Q. Briefly describe your present responsibilities at the Southern California Edison
Company.
A. I am a Manager Project/Product 2 in the Regulatory Finance and Economics
Group, Treasurer’s Department. My present responsibilities include applying
economic and financial analysis to regulatory issues for internal corporate
purposes.
Q. Briefly describe your educational and professional background.
A. I received a Bachelor degree in Management from College of Trade, Minsk,
Belarus in 1991; a Master of Science degree in Economics from Belarussian
Economic University, Minsk, Belarus in 1997; a Bachelor of Arts degree in
Business Administration from Southwest Baptist University, Bolivar, Missouri in
1997; a Master of Science degree in Financial Engineering from Claremont
Graduate University in 2006.
I joined the Southern California Edison Company as a Power System Operations
Specialist in the ES&M Department in March 1999. In April 2005 I joined Risk
Control Department in Risk Analytics Group. In September 2006 I transferred to
the Treasurer’s Department as a Financial Analyst.

A. I am a financial analyst in the Revenue Requirements section of SCE’s Regulatory Policy and
Affairs (RP&A) Department. As such, I am responsible for providing technical support for
various CPUC regulatory mechanisms to help ensure entries made to these mechanisms are in
compliance with Commission decisions.

A. I received a Bachelor of Science degree in Business Administration, Economics from Saint
Michael’s College, Colchester, Vermont in 2006. I have been employed by SCE since 2007.

A. My name is Anthony Kurpakus, and my business address is 300 N. Lone Hill in
San Dimas, CA 91773.
Q. Briefly describe your present responsibilities at the Southern California Edison
Company (SCE).
A. I am a Project Manager in the Power Production Division. My responsibilities
include preparation of information and documentation to support regulatory
filings, data requests, and business analyses.
Q. Briefly describe your educational and professional background.
A. I received my Bachelor of Science degree in Engineering Cal State Long Beach in
1975. In 2000 I received my Masters Degree in Project Management from Keller
Graduate School of Management. I joined SCE in 1998 in the Hydroelectric
Division staff department. In my initial position as a Business Analyst, I provided
decision support information for economic analyses, business improvement,
capital project justification, and regulatory filings. I assumed my position as a
Project Manager in August of 2002. I transferred from the Hydro Division to the
Power Production staff of Business Planning & Development in February of
2004.

A. My current responsibilities include supervision of the Contract Compliance Section of the
Renewable and Alternative Power Department (formerly QF Resources), preparation of
testimony and documentation for regulatory proceedings and data requests, and technical support
for a wide range of department activities and studies.
Q. Briefly describe your educational and professional background.
A. I received a Bachelor of Science in Mechanical Engineering from California State University,
Long Beach. I have been a registered professional engineer in the State of California since 1980.
I was employed by San Diego Gas and Electric from 1977 to 1983 in its Generation Engineering
Department. I was responsible for a wide variety of power plant related retrofit projects. I
completed my tenure with SDG&E as a Senior Engineer. I have been employed by SCE since
1986 during which time I have served as a station reliability engineer, chemistry technician
supervisor, and staff engineer in the Engineering and Technical services group within Power
Production. I currently hold the position of Manager, Contract Compliance Section of the
Renewable and Alternative Power Department.

Q. Please state your name and business address for the record.
A. My name is David R. Cox, and my business address is 2244 Walnut Grove Avenue,
Rosemead, California 91770.
Q. Briefly describe your present responsibilities at the Southern California Edison Company.
A. I am Manager of Contract Administration in SCE’s Renewable and Alternative Power
Department. I am responsible for managing and administering terms in existing power
purchase contracts with contracts signed pursuant to the Public Utility Regulatory
Policies Act (PURPA contracts) as well as those signed pursuant to California’s
Renewables Portfolio Standard (RPS contracts). Additionally, I prepare testimony and
documentation for regulatory proceedings and data requests.
Q. Briefly describe your educational and professional background.
A. I received a Bachelor of Science in Marine Engineering from the United States Merchant
Marine Academy, in 1981 and a Juris Doctorate from Western State University College
of Law, in 1999.
From 1981-1988, I sailed on U.S. flag merchant ships as a U.S. Coast Guard
licensed engineer operating and maintaining various types of propulsion and electric
power generation equipment. I then came ashore and worked in various power plant
positions including Station Operator (1988-1990), Plant Supervisor (1990-1991), and
Plant Manager (1991-1998) for Edison Mission Operation and Maintenance.
I worked for Edison Mission Energy as Manager, O&M Engineering (1998-2001)
drafting, negotiating, and implementing global contracts covering 75 power generation
facilities worldwide. Later, I was promoted to Director, O&M Business Development
(2001-2002) performing initial project review and due diligence. Edison Mission Energy
disbanded its business development department shortly after California’s energy crisis.

From 2003-2005, I was Plant Engineer at South Coast Air Quality Management
District. There, I drafted, negotiated, and executed contracts for facility construction and
equipment.
I began working at SCE in 2005 as a Contract Manager in QF Resources (now
Renewable and Alternative Power). I currently hold the position of Manager, Contract
Administration in Renewable and Alternative Power.

A. My name is David B. Reed, and my business address is 6060 N. Irwindale Avenue, Suite

Q. Briefly describe your present responsibilities at the Southern California Edison Company.
A. I am a Manager in the Tariff and Program Services section of SCE’s Customer Service
Business Unit. In this capacity I am responsible for demand response program planning
and development.
Q. Briefly describe your educational and professional background.
A. I received a Bachelors of Arts degree in physics and mathematics from Rice University in
1970. After military service I obtained a Masters of Business Administration with a
concentration in Finance and Accounting from the University of Texas at Austin in 1977.
From graduation through 1983, I was employed by West Texas Utilities Company, where
I was manager of costs-of-service analysis and electric rate design, and then by Cajun
Electric Power Cooperative as Manager of Rates. From 1984 through 1999, I served as a
consultant to electric, gas and water utilities, providing expertise in cost-of-service
analysis, rate design, financial analysis involving valuation, bankruptcy and mergers,
management audits, and regulatory support. Prior to joining SCE in 1999 in my present
position, I was a Senior Manager in the Utility Consulting Practice for
PricewaterhouseCoopers. I have appeared before the Federal Energy Regulatory
Commission on three occasions and have testified before a number of government
agencies and municipalities, including Bonneville Power Administration, City Council of
League City, Texas, County Council of Hawaii, Board of Directors, Upper Trinity
Regional Water District, City Council of Springfield, Missouri, and the Board of
Directors, Cajun Electric Power Cooperative. I have also appeared as a witness before
the California Public Utilities Commission.

A. I currently hold the position of Contracts Manager. I am responsible for the management of
Edison's long-term power purchase, power sale, and power exchange agreements with other
utilities, power marketing agencies, or other governmental authority. This management includes
negotiation of amendments to existing contracts, performing economic analysis, and directing
others in performing similar activities.

A. I graduated with a B.S.E.E. from the California State Polytechnic University in Pomona, CA. I
am a registered professional engineer in the State of California E08599. I have been employed
by SCE since 1970 and have worked on Interutility Contracts since 1980.

I, Dennis Dayne , declare and state:
1. I am an energy contract and trading specialist in the Energy, Supply and Management
department at Southern California Edison (SCE). As such, I had responsibility for preparing
Chapter VIII, Sections A through D, of the testimony served in support of SCE’s April 1, 2009
ERRA Reasonableness Application. I make this declaration in accordance with the
Administrative Law Judge’s Ruling Clarifying Interim Procedures for Complying with Decision
06-06-066, issued on August 22, 2006 in Rulemaking 05-06-040. I have personal knowledge of
the facts and representations herein and, if called upon to testify, could and would do so, except
for those facts expressly stated to be based upon information and belief, and as to those matters, I
believe them to be true.
2. SCE is seeking confidential treatment of certain data that is market-sensitive, but does not fall
into a category on the Matrix of Allowed Confidential Treatment Investor Owned Utility (IOU)
Data (Matrix) to which these data correspond. The data is listed below:

A. My name is Douglas A. Snow, and my business address is 2244 Walnut Grove Avenue,

Q. Briefly describe your present responsibilities at the Southern California Edison Company (SCE).
A. I am the Manager of Revenue Requirements in SCE’s Regulatory Policy and Affairs (RP&A)
Department. As such, I am responsible for overseeing the operation of various Balancing and
Memorandum Accounts and the associated disposition of the balances in those accounts for
ratemaking purposes.
Q. Briefly describe your educational and professional background.
A. I graduated from Texas A&M University in May of 1982 with a Bachelors of Science Degree in
Industrial Engineering. In June of 1982, I went to work for Southwestern Public Service
Company (SPS) in west Texas. While there, I attained a title of Supervisory Engineer and was
responsible for revenue requirement calculations and rate design for both retail and resale
customers. I filed testimony on behalf of SPS before the Texas Public Utility Commission and
the Federal Energy Regulatory Commission. In November of 1993, I went to work for the
Southern California Edison Company as a Financial Analyst in the FERC Pricing section in the
RP&A Department. While working in the FERC section, I was responsible for the rate design
for SCE’s requirements sales for resale, Wheeling Access Charges, and wholesale Distribution
Access Charges. In March 1998, I became a Supervisor in the Revenue Requirements division
of RP&A, responsible for supervising a group of analysts that oversee the forecasting and
recording entries associated with all CPUC regulatory mechanisms. In December 2001, I was
promoted to the position of manager in the Revenue Requirements division of RP&A. In August
2006, I was promoted to my current position as Manager of Revenue Requirements. I have
previously testified before the California Public Utilities Commission.

A. My name is Gary A. Stern. I am employed by Southern California Edison Company (SCE). My
business address is 2244 Walnut Grove Avenue, Rosemead, California 91770.
Q. Briefly describe your present responsibilities at SCE.
A. I am the Director of Market Strategy and Resource Planning in SCE’s Power Procurement
Department. In this position, I am responsible for the development of long-term resource plans
for SCE and for monitoring the electricity markets to help assure their efficient operations. I am
currently co-leading SCE’s and Edison International’s five-year Corporate Strategic Plan. I am
also currently working with the California Parties in the refund proceedings at the FERC, and on
refund settlements for the 2000-2001 California energy crisis. I have previously testified before
the CPUC and FERC on many occasions, in various proceedings.
Q. Briefly describe your educational and professional background.
A. I received a Bachelor of Arts degree in Mathematics and Economics in 1979 from the University
of California at San Diego. I received a Master of Arts degree in Economics in 1981 and a
Doctorate in Economics in 1984, both from the University of California at San Diego.
From 1981 to 1984, I worked as an econometrician on the research staff of Quantitative
Economic Research, Inc. I joined SCE in 1984 as a Market Analyst. In 1985, I began working
in Generation Planning where I analyzed demand and supply options. I worked on a wide
variety of projects as an analyst, supervisor, and manager in System Planning. In 1995, I
transferred to the Treasurer’s Department where I worked on industry restructuring. In February
of 1997, I transferred to Regulatory Policies and Affairs and in 1998 became the Director of
Market Monitoring and Analysis in SCE’s Regulatory Policy and Affairs Department where I
assumed most of my current responsibilities and worked closely with the ISO on the

development of a new market design for California. In March 2006, I became the Director of
Market Strategy and Resource Planning, which is the position I currently hold.

A. Currently, I am the Director responsible for Product Management, Quality Management, Field
Deployment, and the development of a Joint Operations Center for the Edison SmartConnect
meter and communications system at Southern California Edison.
Q. Briefly describe your educational and professional background.
A. I received my M.B.A. in 1993 from Dundee Institute of Technology in the UK. Previously I
worked for 22 years with ScottishPower and Sempra Energy for 7 years. I have held senior
positions including; electrical transmission and distribution engineer, Vice President of
Marketing covering Energy Efficiency, Power Quality, Facility Management Outsourcing, web
based customer Billing and Information Services, as well as Electricity and Gas Commodities. I
also held the position of Senior Vice President for an online software platform company
providing on-demand energy information management and smart metering solutions for
commercial office properties. Effective 29th October, 2007, I assumed my current position at
Southern California Edison.

A. My name is Jill Holmes, and my business address is 2244 Walnut Grove Avenue,

Q. Briefly describe your present responsibilities at the Southern California Edison Company.
A. I am a Financial Analyst in the Revenue Requirements section of SCE’s Regulatory
Policy and Affairs (RP&A) Department. I am responsible for the monthly calculations
and balances of various Balancing and Memorandum Accounts and the calculations of
various fuel-related and DSM related filings.
Q. Briefly describe your educational and professional background.
A. I graduated from San Diego State University in 1980 with a Bachelors of Science Degree
in Business, specializing in Marketing. I worked in the telecommunications industry
from 1980 to 1984. In September of 1984, I went to work for Southern California Edison
as a Telecommunication Specialist. I transferred to Regulatory Policy and Affairs in
October of 1986 as a Regulatory Analyst. I have been responsible for revenue
requirement and rate design calculations for resale customers. I have previously testified

A. I am the Director of Customer Experience Management, in the Customer Service
Business Unit, at Southern California Edison. I have responsibility for the development
and implementation of customer communication and outreach efforts (collaborating with
various parts of SCE) to all classes of customers, enhancement of delivery channels such
as sce.com to meet customers’ preferences, customer satisfaction management and
market research within the Customer Service Business Unit.
Q. Briefly describe your educational and professional background.
A. I received a Bachelors of Science degree in Business Administration, with a major in
Marketing, from Arizona State University in 1983. I have over 25 years of management
experience leading marketing, product management and communications efforts to reach
diverse audiences, working in a variety of industries including: utility, not-for-profit,
financial services and telecommunications. My three most immediate positions prior to
SCE were: Director of Marketing, KPMG, LLC; Vice President of Marketing, United
Way of Greater Los Angeles; and Director of Marketing and Marketing Communications,
Transamerica Life Companies.

A. I am a program manager in SCE’s Revenue and Tariffs Division of the Regulatory Policy
and Affairs (RP&A) Department. My responsibilities include interpretation,
development, and coordination of SCE’s electric, gas, and water tariffs; preparing and
presenting tariff policy and analyses to management; participating in CPUC Complaints;
representing SCE at CPUC hearings and workshops; interfacing with CPUC staff and
representatives of other utilities regarding tariff related issues; and managing regulatory
initiatives that maintain regulatory compliance.
Q. Briefly describe your educational and professional background.
A. I hold a Juris Doctor Degree from University of La Verne, College of Law, La Verne,
California, and a Bachelor of Science Degree in Electrical & Electronics Engineering
from California State Polytechnic University, Pomona, California. I have over 25 years
of experience at Southern California Edison, of which 5 years have been at my current
position with the RP&A Department. Prior to my current position within RP&A, I served
as a program manager for SCE’s meter program and as an electrical engineer.

and Edison SmartConnect. I have also held consulting positions and worked for a large internet
provider focusing on implementing projects in large billing systems. Effective December, 2007, I
assumed my current position as Director of Business Integration.

A. I am Manager of the Resource Optimization Group, in the Energy Planning Division of
Edison’s Energy Supply and Management (ES&M) Department. My group’s primary
responsibilities are generating unit commitment and dispatch planning, unit outage
coordination, short-term power price forecasting, and analytics/bid price development for
ancillary services and the real-time energy market.
Q. Briefly describe your educational and professional background.
A. I have been employed with SCE since 1980 and have held several operations and
planning-related positions, including responsibility for short-term demand forecasting,
resource planning, unit commitment modeling and fuel use forecasting. In 1999, I
became Manager of the Day-Ahead Operations Group, in the Energy Operations Division
of ES&M. I assumed my current role in 2006.
