ENLISTMENT OF FIRM IN CLASS 'D BASED ON TECHNICAL QUALIFICATION
OF SOLE PROPRIETOR (MIS INGENUITY CONSULTANCY SERVICES AND
INFRASTRUCTURE LTD)

Enlistment of your firm has been approved in MES by the
Enlisting/Registering Authority ie. Chief
lakh (Rupees fifty lakh only) for the following categories of
works: (a) Civil Engineering Works
(i) Building Works (i) Water Supply & Sewage Disposal
(V)Road Works
3 Index No. D11 is allotted to you, which should be quoted by
you in all future correspondence. The other details of enlistment
are as per Appx A' & 'B' attached to this letter.
4. Please note that any change in name/style, address
&constitution of the firm would require prior approval of the
Registering Authority i.e. Chief Engineer Central Command,
Lucknow.
5. Following points may be noted for strict compliance during
execution: -
(a) T&P, Machinery & Transport as stipulated in the
respective contracts. Inadequate engagement of engineers/deployment
of 'T&P, Machinery& Transport' as per contractconditions
shall be considered as serious lapse attracting
ban/removal/downgrading debarment of the Firm/Company.
You will be required to strictly ensure engagement of engineers

Licence of required class through proper agreement/MOU for
execution of all electrical works as well as works under category
(c) [including its sub-categories (i) to (vii) ] and category
(d)(v) to the extent Rule 29 under Part I of Central Electricity
Authority (Measures Relating to Safety and Electric Supply)
Regulation, 2010 is applicable, forming either in full or part of
the scope of work of contracts awarded to you. All such works shall
be executed by you through such agency only (either yourself or
other agency) having valid Electrical Licence of required class.
Such Electrical Licence shall be obtained from the concerned
authority of State GovernmentUnion Territory where the works are to
be executed. Any violation of this condition shall be sufficient
reason for taking such disciplinary action as deemed fit by the
Registering Authority apart from other recourse/remedy available to
the Department under the conditions of contract for such
lapse. 6. Following further points may be noted:-
You will keep this HQ informed about the persons working with
you who are near relatives (a) of any Gazetted/Commissioned Officer
in MES/Corps of Engineers/Ministry of Defence. Similarly, you will
also intimate the name(s) of the persons(s) who is/are near
relatives(s) of the Proprietor/Partners/Directors and working as
Junior Engineers(s) and! or Gazeted Commissioned officers() in
MES/Corps of Engineers/Ministry of Defence.

(b) You will not be entitled for tenders in certain areas (as
mentioned below), where such near relative(s) is/are working.
Decision of the Registering Authority shall be final in this
regard.
The term 'near relative" means wife, husband, parents, children,
brothers, sisters,uncles, first cousins, brothers/sisters-in-law,
sons/daughters-in-law and father/mother-in-

Any breach of above condition(s) by you shall render your firm
liable to be removed from (c) the approved list of contractors of
the department.
7. Please note that if you fail to secure any work in MES/any
other Government Department within a period of three consecutive
years, your firm will be liable for removal from the list of
approved Contractors.
3. Please note that the appropriate MES authority has the right
as he may decide, not to admit e- tender in any particular case and
also to suspend, remove or blacklist your name from the MES
approved list of contractors in the event of submission of
non-bonafide tenders or for technical or other delinquency, in
regard to which the decision of such appropriate MES Authority
shall be final and conclusive.
Please note that no change in constitution shall be permitted
till a period of 5 years from the date of your enlistment. Further,
after the said period of 5 years, change in constitution may be
permitted as per the then prevalent departmental policy but the
engineer proprietor would not be allowed to exit. If the engineer
proprietor exits the firm, the firm shall cease to exist.

10 Please note that your enlistment in class 'D' is valid upto
31 Dec 2025.
11. You are advised to browse the MES website www.mes.gov.in
regularly to update yourself about relevant policy instructions
issued by the department and rules, regulations of Govt. of India
issued time to time relating to enlistment/upgradation/change in
constitution/renewal and other subjects like contract matters,
taxes, levies, labour related issues and ll other issues having
bearing on tendering and bidding process as well as execution of
works, which a bidder/contractor is expected to be aware of. No
letter conveying such information & policy instructions shall
be issued separately by the department.

duly pledged in favour of PCDA CC Lucknow.
(b) Bond to Secure Performance of Agreement (in original) duly
accepted by the Registering Authority (ie. CECC Lucknow) - 06
sheets.
Please acknowledge receipt of the SSD & SS Bond as mentioned
above.
