JANUARY 12th – JANUARY 18th, 2017

On 01/13 I was on patrol when I observed a door to a motorhome open. I checked inside the mo-torhome and did not observe anything missing. I had contacted some people at the motorhome the day before and they were checking on the property. It appeared like they hadn’t secured the door. I se-cured the door.

On 01/16 there was a report of two dogs running loose in the area of 302nd and X Pl. The dogs were gone before arrival.

On 01/16 there was a report of a dog in the road in the 30900 block of G St., barking and nipping at a person walking past. The dog then ran to a residence.

About an hour later a subject reported that a female at the residence was in her car, flashing her lights and acting strangely. The reporting party stated he believed the female was having a mental health breakdown. The female subject was contacted and an emergency medical technician checked her out.

On 01/17 there was a report of anti-freeze in the road in the 29700 block of I St. I notified the county crew and they said they would clean it up.

10 Reasons Why Feeding Water Fowl Is Harmful

People have always enjoyed feeding gulls, geese, ducks or swans at beaches and parks. Indeed, they feel they are doing the birds a big favor, helping them out. What they might not realize is that feeding these birds is detrimental to them and the environment in many ways. Please read on to learn more about the harmful effects of hand feeding waterfowl.

Birds Have Amazing Survival Skills.

Waterfowl have an incredible ability to survive and avoid harsh weather conditions. They migrate hundreds of miles south to a warmer climate for the winter where food is abundant, or simply endure the harsh winter weather in north-ern areas. For all waterfowl, the abundance of naturally occurring food and the quality of their diet are the main driving forces behind the bird’s ability to survive.

Food Quality is Critical

Waterfowl require proper nutrition to survive the winters. The diet of a young bird during its first year of life must be high in essential fats, proteins and nutrients to ensure proper development. Adults need a nutrient rich diet in order to replace feathers, and recondition their bodies after migration and during breeding cycles. People unknowingly harm waterfowl by hand feeding food that is low in nutritional value. In fields, the Canada goose diet consists of fallen grain. In marshes, they feed on wild rice, sedges, other aquatic plants, insects, larvae, crustaceans and small mollusks. Their feeding habits are very regular and they are known to return day after day to the same location if they are not disturbed. Canada geese will feed on newly sprouted lawns and established grass in urban areas.

A Diet of White Bread Can Actually Be Fatal To Waterfowl.

When birds feed on bread, they may stop eating natural food sources which are more nutritious. The birds may become malnourished and there have been cases of birds choking on wads of bread (Source: Ducks Unlimited).

High nutrition foods include: Insects, Grasses, and Submerged Aquatic Plants.

Low Nutrition foods include: Bread, Crackers, Popcorn, and Pastries.

Problems associated with feeding waterfowl include: 1. Malnutrition 2. Dependency

3. Disease 4. Water pollution

5. Environmental degradation 6. Increased hybridization

7. Delayed migration 8. Cumulative effects

9. Costly management efforts 10. Devaluation of the species

‘Buyer beware’ of water and sewer line coverage By Erick Bengel The Daily Astorian Published on April 12, 2016 The coverage is legitimate and optional, but it isn’t insurance, and the products aren’t affiliated with, or officially endorsed by, regional utility providers. One of the mailers arriving at homes offering a “water line protection program.” Property owners receiving mailers from companies offering coverage for water and sewer line protection should consider a few things before purchasing a plan: The coverage is legitimate and optional, but it isn’t insurance, and the products aren’t affiliated with, or

officially endorsed by, regional utility providers. At least two outfits — American Water Resources of Oregon and HomeServe USA — have started

sending unsolicited advertisements and enrollment forms to local residents. “They kind of blanket the city a couple times a year and try to get people to sign up,” Jo Johnson, water-

sewer clerk at the Astoria Water Department, said. Homeowners might easily assume they’re buying an insurance policy; both companies offer “peace of

mind” with external water-sewer line protection for $5.49 per month and $65.88 per year. However, what they’re selling doesn’t qualify in Oregon as insurance or service contracts. Rather, the

product falls under the category of home service agreements, which are not regulated by the state Department of Consumer and Business Services.

“If you look closely at it, they’re not using the word ‘insurance,’” said Jake Sunderland, public information officer for the state agency. “They’re not violating the insurance code in any way, but that doesn’t necessarily mean that we’re giving it the green stamp. We’re just saying it’s outside of our authority.” What’s more, the companies are not working with regional utility providers, another common point of con-fusion. “Customers call us asking if it’s something that the city promotes,” Sue Dohaniuk, operations supervisor in the Astoria Finance Department, said. “We have nothing to do with that.” HomeServe USA, in particular, has a history of attracting bad press because of controversial market-ing practices. Residents nationwide have alleged that the company has engaged in deception by send-ing out mailers that appeared to come from local governments or utility companies. That said, the forms sent to North Coast communities this year haven’t crossed that line and make it clear that HomeServe USA is an independent company. Always check with your insurance company to see if this is included in your coverage or if you need to upgrade your coverage. Architectural Committee

Just a reminder if you are planning on installing a fence or a shed, a garage or a house or even doing a little

remodeling all building plans must be

submitted to the Architectural Committee prior to any construction.

The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there’s

anything on the agenda. All applicants are encouraged to attend the

meeting (if possible) to answer any questions that may arise.

The building packets are on our website at

or you can pick one up from the business office.

Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take them to the county

for their approval.
