Operating Results
21
BESS Operational October 1, 2016 • Provides IID’s Southwest Reserve Sharing Group (SRSG) spinning reserves =
Shutting down steam units.• Allows Operators ±30 MW swing to mitigate operational concerns.
Discharge of BESS helps to reduce starting Gas Turbines:• Allow Operators flexibility to maintain operating reserves without having to
bring on additional generation.
BESS supporting NERC Balancing Authority Ace Limit (BAAL) Events:• Utilized to reset BAAL alarms on Nov 14th & 28th, and Dec 1st.• Since BESS went operational IID has seen a large reduction of BAAL
exceedances.

Case Study
Hidden Valley Lake CSD▪ Small Community in Lake County
▪ High Fire Threat District
▪ Homeowners increasingly unable to get regular fire insurance
▪ Public Safety Power Shut-offs impacting economy
▪ Significant budget issues mean CapEx items are being deferred
40
Case Study
41
Solution▪ P3 Energy Project▪ Large PV Array▪ Large fire tank on hill▪ Power turbine at bottom of hill
▪ Private party sells to LSE/CAISO, pays franchise fee to CSD
▪ Tanks tied in to fire main system▪ Private Payments > Debt service▪ Zero Down▪ Cash flow positive▪ Picking up other infrastructure CapEx▪ PSPS Islanding
Functional Energy Storage & Municipal Government
Every Project is Unique, but there are Common Themes▪ Well Aligned for Public-Private Partnership
▪ Procurement funds are going to be spent by LSEs anyway, why not keep those dollars local?▪ True municipal government, keep it in house▪ Public Power agencies: turn your local government customers into suppliers
▪ Almost always one or more VERY long lived infrastructure opportunities,
▪ Must respect the underlying process
▪ Functional Energy Storage projects usually bring resilience
▪ Functional Energy Storage Projects can finance themselves and give off additional revenue in excess of debt service
42
Key Take-Aways
▪ If you are an integrated Utility, look for opportunities to procure from other departments
▪ If you are a stand-alone public power entity, look to procure from local agencies, particularly your customers
▪ If you are a non-electric Utility, look to incorporate “upstream” potential into your design and evaluation process
▪ It isn’t about technology, it’s about using a holistic mindset, and partners can help
