The Ideal CandidateThe University of Redlands is seeking an Employee Relations and Equal Opportunity Manager with outstanding leadership and management skills to advance the commitment to human resources within the organization. The Manager must demonstrate a comprehensive understanding of personnel laws and have the ability to deliver highly professional consultative services in a thriving and evolving organization. Certification and experience in conducting Title IX investigations is strongly desired. The successful candidate must have a clear understanding of recent Title IX developments, regulatory and enforcement guidance, and legislative initiatives. The successful candidate will be able to conduct and manage complex and sensitive workplace complaints and investigations as well as have the ability to be responsive and accessible. The new Manager will maintain a high level of tact when conducting confidential investigations and be able to work with minimal supervision.

The successful candidate should also have well developed interview, research, and analytical skills and be proficient with personal computer operations, primarily using word processing and spreadsheet applications. The ideal candidate will have experience in an educational setting; familiarity with ADP HRIS and Maxient student conduct software plus.

In addition, the top candidate will have extensive knowledge of applicable state and federal employment and labor laws and governmental compliance requirements is required, including but not limited to, EEOC, FLSA, ADEA, Title VII, Title IX, ADA, FMLA, and NLRA.

Education and ExperienceThis position requires sufficient education, training, and/or work experience that will enable the incumbent to perform the essential functions of the position. A typical way to qualify would be:

Education: A Bachelor’s degree in human resources management, business administration, public administration, or a closely related field. A Master’s degree or JD is preferred.

Experience: A minimum of five years of related experience.

The CompensationThe salary for the Employee Relations and Equal Opportunity Manager is dependent upon qualifications and will be based upon the selected candidate’s experience and salary history. The PositionIn many cases, the Employee Relations and Equal Opportunity Manager is the face of the Human Resources Department interacting with staff, faculty, students, and visitors.

The Employee Relations and Equal Opportunity Manager is an at-will position reporting to the Director of Human Resources. The primary purpose of this position is to manage and respond to employee relations inquiries, conduct investigations, recommend corrective actions, and perform related activities. Primary responsibility includes the investigation of Discrimination and Harassment policy, Title IX, Title VII, and other informal and formal complaints that require investigation and follow through.

Specific duties of the Employee Relations and Equal Opportunity Manager include:

• Provides counsel and guidance on matters such as the interpretation of policy and practices, performance management, terminations, conflict resolution, and disciplinary action; works closely with the Human Resources Director and General Counsel on all employment risk matters.

• Partners with Campus Diversity and Inclusion to extend comprehensive efforts to facilitate equity, access, and inclusion and to build a diverse and inclusive campus community.

• Assists management with maximizing employee performance and engagement; coaches managers to provide them with supervisory techniques and tools; assists managers in developing action plans to address performance issues and conducts periodic visits with departments to provide proactive employee relations support.

• Serves as an internal resource for managers, staff, and faculty to ensure that they have an understanding of University employment policies, procedures, and practices and can apply them correctly; ensures compliance in all areas of Human Resources that are subject to local, state, and federal laws, including California law updates and developments.

• Serves as the primary investigator for most Title VII, Title IX, or other related complaints involving employees of the University, and serves as an investigator non-employee matters when needed.

• Assists in the development of a comprehensive strategy to assist the University in recruitment, promotion, and retention of individuals from diverse backgrounds.

• Creates, maintains, and utilizes employee relations databases to record and analyze data and process or close files for a wide variety of issues.

• Stays abreast of all rules and regulations, and ensures that the University remains labor compliant in regards to its internal relations; documents, investigates, and resolves related incidents or directs escalated issues to the appropriate individual and/or area.

• Coordinates and conducts training for all supervisory staff, managers, administrators, and other employees on compliance topics, policies, and procedures; prepares and recommends changes to University policies and procedures; reviews University policies and procedures for legal compliance and assists with disseminating compliance-related policies and procedures to employees.

• Works closely with the University’s Title IX Coordinator and General Counsel regarding compliance efforts with regard to Title IX and the interface with other state and federal employment laws and regulations.
