Abstract:Urbanisation is expanding with high growth rate in 21st

century in all part of the world.Rapidurbanisation is expected to continue as per a recent study, by the year 2020, about 50% ofthe total Indian

population will live in urban areas. This trend of urbanisationbrings not only the problem of resourcelimitations to the future, but adds many environmental impacts as well. So to combat these foreseen

problems adoption ofISO-14001:Environment managementSystem (EMS) in urban local bodies is need ofhour. This paper is an attempt to frame EMS of a municipality named as Anoopshahar. It is situated in

district Bulandshahar(state of Uttar Pradesh) India. This town is situated at the bank of holy river the Ganga

which have not only religious importance but also life line of North India. To maintain the purity of river the

Ganga is main challenging task before municipality of Anoopshahar. It is mandatory due to hard regulations

and to maintain the faith of devotees who come here to take holy bath on special occasions. This paper is an

attempt to make EMS of Anoopshahar based on certain activities and their aspects which have significant

impact on purity of water of holy river the Ganga.

1.Introduction:The 1992 Rio Declaration emphasised that human beings are the centre of sustainable

development. There is widespread recognition that human beings are entitled to a healthy and productive life

in harmony with nature. Rapid urbanisation is expected to continue and as per a recent study, by the year

2020, about 50% of the total Indian population will live in urban areas. This hyper urbanisation trend and

the concentration of population in the big towns and cities bring not only the problem of resource limitations

to the future, but add many environmental impacts as well. The management of the urban environment is a

complex and difficult task. The increasing momentum of urbanisation has both direct and indirect

environmental impacts which need immediate attention. One approach of resolving these impacts in the

urban local bodies is by adopting the Environmental Management System. The ISO 14000 series of

standards, in particular the ISO 14001 Standard for environmental management systems (EMS), has become

one of the most widely discussed developments in environmental management in both the private and public

sectors. There are several benefits, which could be derived by implementation of EMS. From the experienceit has been observed that effective implementation of EMS in any urban local body will ensure:I.The conservation and protection of natural resources.

II.The regular warning signals of a deteriorating impact throughperiodic monitoring and measurement.III. The preparedness for emergency situations.

IV. The enhancement of awareness and participation among different stakeholders.V. The Strengthening of decision-making capacities for optimised resource allocation and management.[1]

amenities in the country are far from being satisfactory. The gap between the existing and the expectedlevels of most of the services has continued unabated, if not widened over the years. This dissatisfaction has

been growing over time. To prevent or minimise these dissatisfaction ISO-14001 based EnvironmentalManagement System(EMS) is panacea. This paper deals with preparation of EMS of a town known as

Anoopshahar. It is situated in district Bulandshahar(State of Uttar Pradesh)-India on the bank of holy river

the Ganga. This town have religious importance due to river the Ganga and temples. This paper describe the

scope of EMS and needof EMS for Anoopshahar municipality.Since it is an initial attempt to make EMS for

this town, so municipality of Anoopshahar decides to make EMS based on certain activities and their aspects

.These aspects have significant impact on purity of water of river the Ganga. In the first section of paper

elaborates the trends of urbanisation in India, its role in economy and society and also its ill effects. This

part also cover what is EMS, what is its key characteristics and elements. How EMS is beneficial for

municipalities and what is the status and scenario of implementation of EMS in municipalities in India. The

second part of paper describes specifically the all elements of Anoopshahar Municipalitys

EMS.Background, geographical location and other important information of Anoopshahar municipality

explains the need of EMS for thismunicipality. After fixing the scope /boundary of Anoopshahar, paper

elaborates all seventeen element of EMS.It is initially clear that Anoopshahar municipality adopting and

implementing EMS partially on the basis of few important activities and their aspects that have significantimpact on the purity of water of holy river the Ganga.Gap analysis indicates some constrains in the

implementation of EMS but Board of Anoopshahar is firm to implement EMS in gradual manner as mentionin its Environmental policy.

    2. Urbanisation and Urban Local Bodies in India at present approximately 305 million Indians live in

nearly 3700 towns and cities spread across the country. This represents the 30.5% of its population, In

numerical terms, Indias urban population is second largest in the world after China, and is higher than the

total urban population of all countries put together barring China, USA and Russia1931

Urban areas are the engines of productivity and growth in the country. This is manifested in the increasing

contribution of urban sector to national income. According to the Ministry of Urban Affairs urbancontribution to national income in 2001 is estimated to be around 60% as against 47% in 1981. Some of the

chief forces driving urbanisation today are shifting of jobs from agriculture to industry and the concentrationof economic opportunities in the urban areas. Urbanisation is associated with higher incomes, improved

health, higher literacy, improved quality of life and other benefits. Yet along with the benefits of

urbanisation come environmental and social ills.[2][CTIUSAID report 2002].From 2003 to 2007, India

witnessed an unprecedented economic growth spurt at 9%. Due to the economic slowdown of 2008,

however, this rate has decreased to between 6% and 7%; for a developing country, however, this is still an

impressive rate of growth to maintain. The cities contribute to 60% of the countrys GDP.[3]

2.1 The ills of urbanisation-Concerns about deteriorating urban environmental conditions and their long-range implications have become a critical component of Indian government policy initiatives. Cities are

growing rapidly; the pace and scale of growth have outstripped the capacity to maintain acceptable standardsof public health, environmental safety, and sustainable economic growth. Enormous burdens of ill health

and reduced quality of life affect citizens in those cities. With growing urbanisation, pressure has been

mounting on local urban bodies for providing adequatecivic services but the gap between the existing and

expected levels of most of the services has continued unabated, if not widened over the years mainly due to:

fast expanding urban population, growing expectations of the people, paucity of funds at the disposal of

municipal bodies, ineffective management, practically at all levels, inadequate civic sense among the people,

lack of sufficient autonomy within the municipal authorities, inadequate implementation of policies due to

interference from the local vested interests.Further, those conditions exacerbate national environmental

problems and pose real threats to the national interests. Urbanisation in India affects the environment in

    three major ways:

    1. The prevailing pattern of increasing consumerism is material and energy intensive.

    2. The continuous inflow of migratory population and thereby unplanned growth of urban squatters.

    3. The inadequacy of financial, institutional, technological and infrastructure systems.

All of the above mention condition leads to the following: Urban waste, urban water quality, urbantransportation, and urban air quality, Resource consumption(water&electricity).

2.2 Role of Urban Local Bodies-In India urban areas are broadly defined as settlements with a population

of over 5000 persons, all statutory towns, a density of population of over 400 per sq. km.[4][CTI-USAIDReport 2002,page13] There are different kinds of urban local bodies. These include Corporations,

Municipalities, Towns, Nagar Panchayats, Sanitary Boards, Notified Areas, etc.According to provisionalcensus data of census2011 of India the Urban local bodies are 7936. [5]. the functions of the urban local

bodies can be broadly classified under the following heads:

    y Sanitation and public health.

y Public conveniences and basic amenities.

y Primary education especially for the benefit of the weaker sections of the society.

y Maintenance of roads for safe and comfortable use by vehicles and pedestrians.

y Keeping city clean and in good order by providing necessary system to cope with drainageandsewerage.

y Supply of adequate quantities of safe water for drinking and other household needs.

y Prevention of pollution, contamination and infection, especially in the supply of foods.

y Primary health and medical requirements, including both preventive and curative measures.

y Orderly development of markets and settlement.

    3. ENVIRONMENTAL MANAGEMENT SYSTEM (EMS) and ISO 14001: AnOverviewThe ISO 14001 Standard was officially approved in September 1996, and is expected to become as

pervasive in the international marketplace as the ISO 9000 series of quality management standards. Several

organizations in Europe have completely implemented a formal EMS based on standards[6] (e.g., BS 7750,

EMAS, IS 310), ( 1996Written by:Craig P. Diamond) .An EMS is a set of problem identification andproblem-solving tools that can be implemented by the employees in an organisation in many different ways,

depending on the organisations activities and needs. EMS follows the Demings well known QualityManagement approach of Plan, Do, Check and Act which is a system methodology rather than a command

and control approach.1[The Plan, Do, Check, Act (or Feedback) Cycle was originally illustrated by WalterStewart for the continuous improvement of product quality, and [most notably] implemented by W. Edwards

    Deming in post-WWII Japan.] [7].

Figure 1: Plan, Do, Check, Feedback Cycle of Water Stewart model

3.1 EMS Models- More than one model or conceptual framework for an EMSexists. The US EPA definesan EMS as a set [or system] of processes and practicesthat enable an organization to reduce its

environmental impacts and increase its operating efficiency. Probably the most wellknownofEMS models

is theISO 14001 international standard. Other models include thefollowing:

    European Eco-Management and Audit Scheme

    (EMAS);

Responsible Care model developed by the American

    Chemical Council (ACC);

US Department of Justice (DOJ) Seven Key

    Compliance Program Elements; and

    EPA National Enforcement Investigation Center

    (NEIC) Compliance Focused EMS.

3.2 The ISO 14001 EMS Model-According to the international standard, ISO 14001, an EnvironmentalManagement System (EMS) is the part of the overall management system that includes organizational

structure, planning activities, responsibilities, practices, procedures, processes, and resources for developing, implementing, achieving, reviewing and maintaining theenvironmental policy. While this is a more

complex definition than previously provided, it still implies the same cycle of Plan, Do, Check, Feedback.

The ISO 14001 EMS standard consistsof five sections- Environmental Policy, Planning, Implementation &

Operations, Checking and Corrective Action, and Management Review.

Figure:2, The ISO 14001 EMS Model: Five Primary Components

3.3 The key features of ISO 14001: It is a voluntary standard

It is a flexible management systems specification

Based on the Demings Plan-Do-Check-Act model It focuses on continual improvement in environmental performance

It has strong commitment to environmental legal compliance It enhances commitment to pollution prevention and resource conservation [8]

The ISO 14001 EMS model is built on the Plan, Do, Check, Review model introduced by Stewart andDeming (Figure 1). The basic structure of an EMS, as defined by the ISO 14001 standard, includes acommitment to continual improvement. Within this structure, there are five primary components:

(1)Environmental Policy Establishes and communicates an organizations position and commitment as it

relates to energy and the environment.

(2)Planning Identifies energy and environmental issues and requirements, and defines the initiatives and

resources needed to achieve the environmental policy and economic goals.

(3)Implementation & Operations Describes the procedures, programs and responsibilities necessary to

implement the key initiatives to achieve goals.

(4)Checking and Corrective Action Regularly monitors and assesses the effectiveness of energy and

    environmental management activities.

(5)Management Review High-level evaluation of the management system as a whole to determine its

overall effectiveness in terms of driving continual improvement and achieving business goals.

These components are all interrelated to produce a framework for managing and continually improving

environmental performance. The five components of EMS are further subdivided into the following 17elements:

    3.5 Levels of EMS Implementation--

While one of the most common levels of EMS implementation is through third party certification, otherlevels of EMS implementation exist. For example, a municipality may wish to forego the cost of

certification and self-declare that it has met the ISO requirements without seeking certification through a

third party audit. Alternatively, a municipality may implement a complete EMS but have a third party

provide independent verification that it has meet the ISO requirements. Finally, some municipalities may

decide that only certain elements of an EMS need to be implemented to improve their performance or reduce

risks. It is important to recognize however, that full, long-term benefits such as on-going risk management

and continuous improvement can only be realized if all of the EMS elements are implemented. These three

    level are-

(1)Level One - Third Party Certification to ISO 14001

(2)Level Two Complete EMS Implementation Without Certification(3)Level Three - Partial EMS Implementation Strategies

4.Environmental Management Systems in Municipalities(Urban Local Bodies)-Much like businesses,

municipal governments have a complex system of organizational management and are subject to large

number of regulatory requirements. However, unlike many businesses, municipalities typically have a very

wide scope of activities that encompass water and wastewater treatment, solid waste collection anddisposal, maintenance of the local infrastructure, and enforcement of numerous federal, state and local

codes.[9] [Guide of EMS for local government page17]4.1 Benefits of implementing EMS in urban local bodies-There is a lot ofbenefits of EMS implementation

in municipalities. ThePrimary EMS Benefitsfor Municipalities are- Positive effect on environmentalperformance and compliance

Improved EHS/ emergency responsetraining, awareness, involvement &competency

Improved relationships withregulators and the community Reduced waste production & energyconsumption.

Process for inclusion of multiplestakeholder requirements.

Increased transparency and abilityto respond to community requestsfor information

Demonstration of managementcontrol over highly complex andvaried activities.

Assists in building a robust linkage between the community, the functional / operational unit andthe

administrators of the urban local body.

Increased management and operational efficiency and enhances the confidence level of the management to

be assured that they were handling alloperations in an environment friendly manner.

4.2 Barriers to implementing EMS in urban local bodies-There are some barriers to designing and

implementing an EMS. The more important ones and their associated enabling measures have been listed inthis section.

Lack of top management commitment and visibility - The importance of top managementcommitment

cannot be under-emphasised. In many organisations, the top management paysonly lip service to the

EMS and this weakens the EMS considerably. As top management time is always difficult, efforts

were made by the CTI team to obtain their attention to the EMS by organising occasional meetings.

The top management was made aware of the EMS progress after every step.

Frequent changes of personnel and top management- This problem was a major obstacle toproceed

with the design and implementation of EMS at every stage. The replacement of newmember with the

previously trained member slowed the process to certain extent.

Common perception that the costs outweigh the benefits Sometimes the management thoughtthat

the costs to implement the EMS and the costs in terms of professional time investment wasmuch

more than the total benefits. But all the townships found that the return-on-investment fordeveloping

and implementing the EMS is sometimes less than a year.

Resources Budgets and Manpower constraint- One of the main impediments of developing anEMS is the provision of inadequate budgets. Top management needs to address the EMS as an

further development of the institutional infrastructure of the organisation. Lack of financial resourcesresults in sub-standard training, consulting and auditing inputs that may delay EMS development and

also make difficult the maintenance of an effective EMS. It is important to allocate sufficientbudgets. Insufficient training at all levels - In order to motivate about EMS, it is most important to

providetraining at all levels of the workforce and the community. Passive and unenthusiastic trainingareoften barriers to an ineffective EMS.

EMS not recognised as the responsibility of the whole organisation This was a major barrier in the

initial stages of the process. The responsibility assigned was restricted to the core team. But later in

the process integration was achieved through involvement of all departments and the communities.

The roles and responsibilities were allocated by the management. However, the roles of communities

were more or less voluntary in nature. But these examples of proactive initiative by a few community

members triggered the others to join in to the process later.

4.3 EMS Implementation in Urban Local Bodies In India :Few Success Stories

In USA the Pennsylvania Department of Environmental Protection (DEP), in conjunction with Five Winds

International, conducted a Municipal EMS Pilot Project with seven Pennsylvania municipalities from 2001

2003.[10][Guide of EMS for local government 2004 Page no.17].Indian Municipal bodies are also

adopting the EMS. Southern states of India are implementing EMS in some municipalities successfully-Nammakal municipality in the state of Tamilnadu is an excellent example. Its effort was also admire by apex

court of India that is Supreme Court of India -W.P.(Civil) No.888/1996 dated. 04.10.2004

HonourableJustices Y.K. Sabharwal. & D.M. Dharmadhikari.Lack of funds is no excuse for inaction.

    h. Do you feel your municipality has sufficient resources available, in terms ofpersonnel and funds, topursue an EMS?------No

    1. Purpose and Need ofE for Anoopshahar Muni ipali The municipality of Anoopshahar has

planning to implement an environmental management system (EMS) based on the ISO 14001 standard as a

way of demonstrating environmental leadership, comm itmentto continual improvement and environmental

responsibility to all stakeholders(local resident, local environmental group, employees ,supplier and service

provider, state regulator). How EMS is beneficial and mandatory for Anoopshahar? The Anoopshahar is

situated on the bank of holy riverthe Ganga. This place have religious importance due to riverthe Ganga andtemples.People have a lot faith in bathing riverthe Ganga and worshipping in temples. So itis essential for

municipality of Anoopshahar must keep town neat and clean and river the Ganga should be cleaned. The

High court of Allahabad also issued the direction to all municipalities situated on the bank of the GangaRiverto ensure its purity. Under these circumstances the municipality of Anoopshahar have no choice to

ignore the EMS despite of cost.1.4 Goal ofEMS of Anoopshahar Muni iplali Once it has been established that an EMS would be

beneficialtoyour municipality, the next step is deciding the level ofimplementation for your EMS:

Third Party Certification to ISO 14001. Implementation of a Complete EMS Without

    Certification.

    Partial Implementation.

The municipality of Anoopshahar have these three options for adopting EMS. The municipal authorities

decided that initially they willinitially adopt the level three that is partial implementation without

certification. Partial implementation means in first phase Municipality is taking certain activities their

aspects that have significantimpact on purity of riverthe holy Ganga.Later on they will move forward for

complete implementation and third party certification.

1.5 Scope of the EMS -The municipality of Anoopshaharis EMS developing andwillimplementits EMS to

cover all activities occurringwithin a defined section ofthe municipal operations known asthe EMS boundary.

The EMSaddresses all environmental aspects that may have a significant impact on the environmentarisingfrom activities within the EMS boundary. The EMS covers only those aspects for which the

municipality of Anoopshahar is responsible or over which it can reasonably expect to have controlorinfluence.

    2. Environmental Policy

The municipality of Aoopshahar has a publicly available Environmental Policy that has been endorsed

bysenior management (person or group). The policy sets forth the environmental commitments ofthe

municipality, which cover all activities within the defined EMS boundary. As required by theISO 14001

standard, the policy includes the following key components:

A commitment to continual improvement; A commitment to the prevention of pollution; and,

A commitment to meet or exceed relevant environmental legislation, regulations and other

    Internal or external requirements.

2.1 Environmental Policy of Anoopshahar Municipality(Bulandshahar,U.P. -India)

The policy is reviewed annually by senior management (Chairman and member of Anoopshahar MunicipalBoard) aspart of the management review (covered in the section on Management Review,

below),communicated to all personnel and made available to the public as required in operational

controlprocedure. The management review considers whether or not the policy is appropriate to the nature,

scale andenvironmental impacts of the activities within the EMS boundary.

    3. Environmental Aspects and Impacts--Environmental aspect is defined as an element of an

organisations activities, products or servicesthat can interact with the environment. As given in thedefinition, it covers not only the organisationsactivities, but also its products and services. The definition

also uses the word can, which impliesthat both existing and potential needs to beconsidered.Environmental impact is defined as any change to the environment, whether adverse or

beneficial, wholly or partially resulting from an organisations activities, products or services. It is importantto note the relationship between aspects and impacts. This is similar to a cause-effect

Relationship. It is also noted that each activity or product or service can have more than oneenvironmentalaspect and each aspect can have more than one environmental impact. The EMS team identifies the

environmental aspects of all activities within theEMS boundary that the municipality controls or over which

it can be expected to have influence. The EMS Team then determines which of the aspects may have asignificant impact on theenvironment. (See in table no. 03)

Aspects determined to have significant impacts are reviewed at least semi-annually by the EMSTeam aswell as anytime there are new or changed activities to consider. Meeting discussions andprocedures used to

determine significant impacts are recorded in EMS Team meeting minutes. TheEMS responsible person(Executive Officer of Anoopshahar municipality) maintains the EMS Team meeting minutes and

    otherrecords, as required.

    4. Legal and Other RequirementsAs part of the Environmental Policys commitment to regulatory compliance, the municipality of

Anoopshahar has established a procedure for ensuring compliance with environmental regulations and other

requirements. This procedure involves identifying, accessing and communicating legal and other

environmentalrequirements that are applicable to the activities within the EMS boundary.Information

necessary to ensure compliance is acquired through legal publications and othersources identified by the

EMS responsible person (Executive Officer of Anoopshahar Municipality). The relevant requirementsare

identified, accessed and communicated to all personnel, as necessary. At least once a year, theEMS

responsible person (Chairman and member of Anoopshahar Municipality Board) reviews the current

national, state and local legalrequirements and other requirements to ensure ongoing compliance.Awarenesson legal and regulatory requirements is a fundamental requirement of an EMS. The ISO14001 Standard

requires environmental legal requirements to be identified and accessible.Any urban local body needs toaccess all concerned legal information, assess the same for itsapplicability and review whether the

compliance status. Generally these include the nationalrequirements, state requirements, permit conditions,

etc. A practicalapproach to do this is by developing a register.

    5. Environmental Objectives and Targets-Improvements inenvironmental performancewithin the EMS are

achievedthrough objectives andtargets. As defined in ISO14001, an environmentalobjective is an

overallenvironmental goal, arisingfrom the environmentalpolicy, that an organisationsets itself to achieve

andwhich is quantified wherepracticable. An environmental target is a detailed performance requirement,

quantified wherepracticable, applicable to the organisation or parts thereof, that arises from the

environmental objectivesand that needs to be set and met in order to achieve those objectives. The EMS

  • 8/6/2019 EMS Seminar Anoopshahar

    20

Team establishes environmental objectives and targets to set performance improvementgoals for the aspectsthat may lead to significant impacts. These are integrated into programsdeveloped to stimulate action within

individual units, departments or across all operations withinthe EMS boundary. Objectives and targets aredeveloped for aspects considering significantenvironmental impacts, legal and other requirements, technical

and financial feasibility, commitments in the environmental policy and operational requirements.

Formulating objectives and targets -Objectives and targets are formulatedin a SMART manner S-specific,

M-measurable,A-achievable, R-realistic and T-time bound. The EMS Team developsobjectives and targets to

    define:

    1. The performance objectives (e.g., monitor, study, control or improve) for each aspect with a

    Significant environmental impact;

    2. The specific, quantified targets which define those performance objectives; and,

    3. The planned schedule for achieving targets.

6.Environmental Management Programs-EMPs are essentially detailed action plansfor the

implementation of approved objectives and targets. It specifies the different intermediate stagesIn the implementation, and includes the timeline and responsibility against each stage. An EMP

Answer the question arising from the needs of what is to be done, when it has to be done and, who

Needs to do what. Usually captured in a standard format, an EMP also answers the question regarding

The means for achieving the action plan and often include the resource requirements as well.

Objectives and targets are developed to stimulate action using environmental managementprograms. Thiselement of the EMS translates objectives and targets into programs that direct themunicipality towards

achieving results. The EMS Team establishes environmental management programs (EMPs) for all

objectives andtargets. EMPs are reviewed and approved by senior management (Chairman, members of

municipal board and Executive Office of Anoopshahar Municipality) prior to implementation. The EMPs

define the principal actions to be taken, theindividuals responsible and the scheduled times for

implementation that will achieve the desiredresults.

    7. Organizational Structure and ResponsibilityThe environmental management programs identify roles, responsibilities and authorities for allpersonnel.

The EMS Team ensures that the resources (e.g., budget and personnel time) requiredfor implementing and

controlling the EMS are provided. Environmental management programsrequire resources for training,

human resources, specialty services, and financial resources, technical andinformational services.A key

element of responsibility is the identification of an EMS responsible person (Executive Officer of

Anoopshahar Municipality) with primary responsibility for establishing, operating and maintaining the EMS

inaccordance with the ISO 14001 standard. The EMS Team provides routine EMS support andreports

directly to the EMS responsible person (Chairman of Anoopshahar Municipality). A list of rolesandresponsibilities is available in table number----

    8. Training, Awareness and Competence-Training is necessary to bring about a basic, fundamental changein the rank and file of the organisation.Attitudinal changes, behaviour pattern changes and modifications in

thinking processes are required in an effective EMS. To convey the environmental message across theorganisations and provide new skills, training is the important vehicle. While the EMS may involve a

number of communication and documentation, it is important to support the team with training sessions.

This also helps the workforce to imbibe new concepts in relation to the organisations functioning.EMS

implementation includes training for personnel on both general awareness and competency. Awareness

training ensures that all personnel are familiar with the environmental policy and the relevance of the EMS,

including the potential significant environmental impacts of their work activities. Additional competency

training addresses environmental procedures that are specific to personnel work activities. All personnel

receive appropriate training based on a delivery procedure that matches training requirements with personnel

job descriptions and work activities. The municipality of Anoopshahar identifies, plans, monitors and

records awareness and competency training needs and delivery for all personnel. The municipality of

Anoopshahar has a procedure to ensure effective and timely training for employees at all levels to ensure

    awareness of:

    y the importance of conformance with the environmental policy;

    y the implementation of environmental management procedures and the EMS;

    y the actual and potential significant environmental impacts of their work activities;

    y the environmental benefits of improved personal performance; their own roles and responsibilitiesfor achieving conformance with the policy andprocedures, and with the requirements of the EMS;

and,y The potential consequences of departure from specified operating procedures.

date, duration, feedback, and some specific question .The responsible person (Executive Officer ofAnoopshahar Municipality) for the organization and delivery of training is alsoresponsible for training

records. Records are to be monitored and reviewed on a scheduled basis.Supervisors determine competency

as outlined in environmental control procedure lists environmental training needs and delivery programs.

    9. Communication -Effective environmental management requireseffective communications, both

internally andexternally.EMS communication includes programs addressing internal and external parties.

The purpose ofinternal communication is to ensure that environmental information is disseminated to

allpersonnel and that all personnel feel they are able to participate in the EMS through

availablecommunication channels. Communication with individuals, groups, government, local

businessesand others outside of the municipal EMS provides insight into how the environmentalperformance

of operations within the municipal EMS boundary is perceived externally. The municipality of Anoopshahar

has established and is maintaining a procedure for internal and externalcommunication relating to the EMS

as described by operational control procedure .

9.1 Internal Communication--Internal communications shall ensure that those personnel at each relevant

    level and function are aware of: The EMS and the environmental policy;

    The importance of conformance with the environmental policy; All operational control procedures;

Individual responsibilities for achieving environmental objectives and targets;9.2 Internal Methods of Communication

    Newsletters Intranet

    Staff meetings

    Employee meetings

    Bulletin boards

    Training

    9.3 External Communicationwith interested parties--

External communication includes all written or electronic correspondence, telephone conversations

And oral discussions or meetings with external parties. According to the ISO 14001 standard, the

Organization shall consider processes for communicating externally on its significant environmental

Aspects and record its decision.External communications ensure that: External communication concerning the environmental aspects within the EMSboundary is directed to the

    EMS Responsible person;

The ISO Management Representative or designee is responsible for determining theneed for, and

preparation of, any notification to regulatory agencies.

    9.4 External Methods of Communication--

Open houses Focus or advisory groups

Web site or e-mail list Press releases

    Annual reports Advertising

Informal discussions9.5 Writing a procedure - ISO 14001 requires the establishment and maintenance of a procedure for

Internal and external communication. The procedure can cover different types of communication.

Under each part, it can document the information flows, methods adopted, process of decision makingand

responsibility disbursement. ISO 14001 requires that any external communication received andresponded is

documented, and all significant aspects are considered for externalcommunication.

    10. Documentation-EMS documentation is to support EMS implementation. It is to be used by the

employees as areference source that can be consulted whenever required. EMS documentation also serves

todemonstrate to an external stakeholder about the organisations initiatives in environmental

Management. The municipality of Anoopshahar has established and is maintaining information to describe

the coreelements of the EMS. All EMS-related documents are referenced in the EMS manual, and copiesof

EMS documents can be obtained from the EMS responsible person (Office superintendendent) ordesignee,

    upon request.

    11. Document Control

The EMS requires extensive documentation of procedures, tools and other elements. Documentcontrolprocedures are implemented to ensure that all personnel have access to appropriate EMSdocumentation andthat out-dated documents are replaced and only current versions are used. The municipality of Anoopshahar

has established an operational control procedure for controlling all documents relevant to the EMS.

    11.1 Document controlProcedure:

    1. The EMS Responsible person assembles existing environmental documentation.2. Develop additional environmental documentation required by the ISO 14001 standard. This may

include EMS responsibility, training and other elements.3. Use ISO 14001 standard requirements for EMS documentation to determine the need to revise

    Or supplement the existing documents.

    4. Use Form to maintain an index of EMS documents and revisions.

This proceduredescribes where documents are located and how and when they are reviewed. The

procedureensures that current document versions are available and that obsolete versions are removedfromuse or are suitably identified. Controlled documents are maintained in an orderly manner and

areobtained from the EMS responsible person (Executive Officer of Anoopshahar Municipality) or designee.

CONTROLLED DOCUMENT are uncontrolled and are tobe used for reference purposes only.

    12. Operational Control--

The EMS Team follows a process to identify aspects that may lead to significant impacts and usesthese toestablish objectives and targets, which are addressed in the environmental managementprograms.

Environmental management programs are then used to develop specific operationalcontrol procedures.Operational control procedures direct personnel work activities. Operational control

proceduresstipulate operating criteria to ensure operations and activities are carried out appropriately.12.1Operational Control Procedure - forthe management of the EMS and operations with potential for

    significant environmental impact--

Operational control procedures must explicitly describe how environmental management

Activities will be implemented; Operational Control Procedures must link operations to significant environmental aspects,

12.2 Writing a procedure - ISO 14001 requires documentation of operational control procedures related

To significant environmental aspects. All significant environmental aspects over which the organisationhas

    control are first listed.

    13. Emergency Preparedness and Response-Emergency preparedness and response plans identify the potential for and response to

Environmental accidents and emergency situations. These plans also address the prevention andmitigation ofthe environmental impacts of accidents that do occur.13.1 Effective emergency preparedness andresponse programme:This programme includes following

elements- Assessing the potential for accidents andemergencies

Preventing incidents and their associatedenvironmental impacts. The EMS includes emergencypreparedness and response plans

Plans / procedures for responding to incidents Periodic testing of emergency plans /procedures

    14. Monitoring and Measurement-Monitoring is required to gauge as to whether the management system

is performing in line withthe expectations. Monitoring and measurement enables an organization to: Evaluate environmental performance

Analyse root causes of problems Assess compliance with legal requirements

Identify areas requiring corrective action Improve performance and increase efficiency (or) productivity

The EMS Team establishes environmental performance objectives and targets that requireMonitoring and measurement to assess performance. The EMS Team establishes and maintainsoperational

control procedures to monitor and measure the key characteristics of activities withinthe EMS boundary that

have aspects that may lead to significant environmental impacts.

Procedure for Environmental Monitoring and Measuring-,Develop required procedures for all areas in

which monitoring and measurement is necessary forcompliance with environmental operational control

procedures. The procedures should: ensure that monitoring and measuring occurs in order to assess whether or not objectives

    and targets are met;

respond to stakeholder demands, to the extent these are not reflected in the objectives and

targets (e.g., tracking number of complaints regarding noise in response to a stakeholder

    request to reduce noise impacts);

meet regulatory and legal requirements regarding performance tracking and reporting

    requirements; and,

address the needs for operational control of equipment and processes. The procedure includesrequirements for equipment calibration and maintenance and ensures that records

are retained. The municipality of Anoopshahar has established an environmental regulatory compliance program

tomonitor regulatory requirements. Environmental control procedure outlines the requirements of theprogram and the need toperiodically review regulatory compliance and report results to management on a

yearly basis. To maintain the purity of river the Ganga is prime objective of Anoopshahar MunicipalitysEnvironmental Policy. It is also mandatory to follow regulations and directives of High court Allahabad.

The Hon. High Court of Allahabad is periodically monitoring the sate effort to maintain the purity of river

the Ganga water. State Pollution Control Board of Uttar Pradesh is monthly taking the sample of (i)waste

water at the inlet of sewerage treatment plant(STP),(ii)treated water at the outlet of STP,(iii)water of river

15.1Corrective action:is generally a reactive process used to address problems after they haveoccurred.Corrective action may be triggered by a variety of events, including internal audits andmanagementreviews, neighbour complaints or results of monitoring and measurement.

15.2Preventive action: is generally a proactive process intended to prevent potential problems beforetheyoccur or become more severe. Preventive action focuses on identifying negative trends

andaddressing them before they become significant.15.3Non-conformance: It is a deviation of any size or magnitude from the EMS requirements and from

ISO14001 requirements upon which the EMS is based. The operational control procedure, defines responsibility and authority for handling and

investigatingoccurrences of non-conformance with the requirements of the EMS. This includes taking action

tomitigate significant environmental impacts, and initiating and completing corrective and preventiveaction.

    16. Environmental Records -As emphasised in the case of EMS documentation, records are also requiredto support and evidence for EMS implementation. The operational control procedure ensures

thatenvironmental records are correctly identified, maintained and disposed of. Environmental

recordsrelevant to the EMS include training records and the results of audits and reviews. Records

arelegible, identifiable, traceable, and readily retrievable and protected against damage, deterioration

andloss. Record and document retention is also specified in the procedure. Individual departmentsmaintain

environmental records using the EMS procedure.Environmental records are maintained in an archive so as

to be retrievable as needed.Records are preserved and archived for retrieval as needed based on the

    following criteria:

include records of all data and information required in Environmental ManagementPrograms such as

    training records and the results of audits and reviews, expired permits,inspection results;

ensure that environmental records are legible, identifiable and traceable to the activity, product or service

    involved;

ensure that environmental records are stored and maintained such that they are readilyretrievable and

    17. EMS Audit-EMS audit is a systematic and documented verification process of objectively obtaining and

evaluatingevidence to determine whether an organisations EMS confirms to the EMS audit criteria set by

theorganisation, and for communication of the results of this process to the management. The outputs from

EMS audits feed into two separate processes: 1) Management Review, and 2) Corrective and PreventiveAction. EMS audit procedure must be developed and documented with goals that:

ensure that the procedures incorporated into the EMS are being followed; determine if the EMS itself requires revision or restructuring.

The municipality of Anoopshahar conducts internal EMS audits to ensure that the EMS has been properlyimplemented and is being maintained. Audits include--- a review of documentation and

records, personnel interviews, and a review of the results from monitoring and measurement. The results of

these audits are communicated to senior management (Municipal board of anoopshahar) for inclusion in themanagement review process. Audits are performedaccording to a regular schedule based on the managementreview cycle.

    19. Certification of EMS-Urban local bodies need to approach the different certificationagencies andinform them that they would like to obtain certification for their EMS. Some of thecertification agencies that

are active in India include the following: Aspects Certification Services,Bureau of Indian Standards, BVQI,

DNV, IRQS, KPMG, TUV, Underwriters Laboratory. As mention in the Level of EMS, Anoopshahar is

decided to make EMS on certain activities and implement it. It is level three. Anoopshahar Municipality

moves gradually-Level-III>Level -II> Level-I ( Level One - Third Party Certification to ISO

14001,Level Two Complete EMS Implementation Without Certification,Level Three - Partial EMS

    Implementation Strategies)

    20. Gaps in EMS Implementation in Anoopshahar Municipality

    1. Anoopshahar have less annual budgetRs. 50 million in comparison to their responsibilities

    2. Insufficient of qualified staff-Only Executive office, one sanitary inspector and a civil engineer are

    qualified staff.

    3. Equipment and machinery for solid waste management is insufficient. Municipality have only two

tractors with trolley and 50 hand driven trollies.

    4. Pumping of waste water has also facing problem .Interrupted electricity supply leads to closer of pumps.Due to insufficient budget diesel purchase for generator also hamper the proper and

continuous operation of pumps. That leads to overflow and direct flow into river stream. Seweragetreatment plants functioning affected due to above mention reasons.

    21. Conclusion Rapid growth of urbanisation is a global phenomenon. Provide a clean and healthy livingcondition in urban area is main challenge of 21

stcentury. ISO -14001 EMS is a tool to achieve this

Nobel goal .The ills of urbanisation can be minimise by adopting EMS. This paper is an attempt to develop
