AFTER-LIFE Communication Plan

RePlaCe belt is a pilot initiative, co-financed by the European program LIFE+, which continues the experience started with the previous project RePlaCe (LIFE 08 ENV/IT/000393), involving the same entities: three companies which specialise in processing plastic materials (Plastic Metal S.p.A., Vivi s.r.l. and F.lli Virginio s.r.l.) together with a multi utility company in charge of waste collection (Etra S.p.A.).The goals pursued by the project are:

To create a prototype of the conveyor belt with a new modular belt entirely made of recycled plastic.

To demonstrate that recycled plastic can also be used for other components in applications that require close tolerances and high strength.

To promote the collection of rigid plastic and bulky urban waste in the Veneto Region, with the preparation of a study that identifies its sustainability even on a national scale.

PROJECT BENEFICIARIES PLASTIC METAL S.p.A. deals with the production of injection moulding machines for thermoplastic materials distinguished by a double knee bar closing system and a closing force of between 35 and 3200 tons. In addition to being the beneficiary in charge and the coordinator of the project activities, the company designed and manufactured the equipment for the moulding of recycled plastic components.

Over the years, VIVI s.r.l. has developed a know-how in the furnishing industry, developing and producing components for the production of furniture, chairs and armchairs affording superior styling and functional value. The company designed the moulds and subsequently carried out the moulding of the components for the conveyor belt, using specific moulding skills and dedicated equipment.

For over forty years, F.LLI VIRGINIO s.r.l. has produced transport systems, automation systems and accessories used during the industrial processing of plastic materials. The production of fully automated work stations is one of the results obtained by teaming experience with innovative thinking. This company was involved in the design of the prototype and the subsequent assembly to allow the operational tests to be carried out.

Etra S.p.A. is a local multi utility company that extends along the basin of the river Brenta from the Asiago plateau to the Bassanese region and the Province of Padua. Etra manages the integrated water service, the waste service and other services for multiple Municipalities. As part of the project, Etra conducted the final tests on the prototype at its plant in Camposampiero (PD), it dealt with the communication and educational activities to raise the awareness of citizens on recycling issues and the environment, and it conducted the study investigating the process chain of non-packaging plastic.

From post-consumption plastic to industrial productionThe production of the conveyor belt involved the development of a technology tied to the use of recycled plastic sourced mainly from industrial waste, which by nature is characterised by a more stable and constant composition and by the presence of a specific polymer.In parallel, the study conducted by Etra on the cycle of rigid plastic from urban waste, from the current state of affairs to the presumed attainment of a more mature process chain, has outlined a possible scenario for the development of the collection and exploitation of post-consumption materials, highlighting that a specific market does already exist, even if it needs to be further encouraged and promoted.One of the challenges that go beyond project RePlaCe belt is to close the cycle between collection and selection of post-consumption waste and industrial production with recycled plastic: the project has shown that this is “virtually” possible, in future we must work to ensure that trade and the circularity of the process chain become increasingly fluid, by removing technical and regulatory barriers and introducing systems of certification and traceability.

DISSEMINATION STRATEGYA consistent dissemination strategy has fostered the success of project RePlaCe belt allowing us to highlight its environmental benefits as well as aspects of economic sustainability.

The RePlaCe belt dissemination strategy envisaged the identification of the main stakeholders involved, trying to focus for each one the information requirements to meet, the method of disclosure of such information, the type of information to convey and the frequency of distribution.Based on this evaluation, several dissemination activities were identified and developed, including:

•Theproductionofdisclosingmaterial:website,logos,brochures,informationpanels,leafletsandletters;

•Theidentification,preparationandmaintenanceofadatabaseofpotentialstakeholders(companiesfromvarious industrial sectors, trade associations, organisations and process chain consortia) to whom the informationistobeconveyed;

•Theorganisationofandparticipationindisseminationevents:conferences,seminars,tradefairs;

•Thepreparationofpublications(hardcopyanddigital),articles,posters,flyers,leaflets,videos;

•Thepresenceinthepressandonlocaltelevisionstations;

•Theperformanceofaspecialiststudyonthecollectionofplasticurbanwasteandamarketresearchtoidentify potential future users of the results of the project.

PRODUCTION OF DISCLOSING MATERIALThe project Beneficiaries decided to keep the logo and slogan from the previous Replace project, which managed to express also graphically the nature and goal of the project (the logo portrays a stylised conveyor belt with the project acronym standing out in the middle). To distinguish this project from the previous one, the word “BELT” was added to the logo. Specific brochures were put together, to be distributed to citizens during the Etrapoint events in order to clarify the differences between plastic packaging and rigid plastic. In addition, a video was produced ad-hoc concerning the RePlaCe belt project, which will be disclosed both in schools and on the Etra website, as well as on www.replacebelt.eu.

DISSEMINATION EVENTS ENVISAGED BY THE PROJECTCitizens were informed of the possibility of disposing of their rigid and bulky plastic waste separately in distribution points referred to as “Etrapoints”, which are distributed across the municipal territory served by Etra. Users were invited to visit these information points in a specific letter explaining the new type of collection. Throughout the course of the project, dedicated bins were set up for the specific collection of this plastic waste directly at the collection centres managed by Etra S.p.A.

PARTICIPATION IN TRADE FAIRS AND CONTACT WITH STAKEHOLDERSThe partners took part in several specific trade fairs. More precisely:

– FAKUMA trade fair which was held in Friedrichshafen (Germany) from 14th to 18thOctober2014;

– COSMOPACK trade fair which was held in Bologna (Italy) from 17th to 20thMarch2016;

– K trade fair which was held in Düsseldorf (Germany) from 19th to 26th October 2016.

On 18/05/2017 Etra was in Ravenna at the event entitled “Fare i conti con l’ambiente 2017” (Catching up with the Environment 2017) and organised a workshop entitled “Plastica non da imballaggio nei rifiuti urbani: analisi e proposte di gestione” (Non-packaging plastic in urban waste: analysis and management proposals). A similar workshop was repeated on the occasion of the Final Project Conference which was held at Etra HQ in Rubano (PD) on 29/06/2017.

4. “RePlaCe belt Project: A Step towards Sustainability” published in January 2017 on the Kunststoffe International.com portal, the English edition of the Kunststoffe magazine provides updates on the latest technological innovations and trends in the industrial sector.

PRESS AND LOCAL TELEVISION STATIONS8 press releases were sent, along with 2 ads in the news bulletin E... TRA L’ALTRO (periodic magazine distributed to Etra users). The articles were published on the occasion of the launch of the project at the end of 2015 and subsequently for the workshop in Ravenna (18th May 2017) and the final project conference (29th June 2017). Dissemination also took place in the form of many other articles concerning Etra’s information campaigns about the distribution of the new bins, during which project RePlaCe belt was presented, inviting citizens to dispose of their old rigid plastic bins in the dedicated container. The final project conference held in Rubano on 29th June 2017 was also advertised on the news on local TV.Attached are over 30 articles published in the local press.

EDUCATIONAL ACTIVITIES IN SCHOOLSLIFE REPLACE ENVIRONMENTAL EDUCATION PROJECT from February 2015 to May 2017Over 300 activities in 75 schools across 35 different municipalities, involving almost 8,400 pupils. The workshops, aimed at improving the quantity and quality of differentiated waste collection, highlighted to youngsters the importance of plastic and of recycling it without stopping at packaging waste alone. Etra’s Schools Project will continue for at least the 2017/18 school year, taking the video on rigid plastic made as part of ReplaceBelt to schools.

USERS OF THE COLLECTION SERVICEBetween January 2015 and May 2017, the rigid plastic collection service was activated in 17 municipalities served by Etra spa in the provinces of Padua and Vicenza, with a total of over 166,000 inhabitants, to whom almost 71,600 information leaflets were distributed.

FUTURE COMMUNICATIONGiven the importance of dissemination, over the next three to five years after the completion of Project RePlaCe belt activities, a number of dissemination activities have been planned, both at national and international level. As was the case on the occasion of the initial preparation of the communication strategy, the approach identified:

1. The main results to be achieved as a result of the dissemination efforts and with respect to the information needsexpressedand/ornotexpressed;

2. Themainstakeholdersandtheircharacteristics;

3. Thecontentandtheessentialelementsintendedtobedisseminated;

4. The main source(s) that each group of stakeholders tends to consider as relevant and credible with respect totheirinterest;

5. Themediathroughwhichtodisseminatethemessages;

6. Access, i.e. the need to allow potential stakeholders to trace the information they need at the time they feeltheneed(datastorage,etc.);

7. Thestrategyforpromotingtheavailabilityofinformationinvariousformats;

8. The barriers, i.e. the identification of anything that may interfere with access to and use of the information and the methods envisaged in order to reduce such barriers.

WEBSITE UPDATINGThe website at the end of the project will be kept online for a further five years, so up to the middle of 2022. The task will consist in updating the news section with documents and photos of the communication events in which the project partners have participated. Any possible future technical developments of the project will also be notified.

PARTICIPATION IN INITIATIVES WITH CITIZENSThis activity involves the public partner Etra, who will continue the activities commenced during project RePlaCe belt to raise awareness among citizens about sorting plastic. Activities intended for citizens will be implemented by the Environmental Division of Etra, to put together events in various Ecocentres across theRegion;theideaistoincreasetherecyclabilityofplasticalsobycollectingallthose materials that are disposed of in the ecocentres. One challenge is to raise awareness about sorting rigid plastic and not only plastic packaging, to increase the amount of recycled plastic available for industrial use. Etra will undertake to implement initiatives with citizens (educational meetings, sending out information letters, …) in order to inform them of the importance of recycling all plastic.

PUBLICATIONS AND NEWSLETTERSScientific publications in magazines will continue in those magazines that RePlaCe belts companies have subscribed to, i.e. Kunststoffe and Plast. Etra on the other hand will continue to publish articles in the house magazine and at trade fairs in the sector relating to differentiated waste collection waste recycling.Etra, in partnership with Sintesi srl, has drawn up a specific technical article (Venturi, Giacetti: “Plastica non da imballaggio nei rifiuti urbani: analisi e proposte di gestione” - Non-packaging plastic in urban waste: analysis and management proposals) which will be presented at the convention entitled: “Risorse dai rifiuti: soluzioni innovative ed effetti ambientali, verso l’implementazione di un’economia circolare” (Resources from waste: innovative solutions and environmental effects, towards the implementation of a circular economy), which is scheduled to take place at Ecomondo on Wednesday 8th November 2017 at 9:15 am - 1:30 pm, in Ravezzi 2 Room, in the Southern Exhibition Hall. This and similar articles / technical communications may be disseminated in specialist magazines and trade fairs.
