c) Reducing the rate of drop-outs at the secondary level by providing incentives and simultaneously creating awareness among the parents and community people;

d) Strengthening the capacity of school management, monitoring and assessing teaching-learning outcomes at the secondary level ; and

e) Attracting new and retaining existing students; especially girl students in schools through the provision of safe drinking water and sanitation facilities etc.

4. Component-wise Activities:

4.1 Improving Education Quality and Capacity to Monitoring Teaching –Learning Levels: The objectives of this component are to (a) improve educational quality through the provision of incentives to students, teachers and institutions;(b) enhance students' performance in English and Math; (c) establish a program to develop the reading habit of students; and (d) assess systematically teaching learning levels by administering internationally comparable and national curriculum based numeracy/literacy test. The activities of the component are as follows:

4.1.1 Incentive awards to students, Teachers and Institutions: This sub-component focuses on the achievement of students, teachers and institutions by providing additional monetary incentives and thereby reaches and maintains educational goals through a continuous and long term process. The best performing boy and girl student of each of the 7-10 grades are provided Tk. 500/ with a certificate each year. Students who receive PMT stipend and pass the SSC exam are awarded Tk. 1500/. It is expected that this intervention will reduce dropout rate especially; in grade 10 and SSC examination.

The best performing School/Madrasah will be awarded taka 100000 (one lac) best on the following criteria:

1. Number of regular students appearing in SSC exams;2. Pass rate among regular students;3. Change in pass rate among regular students from the previous

year.

4.1.2 Support for English Language and Mathematics Learning and Teaching: This Sub-component has been revised and re designed after the midterm review of the project. According to the revised concept the additional class will be operated in the institutions which have below average result than that of the national average in the SSC/Dakhil Exam in 2009, 2010 and 2011. Resource teachers having adequate qualification will be deployed in the

selected institutions. They will conduct additional classes before or after school hour and on the holidays.

4.1.3 Developing the Reading Habits: The objective is to help the students of project institutions in developing their reading habits. Bishwo Shahitto Kendra has been deployed as consultants for the program. To implement the program different types of orientation sessions, distribution of books to the institutions, setting up of reading program at class room level, simple test of knowledge, book prize for students have been initiated.

4.1.4 Assessment of Education Quality: This sub-component aims at measuring the quality of learning by administering internationally comparable and national curriculum based numeracy and literacy testing on a sample basis which will be considered representative at national level.

4.2 Improving Equitable Access: The main objective of this component is to increase access and retention of poor girls and boys, reduce dropout rate and ensure completion of education up to SSC level through providing stipends and tuition support based on poverty targeting and educational achievement criteria.

4.2.1 PMT based Stipend and Tuition to the Poor Boys and Girls: This is a poverty targeted stipend program. Proxy Means Testing (PMT), a targeting tool being used worldwide, is used for implementing this program. PMT is a household based pro poor targeting method that screens applicants into beneficiaries and non beneficiaries through a set of proxy variables that can easily be measured and verified. The project has a participation agreement with LGED that has taken responsibility of PMT Administrator (PMTA). PMTA is carrying out PMT booth operation during September/October of each year for receiving applications and listing of eligible beneficiaries.

4.2.2 General Stipend and Tuition for Girls(up to December 2009): The objective of this program was to continue the stipends and tuition program until the PMT based stipend program is introduced in 125 project upazillas.

4.2.3 Improving School Facilities: This sub-component is intended to attract and retain girls and boys in schools through ensuring the provision of safe drinking water and sanitation facilities.

4.3 Institutional Capacity Strengthening:

4.3.1 Project Management: The overall responsibility of the project lies with the Directorate of Secondary & Higher Education as the implementing agency. DSHE is assisted by two units: SEQAEP unit and Monitoring and Evaluation Wing (MEW). SEQAEP unit with 40 staff is responsible for overall implementation of the project. MEW is responsible for improving coordination of the stipend programs and helping DSHE monitor stipend projects as well as its non- stipend activities.

4.3.2 Institutional Capacity Building: The objective of this sub - component is to strengthen the capacity of MoE, DSHE and SEQAEP unit, MEW to provide services at central, upazilla and community level through providing training at home and abroad.

4.3.3 School Management and Accountability: The objective is to increase management capacity, accountability and transparency at the school level through strengthening School/ Madrasha Managing Committee and Parent Teacher Association through providing training to all the concerned stakeholders.

4.3.4 Education Awareness and Community Mobilization: The objective of this sub component is to build and increase awareness among all key stakeholders with emphasis on the community and beneficiaries. PIACT Bangladesh has been deployed as the consulting firm for implementing this sub component.

4.4 Monitoring and Evaluation: The objective of this sub - component is to (a) systematically document all project inputs, process, outputs and outcomes; and (b) link project interventions with outcomes. MEW is responsible for monitoring and evaluation of the project by deploying specialized Govt. and Non Govt. agencies and consultants. Project has a

memorandum of understanding with BANBEIS for carrying out Annual Census of project institutions.

and services, vat etc. are being executed. The progress of these items is remarkable, although there are some unresolved issues.

3.2 Institutional capacity building Under this Sub-Component, workshop, training and orientations are being conducted for the SEQAEP personnel and stakeholders of field administration following the provision of MTR & RDPP.

3.3 School Management accountability

Under this program PTA was formed in all SEQAEP institutions, 1664 PTA & SMC members were provided orientations on SEQAEP interventions following MTR.

3.5 Education Awareness and Community Mobilization

The PIACT was contracted to conduct awareness activities and its contract ended in October 2012.

This service agreement is entered into this 17th June 2013 by and between:

1. SECONDARY EDUCATION QUALITY AND ACCESS ENHANCEMENT PROJECT (SEQAEP) of the Directorate for Higher and Secondary Education (DHSE), implemented to contribute to poverty reduction in Bangladesh by improving the relevance of secondary education in the country to the demands of the labor market, with principal address at SEQAEP Unit, Secondary Education Quality and Access Enhancement Project (SEQAEP), Directorate of Secondary and Higher Education, 16 Abdul Gani Road, Dhaka-1000, Bangladesh. (Hereinafter called SEQAEP-DHSE, the Client), of the first party, and

2. ASSUMPTION UNIVERSITY OF BANGKOK, XXXXXXXXXXXXXXXXXXXXX (hereinafter, ‘the

Service Provider’), the second party.

WHEREAS the World Bank (hereinafter referred to as "the Bank") has agreed to make a loan under Agreement Number WB Credit No. 4475 (BD): (hereinafter referred to as the "Loan Agreement” to the Government of the People’s Republic of Bangladesh (hereinafter called the Government), represented by the Ministry of Education (MOE) through the Directorate of Secondary and Higher Education (DSHE) (hereinafter referred to as the "Client") for the purpose of financing the Secondary Education Quality and Access Enhancement Project ( hereinafter referred to as the “project" or "SEQAEP");

AND WHEREAS SEQAEP wishes to enter into an Agreement with ASSUMPTION UNIVERSITY OF BANGKOK for the delivery of study tour program on “Secondary Education System in Thailand and Philippines focusing on English and Mathematics Performance” for the Secondary Education Quality and Access Enhancement Project as set out more specifically in "Appendix-A” entitled "Proposed Tentative Program for Secondary Education System in Thailand and Philippines focusing on English and Mathematics Performance” attached hereto and forming an integral part of this Agreement, and Payment Schedule as indicated in “Appendix-B" as attached hereto and forming an integral part of this Agreement;

NOW THEREFORE THE PARTIES hereby agree as follows:

THAT the Client commissions the Service Provider to design and deliver the study tour program on Secondary Education System in Thailand and Philippines focusing on English and Mathematics Performance” as stipulated in Appendix-A attached hereto.

Period of AppointmentThe appointment of the Service Provider, for the assigned tasks, will be for a period of 18 days commencing on xxx August 2013 and terminating on xxx October 2013, by which date all services shall have been supplied, unless intervening events occur causing delay in the service delivery (e.g. natural calamities, flight delays, etc.)

RemunerationThe Client shall pay the Service Provider for the tasks stipulated in Appendix-A in the amount not exceeding xxxxxxxxxxxxxxxxxxxxxxxxxxxxx US DOLLARS (USD xxxxxx), paid to the Service Provider directly, subject to withholding tax.

Schedule of PaymentThe Client shall pay the Service Provider the full amount of USD xxxxxxx excluding international bank transfer charges 7 days prior to the start of the programs.

Performance StandardsThe Service Provider undertakes to perform the services under this Service Agreement to the highest standards of professional and ethical competence and integrity.ConfidentialityThe Service Provider shall not, during the term of this Service Agreement, disclose any proprietary or confidential information relating to the Services or the Client's operations without the prior written consent of the Client.

InsuranceThe Client shall undertake full responsibility for providing health, medical, accident or other insurance that may be necessary in respect of any loss, injury, damage or illness occurring to any registered participant from the SEQAEP involved in the two study tour programs.

Governing Law This service agreement shall be governed by and construed in accordance with the laws of Thailand and Bangladesh.

Good FaithThe Service Provider shall neither seek nor accept instructions from any authority external to the Client in connection with the performance of its services under this service agreement. The Service Provider shall refrain from any action which may adversely affect the Client and shall fulfill its commitments with fullest regard for the interests of Bangladesh and Thailand.

Dispute Resolution In the event of a dispute, the parties shall make, in good faith, efforts to settle amicably. If, however, an amicable settlement cannot be reached, any dispute arising out of, or relating to the agreement, shall be settled by binding arbitration by a sole Arbitrator appointed by mutual agreement.

Termination at ConvenienceEither party may, by giving written notice of not less than 15-days, terminate the service agreement at any time for its convenience. The Notice of Termination at Convenience shall specify that such termination is for the notifying party’s convenience, and the date upon such termination becomes effective.

PARTIES TO THIS AGREEMENT hereby agree and consent to future cooperation of the same nature, as needed, subject to terms and considerations which may be agreed upon.

IN WITNESS WHEREOF the Client and the Service Provider have caused their authorized representatives named below to execute this document in two originals, on xxx June 2013, in Dhaka-Bangladesh and Bangkok-Thailand, respectively.
