The process of certification by an accredited
certification body was held in June 2013
with a positive result!
Auditors comments
Strenghts:
• system based on the risk analysis and assessment
• logical implementation of the requirements of the PN-EN
ISO 50001:2012 standard, taking into account the
financial circumstances and the specificity of the city hall
• indication of actions to raise energy awareness among
the citizens (including pre-school children and students)
Areas for improvement:
• further integration of the Energy Management
System with the other modules of the Integrated
Management System
The certificate of IQNet (International
Certification Network) issued on July 2013
What does the documentation for the Energy
Management System in Dzierżoniów consist of?
• energy policy;
• system description and link to the IMS;
• the procedure of legal requirements;
• the register of legal requirements;
• energy management objectives and tasks;
• instructions for energy use and savings in municipal
buildings;
• review of the energy consumption and baseline emission
inventory
• the procedure for monitoring energy consumption
(electricity, heat and gas)
Other important procedures are included in the IMS Book
Introduced, certified and supervised system
ensures also compliance with local and national
legal requirements and EU Directives on Energy
Services and Greenhouse Gas Emission
Reduction.
The system approach is the same as in other
systems, based on the methodology of Plan-Do-
Check-Act – Deming Cycle
PLAN: Identify and analyze the problem –
plan a better way of acting, better method
DO: Develope and test a potential solution
CHECK: Analyze if the test solution really
brings better results
ACT: Implement the improved solution
Deming Cycle
The certificate is valid for three years, but every
year the inspection audit is conducted.
The results of the audit confirm the validity of the
certificate and check the use of adopted
standards.
In case of significant deviations (non-compliance
with the standard) certificate may be withdrawn.
Setting the CO2 emission reduction target for 2020

Until 2020 Dzierżoniów has to achieve remaining 6,4% of CO2 reduction which
corresponds to 9 572 Mg
