During rehabilitation and modernization projects, PHA will request product cut sheets of equipment installed that have ENERGY STAR or other green specifications.

Retro commissioning is not ideal for single-family or small multifamily homes (single-family is defined by Sustainable Performance Institute as 1-4 units). PHA will focus on its largest buildings. PHA can use the Building Automation System/Supervisory Control and Data Acquisition/Energy Management System (BAS/SCADA/EMS) reports to determine which buildings have the faulty systems and prioritize the retro-commissioning to take place. PHA will focus on major building systems that have costly equipment and are significant energy consumers. The systems include heating and cooling, domestic hot water and life safety systems such as electrical and fire alarm systems. The retro-commissioning will take place by a third party agent as funding is available. Re-commissioning of existing commissioned single-family sites should be limited to specialized systems such as geo-thermal heat pumps, solar hot water and photo-voltaic systems and retro commissioned sites will take place every five-years as funding is available.

PHA will use Enterprise Green Communities (EGC) as a standard for retrofits.

Interview prospective Design-Build Teams. Interviews will address each team’s expertise of green building infrastructure, materials, and technologies, their commitment to sustainable design, their team’s collaboration, and their familiarity with green design standards set by PHA.

This will provide the Authority with a sustainable program that can be specifically track our need to provide safe, quality and affordable housing as it relates to sustainability. Of sites that are EGC, PHA will install individual electric and water meters on 25% of the sites’ units. Once in place, the Authority will be able to accurately track the savings in real time as it compares to previous years.

PHA will implement green solicitation for construction managers during calendar year 2014 as projects become available.

PHA will research project management software such as ProCore and the possibility of utilizing software programs PHA currently owns such as Lotus Notes Quickr. ProCore allows for customized work plans that can be tailored for sustainability initiatives. The program allows for integration of work plans with contract documents, requests for information, meeting minutes, project submittals and all project record documents so that all work is tracked and recorded in a single electronic project file and available to all team and stakeholder members. The cost for a single subscription for PHA is $53,000 annually. There is unlimited access and project availability. If PHA chooses to require the Construction Management partners to provide project access it would be between 2% and 100% that CM's to allocate to the project based on their other usage of the program across their business.

Implement a plan to commission all of PHA’s building systems to ensure systems have been installed correctly and are operating efficiently and as intended. Commissioning will be performed by independent third party agents so there is not a requirement for additional staff or resources. The cost is approximately $2,000 per unit commissioned.

PHA will benchmark the water and energy usage of its administrative buildings.

During rehabilitation and modernization projects, PHA will

Retro commissioning is not ideal for single-family or small

multifamily homes (single-family is defined by Sustainable

Performance Institute as 1-4 units). PHA will focus on its

largest buildings. PHA can use the Building Automation

System/Supervisory Control and Data Acquisition/Energy

Management System (BAS/SCADA/EMS) reports to

determine which buildings have the faulty systems and

prioritize the retro-commissioning to take place. PHA will

focus on major building systems that have costly

equipment and are significant energy consumers. The

systems include heating and cooling, domestic hot water

and life safety systems such as electrical and fire alarm

systems. The retro-commissioning will take place by a third

party agent as funding is available. Re-commissioning of

existing commissioned single-family sites should be limited

to specialized systems such as geo-thermal heat pumps,

solar hot water and photo-voltaic systems and retro

commissioned sites will take place every five-years as

funding is available.
