Secretary’s Message
The Department of Education is responsible for the development and implementation of a relevant and quality national curriculum for its schools. The Government of Papua New Guinea has introduced a standards-based curriculum for its schools from Elementary Prep to Grade 8.
This Elementary English syllabus is the new standards-based curriculum for elementary schools in Papua New Guinea. It covers the content to be taught in the first three years of school. It should be taught from Term 1 2015.
The syllabus introduces English as a second language and should be taught at the same time as the Home Language syllabus. It covers the foundation skills of speaking, listening, reading and writing in English.
The standards are minimum levels of achievement for children’s transition to primary school. They are compulsory for all children. This syllabus is an important part of raising standards in literacy at the foundation level.
I commend and approve this syllabus as the official curriculum for Language to be used in Elementary schools throughout Papua New Guinea.

IntroductionThis syllabus explains the content and skills that must be taught to all elementary students as they begin to speak, read and write English.
The content is written as student-centred standards that the children in your class need to achieve by the end of each year.
The time allocations are the minimum requirements. Schools may teach more than these hours if needed.

RationaleStudents at an early age need to develop basic English knowledge, skills and understanding as they begin their formal learning. Almost all our children are learning English as a second language so this syllabus will build on their home language and home life. The results from the Early Grade Reading Assesment (EGRA) in Papua New Guinea showed students are not learning basic reading skills. EGRA and the OBE Exit Report recommend the use of scripted lessons, teaching of Phonics and access to student reading materials. Benchmarking of literacy skills by PaBER has enabled the Identification of best practice to aim for.
English is a global language which is important for the future of Papua New Guinea. The Elementary English syllabus provides the foundation for future learning.

AimsThe aims of the Elementary English Syllabus are to:
• Raise the standard of English in every elementary school • Introduce English as a second language • Prepare children for learning in English at primary school • Build on literacy skills learnt in the Home Language syllabus • Enable children to communicate in basic English in the classroom • Teach children to read, understand and write simple English sentences • Encourage enjoyment and interest in learning English

The principles of the standards-based curriculum are: • Clear and simple to understand • Easy to teach and assess • Child centred • Builds on what the children already know and their home life
Guiding principles of the Elementary English syllabus
• Children need to be taught oral English before learning to read and write• The ability to communicate in English in the classroom is essential• Based on the principles for teaching English as a second language• Children learn new languages quickly so standards are ambitious• It is important to teach the sounds and words of English in a structured and playful way

Talk clearly and loudly about familiar topics
Communicate with people in real-life situations outside the classroom (e.g. role play a visit to the health centre)
Phonics Hear the beginning sounds in English words
Read and say all Year 1 letter sounds
Sound out simple three letter words (e.g. p-i-g)
Hear the beginning, mid-dle and end sounds in English words
Read and say all Year 2 letter sounds
Sound out, read and say longer words which use the Year 2 letter sounds (e.g. th-i-n)
Read and say Year 3 letter sounds
Sound out longer words which use the Year 3 letter sounds(e.g. l-e-tt-er)
Reading Read all Year 1 common words
Read a Year 1 story aloud in English
Read all Year 2 common words
Read a Year 2 story aloud in English and answer simple questions about it

Stories, rhymes and poems
Stories, rhymes and poems that can be sounded out in English are included in the Teacher Guide along with lesson plans for each day. In addition there are further stories and texts in the Elementary Library Kit.

Assessment
You can monitor student progress with a checklist. The checklist tests the understanding of the lessons. Here are some examples of assess-ment tools that you can use such as student portfolio, progressive chart and oral presentations.
Bench marking Bench mark is the level that every child at the end of Elementary Two (2) should reach. By the end of elementary two (2) the child should achieve the standards as set in the syllabus for;
• Phonics• Speaking and Listening• Reading• Writing
By the end of E2 the child can;
• read and say all the 44 sounds in the phonemes.• use and understand the common words from EP, E1 and E2• read a E2 story in English, retell it in English and answer questions about it• write simple sentences using capital letters and full stops correctly
Recording and ReportingThe Teacher Guides provide assessment tasks that help you to inform parents of the children’s learning progress.
EvaluationThe teacher will do a self-evaluation on the effectiveness of their teaching.
