I. EOI NOTICE
Ministry of Human Resource Development, Government of India (GoI) is implementing the Technical
Education Quality Improvement Project (TEQIP-III) with the assistance of World Bank. The project objective is to improve quality and equity in the selected public funded/aided engineering education institutions, and
augment the effectiveness of the engineering education system. The national policies and directives pertaining
to technical education of the GoI envisage that the quality of technical education should be refined while addressing the need to expand access.
Employability of engineering graduates in India remains a major concern, particularly in the focus states. A
study conducted by the World Bank and the Federation of Indian Chambers of Commerce and Industry (FICCI) in 2009 disclosed that there was substantial dissatisfaction among employers with the technical skills
of graduates, recruited from engineering institutes. An amended version of the survey was conducted in 2014
along with a series of interviews and focus group discussions with the top employers and respective institutes. While this study revealed a marked improvement in the satisfaction level of employers on the soft skills of
engineering graduates albeit, employers continued to be dissatisfied with the technical skills of engineering
graduates.
One of the key success metrics in TEQIP – III is to map the satisfaction level of employers with engineers
recruited from the institutes, supported by the project. With this pursuit, the project stands to support employer
surveys and monitor the level of employer satisfaction with TEQIP graduates and map the level of satisfaction during the course of project. Indeed, the National Project Implementation Unit (NPIU) of TEQIP-III, foresee
to hire a survey Service Provider/ organization/ agency (referred to as ‘Service Provider’ hereinafter) to
conduct this survey.
In this regard, NPIU invites Expression of Interest (EoI) from eligible Service Providers through Central
Public Procurement Portal https://eprocure.gov.in/eprocure/app to indicate/express their interest in providing the services for conducting an Employer Satisfaction Survey of participating project institutions. Request for
EoI document may be downloaded from Central Public Procurement Portal
https://eprocure.gov.in/eprocure/app. Aspiring Service Providers are advised to refer eligibility criteria as
mentioned in this document. EoI must be submitted online at CPPP https://eprocure.gov.in/eprocure/app on or before 19th Oct, 2020 up to 1400 hrs. Manual submission of EoI shall not be accepted. The opening of
EoIs will be scheduled on 19th Oct, 2020 @ 1430 hrs. A pre-bid meeting will be held on 05.10.2020 at
1200 Hrs – 1400 Hrs at NPIU Conference Hall, Jasola Vihar, New Delhi. Pre-Bid queries
/clarifications preferably be sent in writing via email at [email protected] to the NPIU prior one day
before the scheduled date of pre-bid meeting. Only one official will be allowed from each service
provider to attend pre-bid meeting at NPIU.
Interested service provider are advised to refer Bidders manual Kit available at CPPP website
https://eprocure.gov.in/eprocure/app for participating in this EoI. Intending service providers are
advised to visit TEQIP-III website www.teqip.in and CPPP website
https://eprocure.gov.in/eprocure/app regularly till closing date of submission of proposals for any
corrigendum /addendum/ amendment.
The Service Provider will be selected through Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out, in the World Bank's Guidelines: Selection of Employment of
Consultant by World Bank Borrower.

II. Objective
The objective of the assignment is to conduct employer satisfaction survey to:
(a) Measure the level of employer satisfaction with students who graduated from TEQIP III institutes (list attached as Annexure-1) in academic years 2017-18 and 2018-19, and (b) evaluate any change in employer
satisfaction. The survey will also attempt to provide a comparison of how the satisfaction level of employers
varies between graduate engineers hired from TEQIP III versus non-TEQIP III institutes. Employers recruiting graduates from TEQIP III institutes in both focus and non-focus states, will be consulted directly
or through focused group discussions organized across the country. The key questions to be addressed include
1) What is the level of employer satisfaction with graduates from TEQIP III institutions recruited in 2017-18 and 2018-19?
2) Is there a change in the satisfaction level of employers with graduates from TEQIP III institutions
recruited in 2018-19 compared to graduates recruited in the past year? a. In which areas do employers note a change in satisfaction levels? (For example, technical
skills, interpersonal skills, higher-order thinking skills, and so on).
3) How does the satisfaction level of employers vary between graduates from TEQIP III versus non-TEQIP III institutes?
III. Scope of work
Under this assignment, the primary role of the Service Provider will be to conduct an employer satisfaction
survey with the following scope of work:
1. To finalize the survey design embracing critical areas such as sampling methods, sample size and
accuracy.
2. To design appropriate questionnaire/ preparation of survey tool, using as a basis, previous survey tool developed under the TEQIP-II project.
3. To conduct the survey using multiple relevant modalities appropriate for the current COVID-19
situation, ensuring high quantitative and qualitative response rate from the sample selected and avail
copies of survey tools & questionnaire including design of focused group, sampling strategy etc. to the CPA for further review and approval.
4. Compilation and tabulation of raw data from the survey. The Service Provider shall be responsible
for ensuring data consistency and validity. 5. Summarize/interpret the survey results, including the description of survey procedures and sampling
method, summary tables, data tables, discussion of the survey results, challenges, recommendations,
lessons learned, and so on.
6. Conduct presentations, as appropriate to the relevant stakeholders. 7. Furnish final report (along with all raw data) from the survey incorporating comments of relevant
stakeholders.
IV. Important mentions
1. Design of sampling strategy and sample size:
The sample will be drawn from a list of employers who participated in recruitment drives in TEQIP – III
institutes in the academic years 2017-18 and 2018-19*; including those who participated but did not recruit any students.
● A stratified sampling method should be preferred accordingly, taking into account different
parameters including size of the company, sector, state, job profile etc.
● The database of the employers will be provided to the Service Provider by the NPIU.
*There may be the scope of adding one more round of the survey (on a pro-rata basis) for the
academic year 2019-20 (in addition to the proposed round covering academic years 2017-18 and 2018-19) -.

2. Finalizing the survey tool: ● All the survey instruments/forms/questionnaire will be prepared and finalized jointly by NPIU and
the Service Provider.
● The Service Provider will conduct a pilot, provide a brief report to NPIU and revise instruments, if
necessary
3. Collecting Data
● Rapid response survey techniques will be used for data collection given the duration of the assignment and considering constraints imposed by the COVID-19 pandemic. Data collection will require
interviews of HR managers/recruiters/reporting managers who participated in the recruitment drives
in TEQIP-III institutes for the academic years 2017-18 and 2018-19.
● Interviews will be conducted directly and or through focus group discussions (around 4-5 FGDs). The number of participants and locations will be determined in consultation with NPIU.
● All relevant data required by NPIU will be shared by service provider and kept confidential
4. Analyzing the Data
● The Service Provider will analyze the data in consultation with NPIU, write the report and present
findings.
V: Duration of the assignment
The assignment will include surveying satisfaction of employers with 2 cohorts of TEQIP III graduates:
● The survey will be conducted after signing the contract and will cover students who graduated and were placed in the academic years 2017-18 and 2018-19.
● The change in the level of employer satisfaction will be measured by comparing employer feedback
on the 2 cohorts mentioned above. ● Survey will be completed within 2.5 months for both cohorts of students.

VI. Deliverables:
● Upon signing of the said contract, submission of an inception report detailing the survey design
(including data collection methods, sampling method, and data collection tools and data analysis plan)
in close consultation with NPIU. ● A draft report on the findings from the survey in English language.
● Submission/ presentation the findings based on the draft report..
● A final report of the said survey need to be submitted in soft copy as well as hard copy.
● Submission of all relevant data of the survey in SPSS/Stata/Excel format.

VII. Implementation
The Service Provider will report to the Central Project Advisor (CPA), NPIU for TEQIP-III. The
NPIU will provide the available employer data set to the selected service provider. However, rest
of the required data needs to be arranged by the selected service provider.

IX. Minimum Eligibility Criteria
A Service Provider should provide Name, Address, Telephone, Facsimile and email id etc. of the consulting firm as per the format attached in Annexure-III and should have the following Minimum Eligibility Criteria:
