Why Earth Observation?
Cross-Government EOWG Discovery Day, 20-Nov-2015 3
• Earth Observation is remote monitoring of the Earth from space-based platforms
• Application potential is substantial, wide ranging and growing
• Characterised by a number of key strengths:– Wide area coverage
– Repeatability
– Accessibility
– Objectivity
– Flexibility
– Cost effectiveness
• Traditional strengths are increasingly enhanced by evolving capabilities:– More data
– Better data
– Open access
– Faster processing
– Long term planning
– Better integration
Potential role for EO
Policies common across multiple departments
EO is relevant across Government
Cross-Government EOWG Discovery Day, 20-Nov-2015 4
Potential role for EO
Policies common across multiple departments
Example: emergency management & response
Near Real Time Flood Extent Mapping
• Exploiting space radar that can see through the clouds and provide national coverage
• Accurate picture of flood extent, combined with agency data for flood responders
Asset Mapping and Vulnerability Assessments
• Asset mapping to assign £ values to buildings and infrastructure to support quantified damage assessment
• Vulnerability analyses to support enhanced civil protection capabilities
Cross-Govt EOWG Discovery Day, 20-Nov-2015 5
Example: change detection
Landscape change
• Latest techniques enable identification of relevant changes (from hours to decades)
• Can directly inform policy or be used to target subsequent monitoring (efficiency)
Cross-Government EOWG Discovery Day, 20-Nov-2015 6
Urban change• High resolution urban
change detection can support in-field resources
• Repeatable, reliable data acquisition is changing the dynamics of urban monitoring
Example: surveillance
Geo-Intelligence pattern of life mapping
• Autonomous monitoring of human activity in remote regions, safely
• Complementary to local monitoring
• Supports situational awareness
Persistent surveillance from high-altitude pseudo-satellite (HAPS) platforms
• Focus of an aircraft, endurance of a satellite
• Persistent monitoring plus excellent observational capabilities for enhanced situational awareness
Cross-Government EOWG Discovery Day, 20-Nov-2015 7
A vision for Government
Cross-Government EOWG Discovery Day, 20-Nov-2015 8
Specify and procure servicesrather than just buying data or
running specific (short term)
projects
One-stop-shop where departments come for geo-information, and SMEs
feed in their services
Local and central government needs serviced
at national scale
In the longer term, industry capitalises on UK approach by
growing and exporting services
Data as a service
Information as a service
Platform as a service
The time is right…
Cross-Government EOWG Discovery Day, 20-Nov-2015 9
Faster processing
and delivery
Cost-efficient service delivery
Increased observation capabilities
Seeing the bigger picture
• Data integration
• Mobilisation and fusion of data.
• Big data

Economic Growth – a key government policy
Cross-Government EOWG Discovery Day, 20-Nov-2015 11
• Space Innovation & Growth Strategy published in 2010
• Ambition to grow the space sector to £40bn by 2030
• Actions taken stimulated growth from £6.5bn to £11.3bn in the first 5 years
• Space recognised as one of the “Eight Great Technologies”
• “Smart” government procurement seen as one of the key enablers
Consolidate requirements for greater productivity
Identify synergies across departments
Open up challenges, techniques and knowledge

Service requests go to all service operators:Can be one-off ad hoc, or regular service.Governed by SLA.
Service Operators, engaged by Government using competitive tender process. • Deliver single service or
integrated package• Aware of diverse EO data
sources available, and of SME capabilities
• Aware of existing government data, eliminating duplication
• Access to processing and dissemination infrastructure to avoid need for govt investment
EO service providers
EO data providers/vendors
Service Operators engage others and procure EO data if needed
