly affected by the events in the California Office of Homeland Security’s yearly Golden Guardian Exercise (GGEXxx) scenario. “Indirectly Affected Areas” represents all other OAs in the State of California with the intent that they will simulate the provision of medical mutual aid to the “Directly Affected Areas”.

Alternate Care Sites (ACS)

ACSs in California are designed to treat patients who need more extensive care such as hydration, ventilatory assistance, or pain management. Patients admitted to an ACS may be admitted for end of life care utilizing the hospice concept. The ACS concept also facilitates co-mingling of patients with the same infectious process or exposure.

Auxiliary Communications Services (ACS*)

The Auxiliary Communications Service (ACS*) is an emergency communications unit that provides state and local government with a variety of professional unpaid (volunteer) skills, including administrative, technical and operational for emergency tactical, administrative and logistical communications. ACS* works with agencies and cities within the OA, neighboring governments and the sate OES region. Its basic mission is the emergency support of civil defense, disaster response and recovery with telecommunications resources and personnel. ARES: Amateur Radio Emergency Service consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty in the public service when disaster strikes. CARES: California Amateur Radio Emergency Services CARES is specifically tasked to provide amateur radio communications support for the medical and health disaster response to state government. RACES: Radio Amateur Civilian Emergency Services RACES is a local or state government program established by a civil defense official. It becomes operational by: 1) appoint a radio officer; 2) preparing a RACES plan; and 3) training and utilizing Federal Communications Commission (FCC) licensed Amateur Radio Operators. RACES, whether part of an ACS* or as a stand alone unit, is usually attached to a state or local government’s emergency preparedness office orto a department designated by that office, such as the sheriff’s or communications department.

California Blood Bank Society

(CBBS)

An organization of individuals who serve in all aspects of blood collection and transfusion. CBBS blood centers are primarily designated as community blood centers; however, some centers are affiliated with ARC or United Blood Services. The CBBS Disaster Plan extends nationally to an Inter-Agency Task Force in the event of major disasters or acts of terrorism.

Emergency

A condition of disaster or of extreme peril to the safety of persons and property caused by such conditions as air pollution, fire, floor, hazardous material incident, storm, epidemic, riot drought, sudden and severe energy shortage, plant or animal infestations or disease, an earthquake, volcanic eruption or terrorist event.

Emergency Management

The organized analysis, planning, decision making, assignment and coordination of available resources to the mitigation of, preparedness for, response to or recovery from emergencies of any kind, whether from man-made attack or natural sources.

Emergency Operations Center

A centralized location from which emergency operations can be directed and coordinated.

Exercise

Communications: The communications exercise is designed to test and evaluate communication systems, including lines and methods of communicating during a disaster. Alternative communication systems can also be tested, including amateur radio, cell and satellite systems, among others. Tabletop: An exercise that takes place in a classroom or meeting room setting. Situations and problems presented in the form of written or verbal questions generate discussions of actions to be taken based upon the emergency management plan and standard emergency operating procedures. The purpose is to have participants practice problem solving and resolve questions of coordination and assignment in a non-threatening format, under minimal stress. Functional: The functional exercise is an activity designed to test or evaluate the capabilities of the disaster response system. It can take place in the location where the activity might normally take place, such as the command center or incident command post. It can involve deploying equipment in a limited, function-specific capacity. This exercise is fully simulated with written or verbal messages. Full Scale: This type of exercise is intended to evaluate the operational capability of emergency responders in an interactive manner or a substantial period of time. It involves the testing of a major portion of the basic elements existing in the emergency operations plans and organizations in a stress environment. Personnel and resources are mobilized.

Field Treatment Site (FTC)

Soft-sided (tent) structures built and utilized for emergency situations where fixed structure medical facilities are not available or are not adequate to meet the community’s emergency medical care needs.

Hospital Incident Command System

(HICS)

HEICS/NICS is an emergency management system that employs a logical, unified management (command) structure, defined responsibilities, clear reporting channels and a common nomenclature to help unify hospitals with other emergency responders. Information on HEICS/HICS can be obtained through the California EMSA Website at www.emsa.ca.gov. The current version HEICS III has been under revision and the fourth version will be known as the Hospital ICS or HICS.

Health Resources & Services

Administration (HRSA)

A subdivision of the U.S. Dept. of Health & Human Services, HIRSA provides funding and directs programs that improve the nation’s health by expanding access to comprehensive, quality healthcare. HRSA administrates the National Bioterrorism Hospital Preparedness Program to improve healthcare response to terrorism events and natural disasters.

Incident Command System (ICS)

A centralized location from which emergency operations can be directed and coordinated.

Join Commission on Accreditation of

Healthcare Organizations

(JCAHO)

The Joint Commission evaluates and accredits nearly 15,000 health care organizations and programs in the United States. An independent, not-for-profit organization, the Joint Commission is the nation’s predominant standards-setting and accrediting body in healthcare.

Long-Term Care Facilities

A collective term for healthcare facilities designated for the care and treatment of patients or residents requiring rehabilitation or extended care for chronic conditions. The Department of Health Services, Licensing and Certification Division licenses these facilities.

Medical and Health OA Coordinator

(MHOAC)

The Medical Health Operational Area Coordinator (MHOAC) is responsible for coordinating mutual aid resource requests, facilitating the development of OA Medical/Health response plans and implementing the Medical/Health plans during a disaster response. During a disaster, in most OAs, the MHOAC directs the Medical/Health branch of the OA EOC and establishes priorities for Medical/Health response and requests. This coordinator was formerly known as the OA Disaster Medical/Health Coordinator.

Modified Mercalli Scale

This scale is composed of 12 increasing levels of intensity that range from imperceptible shaking to catastrophic destruction and is designated by Roman numerals. It does not have a mathematical basis; instead it is an arbitrary ranking based on observed effects. The Modified Mercalli Intensity value assigned to a specific site after an earthquake has a more meaningful measure of severity to the nonscientist than the magnitude because intensity refers to the effects actually experienced at that place. After the occurrence of widely felt earthquakes, the Geological Survey mails questionnaires to postmasters in the disturbed area requesting the information so that intensity values can be assigned.

Neighborhood Alternate Care Sites

(NACS)

NACS is designed to be the entry point into the medical system for casualties, asymptomatic exposed and non-exposed individuals who present themselves for care when the system is activated. The purpose is to keep non-critical victims away from local Emergency Departments. Basic triage is performed. Medical treatment is limited to advanced first aid, distribution of prophylactic medications, self-help information and instructions. Medical stabilization may be performed for those needing transfer to an ACS or a hospital.

National Incident Management System

(NIMS)

Developed under Homeland Security Presidential Directive 5, provides a consistent nationwide approach for federal, state, local and tribal governments to work effectively to prepare for, respond to and recover from domestic incidents. California has incorporated NIMS into the State’s SEMS process.

Operational Area (OA)

An intermediate level of the State emergency services organization, consisting of a county and all political subdivisions within the county.

OA Medical/Health POC

Disaster planning in the Medical/Health discipline in California as been moving toward a single point of contact (POC) for communications and coordination of resources within the Operational Area (OA). While individual OAs may have different approaches, reporting structures, position descriptions and names or acronyms for Medical/Health Emergency Operations Centers (EOCs), for the purpose of this document the term OA Medical/Health POC is used as a generic indicator for consistency and clarity. This term is used throughout the Guidebook to denote either the person of the EOC branch responsible for coordinating Medical/Health disaster response.

Regional Emergency Operations Center

(REOC)

The first level facility of the Governor’s Office of Emergency Services to manage a disaster. The REOC provides an emergency support staff operating from a fixed facility, which are responsive to the needs of the OAs and coordinates with the SOC.

Regional Disaster Medical and Health

Coordinators (RDMHC)

At the regional level, EMSA and the California Department of Health Services (CDHS) jointly appoint the Regional Disaster Medical Health Coordinator (RDMHC) whose responsibilities include supporting the mutual aid requests of the MHOAC for disaster response within the region and providing mutual aid support to other areas of the state in support of the state medical response system. The RDMHC also serves as an information source to the state medical and health response system.

Regional Disaster Medical Health

Specialist (RDMHS)

A full-time position funded by EMSA and CDHS to provide the day-to-day planning and coordination of medical and health disaster response in the six mutual aid regions. During a disaster response, the RDMHS is the key contact for OAs to request and/or to provide medical and health resources.

Richter Magnitude Scale

The Richter magnitude scale was developed in 1935 by Charles F. Richter of the California Institute of Technology as a mathematical device to compare the size of earthquakes. The magnitude of an earthquake is determined from the logarithm of the amplitude of waves recorded by seismographs. Adjustments are included in the magnitude formula to compensate for the variation in the distance between the various seismographs and the epicenter of the earthquakes. On the Richter Scale, magnitude is expressed in whole numbers and decimal fractions.

Response Information

Management System (RIMS)

RIMS is an Internet based information management system and consists of a set of databases designed to collect information on the disaster situation, communicate action plans and receive mission requests. RIMS is accessed and utilized by OAs, regional and State governmental agencies only.

Standardized Emergency

Management System (SEMS)

The emergency management system identified by California Government code 8607 for managing emergency response to multi-agency or multi-jurisdictional operations. SEMS is based on the ICS and is intended to standardize response to emergencies in the State.

State Operations Center (SOC)

Established by OES to oversee, as necessary, the REOC and is activated when more than one REOC is opened. The SOC establishes overall response priorities and coordinates with federal responders.
