    Environmental Management System (EMS) Template

    Revision 2.0 (March 2002)

    The italicized text below provides some introductory information. After reading this

     Introduction & User Guide delete all of the italicized text. The definitions and table of contents

    that follow this text form the beginnings of your industry! or organization!specific "#$template.

     Introduction & User Guide

    This "#$ Template has been assembled from the best and most recent guidance examplestools and forms included in several U.$. "nvironmental %rotection Agency "%A'!sponsored "#$ source documents see annotated list at the end of the introduction'. The template is

    designed to provide a good starting point for how you might develop a template to support your

    association members or organizations as they move forward with facility!specific "#$ planning and implementation. #ost facilities have components of an "#$ already in place. Therefore

    this template encourages the user to identify and build on existing components whenever

     possible.

    This template describes an "#$ that is based on the elements of the I$( )*++) standard and

    also incorporates "%A,s -ational "nvironmental %erformance Trac emphasis on sustained

    compliance pollution prevention and information sharing with the community. Though thereare other types of "#$s that one could adopt and "%A does not specifically endorse any

    individual "#$ standard the I$( )*++) "#$ is the one most widely recognized across the

    world and one that many companies are beginning to re/uire their suppliers to adopt.Therefore moving in the direction of implementation and maintenance of an "#$ based on the

     I$( )*++) standard may be a wise business decision. The choice to build an "#$ that if

    desired could be certified sometime in the future may mae sense for you based on yourbusiness goals and needs. 0acilities implementing an "#$ which meets the re/uirements of the

     I$( )*++) standard can either self!declare conformance or see third!party registration.

    To facilitate your implementation process this template contains eighteen modules. These

    modules are grouped into four activities that correspond generally to the plan!do!chec!actmodel that most management systems follow1

    There is logical se/uence in woring through the modules in their numbered order for the first

    two activities. (nce an initial round of "#$ planning is complete the modules in the second

    two activities can be approached in a somewhat parallel fashion.

    There are four different types of material provided in the modules of this "#$ template.

     4efinitions of each are provided below1

    • Guidance. Guidance refers to information that describes what an "#$ element

    represents and what you will need to develop and maintain to fully satisfy "%A5s

    definition of a complete "#$.

    • Tools. Tools refer to worsheets or /uestionnaires that assist you in thining through

    how to create a particular "#$ element efficiently and comprehensively. $ample

     procedures that you can adopt for your own "#$ are also considered tools.

    • Forms. 0orms are different from tools in that they can actually become part of your

    documented system for instance serving as records for information that might bemeasured monitored audited or reviewed by top management.

    •  Examples. These are examples of how one might use a tool or complete a form.

     6eviewers and users should note that 7ersion 8.+ of this template represents a woring

    document and may be refined based on input from representatives of "%A trade associationsand individual facilities.

    represents efforts by "%A to show how 4esign for the "nvironment 4f"' technical wor

    can be used to support the development of an "#$. It unites the "#$ plan!do!chec!act 

    model with 4f" approaches such as the "%A ;leaner Technologies $ubstitutes Assessment #ethodology. It contains useful "#$ guidance tools forms and examples

    and has material especially relevant to facilities with intensive chemical use.

    of the Integrated "nvironmental #anagement $ystem implementation guide see above'.

    conducted by the $ustainable Industries %artnership %rograms 4ivision of the "%A(ffice of %olicy "conomics and Innovation. This pilot proect will use the template

    combined with some technical assistance provided by "%A to support )+ volunteer

     facilities as they implement an "#$ for one of their facilities.
