Savings Bond drive. The week-long campaign was authorized by General Preci- sion Equipment Corporation and was conducted during the week of September 12-17 at all GPE subsidiaries. While results from other companies in the GPE family have not yet been obtained, Librascope officials feel our drive was an unqualified success. Almost half of Librascope's 1000-odd employes were signed up by departmental representatives during the drive. For the statistical-minded, the 424 who signed up authorized pay- roll deductions totaling $1790 a week. This sum represents the purchase weekly of bonds valued at $2236, or $116,272 worth of bonds a year. Individual payroll deductions average out at $4.17 per pay period. Major credit for the success of the drive must go to the depart- ment chairmen and their repre- sentatives who contacted each of us not once but several times dur- ing the week. Hats off to Art Curley, Bob Mc- Coy, Buzz Newman, Betty Meyer, Ozzie Osborn, Walt Sertic, Dean Frederick, John Blake, and La- vonne Wellen for a job well done. Krill Appointed To MEC Post Appointment of Charles Krill to the post of Chief Engineer of Min- nesota Electronics Corporation has been announced by Dick Hastings, MEC general manager. Krill, supervisor of electronic engineering at Librascope since 1948, assumed his new duties September 6. Charlie takes with him to his new post at MEC a broad back- ground of electronics experience— experience which will be of far- reaching importance in the future. Don't miss Librascope's "You and Your Future," broadcast Mon- day through Friday at 6:55 a.m. over radio station KABC. Employes Approve Yule Plan Enthusiastic approval of a Yule- tide charity program in lieu of a mass exchange of Christmas cards within the company is reported by the committee formed to study the plan. First suggested by the Precision- eers and reported in the last issue of the Librazette, the idea brought generally favorable comment from Librascope employes who have watched their Christmas mailing lists grow to unmanageable size. The eight-member committee selected to formulate plans in- cludes Keith Kinnaird, Galen Mannan, Ruth Kennerknecht, Chuck Keesling, Pauline Ponnish, Charles Carroll, Herb Darby, and Mac McKeague. Substituting philanthropy for a company-wide exchange of greet- ing cards is a growing trend in industry, especially with organiza- tions as large as Librascope. The committee is studying sug- gested philanthropies, many pro- posed by employes, and full de- tails will be carried in the Novem- ber Librazette. Under the projected plan, em- ployes, who last year exchanged upwards of 10,000 Yule cards, would be invited to give a dona- tion to a company-wide Philan- thropy Pool. The actual program would be carried out with as many Librascopers as possible person- ally participating. Committee members are also discussing ideas for a form of token holiday greeting to be dis- played within buildings or de- partments of the plant. Engineering Regrouping Keyed To Growth and Diversification Librascope's Engineering Division is moving forward in de- sign and development work under a new organizational struc- ture keyed to the company's growth and increasing product diversification. Engineers, designers, technicians and clerical personnel—240 strong—regrouped forces in a manner as precise as the mili- tary forces which they team up to strengthen the nation's defenses. Five departments, each having complete responsibility and auth- ority for performing all engineer- ing phases of a project within its area of business endeavor, emerge in the new divisional structure. Dietrich, airborne equipment; Les Bentley, special devices; and Wayne Blackburn, commercial. The shipboard equipment, air- borne equipment, special devices, and commercial departments will become smoothly functioning or- ganizations specializing in areas to which the members uniquely are suited. Teams of engineers, designers, technicians, and others will work as self-sufficient units under the immediate direction of a project manager. The Administrative Department will fulfill important liaison func- tions withother departments and with the Manufacturing Division. Under the Administrative depart- ment will be the Engineering Services and Field Service units, and the production engineering section. Drafting and checking personnel also will be under its direction, forming talent pools from which work assignments will be made on the basis of assisting workload flexibility throughout. Imm, stated that each department will conduct its own research and development and become expert in its field and will in addition: 1. Become familiar with poten- tial markets and secure new busi- ness in its own area; 2. Be responsible for effective performance under its contract or commercial assignments. LES BENTLEY ... Special Devices reaching effects on Librascope's over-all efficiency and will chan- nel the company's path toward greater success. As stated, the divisional re- grouping and redeployment was skillfully executed. Those in- volved, and they included the Bulk of the Engineering Division, began their mass redeployment maneuver October 1 when they weighed anchor with such prized possessions as slide rules, T- squares, drawing boards, pencils and typewriters and sailed off as far as another room or another desk area. Sans duffel bags, members of Librascope's engineering division utilized packing boxes in the voy- age. Most of the crew were old hands at reberthing, having taken part in the shakedown cruise of the new Administration and En- gineering building just one year ago. BOB DIETRICH ... Shipboard Equipment In his August 26 letter announc- ing there would be an organiza- tional review, President Imm stated: "During the past few years Lib- rascope has been going through a period of rapid growth. This ap- plies not only to increase in fa- cilities and number of employees, but also to the number of prod- ucts, both military and commer- cial, which have been under- taken." Continuing, he said, "This div- ersification is desirable and adds greatly to the security of the fut- ure of the Company. Certain or- ganizational problems have re- sulted, however, and it appeared that we should review our entire engineering organiaztional struc- ture, with a view of finding the best way to get things done, es- tablish better communications and means for work measurement." In line with this, the new struc- ture is poitned toward: 1. Clearly defining individual jobs. 2. Spelling out areas of respon- sibility and lines of authority within the division. Continued company growth lead- ing to an expansion of personnel department functions is reflected in two promotions announced October 12. Ray McDonald, former employ- ment manager, has been named to fill the new post of wage-salary administrator. Succeeding Ray as employment manager is Glen Seltzer, who moves over from Engineering to assume his new responsibilities. Shell Oil Purchases 3 Flowmeters Warren Perrine, project mana- ger in the Engineering Division's Commercial Department, knows his onions about selling flowmet- ers; showed it recently when he landed a big, new customer, the Shell Oil Company of TCP addi- tive fame, for Librascope. Warren made believers out of 12 Shell Oil Company reps who were in Southern California to attend the Instrument Society of America's annual show. First Warren explained how the Libra- scope flowmeter would pulse total natural gas flow on Shell trap farms (distribution points) more accurately than any other device on the market today. Then he played up the "save money" angle. Finally he showed them just how the flowmeter works. That did it! So far Shell has ordered three flowmeters. These will be put to the test. Shell figures to order ad- ditional flowmeters if the initial three live up to their advance billing. Most of the visiting Shell offi- cials, who came from far distant points in the U. S. and Canada, had first learned of the Librascope flowmeter through sales literature. With their curiosity already stirred, they happily accepted Warren's invitation to see an ac- tual demonstration. Especially appealing to the men from Shell, is the way the meter permits direct—thus faster—read- ing of figures. Need for slide rule mastery and complex computation with paper and pencil, before tal- lying final flow, is practically eliminated. Dark horse — and white hope, too—in Librascope's commercial product lineup, the flowmeter has also piqued interest in other in- dustrial quarters. Southern Cali- fornia Gas Company, for example, has made inquiry. So have many other companies whose operations require measuring large flows of compressible fluids.

Plant Guards HoldKey to Our SecurityPkknickersEnjoy Outing

As usual, the weather was un-usual for the annual PrecisioneerPicnic held this year at Moun-tain Oaks Park, La Crescenta. Un-usual for a picnic, that is, since itwas a beautiful day.

Several hundred enthusiasticLibrascope families turned out toenjoy the sun and the fun of anold-fashioned picnic.

While the kids romped in theplayground and the pool and keptEd (just call me Casey) Warrenbusy at the throttle of the Toon-erville Trolley, the teen-agersbopped or rocked and rolled onthe outdoor dance floor.

The more active of their eldersindulged in a milder form of ex-ercise, limiting themselves to alittle baseball, some horseshoepitching, and a cooling dip or twoin the pool with the younger set.

Librascope President Lewis Immwas on hand for the festivities andproved himself no mean hand withthe stein and the paddle.

Precisioneer picnic committee-men responsible for the success ofthis year's affair were Loy Thomp-son, Jack Perry, Roy Gombert,Bud Bradley, and Bob Garrett.

A security program without national defense plant guardscertainly would be akin to a dike with a thousand holes.

Yet, the efforts of these men who keep watch over Libra-scope are often undervalued and sometimes misunderstood.

When Librascope sentinels such as Charlie Myers, "Pop"Giles, and Ernie Wenberg insist on seeing EVERY employe'sbadge as they enter the plant andall material carried out, they are Nearly every member of thenot being cantankerous. Rather, team has a public protection orthey are holding to a guard's card- service job in his background,inal rule of NO EXCEPTIONS. Included are former fire depart-

ment captains, policemen, post of-fice personnel, and Service repre-sentatives.

Charlie Myers heads the dayshift. With Myers on the day forceare Walter Doty, F. O. "Pop"Giles, Bob Trowbridge, and ErnieWenberg. R. J. Blackhurst is incharge of the swing and thirdshift guards. Blackhurst, LeroyBrown and Archie Taylor are theswing shifters; while Edwin Kost-land, John Carlson, C. L. Jenkins,and O. A. Young work graveyardhours.

Contrary to the popular concep-tion, plant security officers don'trest while working.

The day guards, in addition tothe regular checking of employesat shift changes, are responsiblefor escorting, or providing an es-cort, for all visitors and outsideservice people while they arewithin the plant, with the excep-tion of those holding completeclearance.

Also within the guards' juris-diction are delivery trucks andtheir drivers who are not allowedbeyond the doors of the shippingand receiving department.

And if you think the nightguards have time to relax, checkover their duties and the walkinginvolved in patroling the companyarea. The three buildings are al-ways under 24-hour surveilance.A total of 39 clock stations aredistributed throughout the build-ings and each of these stationsmust be checked every hour. Asthe wag said, keep walking!

Next time it's raining and yourbadge is "lost" under a mountainof wet weather paraphernalia,don't grumble at the wary guard.So, he's seen you every morningfor five years—just try to remem-ber that he's not taking you forgranted and he only asks the sameof you in return.

F. O. "POP" GILES. . . Security Plus

Librascope's guards, and theircounterparts throughout the na-tion, are the men immediately re-sponsible for preventing classifiedinformation from falling into un-authorized hands.

Theirs, indeed, is a great re-sponsibility and it can best becarried out by keeping unauth-orized personnel out of the plantby the use of badges, and by keep-ing all classified papers and mate-rials in the plant by requiringpackage passes which are issuedby a responsible supervisor.

Bulwarking the security pro-gram is not a completely strangejob to the 12-man Librascopeguard team.

Radiation Detector forCivil Defense Offered

Compact. Inexpensive. Easily operated and read.This is what the military and civil defense wanted in a

radiation detector and this is what Librascope's research lab-oratories are ready to give them.

The Balanced lonization Chamber, known as the BIC-2, isin limited production after months of design and development.Scientifically, it is regarded as es-pecially significant because it isNOT in the geiger counter cate-gory.

Only its size—18 ounces, 3 by3 by 6 inches—belies its impor-tant-scounding name. What it willdo for the civil defense worker orsoldier moving into an atom-bombed area is not only impor-tant but life-saving.

A flick of the switch and thewearer would know almost in-stantly how long he could remainin the contaminated area withoutsuffering fatal radiation.

Switched on, the instrument be-gins radiation measurement bybalancing the negative ion currentof external radioactive materialagain the positive ion currentwhich an alpha transmitter with-in the BIC-2 is developing.

As the negative ion currentmounts, a radium-treated needlemeasures the corresponding radi-ation factor on a calibrated scaleof roentgens. The BIC-2 scaleranges from .05 to 50 roentgensper hour.

Fatal radiation to a human be-ing is approximately 200 roent-gens.

By dividing the scale readinginto 200, the wearer can easilydetermine the time length beforeradiation is fatal.

If the BIC-2 scale reads 50roentgens, the wearer wouldknow a four-hour stay wouldprove fatal. Under a reading of"50," according to scientists, aperson could remain safely in thedanger area from one to twohours, taking about half of thefatal dosage of 200 roentgens.

Shock- and moisture-proof, theBIC-2 will operate for up to 180hours on hearing-aid batteries.The sealed unit is easily carriedby a permanent belt, or shoulderstrap, attached to the instrument.

Other than periodic changes ofthe batteries, the instrument re-quires no further service main-tenance or adjustment.

Librascope employes interestedin mastering the art of extempo-raneous speaking have joined to-gether to form a local chapter ofthe Toastmasters Club.

The Toastmasters, a group ded-icated to the proposition that mancan talk in an interesting and in-formative manner without re-course to notes or a script, haschapters in almost every city, vil-lage, and hamlet in the country.

Prospective members of the Lib-rascope chapter met as guests ofthe Eagle Rock chapter, Septem-ber 29, to get a first-hand viewof toastmasters in action.

Called upon to participate in theTable Topics session (a regularmeeting feature wherein membersare required to give a one-minutetalk on a subject made known tothem only as they arise to talk)the Librascope group, 21 strong,conducted themselves with theaplomb and sang froid of a Jessel.

When the smoke of oratory hadcleared, Ray McDonald, employ-ment manager, was tapped as thetop toaster.

Art Peterson, production control,served as temporary chairmanof the local chapter, pending elec-tion of chapter officers at the in-itial meeting October 5. Assist-ing him were Bill Balch, purchas-ing, and Voyle Sipes, productioncontrol. Maury Kimmel, modelshop, vice-president of the EagleRock chapter, is serving in an ad-visory capacity in the organizationof the Librascope chapter.

The "special" class promises todraw a weird variety of home-made, hand tooled, unique-bodiedvehicles powered by "bootleg"fuels. A committee will rule on theacceptability of entrants in thespecial class.

Anglers End Season on High NoteLibrascope devotees of the Isaac Walton cult were all set to

call it quits for the season following their most successfulfishing trip of the year.

The anglers, 18 strong, boarded their charter boats, the Starand Crescent, at Port Hueneme, Sunday, October 2. Bravingan early morning sea that was running a bit rough, the boatsput out for Santa Cruz Island.

Graphically portraying its his-tory of dramatic growth in fieldsof technical wizardry, Librascope'sdisplay caught the admiring eyesof many. Also showcasing repre-sentative products, in the largestsingle display at the five-day ses-sion, were these additional mem-bers of the General PrecisionEquipment Corporation family:Askania Regulator, Kearfott, LinkAviation, and General PrecisionLaboratory.

Librascope's exhibit starred thecompany's r e c e n t l y developedflowmeter for gases. A real boonto the oil, gas, and chemical in-dustries, this intricate device con-tinuously computes pipeline flowwithin one percent of the total.Unlike previous flowmeters, theLibrascope flow computer talliestotal flow past a given point dur-ing any specified time period.

Sharing the spotlight with theflow computer were our highlyefficient transistorized servo am-plifier and a precision-built lab-oratory drum for use as a compu-tational or memory unit in a dig-ital computer.

The magnetically-gated servoamplifier can be employed to stepup a weak signal voltage suffi-ciently to drive a servomotorwhich could, for example, open orclose a large valve. About the sizeof a pack of cigarettes, the servoamplifier contains two tiny pow-

President Place, in commentingon the show, stated that with thegrowing automation of Americanindustry, instrumentation becomesincreasingly vital to technologicalprogress. The activities of the In-strument Society of America, hewent on to say, are particularlyvaluable in this connection, andthe annual ISA Conference playsan essential part in enabling in-dustry to keep abreast of the lat-est developments in the field.

Ed Couleur, Librascope salesengineer, coordinated the GPE ex-hibit and did an excellent job.Ken Slee, sales manager, assistedby sales engineers Dave De Haasand Wilbur Silvertooth, and mem-bers of the design and project en-gineering staffs, manned the threebooths.

After a false start and some fastreshuffling of teams in the start-ing gate, the Librascope winterbowling league was off and roll-ing at the Burbank Bowl Sept. 15.

Complications resulting from ashortage of teams on the officialopening night (Sept. 8) promptedthe team captains to wipe resultsof that night's timber toppling offthe record.

Thirteen company teams and alone entrant from MEC make upthe Thursday night league. Whilethe caliber of bowling leavessomething to be desired, the com-petition among the teams certain-ly doesn't.

Team standings as of Oct. 1found the Super Doops leadingthe pack with a 9V2 and 2% rec-ord. The Bob Cats were in thesecond slot V2 game out at 9 and3, while the Guzzlers, Ceci's andthe Guttersnipes were tied with8 wins and 4 losses. The rest ofthe field was spread out behindthe leaders with the Pin Heads'2 and 10 record relegating them tothe cellar.

New Department to ProvideImproved Production Planning

Company emphasis on manufacturing efficiency and its re-sulting higher production and cost reduction is reflected inthe formation of a new Librascope department.

Earl Runion heads up the recently organized ManufacturingPlanning Department.

The new organizational setup will provide closer coordina-tion of the entire manufacturingprocess by bringing into closedaily contact the men responsiblefor estimating, defining produc-tion operations, procuring tooling,and allied functions.

Key groups in the departmentare Methods section, Tool Engin-eering section, and Time Stand-ards and Estimating section.

While these groups were all inexistence before the new depart-ment was formed, their functionsare consolidated for the first timewithin a single department. Thisconsolidation will permit closercoordination between these func-tionally related groups.

In line with the Librascope pol-icy of promoting from within, for-mation of the new department sawfive veteran employes elevated tosupervisory posts.

Assuming the reins as super-visor of the Methods Engineeringsection is Bob Berg. The Tool En-gineering section is headed byCharlie Cole with John DelleFaye, popular Precisioneer prexy,being promoted from lead man tosupervisor of tool design. Ed Sul-livan takes over in the TimeStandards and Estimating section.Loy Thompson moves up the lad-der as the new tool room foremanon the night shift.

As now constituted, the depart-ment offers the men and themeans for applying proven pro-duction techniques and proceduresgeared especially to Librascoperequirements.

The Methods Engineering sec-tion, for example, has as its prin-cipal function the preparation ofprocess instruction sheets. Thesesheets specify the kind and se-quence of manufacturing opera-tions, naming the machine to beused, detailing machine setup in-structions, and providing a com-plete listing of all tools to be used.

Methods engineers work withthe Tooling section to develop thebest tools for a given job and seeto it that all tools are preparedin advance of the job issuance bythe dispatcher.

The Tool Engineering sectionforms the second major divisionin the Manufacturing Planningdepartment. Because tool engin-eering is the basic foundation forproduction economy, this section

plays a key role in the depart-ment.

Its principal functions involvetool design, tool manufacture, andtool control. In order to prepareand procure the best possible toolfor a given job, the tool designerworks closely with the methodsengineer. He assumes joint re-sponsibility with the methods en-gineer and the tool maker for theperformance of the finished tool.

The Tool control group is re-sponsible for delivery of all toolsin advance of job issuance by theproduction dispatcher.

By coordinated control of tooldesign and tool manufacturingtime, the Tool Engineering sectionwill eliminate or greatly alleviatethose production problems whichcan arise from the failure to havea new tool, tried and proven,ready for use when needed.

The Time Standards and Estim-ating section is concerned withwhat is probably the least un-derstood aspect of productionplanning. Time study is by nomeans a new concept to industry,but appreciation of its true worthwas long in coming. It is an es-sential ingredient in all intelli-gent production planning, and itsimportance can be seen in the in-creasing number of firms that areutilizing it to reduce costs and in-crease production.

The time study engineer sets thetime standards for both set-up andrunning time on the operation in-struction sheet prepared by theMethods section. This is no arbit-rary standard set forth by theengineer. Rather it is establishedafter carefully reviewing the partdetail print and the tool descrip-tive material. All work elementtime standards are then checkedagainst data developed from thou-sands of time studies set in shopsthroughout the United States dur-ing the past 25 years.

Operations sheets are checkedby the time study engineer forclarity, accuracy and sequence. Ifchanges are necessary they are re-viewed by the Methods engineerand corrected.

The section also assumes re-sponsibility for project estimating.These estimates are prepared fromactual time standard data, ac-counting records, and informationprovided by the Purchasing de-partment.

Culver downed vice-presidentBill Bratton 6 and 4 in his firstmatch and then had to go 34 holesbefore conquering Cliff Godwin.Godwin earlier downed medalistKenny Gowan 2 and 1 beforebowing to Culver.

While a 28-stroke handicapcoupled with his defeat of six-times champion McAboy marksDick Hastings as the man to beat,he may have his hands full in hissemifinal match with Wally Jobe,who sports a 20-stroke handicapof his own.

Handicaps play a big role inthe upper bracket also, where BillSingleton with a 24 meets TomRyder who must shoot to a 15 orbetter if he hopes to gain a semi-final berth.

Local interest in golf has re-mained at such a high pitch, thatArt Curley has initiated a secondflight tournament in which fortyLibrascope golfers have entered.The size of the field plus the end-ing of daylight saving time willprobably keep this tourney goinguntil sometime next spring. Withthe cooperation of the wives andthe weather, however, it should beended before qualifications fornext year's annual tournamentgets under way.

Hobbyist Works in AlabasterBy BOB DUFF

has been carving things ever sincehe can remember. In fact, it hasturned into a very interestinghobby.

Among his earliest recollectionsis the time he kidnapped a largesugar beet from a field near hishome in Oxnard. When he finishedworking on it he was probablythe only man in California with asugar beet horse and wagon. How-ever, after a few days the sugarbeet shriveled up!

Del turned his attention to moredurable materials such as wood,metal, stone, and plastic. Theitems he makes from these mate-rials are useful as well as orna-mental.

In 1941, Del made a miniature

pair of pliers (pair at right inphoto) while working at BoeingAircraft in Seattle. The collectionof tiny tools grew in number, tak-ing a total of 13 years to completethe set shown. Of course, the toolswere made off and on at sparemoments. The largest investmentin time was made in the pipewrench (at right in photo) whichcost 14 hours of patient effort. Thecigarette at upper left of photogives some idea of the detail, par-ticularly since the wrenches andpliers actually work.

Del has two brothers who arerock hounds, a particular breedof hobbyists interested in miner-als occurring in the natural state.Through them, Del became inter-ested in carving rocks. Del'sbrothers told him of a deposit ofalabaster at Ventacopa, between

Maricopa and Ventura. The threebrothers went to Ventacopa andreturned with eleven hundredpounds of alabaster.

From this raw material, Delcarved the objects in the righthand photo. The mermaid, for ex-ample, took 26 hours to carve, andappears to be well worth it.

Alabaster is a soft translucentvariety of gypsum that can beworked with woodworking tools.Del uses a handsaw, drill press,lathe, and other woodworkingtools in addition to a valve scraperand files in producing such items.

Del Elwood's hobby is not onlya satisfying avocation, but usefuland ornamental as well—not tomention the possibility of a buckhere and there, even a carvedone!
