Nearly all medium and large organizations (92%) in all regions, believe that the business cycles will continue to be unpredictable in the coming few years ---- meaning revenues and economic stability will be challenged. Nearly 8 out of 10 organizational leaders believe that the new economy will require the focus of technology much more on market based issues and needs than in the past. So how prepared is IT to help them quickly gain advantage in these markets? Additionally, 84 percent believe that innovation is critical to their organization’s success in the new economy. Where will this innovation come from? 75 percent of organizational leaders believe that success in the new economy will be based around managing technology within a rapidly changing environment. 71percent of senior organizational decision makers would sanction more technology investments if they could see how those investments were meeting time to market and organizational opportunity needs. 38 percent of US state CIOs believe that “resistance to change” is the largest barrier to innovation in public sector, citing that inadequate funding, lack of leadership and fragmented operations are not as significant. There’s been a lot of press around government modernization lately. The systems and processes that keep government running are outdated and inefficient. Meanwhile, citizens and government employees are demanding new services - from the public school systems who want to take advantage of the advancements in digital technology to citizens who want online access to their government records to the next gen 911 system that must be equipped to handle mobile access to text, data, images and video. At the same time, state and local budgets and resources are constrained. There typically is no option to add staff. Instead, IT organizations must find ways to utilize current resources and staff more efficiently. Additionally, increased access to private records—complicated by extensive use of multiple devices—invites cyber attacks, potentially jeopardizing government financial systems, citizen privacy and compliance with industry regulations. Security breaches also can put public safety at risk by crippling emergency notification and video surveillance systems. The potential for network users to access and download unauthorized content further fuels the need for proactive, multi-layered security.

Information doubles every 4 years; Digital content doubles every 18 months; Unstructured data resources are growing 50-90% annually. New information sources continue to emerge, including examples like embedded sensors (for energy monitoring) and video security monitors. Today, exabytes of digital information are created, captured and replicated, and it is complex and time-consuming to manage and exploit information at this massive scale. This complexity is further impacted by the isolation between data and information sources, internal and external and the increasing complexity of unstructured data. Nielsen, Twitter grew 1,382% year-over-year in February 2009, registering a total of just more than 7 million unique visitors in the US for the month; current total of unique visitors 16M; If Facebook was a country it would be the 4th largest country. Facebook is now serving over 1 billion web hits a day, serving over 300M users, recording 25TB of log data daily (which is >1,000x the volume of mail delivered daily by the USPS). 90% of U.S. State Government sites contain Web 2.0 features. Citizens have required eGovernment to morph into Government Web 2.0. Source: Center for Digital Government, AllaTwitterabout Web 2.0 Working on methods of aggregation for multiple internal and external data sources, structured and unstructured, for business decision making, or support information sharing between governments or individual government agencies. The goal is to hide the underlying complexity associated with individual data sources and structured or unstructured data, supporting the organizational focus on the governmental processes or government communication efforts under consideration. The economics of attention: creating business value through automated tracking and reporting of the conversations taking place in the broad external social media world (filtered by relevance to your agency or government function), and the tracking and integration/linking of conversations taking place within your own enterprise. Through effective aggregation techniques, real time information is available related to citizen information, use of government services, ability for citizens to access government services and citizen safety. Citizen healthcare needs, government health or emergency management alerts, possible security threats (national conflicts, terrorist threats, border vulnerability, crime outbreaks, etc. For government this has to do with tracking citizen needs in order to provide better services. Internally, projects like HP’s “Water cooler” link the employee population together to improve collaboration and accelerate information and knowledge flow across the organization. Offering location based services. The HPGLOE project is designed to provide desktop and phone awareness to things that are near you. Coupled with a “post-it note concept”, end-user observations and notes can be provided on those things. government can use these capabilities to provide real-time updates on status or offers, to those who use these capabilities in locating them. HP can support government through solutions that work directly with the mission of government. Provide tools to allow governments to track crime activity such as: trend analysis, wireless CCTV in crime areas, fraud detection systems, secure access to offender and parolee databases. Utilities, public works can gain significantly from GIS data with change. Create systems for military defense organizations to safely and securely track communications, share information, and organize mission planning. Key Takeaway: Digital information is growing at a clip that most organizations and individuals can't cope with. Citizens are driving this directly into their needs for government services and function. Think of the potential that can be gained creating line of sight through all these sources of information. Advantage goes to those who can prepare for the new complexities and provide better services and maintain compliancy to regulations. From that and also be able to harness the power of that information to make workers more effective in carrying out the government mission or charter.

Key Points: Let’s face it. CIOs have a tough role -- to create business value in an uncertain economic environment. They are expected to deliver today by finding ways to: Lower costs at both the business and technology level Manage risks to the business Accelerate growth by rapidly launching new products and services AND they must stay focused on repositioning for tomorrow by finding ways to: Improve business processes Enable new business models Flip the ratio of IT investments from maintenance to innovation Meeting these expectations is challenging when you take into consideration the current environments for most organizations, which consist of rigid, legacy infrastructure and applications, rapidly growing volumes of information, eroding expertise resulting from baby-boomer retiring and inefficient business processes: Rigid infrastructure: legacy hardware and software are costly to run, maintain and support. And even though virtualization can help to start address this, it can add complications as organizations need to deal with virtual sprawl, much in the same way they are dealing with sprawl of physical assets. Application & Information Complexity: Legacy applications will cost even more to support and as the workforce ages and retires, organizations are facing a shortage of people with the skills required to maintain these legacy applications. At the same time, the amount of information and data is exploding, with unstructured data growing at over 60% a year and structured data growing at close to 40% a year. Add to that the lack of unified management tools to manage heterogeneous environment across physical and virtual environments and the complexity grows. Inadequate business processes: IT services are, in many cases, not keeping up with changing business models which makes it harder to assign cost to business value. And with compliance requirements continuing to grow in number and complexity, it is a real challenge for IT to keep up. So how can technology departments meet the challenge of creating business value? It all comes down to CIOs delivering and showing their value as “SERVICES” to the business. Key Points: When every technology-enabled service is associated with a specific business service, the IT conversation changes from one focused on cost, to one focused on value. Think of this as creating business value through the lens of a service. This means technology Departments have only one mission: to create business value by sourcing, delivering and governing services. This requires a fundamental shift in the way we look at, evaluate and govern technology – The focus here starts with Business Services [which are the chain of business processes that must be executed to drive the specific business outcome], not the architecture or the technology The HP approach starts with technology departments focused on Business Services to deliver the business outcome, things like accelerating growth through expansion of loan products to new markets, or increasing sales of mobile phones by providing customized services that differentiate your offering…). Business Services create demand for a service, things like a credit check service for that loan product or a inventory control service for that mobile phone. We call this an “Automated Services”, which takes us to the next step Automated Services are simply a set of business logic combined with the data needed by the service to support your business process. For instance, declining loan application if the applicants credit score is below 650 thru access to credit bureau data. The focus at this level is on building, cataloging, monitoring and managing various technology-enabled services which can be deployed to address business needs. This includes: How the services are governed to ensure compliance How applications are secured and delivered to the business, and How data and information is stored, managed, moved and transformed •To deliver technology-enabled business services (like the credit check we just mentioned) and create business value (accelerate growth of loan products) dynamic resources are automatically and efficiently allocated on the fly to serve the specific need of that technology-enabled business service, then released back to the pool when the service completes. At this point it’s important to note that one size doesn’t fit all which means dynamic resources are allocated based on the workload required to deliver the service. It is also important to keep in mind that CIOs have a choice of where they source their service – from their in-house data centers, from outsourced or hosted services providers or via the cloud. But no matter where these services originate, they must be sourced, delivered and governed in the same way. Let’s go to the next slide and examine how the HP Business Technology model, which embodies this new approach to creating business value through the lens of a service, delivers …. Convergence is a critical trend in IT, moving away from strict operational and technology silos to help IT deliver better service on behalf of the business. Convergence is not unique to a single vendor, but HP is well ahead of the pace. By having the critical technologies all within a single organization, and leveraging the unique contributions of HP Labs, customers gain differential value. For HP Networking, there are two specific things to call out. First, we will deliver unique and differential value within the networking silo itself. If we do not, there is little to no reason for customers to consider a change. This talk will focus on that specific area of value. The second area, though, is unique to HP and having networking as a first citizen within the Converged Infrastructure. Because we all work within the same organization, it is much simpler and straightforward for HPN to deliver unique value across the technology silos. Here are some examples: When we bring together networking and servers, we create a unique product called Virtual Connect, which virtualizes connectivity at the server edge while providing full orchestrated management between the networking and server teams. We’ll talk more about it, but is dramatically reduces network equipment requirements, reduces cabling, and improves time-to-service. When we bring together networking and storage teams, we deliver capabilities like Fibre Channel over Ethernet (FCoE) and Converged Enhanced Ethernet, forming a basis for converged networking across the data center. When we bring together networking and software, we deliver end-to-end orchestration capabilities, eliminating human error and bringing the network into alignment with the rest of IT. These types of development are a core part of HP’s Converged Infrastructure and highlight the difficulty of similar innovations from other vendors. That said, HP Networking solutions work in an open systems way, supporting HP and non-HP environments. There are no limits in having HP support a multivendor environment, merely that there is a “better together” model with HP solutions. For example, HP top-of-rack switches will work as aggregation devices with any and all blade and rack servers; however, we can drive benefits farther by leveraging server and storage advantages with HP solutions.

Today’s legacy networks are not equipped to handle the demands of these new government initiatives. In fact, many public sector networks are at the breaking point. It’s all too common to find disjointed networking architectures.
