NEW Registration PolicySpecial Note: The League and our instructors continue to look for ways to make our training more accessible and accountable to our attendees. In an effort to increase at-tendance while reducing cancellations, we are revising our registration and cancellation policy.

Please note that we will continue to accept registrations up until 5:00 p.m. the day before a workshop, but registrations made within two calendar weeks will require the full registra-tion fee. At the same time, if we must cancel a workshop, we will do so two weeks prior. This will provide more certainty to everyone. We administered this new policy starting with fall 2013 registrations. Please call us if you have any ques-tions on this new policy.

Registration PolicyEarly registrations received more than two calendar weeks prior to the workshop will receive a $50 discount (e.g. for a Monday course you need to register by two Mondays prior at 5:00 p.m.) Registration after that date is subject to availabil-ity and will require payment of the full registration fee, no exceptions. A registration will not be final—and will not qualify for the $50 discount—until payment is received.

Registering early reduces the need to cancel workshops due to low registration. The League’s priority is to not cancel workshops; however, it is sometimes necessary, typically when there are fewer than eight registrants. We will notify registrants two weeks prior to the class if a course must be cancelled due to low registration. If the League cancels a workshop, paid registrants will receive a full refund.

Cancellation PolicyCancellation requests must be submitted via email to Jenni Shepherd at: [email protected], or can be faxed to (503) 399-4863. For cancellations submitted two calendar weeks or more prior to the workshop, a full refund minus a $25 administrative fee will be given. For cancellations made less than two calendar weeks prior to the workshop, no refund will be given. This workshop will provide a system for developing, evalu-ating and guiding community finances. It will emphasize the practical application of financial analysis and planning, and stress the roles of key staff, including the city manag-er, finance director, department directors, technical staff and elected officials.The workshop will also explore the importance of devel-oping a comprehensive system that monitors financial trends, provides benchmarks and guidance for analyzing trends, and recommends management practices and legislative policies to keep local government finances on an even keel through economic, political and local growth cycles. COMMUNITY RELATIONSCustomer Service on the Front LineSpeaker: Jan Carothers

With communities strapped and citizens anxious, there’s more stress for those serving on the “front lines” of local government. This workshop will focus on service commu-nication skills to maintain positive customer connection, calm upsets and facilitate cooperative problem solving. Attendees will gain effective ideas to use immediately in the workplace—for the toughest service challenges. Course topics include:• Applying powerful language and collaboration tools to influencehowcustomersrespondinannoying,disap-pointing or frustrating situations;

• Increasing confidence;• Being skillful and compassionate in serving “special-

needs” customers; and• Demonstrating positive intention and effort for

This workshop will give local government officials the knowledge and skills needed to establish a social media presence, build an effective working relationship with local media, and build community involvement by promoting citizen participation and developing and implementing strategies for community problem solving. Course topics include:• Using social media to connect with your community;• How to use community survey techniques and their

benefits;• How the news media operates—what makes a story;• What to say (and not to say) during an interview; and• What to include in a media policy and how to train staff.

Community vision and organizational strategic plans can provide frameworks for local governments to make deci-sions and achieve long-term objectives, particularly when facingbudgetconstraintsandconflictingcommunityneeds. These plans can help foster consensus and under-standing around policy direction and priorities. This work-shop will cover:• Purposes and functions of community visions and strate-

gic plans;•How community visions and strategic plans are

connected;• Structuring the plan development process;•Who needs to be involved in each plan’s

development;• Linking each plan to the budget process and other long-

This workshop will cover how the mayor, council, city manag-er and staff can work together effectively to accomplish goals and improve communities. The workshop will emphasize the adoption of policies and rules which are critical to building and keeping a good working environment, the importance of taking a long-term perspective, and practical ways to establish goals and policies. It will also discuss ways to mea-sure progress and assess accountability, as well as how to adopt strategies to solve problems. Course topics include:• Strategies and importance of establishing goals and a

vision for the community;• Building trust;•What elected officials need from staff;•What staff needs from elected officials; and• The impact of public service on you and your

families.

Effective Local Government ManagerSpeakers: Roger Jordan and Bob Wells

This workshop will cover what a manager must know, what can be accomplished, and the rewards of a successful career as chief executive of an organization or department. The workshop will cover essential practices, including:• Managingpeople,moneyandinformationeffectively;•Workingwiththegoverningbodyandmeetingtheir

expectations; •Theimportanceofintergovernmentalrelations;•TheICMACodeofEthicsformanagers;•Themanager’sroleinpromotingthecommunity’sfuture;•Prioritizingandevaluatingprograms;and•Livingamanager’slife.

Governing BasicsSpeakers: Representatives from the League of Oregon Cities, Citycounty Insurance Services and a local city official

This workshop provides a comprehensive overview of the League and CIS services as well as an overview of the legal rights, hurdles and challenges facing public officials including: • Advocating for your community with state and federal

legislators;• Authorities and restrictions under a city charter;• Requirements of Oregon’s public meetings law, with an

emphasis on executive sessions; • Public records laws; • New ethics laws adopted by the Oregon Legislature; • Land use planning requirements; • Budget law; and • Liabilities faced in the day-to-day governance of a city.

This is an essential class for anyone new to local government. LGMC: #9 – 4 hours; #8 – 2 hours

ETHICS & LEADERSHIPGovernment Ethics in OregonSpeaker: Legal counsel from the League of Oregon Cities

Situations and opportunities arise daily that impact Oregon’s ethics code, and officials need a solid under-standing of how and when they can act to maintain the public’s trust. Subjects covered include: •Conflictsofinterest;•Officials/employees/relatives benefits; •Nepotism; •Gifts and honoraria; •Sponsored travel; and •Reporting and/or responding to complaints.

Participants will learn what resources are available to help them address day-to-day issues. LGMC: #10 – 4 hours

Leadership in Turbulent TimesSpeaker: Dr. Sharron Noone

In times of change with decreasing resources and increasing public expectations, “leading” is essential to getting the public’s work done well. In this two-day workshop, you will:• Learn the differences between “leaders,” “managers”

and “bosses”; •Use visioning to set realistic goals and recognition; •Create effective ways to motivate employees for the

long term; and • Select tactics for dealing with change.

HUMAN RESOURCESDisciplinary ActionsSpeakers: Representatives from Citycounty Insurance Services

This course is an overview of the steps of progressive dis-cipline and due process. The goal is to demonstrate how to effectively discipline employees and avoid grievance actions. Course topics include:•When to discipline or when to counsel employees;•Determining your disciplinary authority;• Investigating the incident: notice, process, discovery

of evidence, documentation;•Administrative leave during disciplinary

investigations;

• Providing documentation to the union and employee;

•Grievances related to disciplinary actions; and•Arbitration of disciplinary actions.

Elements of Effective SupervisionSpeaker: Dr. Sharron Noone

This two-part, four-day course focuses on a performance management system that addresses major concerns in the public sector: • Legalcomplianceandequaltreatment;• Effectiveattentionforbothexcellentandchallenged

LAND USE PLANNING & ECONOMIC DEVELOPMENTEconomic Development & Community VisionSpeakers: Roger Jordan and Bob Wells

This workshop will use the International City/County Management Association (ICMA) curriculum on econom-ic development as a guide and highlight unique, prac-tical examples of successful programs in communities throughout Oregon. This class will examine the importance of involving other governments, schools and higher education, non-profits and the business community in a coordinated economic development strategy. The workshop will review the permitting process and identify what businesses need from local governments. Participants will examine how to inventory land and develop a strategy for building the infrastructure to serve the site. The course will also iden-tify financing options for big and small cities, including information on urban renewal. LGMC: #5 – 6.5 hours

Land Use Planning: Building Successful Oregon CommunitiesSpeakers: John Morgan and Walt Wendolowski

This training will help local governments perform land use planning in a knowledgeable, competent and legal manner, resulting in effective decisions. Topics include:• The history of planning in Oregon; • Fundamental principles of long-range and current

planning;• The comprehensive plan, zoning and subdivision

ordinance, and how they work;• Types of planning applications; and• Procedures, decorum and protocol for public hearings

Oregon Planning ProceduresSpeakers: John Morgan and Walt Wendolowski

Many appeal decisions are sent back to local communities due to errors in processing the application. This causes project delays and increases costs for the applicant and the community. This workshop will cover the land use planning process, from handing out the application to making a decision, and finally completing the file. LGMC: #5 – 6.5 hours

Urban Renewal: The Basics & BeyondSpeaker: Elaine Howard

This workshop will cover the history of urban renewal in Oregon through the 2013 legislative session. Participants will learn how to form an urban renewal agency and an urban renewal area; the components of an urban renew-al plan; and agency board composition. Local area case studies will be used to illustrate projects in Oregon. LGMC: #5 – 5 hours

PUBLIC CONTRACTING &PURCHASINGOregon Public Contracting Basics – Understanding the ProcessSpeaker: Alexandra Sosnkowski

This course will provide a broad overview of practical tools for Oregon public contracting law, including: •Overview of Oregon’s public contracting/

purchasing laws;

•Overview of Oregon’s administrative rules; and• Legislative update—recent important changes to the

statutes and rules,Attendees will learn how to identify and understand the broad range of public contracts and how to navigate the procurement process. LGMC: #6 – 5 hours

PUBLIC WORKS AND UTILITIES Fundamentals of Municipal WaterSpeakers: Peter Mohr, Katie Schwab and Chris Marko

Water may be the most important good that municipal-ities provide. It is also largely taken for granted; but it shouldn’t be. This seminar will cover: •Oregonwaterlawforpublicworks;•Evaluatingfuturedemandandpotentialoptionsto

secure additional water supplies;•Seekingwateruseefficienciesthroughwaterinfra-

structure planning and development;•Newandemergingprograms:assetmanagementand

sustainable infrastructure;•Budgetandratesetting;credit,disclosureandtax

analysis;•Identifyingfundingoptions:stateandfederalgrants

and loans vs. private financing; and•Obtainingpublicbuy-inforprojects.

System Development ChargesSpeaker: John Ghilarducci

System development charges (SDCs) are an effective mechanism for financing infrastructure impacts in Oregon. This workshop will examine SDCs from these perspectives:• Legal:Oregonlawauthorizeslocalgovernmentsto

impose SDCs on new development to equitably re-cover the cost of capacity needed to serve it. Relevant case law will be discussed.

• Technical:IncludesareviewofbasicSDCcalculationframeworks for both the reimbursement and im-provement fees, and discussion of reasonable ways to proceed without perfect data to support the math.

• Policy:Decisionsonkeypolicyissuesimpactthedatainputs, the charge structures, and the message(s) cities send to existing and future customers. Discussion will cover key SDC policy questions, including credits, charge structure equity, timing of payment and more.

ABOUT THE SPEAKERSJan Carothers has spent 23 years leading Carothers

Bornefeld and Associates, Inc., a consulting firm that supports leaders and teams in government, nonprof-its and business to provide superior customer service. Her experience and skills include facilitation, training, leadership coaching, and executive recruiting.

H. Wynnlee Crisp has more than three decades of expe-rience in procuring professional services for manag-ing the planning and development of capital projects around the world. He has been a peer reviewer of the Project Management Institute’s Practice Standard for Earned Value and is a member of USA Today’s Entre-preneurs Panel.

John Ghilarducci is a principal in FCS GROUP, with more than 24 years of professional experience. He has completed SDC studies for numerous Oregon cities, and has managed a number of politically and legally sensitive SDC studies. Most of his SDC assignments have included working with citizen committees and/or directly with the development community.

Elaine Howard is principal of Elaine Howard Consulting, LLC, and has more than 30 years of experience in Oregon urban renewal, development, and public and private sector endeavors. Her firm works with cities throughout Oregon to promote development using urban renewal as a tool.

Eric Jensen is principal and founder of Jensen Strate-gies, LLC, a policy and organizational development consulting company. He has more than 20 years of experience leading projects for community visioning, strategic planning, public involvement and other policy development projects.

Roger Jordan is currently a Range Rider for Oregon City/County Management Association (OCCMA) and a consultant and instructor for local governments. He has served as city manager in Sandy and Dallas, ans is a former OCCMA president.

Chris Marko has more than 20 years of experience in community and economic development. He current-ly works for the Rural Community Assistance Corpo-ration providing training and technical assistance for rural communities on water and wastewater projects.

Peter Mohr is an attorney with the law firm of Jordan Ramis. He has assisted clients in all aspects of water rights development, regulation, transactions and disputes.

John Morgan, AICP, a principal in MorganCPS, provides long-range and current planning services and public administration assistance to many agencies and ju-risdictions. He has more than 30 years of experience in Oregon planning and city management, and is the founder and leader of the Chinook Institute for Civic Leadership.

Dr. Sharron Noone has presented leadership or super-vision workshops for the League of Oregon Cities throughout Oregon. She has more than 35 years working in public and private organizations in jobs ranging from line level to managerial. Her formal education includes advanced classes in public sector administration and worker motivation.

Katie Schwab has been in public finance for more than 30 years and an investment banker for the past 20 years. She is the lead banker for Wedbush Securities’ local government sector, working with cities, counties and special districts throughout Oregon.

Alexandra Sosnkowski’s legal practice has focused on representing small local governments for more than 15 years. With her law partner, Ruben Cleaveland, she serves cities, a county and several special districts. Sosnkowski has broad experience in many areas of lo-cal government law and frequently provides training programs in several of these areas.

Robert (Bob) Wells is currently a consultant and in-structor for local governments after retiring from a 33-year career with the city of Salem. After starting in a temporary position with the city’s building and safety division, he later held positions in the finance and community development departments. He was appointed city manager in 2004 and retired in 2008.

Walter Wendolowski, AICP, an associate of the Mor-ganCPS Group, has provided planning consulting services to many communities in the Willamette Valley and Portland Metropolitan Area. He has more than 25 years of experience in both county and city planning, and currently serves as the community development manager for the city of Lebanon.
