Highest was Accountability, lowest was Engagement
Every emerging ideas was rated 7 in at least one country; those with at least 4 ratings of 7 were Technological Enhancement, Lifelong Learning, Equity, and Investment
Every emerging idea was rated 3 or lower by at least one country (except Accountability)
