Try to calm and assist the individual. If injured, make him or her comfortable. Never move the injured until their condition can be determined or they do so on their own. If they are unconscious or unable to speak, render first aid or C.P.R. if you are trained to do so and have determined the necessity. Have someone else call 9-1-1 (If using the county phone system, you may need to dial 9-9-1-1.). If untrained in first aid or C.P.R., call 9-1-1 immediately.

Ask the injured person if there is anyone you can call or whether to call an ambulance or taxi for him or her. While talking to the individual, ascertain as much information as possible as to the who, what, where and how of the incident.

Ask questions and get written statements of all parties involved in or witnessing the incidents. If possible, photograph the incident scene and investigate it for anything that may have contributed to the incident, i.e., wet floor, poor lighting, etc.

Make your report on a County Accident / Incident Report Form and attach signed and dated statements of individuals or witnesses to the incident. Also include any photographs taken with descriptive captions. After completing the Accident / Incident Form, submit it to the Placer County Risk Management Office as soon as possible, but not more than 5 days.

If an individual or his or her representative requests information regarding injury or damage claims, in-struct him or her to call Placer County Risk Management at (530) 886-2600.

Report all accidents in a timely manner. Accidents involving injury to employees should be reported imme-diately to their supervisors and to Risk Management, at (530) 886-2600.

Accidents that are serious or life threatening must be reported by calling 9-1-1 (If using the county phone system, you may need to dial 9-9-1-1.).

If an accident results in an injury to an employee that may require first aid or C.P.R., and there are person-nel in your area trained in one or both, they should be contacted and asked for assistance.

If 9-1-1 is activated, the information given should be as accurate as possible. Direct available personnel to meet and guide emergency response units to the scene (especially when dealing with large facilities or those with difficult or restricted access.).

Evacuate — Remove anyone in immediate danger.

Dial 9-1-1, sound the fire alarm (If using the county phone system, dial 9-9-1-1.).

Confine — Close off room or area burning, if this can be accomplished safely.

Extinguish — Attempt only if trained and it can be done safely.

If you are indoors, stay there. Do not run outdoors. Get under a desk, table or stand in a corner of an interior wall. If you cannot get under something sturdy, duck and cover your head with your hands and arms.

If you are outdoors, get into an open area away from trees, buildings, walls and power lines.

In multi-floor buildings, stay away from windows and outside walls. Do not use elevators.

POWER FAILURE In the event of a power failure, the emergency lights should provide some light. Flashlights should be stored with extra batteries for use during any outage.

Remain calm; evacuate the area only if staying in place becomes unsafe, or you are instructed to do so by supervision or emergency response personnel.

If clients or the public are in your area at the time of the outage, try to calm them and ask them to follow your facilities procedures until power is restored.

Turn off electrical equipment such as computers or other sensitive appliances.

Never walk alone in poorly lit areas or in areas off the main paths of travel. However, if you are walking alone, try to assume a confident posture and walk with a brisk gait.

Carry a whistle or other device that can be used to ward off a potential attacker by making a loud noise.

Whenever possible, travel in a group or at least with another person, especially after dark. This makes you less attractive as a target.

Refrain from making common knowledge the amount of cash or other valuables you may be carrying. Keep wallets inside pockets, and purses should be held tightly and close to the body. Never allow purses to hang loosely or open.

If you see a suspicious person, report it to supervision, or if outside work, to law enforcement.

Always be aware of your surroundings and of what is going on. Awareness is a key preventative technique.

ROBBERY

Try to remain calm. The robber may well feel more agitated than you do. Do not stare, but observe the robber’s appearance, compare him/her to yourself or other objects to estimate height, weight, age, etc. Does he/she have any unusual characteristics?

Never argue with a robber. Give him/her exactly what he/she asks for. Activate any alarms or cameras only when it is safe to do so.

If the robber has a weapon, note whether it is a handgun, shotgun, knife, etc.

Observe if the robber touches anything. Do not touch or allow anyone else to touch anything until law enforcement personnel arrive and take control of the scene.

After the robber has left, report the robbery via 9-1-1 (dial 9-9-1-1 if using the county phone system), give your exact location, give a description of the robber that is as detailed as possible. Also, if known, give a description of the vehicle used and the direction of travel.

Finally, never chase a robber. No amount of money is worth your life. Heroics during a robbery may re-sult in injury to innocent bystanders or a hostage situation inside your building.

BOMB THREAT Remain calm and keep the caller on the phone for as long as possible. Ask to have the message repeated. Record the information on the bomb threat checklist (A blank checklist should be kept at each phone workstation).

If the caller does not indicate the location of the bomb or the time of possible detonation, you should ask for this information.

Inform the caller that the building is occupied and the detonation of a bomb could result in death or serious injury to many innocent people.

Pay particular attention to peculiar background noises such as motors running, background music or any other noise that may give a clue as to the location of the caller. Listen closely to the voice (male, female, adult, child), voice quality (calm, excited), accents and speech impediments.

Immediately after the caller hangs up, report the threat to your immediate supervisor. He or she will call the police and take further action if determined necessary. Wait for further instructions (Be prepared to describe the threat in as much detail as possible to the Police).

Placer County is committed to creating a Safe and Non-Threatening environment in which employees can work.

The county has established policy and guidelines for preventing violence in the workplace. Employees should familiarize themselves with these guidelines, so that if a threatening situation arises, each person will be prepared to respond quickly and reduce the risk of injury.

Violence, or threat of violence against, or by any county employee, or any other person, is unacceptable and Will Not Be Tolerated.

Threat level: Level I: Immediate threat of physical harm Level II: Continuing, but not immediate threats (serious but not imminent) Level III: Isolated threats or intentional emotional harm (no evidence of physical harm)

Reporting (First Step): Level I: Notify law enforcement immediately Level II: Notify Risk Management Level III: Notify department head/designated person to prepare report of incident and send to Risk Management

The Saftey Line is a fast means for employees to report unsafe acts or conditions in the workplace after hours. If reporting anonymously, remember to give as much detail as possible as to location, time, and action / situation issue. The safety staff will not be able to properly respond to the report if there is in sufficient information.

Placer County Risk Management monitors the Safety Line. The Risk Management staff will act upon all reports.

Remember that it is the right of every employee to report unsafe acts or conditions in the workplace, without fear of reprisal or discrimination.

Safety in your Mail CenterYour first priority should be the safety of your company’s employees, so you need to train mail center personnel to recognize potentially suspect material that has:v Words that suggest you open immediately

like: “Confidential”, “Personal” or “Fragile”

v Excessive postage, using stamps as opposed to a postage meter

v Wrong title of employee, or titles without names

v Addresses that are poorly typed, handwritten or contain misspellings

v Oily stains, strange odors or powdery substances

v Return address that is not consistent with the state from which it was postmarked, or no return address

v Exceptionally large or lopsided parcelsv Envelopes or parcels with excessive

wrapping material such as masking tape, strapping tape or string

v Parcels which display evidence of electrical wire

Should you receive a suspicious letter or package like those described above, contact your local police by dialing 911, or 9-911 from a County phone line.Your next step for promoting mail center safety is to establish some firm procedures like:v Conduct a background check prior to

hiring employeesv Keep doors locked as much as

possible (subject to fire safety code requirements)

v Maintain a sign-in sheet, including the times of a person’s arrival and departure

v Escort visitors to and from their destination within the mail center

v Encourage employees to notify a manager if another employee fails to adhere to the established mail center procedures

v Window/counter hours should be scheduled, with hours displayed outside of the mail center

v “Authorized Personnel Only” signs should be posted on outside doors

Tips For ProcessingOutbound Mail And Parcels

Your outbound material (invoices, promotional mailings, shipments of goods, etc.) is the lifeblood of your company, so it is critical that your mail and parcels get opened by the recipient. Some ideas that should prove helpful are:v Use a postage meter to evidence postage
