Global Certification Forum (GCF) - who are we?
2
• The mobile industry’s 3GPP device certification scheme• Not-for-profit, funded by membership contributions only• Established in 1999 - registered as legal entity in the UK since 2008• 327 member companies with 3,705 users from across the globe• Major brands participate
• Top 10+ smartphone manufacturers are all members.• Most major network operator groups are members.• Test industry
• Objective – Ensure that mobile devices interoperates with mobile networks

• End users expect reliable mobile products and services.
• New use cases / businesses MUST be built on top of reliable devices and networks.
GCF enables
• Proven interoperability (20+% lower dropped call rate)
• Lowering of testing costs
• Accelerated time to market

• GCF current certification eco system is driven by requirements to deliver services to consumers– Quality of services– Network coverage and capacity
• Critical communication devices may have to meet different specs – Reliable vs Ultra Reliable– Coverage (OTA and HPUE)– Performance & Reliability– Unique spectrum
• Critical comms eco system have more stakeholders than public networks
Mission critical communications requirements

Membership expanded to include critical comms
8
• Rights for mission critical communications operators maybe be expanded based on their needs
• Other stakeholders may join as Manufacturers or Observers

Required certification tools are complex…
• GCF’s Device Certification Criteria (DCC) database is industry leading.
• DCC has successfully managed increasing complexity from 2G through to 4G.
– 1200 Work Items.– 9000+ test cases.– Live validation status of all major Test Platforms.
• Significant continued investments– DCC database.– GCF’s online certification database.

• GCF has developed tools and proven certification framework for 3GPP based devices– Significant improved performance of GCF certified devices– Can be leveraged for MCC devices by adapting MCC specific requirements
• To drive the development of the certification MCC stakeholders need to join GCF– Membership open to the mission critical communication– Requirements are different – 5G use cases needs to be driven by the relevant industries– Option to setup a dedicated working group

Using a network of professional test houses (GCF Recognized Test Organizations and Assessment Capable Entities)
22
• All GCF Certification Tests must be performed by a GCF Recognised Test Organisation (RTO).
• GCF RTOs are accredited to ISO17025 / ISO9001.
• RTOs are contracted by GCF members to perform GCF certification test.
• Manufacturers can use the services of ‘Assessment Capable Entities’ (ACE) to – Develop a test plan.– Review the test results.
• Worldwide RTO / ACE coverage.
