Goals and tasks for establishing energy monitoring system should be coherent with political priorities of the mayor and city councillors.
No cost for system implementation and operation.
No additional staff involved.
Very short implementation period.
Immediate results.

Realistic requirements for establishment of energy monitoring system in schools:
Good quality and low cost of energy services - two priorities for establishment of monitoring system (equally attractive to all politicians and all employees involved in the process).
Minimal investment and operation cost of the system (limited needs to hire additional staff, purchase additional equipment, do additional installation works and establish additional maintenance procedures).

The Answer: Three-level computerized energy monitoring system is most suitable and affordable solution for Ukraine.
One additional full-time city energy manager position and extended data collection function for staff in school department and schools
Dispersed system of data collection (little work-time demand for individuals involved), available and easy accessible data sources.
It have enough capacity to initialize management activity today and ensure it progressive development in the future.
