Please read and become thoroughly familiar with the plan, understand your unit’s role and your responsibilities, and keep it handy so you will have needed phone numbers at critical times. This plan provides basic guidelines for emergency response for UFBA personnel. By taking the time to become familiar with the procedures outlined in this booklet, you are performing a service to the entire UC community. Thank you for your commitment. I. GENERAL EMERGENCY PROCEDURES A primary goal of units is to ensure that our customers receive quality emergency

service when operating systems malfunction or are damaged. Our units will strive to provide fast and reliable service in the event of minor or major operational emergencies, or natural or man-made disasters as follows:

A. During Regular Hours of Operation (7:30 am – 4:00 pm, Monday through Friday): Facilities and grounds emergencies will be reported to the respective Work Control Office and dispatch staff will notify the appropriate units within Facilities Management.

After Hours From 4:00 pm to 7:30 am; and all holidays &

B. After Hours (4:00 pm – 7:30 am; and all holidays and weekends): Emergencies are reported to the Communications Center of UC Public Safety,

which, in turn, contacts and dispatches appropriate emergency response staff. 1. Minor Emergencies will be handled by Emergency Maintenance, in consultation

with the Duty Supervisor. 2. Major Emergencies or Disasters will be reported to the Associate Vice President

of Facilities Management or his successor. If the AVP is unavailable, successors are identified as: a. Director of Maintenance and Operations b. Assistant Vice President for Utilities & Technical Support c. Most senior staff available

During major emergencies or disasters, Utilities and Facilities Management’s call-up rosters will be in effect. Emergency teams will report to pre-assigned emergency response quadrants as directed.

C. Emergency Operations Center (EOC) During any emergency situation of the magnitude to require widespread

mobilization of elements of University departments other than those principally involved in emergency situations on a daily basis, the Emergency Operations Center (EOC) is ordinarily fully activated and department executives assume control of emergency operations. • The AVP for FM or his successor, identified above, will report to the University of

Cincinnati’s Emergency Operations Center (EOC) to coordinate all Facilities Management response activities with other campus units.

• The primary EOC location is in Three Edwards Center. In the event that the primary EOC is not functional, the alternate EOC, located at 264 HPB, will be activated.

II. EMERGENCY RESPONSE PROCEDURES FIRE

All employees should familiarize themselves with emergency exits as well as the locations of fire extinguishers and fire alarm pull stations in the building they are assigned.

In Case of Fire 1. Pull nearest fire alarm and call 9-1-1 from any university or emergency phone to

report the exact location of the fire. 2. Close doors and windows but do not waste time or endanger yourself or others. 3. Leave the building. Do not use the elevators! Exit the building by the nearest

stairwell. 4. Do not re-enter the building until the “All Clear” has been given by the Fire

Department or the highest-ranking UC Public Safety official. 5. All fires must be reported to 9-1-1, even fires which have been extinguished. Designated response team members refer to your emergency response procedures for all buildings. Become familiar with the evacuation plans developed for your particular building.

≈ FLOOD

Flooding can occur in a building for a wide variety of reasons, and can originate inside or outside the building. Any type of flooding can cause significant damage to the building and its contents, posing a significant threat to building occupants. Internal Flooding Flooding that occurs within a single building could be the result of broken water pipes, backed-up sewer lines, clogged drains, sump pump failure or flash flooding due to heavy rains. If flooding is internal, efforts should be focused on the following: 1. If life threatening, evacuate the area. 2. Call Work Control. 3. Locate and control the source of water infiltration, if possible. 4. Ensure that electrical equipment in wet areas is de-energized, if possible. 5. Any electrical equipment that is not known to be disconnected should be assumed

to be live and should be treated as a potential electrocution threat. Response teams will be dispatched to the scene. Electric power will be cut off if the electrical equipment is flooded or in danger of flooding. The source of the water will be valved off and pumping will begin. If necessary, the Fire Department may be called to assist.

TORNADO/SEVERE WEATHER Tornadoes can strike any time of year, but occur most frequently during April, May and June. The National Weather Service will issue advisories. A tornado warning means that tornadoes have been sighted in the area. When a tornado warning is issued, take shelter immediately and move away from windows and doors. Relocate to Severe Weather Shelter Locations (generally to the basement or to interior hallways of the lowest floor). Avoid places with wide-span roofs.

• Vehicles and trailers are unsafe in tornadoes. Occupants of vehicles should move to more substantial structure. Never try to out drive a tornado in a car or truck.

• Anyone trapped outdoors in a tornado should lie face down in the nearest ditch, ravine, or culvert with their hands over their head.

All on-duty Facilities Management staff will be placed on alert status. If a tornado should occur during non-working hours, key personnel will be called in, if necessary. Response teams will consist of: • Electricians - to take care of electrical shutdowns that may be caused by broken wires or

other electrical failures. • Carpenters - to make emergency repairs on broken windows, doors, etc. • Mechanical Maintenance - to shut off mechanical systems that could be damaged and to

shut off systems that may become damaged during the storm. • Building Services - to begin clean up and removal of debris and to help with flood control.

EARTHQUAKE

An earthquake is a sudden shaking of the earth caused by the breaking and shifting of rock beneath the earth’s surface. Earthquakes can cause structural damage to buildings and other structures; can interrupt telephone, electrical service, and utilities causing damage that may lead to fires and explosions. Most injuries to building occupants from earthquakes are the result of building collapse or damages such as falling furniture or other contents, flying glass and debris, and fire triggered by ruptured gas lines, damaged electrical lines or equipment. All parts of the country are at some risk from earthquakes. During an Earthquake 1. Building occupants should remain in the building during an earthquake. 2. People in the building should move away from windows and take cover under a sturdy

object such as a solid desk or chair. 3. People on elevators should exit at nearest floor and lie face down alongside an interior

partition. 4. People outside the building when an earthquake strikes should remain outside and move

away from the buildings, streetlights, and utility lines. 5. After an earthquake, try to remain calm and stay where you are. Building response teams will begin immediate assessment of potential damage. Teams should be prepared to shut off gas, water or electricity if damage posing a threat is discovered. In areas with significant damage, occupants may need to be evacuated. Follow your building Evacuation Site Plan. But, if possible, you should relocate to a safer part within the building. Remain inside until you are asked to evacuate the building. The situation outside the building may be worse than the situation inside.

BOMB THREATS & SUSPICIOUS PACKAGES If you should receive a bomb threat, a suspicious package, or locate a suspicious item, contact the Police Department immediately by calling 9-1-1 on a campus phone. DO NOT USE A CELL PHONE!! Responding to Bomb Threats Bomb threats are delivered in a variety of ways. The majority of threats are called in to the bomb target. Occasionally these calls are through a third party. Sometimes a threat is communicated in writing or by a recording. 1. Dial 911 using a campus phone and report the bomb threat immediately to the UC

Police Department. DO NOT USE A CELL PHONE! 2. When a written bomb threat is received, save all material, including any envelope or

container. Every possible effort must be made to retain evidence such as fingerprints, handwriting, or postal marks. These will prove essential in tracing the threat and identifying the writer.

3. When a telephoned bomb threat is received, write down exactly what is said as soon as possible. If you have a display phone, note the number the call was received from.

4. If you are notified of a bomb threat, you must evacuate the building; follow your Building Evacuation Site Plan.

Responding to Suspicious Packages 1. If you receive a suspicious package or locate a suspicious item, do not move or open

the item. Clear employees and students away from the immediate area, and lock the area.

2. Dial 911 using a campus phone and report the suspicious package immediately to the UC Police Department. DO NOT USE A CELL PHONE!

3. Meet the responding police officers outside. Refer to Suspicious Letter and Parcel Recognition Points for further information. Remain calm.

≈ SUSPICIOUS LETTER AND PARCEL RECOGNITION POINTS • Foreign Mail, Air Mail and Special Delivery • Handwritten or Poorly Typed Addresses • Restrictive Markings such as Confidential, Personal, etc. • Incorrect Titles or Titles but No Names • Unexpected Packages • Misspellings of Common Words • Excessive Postage • Oily Stains or Discoloration • Unidentified Powders or Leaking Liquids • No Return Address • Postmark Does Not Match Return Address • Excessive Weight • Excessive Securing Material such as Tape or String • Protruding Wires or Tinfoil • Visual Distractions such as Drawings or Statements • Rigid, Lopsided, or Uneven Envelope

Do Not Handle Do Not Place Package in a Container Evacuate and Isolate the Room(s) If you have contacted a powder or liquid, avoid spreading it. Report all Suspicious Packages to 9-1-1 immediately.

HANDLING ANTHRAX AND OTHER BIOLOGICAL THREATS AT THE UNIVERSITY OF CINCINNATI Many facilities in communities around the country have received anthrax threat letters. The vast majority did not contain anthrax, but in a few cases persons have been infected with the disease. This sheet outlines the University procedures for handling suspicious letters and packages. Anthrax – An Overview Anthrax organisms can cause infection in the skin, gastrointestinal system, or the lungs. To do so, the organism must be rubbed into abraded or broken skin, swallowed, or inhaled as a fine, aerosolized mist. The disease can be prevented after exposure by early treatment with antibiotics. Anthrax is not spread from person to person. Suspicious Unopened Letter or Package 1. Do not open, shake, or otherwise tamper with the package. If a plastic bag is

readily available, place the package inside the bag and seal it. Do not try to clean up any spilled powder. If possible, place a garbage can or other container over the spilled powder to prevent further spread.

2. Leave the room where the package is and close the door. Prevent anyone else from entering the room. Wash your hands with soap and water to avoid spreading any potential contamination.

3. Dial 911 to report the incident. 4. Keep all people who were in the room together until the police arrive. 5. Avoid direct contact with any other persons to avoid spreading any potential

contamination. What Will Happen? 1. The police will respond and investigate any suspicious items reported. 2. If people have been contaminated with powder, and no immediate

determination can be made as to the nature of the powder, further decontamination may be undertaken (showering).

3. The materials will be sent to the Ohio Department of Health for lab tests. Should the tests show the presence of anthrax, all persons who were potentially exposed will be contacted for further medial follow-up.

4. It is important to remember that while anthrax is dangerous, prompt recognition and treatment are effective.

CHEMICAL SPILL

If a spill occurs:

1. Evacuate area if there is an immediate threat to your safety. 2. Dial 911 to report spill. 3. If spilled material is flammable, turn ignition and heat sources “off.” 4. Turn exhaust ventilation “on.” 5. Dike and smother spill with vermiculite/sand. 6. Close door securely.

If you are required to evacuate the building, follow your Building Evacuation Site Plan.

≈ SHELTER IN PLACE - HAZARDOUS MATERIALS EMERGENCY Several potential emergency situations that release hazardous materials into the air may result in local government issuing a “Shelter In Place” warning. These situations include chemical spills, fires, and chemical/biological attacks. Shelter in place means taking refuge inside a building and isolating yourself as much as possible from the outside air. When a shelter in place warning is issued, that affects the University of Cincinnati, an announcement will be made over the campus warning system. In buildings which are not part of the campus warning system, the warning will be issued via weather alert radio. The following steps should be taken upon hearing the shelter in place warning: 1. Close outside windows and doors 2. Turn off individual window air conditioners or fan units that bring in outside air 3. Remain indoors and await further instructions or the all clear message 4. Employees shall stay in their shelter in place location until the emergency is over,

or until other instructions are given.

WORKPLACE VIOLENCE AND VIOLENT CRIME Although very rare, workplace violence and crime does occur on university campuses. If a violent event were to occur in your building, employees should: • Seek safety in an office, • Lock the door and move out of the line of view of the door • Contact the police by dialing 9-1-1 on a campus telephone, or by dialing 556-

1111 on a cellular phone. BE AWARE that 9-1-1 calls from the campus phones are automatically identified, so that if you cannot speak, police officers will be sent to investigate. REMEMBER that at the present time there is no method of identifying the location of a cellular telephone caller, so you must be able to speak your location in order to summon assistance when using a cellular telephone. If a violent event were to occur elsewhere in the building, employees should alert others to the danger, so that they can seek a safe place and exit the building.

≈ ACTIVE SHOOTER INFORMATION An active shooter is an individual actively engaged in killing or attempting to kill people in a confined or populated area; in most cases, active shooters use firearm(s) and there is no pattern or method to their selection of victims. Active shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of law enforcement is required to stop the shooting and mitigate harm to victims. When calling 9-1-1 from a cell phone on campus, state that you are calling from the University of Cincinnati, the building name, room number and reason for the call. If you are in an office, stay there and secure the door. If you are in a hallway, get into a room and secure the door. If you are outside, look for buildings, brick walls, vehicles or solid structures that will provide protection from bullets.

HOW TO RESPOND WHEN AN ACTIVE SHOOTER IS IN YOUR VICINITY

Quickly determine the most reasonable way to protect your own life. Remember that students and visitors are likely to follow the lead of faculty and staff during emergency situations.

Evacuate If there is an accessible escape path, attempt to evacuate the premises. Be sure to: 1. Have an escape route and plan in mind, evacuate regardless whether others

agree to follow or not; 2. Leave your belongings behind; 3. Follow the instructions of any police officers.

Hide Out If evacuation is not possible, find a place to hide where the active shooter is less likely to find you. Your hiding place should:

1. Be out of the active shooter’s view; 2. Provide protection if shots are fired in your direction (i.e., an office with a closed and

locked door); 3. To prevent an active shooter from entering your hiding place: 4. Lock the door; 5. Blockade the door with heavy furniture

If the active shooter is nearby:

1. Lock the door 2. Silence your cell phone 3. Hide behind large items (furniture, cabinets, desks) 4. Remain quiet

Take action against the active shooter As a last resort, and only when your life is in imminent danger, attempt to disrupt and/or incapacitate the active shooter by:

• Acting as aggressively as possible against him/her; • Throwing items and improvising weapons; • Yelling; • Committing to your actions.

How to respond when law enforcement arrives

Law enforcement’s purpose is to stop the active the active shooter as soon as possible. Officers will proceed directly to the area in which the last shots were heard.

• Officers may wear regular patrol uniforms or external bulletproof vests, and helmets. • Officers may be armed with rifles, shotguns, handguns. • Officers may use pepper spray or tear gas to control the situation. • Officers may shout commands and may order individuals to the ground for their

safety.

How to react when law enforcement arrives:

• Remain calm and follow officer’s instructions; • Put down any items in your hands (i.e., bags, jackets); • Keep hands visible at all times; • Avoid making quick movements toward officers such as holding on to them for safety; • Exit in the direction the officers are entering the premises

IS UC CLOSED? INCLEMENT WEATHER, SEVERE EMERGENCY OR CRISIS SITUATIONS The University of Cincinnati is always officially open. During periods of severe inclement weather, public emergency, or other crisis, the President or a designated cabinet officer of the University of Cincinnati may issue an announcement of campus status as appropriate to the situation on the University electronic mail system and through local mass media outlets. In general, such a campus status announcement will inform the general public, as well as University of Cincinnati students and employees, that the University of Cincinnati campus, or a specific designated portion of the campus, is closed for a specific time period.

1. Such announcement may specify that University of Cincinnati classes, with the exception of the College of Medicine, are canceled until or after a specified time, or for an entire day.

2. Such announcements may specify that all events or programs, including both University events and non-University events held in University facilities, are canceled.

3. Such announcements may specify that certain University offices and facilities are closed, except for essential offices that never close under any circumstances.

The following is a list of Utilities, Facilities & Business Affairs essential personnel who must report to work during inclement weather:

The following positions are designated essential: All Unclassified Employees (unless designated not to be by the AVP or Director of the area) Directors Associate Directors Assistant Directors All Facility Automation System Engineers Utility Plant Personnel Coordinators Housekeeping Supervisors Custodial Group Leaders Housekeeping Managers Emergency Maintenance (including Housing) AQT II (HVAC / AM) AQT 1 - Incinerator Operator BMS I, II, III (HVAC/AM/Electrical) Plumbers (including Building Trades Leaders) Electricians I and II Full Time Work Control Staff (including Public Inquiries Assistant) Grounds, Moving and Transportation Employees

The following positions are designated non-essential: Assistant Electricians Central Receiving Staff Locksmith positions Laborer/Housekeeping Mail Services Staff Painters (including BMS 3, Building Trades Leaders) Carpenters (including Building Trades Leaders) Custodial Worker Supervisor Labor Crew Leaders Custodial Workers Office Staff Maintenance Repair Worker 1 & 2

A. All Exempt/Salaried employees designated as essential are required to report or remain at work and will be compensated at their regular rate.

B. All Hourly Classified employees who are designated essential will be compensated at the rate of two (2) times the regular hourly rate for all hours worked during the closing period. The purpose is to pay all UFBA essential employees based on current union agreements. Should any of the agreements change, this policy will be updated.

C. All employees designated as essential, who do not report to work, must use Vacation/Comp. time or time off without pay.

D. Non-essential employees who report to work will not be allowed to work. E. Should UC close during the day for inclement weather, employees who are required

to remain at work will be compensated at the "Emergency Closing Rate" during the period of the emergency closing starting when the University officially closes.

F. Non-essential employees will receive their regular pay for the period of the emergency closing starting when the University officially closes.

G. Any employee living in an area designated as a Level 3 Snow Emergency, because of inclement weather conditions as classified by the Sheriff/Local Authorities of said area, will receive regular pay for that period, including employees designated as essential. It is the responsibility of the employee to provide documentation to this effect.

H. Employees reporting late to their designated shop will be allowed to use vacation/comp time to cover lost time regardless of eligibility for discretionary leave.

I. Employees calling in sick must use sick time from their sick leave pool, so long as a balance remains in their pool. If no balance remains in their pool, they will not be paid.

J. Any manager may designate an employee as essential, based on needs, and with the approval of the AVP for Facilities, Utilities, or Director of the area.

K. Should UC close early or for an entire day, the re-open time for UFBA Personnel, will be as specified in the closing announcement, or if not indicated in the closing announcement, it will be 8:00 am the following day.

During major emergencies or a natural disaster, personnel will be directed according to their emergency response responsibilities as indicated in the Emergency Operations Plan.

MAINTENANCE AND OPERATIONS STAFF

EVACUATION

In the event of an evacuation (fire, bomb, or other cause) the following steps will be followed: • When an alarm sounds, STOP activity in your area. • All stairwells will be used for evacuation of the building. • The elevators will NOT be used for fire evacuation (fire alarm sounding). • When an evacuation is ordered, leave the building by the nearest stairwell and

exit door. Leave the building quickly, but do not run. • Provide assistance to physically disabled persons (described below). • Keep conversation to a minimum during evacuation. • Close doors when leaving areas to limit fire and smoke damage. • If confronted with smoke keep near the floor. • If confronted with smoke in a stairwell attempt to use an alternate stairwell. • The Building Supervisor will verify that all employees and members have

evacuated. • Complete the evacuation process even if the alarm ceases sounding. • Do not re-enter the building until an all-clear is given by the Public Safety

department. • Make contact with your respective Work Control office to inform them that you

were forced to evacuate the building you were working in due to an emergency. Await further instructions from your supervisor.

EVACUATION OF DISABLED PERSONS

Special procedures are in place for persons with physical disabilities who may be present in the building during a fire. Persons with physical disabilities are permitted to stay in the building during a fire emergency only if they are non-ambulatory or where elevator assistance is essential for their evacuation and they are located either above or below the ground floor. Elevators cannot be used during a fire. All other persons with disabilities need to evacuate the building in an emergency situation. If required, persons with a visual impairment should seek assistance from employees or other occupants in the building. Areas of Rescue Assistance: The University Pavilion is provided with designated Areas of Rescue Assistance for this situation. These areas are equipped for two-way voice communications with the 911 dispatcher, and are located within fire resistive areas of the building, inside the emergency stairwells. All Areas of Rescue Assistance are marked with a sign. A person with a physical disability preventing them from evacuating should be directed to the closest Area of Rescue Assistance and notify the 911 dispatcher of their location. The dispatcher will relay this information to the fire department, and advise the person as to what other steps they should take. If unable to reach an Area of Rescue Assistance, the individual should go to an area with an outside window.

In a major disaster, the Director of AFit or his direct reports will direct action. The Director of AFit or a direct report will receive the call via the main AFit help desk number, 556-1477. After normal hours, messages left on this number will page an on-call staff member. The on-call person will contact any additional personnel and coordinate the assessment of the problem. The AFit staff will then work to support the FM staff to resolve the problem via remote management if possible and then on site.

GROUNDS MAINTENANCE, MOVING AND TRANSPORTATION SERVICES

Our Grounds Maintenance, Moving and Transportation Services (GMT) play a critical role in many emergency situations that occur, such as snow emergencies, the clearing of fallen trees, hazardous walk ways and steps. The primary function of GMT in a major emergency or disaster is to respond as a support force to the UC Public Safety Department and to university Emergency Response Teams. The Emergency Operations Center (EOC) will coordinate on-scene GMT response units. These units will be deployed in situations requiring the commitment of significant quantities of emergency resources. The heavy equipment (i.e., backhoes, trucks, etc.) will be instrumental in the removal of debris due to structural damage associated with major disasters. Notification of an emergency or disaster will originate in a variety of ways. The majority of calls originate from FM Work Control, FM Emergency Maintenance Personnel or UC Public Safety Communications Center. The Directors, Managers or Supervisors of GMT will report to assigned areas with cellular phones and radios. Upon notification from the Emergency Operations Center (EOC) or authorized authority they will assemble personnel as standby or response teams depending on the requirement of the situation. The EOC will receive assessment of the overall damage from UC Public Safety and various Emergency Response Units involved. MAINTENANCE & OPERATIONS

In a major disaster the Associate Vice President or his representatives will direct action from the Emergency Operations Center (EOC) or authorized authority. The Emergency Operations Center (EOC) will coordinate on-scene response units based on overall damage assessment from the Public Safety Department and various emergency response units involved.

Contact will then be made with the affected area Director or Managers, typically via cellular phone. Maintenance personnel will be directed by radio based on the requirements of the situation and the direction provided by the EOC. The response teams will work in conjunction with the Public Safety Department and other units of the University. If it becomes necessary to complement the response teams, contractors and public service agencies may be used.

RECOVERY

Once the emergency situation is over, the focus will shift from response to recovery. Response teams will become recovery teams. These teams may work with internal units or with external assistance needed due to the size, complexity, or schedule of the recovery operation. Contractors that may be able to provide recovery services are listed in the manual. Pre-qualified companies can help to speed up the start of the recovery operation.

EMERGENCY GENERATION

In the event that the emergency caused loss of power to a building or buildings, temporary electrical power may be deemed necessary. If that is the case, the Electrical Supervisor or Electrical Foremen will be notified. Contact with the local Utility Company will be made if there is a total electrical failure. If the failure is not total, an attempt will be made to isolate the damage and return as much normal power to the campus as possible. Electrical personnel will be directed in whatever work is required. The Electrical Supervisor or Foremen may call in contractors to assist depending on the severity of the situation.

EMERGENCY GENERATION EQUIPMENT

A 500 KVA generator is stored in the Central Utility Plant. A 400 KVA generator is stored in the Eden Ave Garage lower level. They are on continual battery charge and block heating when required. These generators will be moved to locations and connected as needed. Electrical maintenance personnel will be assigned to monitor fuel usage. This will continue during any emergency or disaster situation. Where large additional generation is required, we will rent generators from:

UTILITIES DISASTER PLAN

1. ELECTRIC

A. Central Utility Plant University of Cincinnati Uptown Campus receives primary electric power from two 138KV to 12.47KV transformers1 owned by the university located in the Duke Energy Rochelle Substation. The transformers secondaries are connected to four breakers in the Central Utility Plant via dedicated cable feeders. Loss of both transformers will result in complete isolation from Duke Energy. The Central Utility Plant onsite generation consists of two combustion turbine generators, capable of 12.5MW at 12.47KV each and a steam turbine generator capable of 21.5MW at 12.47 KV. The Central Utility Plant is designed to be capable of “Island” operation in this circumstance which means that we would lose power for 24 to 48 hours before we could serve campus during a catastrophic loss of power. The West Campus power distribution is a 100% loop system distributed from an Electric Distribution Node at the North end of Nippert Stadium. Each feed loop is nearly 100% rated for its potential load. The Central Utility Plant has redundant transformers that provide power for chilled water production and distribution to campus. There is a permanent 1.8MW diesel generator at the Central Utility Plant for emergency power, peak shaving and black start of the combustion turbine generators in the event of a blackout. The plant has three redundant 12.47KV to 4160 Volt transformers that supply power to our gas compressors, chillers, and pumps. The plant has two redundant 12.47KV to 480 volt transformers for pumps, fans, and other plant equipment.

B. East Utility Plant The East Campus power distribution is a 100% loop system distributed from an Electric Distribution Node on the first floor of the Eden Avenue Garage. Each feed loop is nearly 100% rated for its potential load. The East Utility Plant has redundant transformers that provide power for chilled water production and distribution to campus. The plant has 1.4MVA generator to run the boiler feed water pumps in an emergency.

The plant also controls the 2 MVA emergency generator for the CARE building which has synchronization gear and can be employed for peak shaving.

2. STEAM

A. Central Utility Plant The Central Utility Plant was originally built in 1991, and started up in 1993. The original steam capacity was 300,000 lbs. per hour with use of natural gas and #2 fuel oil as a backup fuel. The plant addition, completed in 2004, adds another 240,000 lbs. per hour of steam production from Heat Recovery Steam Generators with natural gas fired duct burners. This steam is primarily produced to drive a steam turbine generator for additional power. In the event that the additional steam turbine generation is not required, the steam production can be directed to campus through a pressure reducing station or through extraction from the steam turbine. Steam distribution out of this plant is tied into the 20-inch steam distribution piping.

B. East Utility Plant This Utility Plant has four boilers with total production capability of 310,000 lbs. per hour steam at 300 PSIG and reduced to 125 PSIG for steam header entry. The fuel used is coal, natural gas and #2 fuel oil with 140,000 pounds per hour of steam from coal only. Natural gas or oil can produce the remaining 160,000 pounds per hour. This total steam production can be dumped into a tunnel steam header with many isolating valves to direct steam accordingly. East Campus is supplied by four major steam headers, each capable of being isolated and metered. Procter Hall, University Hall, Vontz and Kingsgate receive steam from the tunnel header.

Contractors will repair major leaks in steam distribution lines. University personnel will valve off leaks, make minor repairs, and assist the contractors. The Central Plant and the East Plant steam plants are connected.

3. CHILLED WATER

A. Central Utility Plant This Utility Plant has eight (8) chillers capable of producing 20,400 tons of chilled water and a 4 million gallon thermal storage facility located under the practice fields at Charlton Avenue. Distribution of chilled water to campus is accomplished by two major distribution lines, each one capable of being isolated. Metering is done as a function of chiller parameters. There are five (5) 2,000 ton York chillers, one (1) 5,200 ton York chiller, and two (2) 2,600 ton Trane chillers. The 5,200 ton York operates on 12.47KV and does not have redundant feed. The remaining chillers operate on 4,160V. The chilled water distribution is interconnected between the Central Utility Plant and the East Utility Plant.

B. East Utility Plant This Utility Plant has six (6) chillers capable of producing 16,000 tons of chilled water along with thermal storage of 2.85 million gallons. Chilled water is distributed to the hospital (East) campus by four major distribution lines, tunnel and underground each capable of being isolated. Metering is done as a function of chiller parameters. The 5,200 ton York chiller is supplied at 12.47KV. There are two (2) natural gas engine driven chillers and the remaining units operate at 4,160 Volts. There is a West Campus interconnection.

Contractors will repair major leaks in chilled water distribution lines. University personnel will valve off leaks, make minor repairs, and assist the contractors. The Central Plant and the East Plant chilling plants are connected.

4. DOMESTIC WATER

A. Central Utility Plant Domestic water is supplied to the Central Utility Plant and campus by redundant lines and derived initially from the Cincinnati Water Works using seven major headers with isolating valves. The Central Utility Plant is supplied by two water lines, each capable of total supply required by the plant and supplied by the Cincinnati Water Works distribution system with valve isolating system.

B. East Utility Plant

Domestic water is supplied to the East Utility Plant and campus by two separate sources and is capable of isolation. This water is derived from the Cincinnati Water Works distribution system.

5. NATURAL GAS FOR STEAM PRODUCTION Natural Gas is supplied by Duke Energy through 20-inch medium pressure (30 PSIG) gas line to both the Central Utility Plant and the East Utility Plant. All gas boilers except the 2 HRSGs are backed up by #2 diesel fuel. Contractors will repair major leaks in water and gas distribution lines. XI. CONCLUSION

BE FLEXIBLE AND ADAPTABLE

While this plan provides basic guidelines for emergency response, the circumstances of a specific crisis will dictate the type of units required to respond. “Plans are nothing; planning is everything.” A written plan that sits on a shelf is far less important than the instinctive good judgment that comes from thinking through potential scenarios and developing ideas for coping with them in advance. Working through some of the previously raised issues is the key to creating a flexible and ultimately applicable plan. KEEP IT SIMPLE A plan should be packaged to ensure that it is user friendly. The documentation and training involved in implementing the plan should be tailored to the level of knowledge needed by the responding groups. It is critical to keep the information that is distributed at a manageable level. Some disasters are so unusual they require plans to be altered beyond recognition or simply abandoned. Expect the unexpected!
