ENERGY STAR® SUMMARY OF APPLIANCE PROGRAMS
SEPTEMBER 2017 UPDATE The U.S. Environmental Protection Agency (EPA) is pleased to provide the 2017 ENERGY STAR Summary of Appliance Programs (Summary). The Summary provides an overview of a variety of programs offered by utilities and other energy efficiency program sponsors in the United States to promote ENERGY STAR certified commercial and residential clothes washers, clothes dryers, dehumidifiers, dishwashers, refrigerators, freezers, room air conditioners (room ACs), and room air cleaners and purifiers. The Summary includes information provided by energy efficiency program sponsors and describes their current program offerings in 2017-2018 and beyond.
Each ENERGY STAR appliance program is summarized with a focus on incentives (e.g., mail-in rebates, bill credits), program contacts, and other relevant program details. Participation in the Summary is voluntary and therefore may not represent all promotions and incentives available across the country. The information in this Program Summary is current as of August 15, 2017; more current or additional information may be available at www.energystar.gov/rebatefinder. The Summary of Appliance Programs is divided into the following sections:
1. Executive Summary
2. Program Budget Map, National Promotion Charts and Graphs – Overview of promotion types for appliance programs across the United States.
3. Programs Information – A summary table of current appliance promotions organized by state.
4. Partner Contact Directory – Program websites, hotlines, and contact information for program managers.
If you have any questions or comments about the ENERGY STAR Summary of Appliance Programs, please contact Nora Lovrien Buehler at ICF, at [email protected] or 202-862-1589.

ENERGY STAR® Summary of Appliance Programs – September 2017
Prepared by ICF for the U.S. Environmental Protection Agency Page 2 of 42
Executive Summary
The 2017 ENERGY STAR Summary of Appliance Programs (Summary) presents information submitted by 140 energy efficiency program sponsors from across the United States, including 12 “umbrella organizations” and statewide programs running promotions on behalf of or in conjunction with 189 cooperative or municipal utilities and investor-owned utilities. Partners have provided information on 1,637 individual incentive and promotion programs for ENERGY STAR appliances including clothes washers, clothes dryers, dishwashers, dehumidifiers, refrigerators, freezers, room air conditioning, and room air cleaners and purifiers. To improve the accuracy of available promotions nationwide, information submitted under umbrella organizations has been accounted for individually for each member utility, unless otherwise indicated as a statewide or centrally-administered program. From the information submitted by energy efficiency program sponsors, the key highlights include: Program Budgets – Partners were asked to categorize their program budgets into buckets demonstrating order of magnitude and range (e.g., less than $50K, $50-$250K, $250K-$1 Million). To calculate state totals and the national total, the mid-point of each bucket range was taken and multiplied by the total number of partner programs identifying with a given bucket. Since exact budget information has not been provided, nor have all partners given budget information (see the Appliance Program and Budget Map on page 4 for more details), a precise total cannot be determined. In 2011, based on the midpoint calculation, appliance programs were funded at about $208 million. That number grew to about $222 million, $224 million, and $271 million in 2012, 2013, and 2014, respectively. In 2015, the national total was $252 million and in 2016, the national total was $258 million. In 2017, the national total increased to $270 million. The increase may be explained by the growth in overall incentives (2017 = 1,637, 2016 = 1,541) and/or because more partners have elected to provide budget data. Promotions by Dollar Amount – Promotion amounts in 2017 range from $10 for dehumidifiers and room air conditioners to $400 for clothes dryers. The average incentive amount for dehumidifiers increased by 10% compared to 2016 and average incentives for new air purifiers and cleaners decreased by 3%. New Freezer incentives increased by 14% and clothes washers decreased by 19%. Refrigerators and dishwashers decreased by around 27%. Average incentives for clothes dryers decreased by 29%. See “Average Promotion Amount for ENERGY STAR Appliances 2012-2017” on page 5 for more details on average incentive amounts.
Promotions by Product – As in 2011-2016, incentives for clothes washers led the group in 2017, representing 16% of appliance promotions and 17% of incentives for new appliance purchases. Incentives for new refrigerator purchase represent 11% of total incentives. Total recycling, including refrigerators, freezers, dehumidifiers, and room air conditioners, makes up 25% of total incentives. Dishwashers, freezers, dehumidifiers, and room air conditioning each comprised between 5% and 10% of total promotions. The remainder is comprised of room air cleaners and purifiers, clothes dryers, and the “other” categories comprised of various products. See “2017 ENERGY STAR Appliance Promotions by Product Type” on page 5 and “ENERGY STAR Appliance Promotions by Product Type 2012-2017” on page 6 for more details.
Promotions by Type – Similar to 2011-2016, the vast majority of promotions in 2017—94% of new product purchase and recycling incentives—are mail-in rebates. Appliance promotions with instant rebates, bill credits, low-interest loans, manufacturer or retailer buy-downs, free pick up, and midstream incentives account for the rest. See “2017 ENERGY STAR Appliance Promotions by Incentive Type” on page 6 for more details.
Promotions by Region – Similar to 2011-2016, the Midwest region has the greatest number of appliance promotions with 1,224, an increase of 64 from 2016. The West region follows next with 122, which is a small decline in submissions from 2016. The Northeast increased its incentives from 80 in 2016 to 118 in 2017. The Southeast (43), Southwest (44), and Mid-Atlantic (84) all saw increases as well compared to 2016. See “2017 ENERGY STAR Appliance Promotions by Type and Region” on page 7 for more details.

Appliance Program Budget Map
The map below shows program budgets for appliance programs by state as reported by the energy efficiency program sponsors.
NOTE: Energy efficiency program sponsors in the “undetermined” states may implement appliance promotion programs in 2017 and beyond, but were unable or did not elect to provide budget information. Likewise, states highlighted in color may not represent all the partner program budgets, as partners in those states also may have elected not to provide budget information. See the individual program entries for details.

To compare across years, 2013 had a combined refrigerators/freezers percentage of approximately 25%, 2014 had a combined percentage of approximately 19%, 2015 had a combined percentage of 20%, 2016 has a combined percentage of 21%, and 2017 has a combined percentage of 16%.
