Control structure for major emergency
Method of declaring emergency and activating plan
Workers in the factory area / processing area / residential who are discovering an
emergency condition should :-
Immediately contact / inform the respectively in-charge and other co-
workers present by direct communication or safety alarm.
Supervisor present would take control and instruct the workers present
To evacuate the area in the safe way
Try to control the situation by using the extinguisher
He would immediately inform respective in-charges. For that, workers
would be able to tackle situation as given below. While allocation of
duties, this factor would always take care of.

An emergency becomes more enhanced and pronounced when an emergency
warning is raised. He / She should adopt a safe course to assembly point and await

must assist emergency personnel towards objectives of EMP.

IN THE EVENT OF FIRE/ACCIDENT INSIDE THE UNIT
Emergency Preparedness Plan:
RBA FERRO INDUSTRIES PVT. LTD. is a unit where foundry work is done
with the help of fire and hot metallic substances which is a prominent risk for the
employees who are directly or indirectly involved during processing and handling
period and as such emergency preparedness plan is a must.
Synopsis of the plan: The plan has been formulated based on our activities.
Emergencies are of two types viz. Minor & Major. Both type of emergencies will
be handled by trained personnel of the factory as they are conversant with the type
of emergency and its effect.
Minor Emergencies: Minor fire breakout is handled by
• Cutting off/minimizing oxygen(present in air) supply- by covering
• Lowering the flash point of item on fire - by cooling
• Splitting up the items on fire(solid) –separation
• Clearing of adjacent items so to prevent spread out.
Major Emergencies: It involves two simultaneous operations. One is to control the source of emergency and the other is to control or minimize the loss. Appended is a complete breakdown of the do’s and don’ts in case of an emergency in the form of a Fire. Power Failure or other accidents.

Natural and man-made disasters/sabotage not only affect the commercial
and economic functioning of the industry, they also play in important role in jeopardizing food safety in an establishment in such situations, in case of emergencies, it is important to lay down prescribed guidelines and evasion processes so as to minimize the potential loss of food and reduce the risk food borne illness. The objective of the onsite emergency plan is to formulate and
provide an organization capable of taking fast and effective actions in an emergency situation in order to project in-house personnel safeguard the property and environment have effective rescue and treatment of casualties bring the incident under control fast and effectively preserve relevant records and equipment for subsequent
enquiries Ensure rapid return to normal operation after the emergency.
RESPONSIBILITY
It is the duty to ensure the health, safety and welfare at work of all employees of
RBA FERRO INDUSTRIES PVT. LTD. will provide an environment that is safe
and without risk to health, with adequate facilities for the work. The company will
ensure safety and absence of risk to employees when handling dangerous
chemicals, lifting any object, strong or transporting any goods concerned with their
work, and provide correct training in such operations. Whenever necessary,
protective clothing or equipment shall be provided at no charge.

Visitors
Persons employed at or visiting or supplying a place of work shall not interfere
with or misuse things provided for health, safety and welfare. Nor will they prevent
or hinder any person injured at the place of work.
Fire
With to-day’s safety standards, fires are not as frequent as in days gone by.
However, they still occur and can be very dangerous. Neglect, ignorance or a lazy
attitude are common reasons for fire. Also in Gen set room one single wrong step
can set fire. Electrical shorts or faults cause other fires. Un-cleaned hoods build up
a grease film, once alight, they can send the fire through out the ducting system.
Fire extinguishers are placed at strategic points and areas of the processing area.
All staffs are made familiar with location and uses.
In case of a fire, the following processes must be adhered to –

Responsibility: Outsourced security
The responsibility lies in the hands of the outlet security assisted with his/her
team to ensure smooth evacuation for guests and staff.
All guests in the property to be immediately evacuated through the fire exit
and cleared from the Exit.
He will first blow the fire alarm and spread open all the emergency exists.
All security staff are to advise and guide the guests and to be assisted out of
the property.
Activate HOOTER and associated drill.

On-site activities during calamity: Property precautions. Responsibility: Safety Manager / Unit head / Maintenance Manager
Fire services /Disaster control authority to be intimated Fire extinguisher to be used to douse flames. Ensure correct type of extinguisher is used.
If fire is out of control, immediate evacuation should be done for all personnel
Fire to be controlled around brake out place and effort is to be put upto isolate other vulnerable areas, such as store and Gen set room ,to avoid maximum damage
Evacuation is to be conducted while keeping accountability in concern.
Sand/water to be used to prevent fire from spreading to the main stores areas
Main stores to be evacuated In case of Natural Calamity like Flood, Earthquake, Strom (e.g. Aila / Amphan) Organization should report immediately to Disaster Management Cell of the District under the control of D.M. for rescue operation.
In case of Terrorism same procedure should be adopted. In case of serious outbreak of epidemic same procedure should be adopted.
Accounting of personnel
In the affected areas, the head of administration will arrange for a search of any casualties. On arrival of the officer in-charge of local authority and Fire Brigade, they would like to know if this has been done and would, if necessary, do a further search.
In-charge of factory should record the names of casualties who have been shifted to hospital or given First Aid. The police may want to know the victims names of fatal casualties and will take necessary action as per law in force.

Nominated works personnel should also record the name and department of the people reporting to assembly points. At the assembly points, a responsible person should be appointed to check the list of all personnel working for emergency and others assembled at assembly point. This list will be verified against the nominal roll of those are physically present at that point and inform the police of any person who didn’t turn up.
Responsibilities have been fixed on the manager to inform the relatives of casualties.
Public relation
Managing Director/General Manager will take up the matter with news media if necessary.
Rehabilitation
Safety Manager and Sr. Officer of outside emergency services will take decision that emergency had ended and it will be made known to every one. Relevant records, equipment etc. will be preserved for subsequent enquiry by the authority. Declaration of ceasing the emergency Once the major emergency has ended and situation is under control safety manager will declare that the emergency has ceased. He will further intimate the post emergency action.
Post Emergency Action The Safety Manager will organize a post emergency search operation
to ensure that no casualty is lying untreated. A head count to be organized at the assembly points and then tallied
with attendance of the day to ensure that all is O.K. and that no one is missing.
The various fire extinguishers, Mask, Helmets etc. are to be collected and secured properly.

Photographs are to be taken and no tampering of evidence etc. of the affected site is allowed.
The affected area is to be cordoned off. The Drains / Storages are checked and proper care is taken in case
of any hazardous material releases. For any casualties, the affected person is to be taken to the nearest nearest point of medical assistance/treatment.
Alarm System: Safety alarm during major emergency to bring in attention of all the Employees that an emergency situation has arise. Emergency control center:
The emergency control centre is the place from where the operations to handle the emergency are directed and coordinated. It will be attended by Safety Manager / Administration, the Key Personnel, the Sr. Officer of Fire & Police services and other authorities.
The emergency control Centre should contain – a) Internal telephones and mobile.
b) A Layout plan of the :- - Areas where there are large inventories of materials e.g.
Storage - Location of Fire Extinguishing media. - Emergency exits from affected area to assembly points.
c) Nominal roll of employees.
d) List of Key Personnel, addresses and telephone numbers.

Selected employees RBA FERRO INDUSTRIES PRIVATE LIMITED are trained in the firefighting equipment.
Besides fire fighting, Orientation course is also regularly conducted to all levels of the employees. They are briefed about how incidences of fire could be checked or averted in the plant.
Preventive and precautionary measure
At RBA FERRO INDUSTRIES PRIVATE LIMITED training and education has been provided of all the staff about the process and effectiveness of the training has apprised a lot into ensure their understanding of the task, using commonsense and not fooling around.
The most common accidents and injuries in the plant area is –
Collapse of over head equipment:
The person working at the area to be examined for unconsciousness and other physical injury. HOD to be informed. If required, the person has to be carried to the nearest hospital.
Floods :As the local people shall be informed in advance for flood Evacuation of the people shall be arranged to minimize the loss & Casualty.
Poisonous Insect Bites: The RBA FERRO INDUSTRIES PRIVATE LIMITED has to made necessary arrangement for removal of the patient to the nearest ESI hospital or nursing home which is nearer to the factory.
Electrical Shocks : Carelessness and lack of thought can cause injuries from electricity as a result of using equipment in an unsafe fashion. As already stated water is often split on the floor. If anybody stands in split water and use wet hand to operate electrical equipment there will a chance to be victimized by electrical shock. In that case New equipment can be faulty and create a shock. As such can poorly maintained equipment. Electrical leads need to be inspected regularly to check for fraying or breaks and loose connections.
All maintenance of electrical equipment shall be carried out by licensed/ qualified personnel.

In case of Illness / Heart attack Victims should be immediately shifted to nearest Doctor available / Hospital / Nursing home
Keeping in view the present scenario, SOP has been introduced and in action in case of COVID related illness,
Electrical Hazardous: Safety precaution for lines above 440V
I) All voltage mains an apparatus are regarded as live and a potential source of eventuality and treated accordingly, unless it is know to be electrically dead.
II) The operations of proving dead and earthing of any mains are carried out by authorized persons not below the level of Supervisors.
III) High voltage mains are never worked upon unless they are discharged to earth after marking them dead and then earthed. Earthing switches whenever provided on power isolators are switched on after main power disconnection and kept padlocked till maintenance job is over.
IV) Energizing of mains and apparatus after maintenance work is always the responsibility of authorized persons not below the level of Supervisors.
Safety precaution for lines below 440V I) No work is commenced on live main lines unless it is specially
intended to be so done by specially trained workmen not below the level of Electrician.
II) Workmen below the category of Electrician are not allowed or
authorized to work on live mains, unless the work equipment are isolated from power source.

I) In the event of fire in the electrical mains or apparatus the effected parts are immediately isolated from power source.
II) Only such fire extinguishers are used which are marked suitable for
the very purpose. III) When water or soda acid stream should not be discharged on live
mains. Lifting: When lifting heavy objects, be certain to left only weight that
you are comfortable with. Ensure that you left correctly with knees bent and keeping the back straight back injuries are often a life long problem and are mostly caused by incorrect lifting or twisting while lifting.
Noise: All industrial work places, including processing unit have areas
that can over a period of time, because hearing problems. Noise from machinery, Gen sets and Exhaust fans are examples.
Such areas should be avoided where possible, Rotate the staff in these areas so that no one person is regularly exposed to constant loud noise.
